This general structure could be extended by adding specific instructions for other types of relationships, as needed. Background In 6JSC/ALA/Discussion/3 (August 2013), ALA presented an interim report on our investigation of the lack of instructions in RDA Chapters 24 28 for recording relationships. The discussion paper began by noting that the report of the US RDA Test Coordinating Committee included the following recommendation : Add more instructions about the use of contents notes the information included in such notes. The discussion paper noted that this is a specific example of the general lack of instructions for recording structured descriptions of relationships. We went on to suggest some guiding principles for such instructions. The paper was discussed at the November 2013 JSC meeting. There was general agreement that it would be useful to add instructions concerning contents notes, but there was no consensus about the need for instructions for other types of relationships. Relationship of this Proposal to Other JSC Initiatives ALA believes that this proposal sts on its own merits solves some particular problems with the recordings of contents notes in particular, with the recording of structured descriptions in general. However, ALA acknowledges that this proposal is related to several ongoing JSC initiatives will need to be considered along with the results of the work of other groups. The specific issue of contents notes is related to the work of the JSC Aggregates Working Group. That group was charged to investigate the issues for developing RDA instructions elements for aggregate resources. This ALA proposal represents one possible approach to certain types of aggregates; it will need to be evaluated in the light of any general principles (or specific proposals) made by the Aggregates Working Group. RDA Chapter 24 sets forth a fourfold path for recording relationships, this proposal makes some recommendations for extending the guidelines currently in 24.4. However, we are aware

page 2 of 16 that the JSC Technical Working Group is considering these issues as they work to develop some general techniques for recording data in RDA. This could be further informed by the outcomes of 6JSC/ALA/Discussion/5: Machine-Actionable Data Elements for Measurements, Extent of the Carrier, Pagination Foliation, Dimensions, Extent of the Content, Duration Discussion Paper (2015). In both cases, ALA believes that our proposal will add to the discussion of these issues. Although ALA believes that the recommendations below would be beneficial additions to RDA, we are even more interested in contributing our work on these issues to the broader discussions. Issues to be Resolved Instructions for Contents Notes ALA has therefore concentrated on contents notes, came to several conclusions: The contained in / container of relationship designators are defined separately in Appendix J for related works, related expressions, related manifestations, related items. ALA believes that these relationships are most effectively conveyed as related manifestations, using the data provided in the manifestation. At this time, we propose to add instructions to RDA Chapter 27 to cover the recording of structured descriptions of this relationship. The possibility of adding a similar provision to Chapter 25 should be given further consideration. Contents notes record the container of relationship. ALA proposes that instructions for the reciprocal contained in relationship also be added to Chapter 27. ALA recommends a significant change from the practices that seem to inform many of the current examples in Chapters 24-28. We believe that the basic instruction for recording structured descriptions of relationships should be to record a full or partial description of the related resource using the same data that would be recorded in RDA elements for a description of that related resource that the instructions for those elements should be applied when recording the structured description. In other words, when the title proper of the related manifestation is included in a structured description, the instructions in RDA 2.3.2 should be applied. ALA asks JSC to consider the implications of this principle. In the case of a related manifestation, ALA believes that the structured description should include appropriate RDA elements for the manifestation. In the case of contents notes, the most important are the title proper the statement of responsibility relating to the title proper. Other attributes of the manifestation may also be included if considered necessary for identification or selection. Again, this represents a significant addition to the instructions for recording structured descriptions, its implications should be carefully considered. There are cases in which it is very useful for contents notes to include attributes of the expression (particularly playing time for sound recordings). Although this involves a less-

page 3 of 16 than-rigorous application of the FR model, we recommend that work or expression elements be allowed in the structured description of a related manifestation. Although it would be possible to consider the contents note as part of how a resource describes itself ( therefore could be included as an element in Chapter 2), ALA believes the contents note is in fact the description of a relationship that these instructions therefore should be included in Chapter 24-28, especially since the general direction in the FRBR model seems to be toward more extensive use of relationships. General Instructions on Recording Relationships In order to provide context for the proposal to add instructions for structured descriptions of the contained in / container of relationships, ALA recommends that general instructions on recording relationships be added to Chapters 24 28. These proposed revisions involve: Separate instructions for structured unstructured descriptions in Chapter 24. Based on discussions at the 2014 JSC meeting, ALA believes that the fourfold path identifiers, authorized access points, structured descriptions, unstructured descriptions will become a pervasive feature of RDA, generalized beyond the recording of relationships to become general techniques for recording data. Revision of the definition/description of structured descriptions (currently 24.4.3). These revisions are a generalized version of the guiding principles that informed the specific proposal relating to contents notes. We do not believe that the instructions relating to the order specified by a recognized display stard are terribly useful. Inclusion of basic instructions for recording relationships as identifiers, authorized access points, structured descriptions, unstructured descriptions in chapters 25 28. Although this largely repeats the instructions in 24.4, it does provide actual instructions preceding the sets of examples, it does reinforce the fourfold path. Examples The examples in Chapters 24 28 have not been modified in this proposal except to move the examples for the container of / contained in relationship in Chapter 27 to the new instructions. We note, however, that the revised general instruction for structured descriptions calls for recording elements of the related entity following the instructions for those elements. Because of this, many of the existing examples are either in the wrong chapter or fail to follow the appropriate instructions for recording the elements. Therefore, if the revised instructions are approved, the examples for structured descriptions should be reviewed updated by the Examples Editor. Future Work ALA sees this proposal as accomplishing two things: (a) it satisfies the need for explicit instructions for recording contents notes; (b) it provides a general structure for describing

ALA believes that it has at least two pieces of unfinished business: 1) Consideration of the contained in / container of relationships for related works, related expressions, related items. 2) Development of instructions for describing accompanying material as a structured description. It is possible that neither of these issues will result in proposals, but ALA would like to continue its discussion of these issues.
