Contact: Elena Christodoulidou (Senior Education Official) Diomidis Nikitas (Temporary Education Official) Answers: (1) TABLE 1 - FILM HERITAGE INSTITUTIONS 1.1 The competent body is the Cultural Service of the Ministry of Education and Culture, however it does not yet have the resources and necessary staff at its disposal. 1.2 EUR 5000. 1.3 Since the transfer of the Film Archive from the Press and Information Office (PIO) to the Cultural Service of the Ministry of Education and Culture is not yet complete, the Cultural Service does not have qualified staff to manage the Film Archive. 2.1 In cooperation with the recently established Digitisation Advisory Committee, the necessary regulatory framework and organisational/administrative arrangements will soon be put forward. 2.2 The works considered to form part of the national film heritage include those approved under the Regulation on financing/supporting cinematographic works, independent productions that are filmed in Cyprus or elsewhere, whose main contributors are Cypriots, and works filmed in Cyprus or elsewhere, whose main contributors are Cypriots but which were completed before the Cinema Advisory Committee (CAC) was founded. 2.3 No. (3) TABLE 3 3.1 Compulsory deposit of cinematographic works that have received public funding. 3.2 Yes. 3.3 This depends on the contract and how the film was shot: 35mm or digital (Digital Cinema Package) and advertising/promotional material. 3.4 This depends on the time frame of the contract. 3.5 Yes. The final contract instalment is withheld until a copy of the film is deposited. 3.6 Yes. By the Cinema Advisory Committee. 3.7 No. 3.8 No. (4) TABLE 4 4.1 Cyprus Film Archive / Pelathousa (private body). 4.2 Yes: Cyprus Broadcasting Corporation (CyBC), Press and Information Office (PIO). (5) TABLE 5 5.1 The archive is compiled by use of EXCEL and ABEKΤ 5.5 (library and information science database programme). 5.2 In the databases all film details (title, year of production, production company/co-producers, lead actors/actresses, main technical contributors etc.), as well as photographic and other material (poster, promotional material) are stored. 5.3 It will take place once the recording and digitisation is complete. The Europeana group will work on the material and upload the data to be accessible to the public. 5.4 Not at the moment.
5.5 Finding a specialised programme for cataloguing cinematographic material. 5.6 Yes. We have progressed considerably in cataloguing the existing material. (6) TABLE 6 6.1 There are specially designed premises for storage which are appropriately air-conditioned and equipped. 6.2 This will be decided once the transfer of the archive is complete, and the material is recorded and assessed. 6.3 It is implemented by the Cultural Service. 6.4 Yes. Mainly financial. There is a lack of funds available for preservation and restoration. 6.5 The digitisation in ΜPG4. (7) TABLE 7 7.1 There are provisions in film production contracts for their promotion at events organised by Cypriot embassies abroad, at noncompetitive festivals abroad and, generally, at film events that promote Cypriot cinema. The necessary changes to cover other categories (research, educational use) will soon be examined. 7.2 Only with the producer's consent. 7.3 This is under study. 7.4 There is the annual Children s Film Festival where children participate in workshops and a training programme for teachers on cinema and film literacy. In addition, the Union of Cypriot Directors organises screenings of films by Cypriot and other European directors. The Nicosia, Limassol and Paphos cinema clubs also screen European and other films not commercially distributed all year round, provided they have the producer's consent. 7.5 As a Cultural Service we have ensured access to our premises. In private premises, there is the possibility with the producer's consent (to receive the DVD). 7.6 None so far. 7.7 Α. In higher education, universities and private colleges, there are courses in computing, programming, photography, mass media, audiovisual arts and television. Cinema has not yet been introduced into school curricula, but a proposal is being studied. With regard to professional training, workshops and seminars are organised by various bodies as part of film festivals (Cyprus Film Days International Film Festival, Limassol Documentary Film Festival, Cyprus International Kids Festival, The International Short Film Festival Cyprus, as well as with the Media Desk Cyprus). 7.8 Not at the moment. 7.9 No. (8) TABLE 8 8.1 There is cooperation with the Cyprus Broadcasting Corporation (CyBC) and the Press and Information Office (PIO). The Ministry of Education and Culture supports the "Cyprus Film Archive / Pelathousa", a private initiative to salvage and preserve cinematographic material. 8.2 Not yet. 8.3 Not at the moment. 8.4 Not at the moment. In accordance with the contracts signed and as provided for by the Regulation on financing/supporting cinematographic works. 9.2 In accordance with the Regulation and the checks carried out by the Cinema Advisory Committee. They will be available in 2014-2015. 9.5 No. Preservation 9.6 There is a forthcoming strategy and there are specific digital preservation works in progress (CyBC / Digital Herodotus). Restoration 9.7 When the transfer of the archive from the PIO is complete and the condition of the material is examined, there will be restoration efforts and digitisation. 9.8 No. 9.9 No. 9.10 No. Accessibility
9.11 Yes. There are provisions in contracts signed with the producers of films that have received public financing. Education / Media literacy 9.12 There are no fixed agreements but screenings can be arranged with the producer's consent. 9.13 The Pedagogical Institute which is under the Ministry of Education and Culture provides a website with educational films (in particular educational documentaries), and these are accessible to the public and to schools and educational institutions (http://paragoges.pi.ac.cy). Professional training 9.14 No. (10) TABLE 10 10.1 The collection of digital material. There is no legal framework for its distribution. We have not established standards specifying the conditions. It would be useful to develop European standards. 10.2 There are efforts for digital preservation via Europeana. 10.4 Certain agreements have been reached. There is no digitised material yet. Not yet. Since the Film Archive is in the process of being transferred from the PIO to the Ministry of Education and Culture, no plan of action for a policy change in relation to film heritage has been drawn up yet.
