Proposers must acknowledge receipt of all Addenda in their proposal. Failure to do so may subject the proposer to disqualification. This addendum consists of 14 pages. Contractor Performance Period begins August 1, 2017 with work completed by October 20, 2017. After project award, tentatively estimated to be June 12, 2017, an estimated 45 days will be required by the City to complete Layer 3 network and associated infrastructure. City will coordinate with awarded contractor on specific schedule following award. Facility Tours and Questions (Reference Request for Proposals for the Security Camera System Project, Section 7) A mandatory pre-proposal conference will be held at 2:00 p.m. on Tuesday, May 9, 2017 in the Council Chambers at 102 Division St., Nome, AK 99762. Addendum 2, Question 1, clarified that physical attendance at the pre-proposal conference was not required; participation could be by teleconference. At the referenced pre-proposal conference, it was noted Exhibit B1 was a photograph, not a controlled mosaic. It was highly recommended proposers not rely solely on the Exhibits, but in their sole discretion might wish to consider conducting an independent site visit if determined necessary or advisable, to perform any necessary verification of the depicted information. Two (2) proposers have contacted the City requesting and were accompanied on guided tours of project areas. Generally there has been unfettered access to the sites during regular business hours, so it is unknown if other proposers visited independently to review or ground truth information depicted on Exhibit B1 (photograph) or Exhibit 2 (location detail spreadsheet). www.nomealaska.or g

The deadline for requesting and conducting a tour is by May 25, 2017, the deadline (as revised in Addendum No. 3) for submitting written questions. ADDENDUM CHANGES, CLARIFICATIONS, AND RESPONSE TO WRITTEN QUESTIONS A. Fiber Access Points 1. (Reference: Addendum 4, Question/Response #2) Connection via wireless versus fiber connection is intended to be part of the proposal. Existing fiber connectivity (patch) locations have been identified. If additional fiber extensions or outdoor-rated PoE CAT cable for extension is required, it will be provided in-house by City/NJUS. The response was based on information request and intended to clarify Specification 1.1.7: (1) proposals can include wireless connectivity, (2) confirm fiber connectivity (patch) locations existing where wireless or wired options could gain network access, and (3) if the City determined additional fiber extensions or outdoor-rated PoE CAT cable extension for nodes was required, it would be provide in-house. The underlined text was erroneously omitted. The City subsequently identified two additional fiber extensions to be provided, outlined below. CHANGE: Addendum 4, Response #2 is revised: Connection via wireless versus fiber connection is intended to be part of the proposal. Existing fiber connectivity (patch) locations have been identified. No additional trenching will be provided by the City for fiber optic cable or CAT cable connections between any poles, including Poles H-I-J-K on the Industrial Pad. Sufficient pole space is available for an additional messenger cable to support additional fiber optic cable or intermediary CAT cable between a camera location and a node. The City will also consider the option of these cables being tied to the existing messengered fiber cable. Contractor must coordinate with the Utility any additional pole attachments proposed to be provided. Buried cable between any pole, if determined not to use an existing aerial route or an existing buried conduit, is the responsibility of the contractor. 2. P.O. Box 281 o Nome, Alaska 99762 NJUS will be extending/terminating a fiber cable from the Harbormaster Office to the Belmont Sewer Lift Station near new Pole E, making wired configuration possible. CHANGE: Fiber will be available at Pole E. (Extension of a fiber terminated cable will be made by City/NJUS from Harbormaster Office.) 3. (Reference: Addendum 5, Exhibit B1 Revised 05.15.17) Fiber terminations exist at: Water Truck Shop CHANGE: Fiber will be available at Pole G. (Extension of a fiber terminated cable will be made by City/NJUS from Water Truck Shop.) 4. (Reference: Addendum 4, Question/Response 5) Fiber connectivity panels exist at Poles H and J. CHANGE: Fiber connectivity panels exist near Pole H and near J. (See Exhibit B2.1 photograph dated 05.18.17.) 5. (Reference: Addendum 5, Exhibit B1 Revised 05.15.17) Existing fiber terminations (cross-connect or network access points) are identified at the Causeway, Port Industrial Pad, Harbor Office and Water Truck Shop. CHANGE: Exhibit B1 is revised 05.18.17. It now identifies an additional fiber termination (cross-connect or network access point) on the Port Industrial Pad near the NJUS Tank Farm (blue tanks on southwest corner) as well as the NJUS Power Plant. B. Pole/Camera Locations 1. (Reference: Addendum 4, Question/Response #16) The City has previously deployed cameras (AXIS models P212, P214 and P3301) on an existing City monitoring network. Three (3) existing Port area cameras with limited or no reliability (one at Pole A & two at Pole C) are identified for replacement as part of this Project. 2. (Reference: Addendum 4, Exhibit B1 Revised 05.17.17 and Location Detail Spreadsheet, Question/Response #3) a. Addendum clarified fiber termination points and modified the project segment on the Causeway containing Poles L-M-N to note cameras would not be mounted to High Mast Lights (HMLs); the City is placing new poles adjacent to the HMLs. www.nomealaska.or g

(See (See Exhibit B2.1 photograph dated 05.18.17.) Buried conduit will be provided by the City if required in this area for power/ connectivity between adjoining fiber termination points and new poles. b. Upon further evaluation, camera location at the Small Boat Harbor previously identified to be on Pole D is revised. CHANGE: See Exhibit B1 Revised 05.18.17 and Exhibit B2.2 05.18.17, included with the Addendum. Revised camera location now identified as D1 is to be on the southernmost light pole along the west Small Boat Harbor dock face. This location can only be served by a wireless option. c. The Port-owned GARCO Building has been identified on Exhibit B1 Revised 05.18.17. On either side of this facility there are two long arrows. The start of the arrows is not intended to indicate camera locations, but additional desired viewing area. CHANGE: See Exhibit B1 Revised 05.18.17, included with the Addendum. The GARCO Building is identified. (For reference, the City GARCO Building is also indicated on photographic Exhibits B2.1 and B2.3 05.18.17) d. The City is responsible for network operations and has determined backup power is not required to be available at camera or intermediary devices supplied by the contractor. CHANGE: Section 1.1.8 reference to the requirement for a disaster recovery plan is eliminated. However, Section 2.2.2, describing automated camera operation recovery after both short-term or longer term power failures, must be still be addressed. C. Work Stations/Monitors (Reference: Addendum 5, Question/Response #8) A minimum of 2 work stations w/ one large viewing monitor each will be needed in the Harbor office, plus a viewing only screen in the customer service area. Box 281 o Nome, Alaska 99762 CHANGE: Two (2) work stations are required with two (2) monitors attached to each station; one (1) 27-inch (with desk or wall mount option) and one (1) 48-inch (wall mount) monitor. Video card must have on-board processing capability, independent of work station CPU. Monitor connections and cabling provided with must allow the monitors to be located up to 50 feet away from work station. Specification 2.8.1. A 1028 x 768 (viewing) resolution is preferred. Minimum resolution per camera for viewing must meet or exceed the minimum recording stream resolution (1920 x 1280). D. Storage-Archiving (Reference: Addendum 4, Question/Response #10) Real-time viewing is desired in high resolution. Storage recording archive to be configured to allow for a minimum 30-day review period. Archiving will be on motion detection (not full-time), estimated not to exceed 20% but may vary seasonally. Minimum frames per second = 15 at sufficient resolution to provide detail of activity captured. 30 FPS is desirable. Data recording to be configured in RAID 5 or 6. Further review results in the following changes to be considered in proposing storage recording archive size (disk requirements). CHANGE: o Minimum frames per second = 12 o Minimum resolution = 1920 x 1280 o Assumption: One-half of cameras will record-archive full time (24/7/365) One-half of cameras will record on motion detection, estimated not to exceed 40%, but may vary seasonally. E. Head-end equipment, location, space and available power (Reference: Addendum 4, Question/Response #9) 1. RFP Exhibit B was amended by above response to note change in location of head end equipment. Head-end server(s) equipment will be located in sufficiently-existing race space located at the NJUS Power Plant either Nome Police Department data centers, or both. The City will determine final location when server(s) space, switch and power requirements are known. Equipment will be located at existing data center(s) at the NJUS Power Plant or Nome Police Department. The City has determined the server(s) will be within one or both of these noted locations, not in the Harbormaster s Office (or other facility which could also be accessed/available through fiber network cross-connect). o Space requirements for server or any other required equipment at the server location must be clearly stated in the proposal. At least 6RU will be available in a cluster at cityselected location, with availability for additional space in the cluster space or in an adjoining data center rack. o Total power requirements must be stated in the proposal. Available electrical power in data center(s): 120V and/or 208V AC. 2. Specification 2.6 Server and Storage Specifications CHANGE (ADDITION): Server(s) and other equipment that will be located in data center(s) must be equipped with redundant power supplies. F. NETWORK SWITCHES, FIBER BACKBONE AND TESTING The City is providing main networking switches and the fiber optic backbone with sufficient integrity and quality for network operation between camera switches and network switch/servers, and will perform testing it determines required or desirable. The contractor is responsible to terminate connections with sufficient integrity and quality at any intermediary devices and cameras. G. EXHIBITS Exhibits B1 and 2 included with Addendum 4 and referenced in Addendum 5 are superseded by revisions dated 05.18.17, included herewith.
