General guidelines for Programmes 1. Cultural events should project fundamental values of Indian culture, integrity, truth, friendship, peace, devotion and loyalty etc. with particular reference to Indian cultural heritage. These should be oriented towards the unity and integration of our country. 2. The chief organizer/coordinator (Events) may reschedule and preannounce programme on account of any sudden development. 3. The team will participate in the order decided by draw of lots by the organizers. 4. It will be the responsibility of the contingent leader to ensure that the team reports for various events as per the time and order announced by the organizers. 5. The participants must bring their own musical instruments/items etc. 6. Three copies of a brief note mentioning themes of the items to be presented by the participants must be submitted at the time of 16 registration.

Instructions for Competitive Items Folk Dance 1. Maximum number of participants allowed per team is Ten (Including accompanists). The team may consist of all boys, all girls or both. 2. The dance can be either primitive or a folk dance (Rajasthani Style) but not a classical one. Ballets are not allowed. 3. Duration of the dance should not be more than 10 minutes. 4. Five minute will be given for stage setting. 5. Three copies of a brief note giving the theme and text of the song should be submitted along with the Entry form at the time of registration. 6. The participating team will be responsible for removal of their sets and properties etc. immediately after the completion of their performance. 7. Judgement will be based on the basis of rhythm, choreography, costumes, make up, sets and over all effects. 8. Pre recorded music (tape, cassette etc.) shall not be permitted for this item. 17

Folk Song 1. Maximum number of singers in a group should be ten. 2. Folk Song (Indian) could be in any regional language. 3. No film songs should be presented. 4. Maximum time allowed for the folk song is 7 minutes. The setting time for a group shall not exceed 3 minutes Advance copy should be submitted during registration by the team incharge. 5. Judgment will be based on quality of singing only and not on make-up, costumes and actions of the team. 18

One Act Play (English or Hindi Only) 1. The duration of the play should not exceed 45 minutes. Time will be counted as soon as the signal is given or the team starts giving the introduction, whichever is earlier. For 10 Minutes will be given for stage setting and removal of sets properties after taking charge of the stage. 2. The number of performers should not exceed ten. 3. The participating teams shall bring their own set/stage property, make-up material etc. Light and general property such as ordinary furniture may be provided if information in advance. 4. The play may be in Hindi or English only. 5. The participating team must report at least two hours before the presentation of the play. 6. Judgment will be based on the quality, theme, acting, stage 19 craft and overall impression etc.

Classical Vocal Solo (Hindustani) 1. Maximum time allotted for the item is 15 minutes. 2. Five minutes will be allowed for the setting of the stage, mike, accompanist, tuning of instruments etc. 3. Cinema songs are not allowed for this item. 4. Sufficient thought and care must be exercised in the choice of raga and composition. 5. Judgement will be based on the qualities like swara, taal, recitation of bol, selection of raga, composition and overall impression. 20

Classical Dance ( Kathak, Bhartnatyam) 1. Each participant will be allowed a maximum time of 15 minutes for presentation. 2. Five minutes will be allowed for the setting of the stage, mike, accompanist, tuning of instruments etc. 3. Judgement will be based on the qualities like swara, taal, recitation of bol, selection of raga, composition and overall impression. Participants must bring their own instruments. 4. Three copies of brief note on the description of dance, story and the accompanying song, with its meaning in Hindi or English must be submitted at the time of registration. 21

Classical Instrumental Solo (Sitar, Flute, Tabla, Veena and Mrigdangam Harmonium (Light) Guitar) 1. Participants should bring his/her own instrument. 2. Item can be presented in either Hindustani or Carnatic Style. 3. Maximum time allotted for Sitar, Flute and Veena is 15 minutes and 10 minutes for Tabla and Mrigdangam Harmonium (Light), Guitar 4- Harmonium (Light), should be presented in light music form. It should exclude film music. 5. Five minutes will be allowed for the setting of the stage, mike, accompanist, tuning of instruments etc. 6. Guitar Item should be presented in Indian or Western music form. 7. Judgement will be based on the qualities like swara, tal, recitation of bol, selection of raga, composition and overall impression and Guitar rhythm coherence, technique, discipline, etc. 22

Elocution (Extempore) 1. The language should be Hindi or English only. 2. Each participant will be given a maximum of four minutes for presentation. 3. The participant will pick up one slip from the container and speak on the topic picking up another slip is prohibited. 4. Judgement will be based on the clarity of speech, flow, relevance to the selected topic, non-repetition of words and sentences, confidence, awareness etc. The above-mentioned general and specific Rules and Regulations are subject to change and are at the discretion of the panel of judges for respective items. 23
