Household expenditure on cultural goods and services Mapping of codes and labels between COICOP-HBS and ECOICOP in respective HBS 2010 and HBS 2015 waves 1

The information about the consumption patterns of cultural goods and services is available from Household Budget Survey (HBS). The HBS surveys are conducted approximately every 5 years and are using the Classification of individual consumption by purpose (COICOP) nomenclature to classify the household expenditure items. COICOP was developed by the United Nations and is used worldwide to monitor household consumption. In the EU, this classification is also integrated in the system of calculation of price index and inflation (HICP). The UN COICOP is built up to four digit codes divided into services (S), non-durables (ND), semidurables (SD) and durables (D). For the purpose of EU HBS, a special version of the classification COICOP-HBS was created with additional fifth digit to better disaggregate the information. The fifth digit has been implemented since 2000 wave of survey. It was further revised in 2003 for the 2005 and 2010 waves. For the 2015 wave the European classification of individual consumption according to purpose (ECOICOP) was recommended and applied by almost all the countries. ECOICOP relies on the structure and content of COICOP-HBS for the fifth digit but there are several differences. In ECOICOP, more disaggregation is available allowing the distinction of more specific expenditure categories. Additionally, the revision of numerous 5-digit codes was carried out to update their content and coverage. A list of culture related categories based on COICOP-HBS included a mix of 4-digit and 5-digit codes. As quite a lot of changes were brought in ECOICOP at 5-digit, this resulted in a break in time series for the 2015 compared to 2010 data. This break in time series is due in particular to: the shift of expenditure items between the codes (e.g.: removal of earphones from CP09111 and their integration in CP09119); identification of new codes for specific expenditure items allowing better targeting of cultural spending (e.g.: Portable sound and vision devices - CP09113); and more details in specification of some codes (e.g.: identification of video recorders and DVD recorders and players in description of CP09112). It must be noted that Germany, Spain and Sweden still applied the COICOP-HBS in their wave 2015. Therefore, to fit to ECOICOP structure, the results for some new codes had to be estimated in these countries or adjusted. Adjustment consisted on the renaming of COICOP-HBS codes with the corresponding codes from ECOICOP. The estimations were done using the coefficient calculated on average distribution by category of spending for available countries. The estimations are done for the following codes and countries: ECOICOP code CP09121_09122 CP0954 TOT_CLT Estimation Countries DE, SE DE DE DE DE, SE In analysing and processing 2015 data, for the sake of reliability and also to keep the maximum of comparability with 2010 data, it was also decided not to publish separately the new 5-digit codes specifically dedicated to culture (e.g.: Portable sound and vision devices - CP09113). These new cultural codes are either merged with other 5-digit cultural codes e.g.: CP09112-CP09119 or are incorporated in 4-digit fully cultural categories as Fiction books (CP09511) composing fully cultural code Books (CP0951). For the dissemination purpose of the HBS results in Eurobase, some adjustments had to be done as in Eurobase only the structure of ECOICOP classification could be used for both 2010 and 2015 results. Because of obvious lack of correspondence between some codes in COICOP-HBS and ECOICOP, a couple of non-standard text codes were created. The table below presents the standard and non-standard codes and labels relevant to COICOP dictionary that were allocated to the cultural codes extracted from HBS 2010 and 2015 surveys. 3
