SUMMARY Experience Clothing Company Ltd., factory is established in a two five storeyed (G+4) building and 1 shed. The building reportedly,constructed in 1993. The factory began production in 1996. The building was approved for industrial purpose and the factory during survey, reported had about 3100 workers working on regular basis. The Factory was surveyed for electrical safety by Woosun Energy and Construction Co., Ltd. (WEC). The purpose of the survey was to identify significant electrical safety issues and to provide recommendations for remediation based on applicable standards specified by the Accord. The scope of this initial electrical safety inspection was limited to the review and identification of major electrical safety issues. The inspection did not include identification of minor deficiencies, which will be further addressed as part of follow-up inspections. Table below summarizes the major electrical safety issues identified during the inspection. Recommendations have been provided to address each issue. An implementation schedule shall be developed by the factory to remediate each of the findings. The specific timing of improvements, including any requested extensions due to design / installation constraints, shall be submitted to the Accord for approval. Page 2 of 7
FINDINGS AND RECOMMENDATIONS E- 1 Transformer room is congested. Maintain safe working space surrounding the existing power transformer. Barrier is very close the transformer. 6 Months E- 2 Transformer breather not installed. Transformer breather must be installed to prevent moisture ingression. Breather is damaged. E- 3 Cables terminating to transformer bushings are not supported. Cable riser supporting cables must be firmly fixed. Power cable connected to the LV side of transformer. Page 3 of 7
E- 4 SWITCH BOARD & PANELS Crowded inside panel (MCCB, MCB, Bus bars and Wires) Panel must not be crowded with devices and apparatus. Each panel must be installed with devices and apparatus to maintain safety clearances inside panel. Wires are crowded inside the common busbar panel. E- 5 SWITCH BOARD & PANELS Multiple cables terminating to MCCB in panel. Multiple cable connecting at a MCCB terminal must be disconnected. Existing multiple circuits may be distributed through bus bars. MCCB inside distribution panel. E- 6 SWITCH BOARD & PANELS Multiple cables connected at a terminal of the bus bar. Multiple cable terminating at a terminal in busbars must be separated. Bus bar inside the distribution board. Page 4 of 7
E- 7 SWITCH BOARD & PANELS Insufficient working area in front of panel (Operating area). Adequate working space must be provided in front of every panel for operators (operating platform). Panel installed on raised plinth must have platform constructed for operators. 3 Months MDB installed in the washing area very close to the machine operation area. E- 8 GENERATOR ROOM Cables terminating to generator output terminal box are laid on floor. Cable terminating at Generator output terminal box must be supported on riser and protected. Existing cables laid on floor may be installed in cable trench or on trays. Cables on the floor in generator room. E- 9 CABLE & CABLE SUPPORTS Power cables installed close to steam lines. Existing power cables installed along side the steam line must be covered to protect against external heat from the steam lines. Adequate clearance may be provided from the steam lines. E- 10 CABLE & CABLE SUPPORTS Cables in electrical shafts are not protected. Cables in electrical shaft must be securely clamped to the tray/ladder and must be protected. Power cable goes through one floor to another without protection. E- 11 GENERATOR ROOM Inadequate working space around the generators. Expand the existing generator room to provide safe working space. generator placed very close the wall. 6 Months E- 12 Transformer guarded with wire mesh fencing. Transformer may be separated from panels by constructing barrier walls. Substation transformer guarded with wire mesh fencing. 6 Months Page 6 of 7
E- 13 WIRINGS Cables terminating to distribution panels (switchboards) are not protected. Cables, terminating to panel, between floor and base of panel must be protected in rigid conduits with ample strength. Conduit must be securely fixed to the wall with saddle or clamps. Wiring through flexible PVC conduit. E- 14 CABLE & CABLE SUPPORTS Cables from electrical shaft exiting at various floors are not supported. Cables leaving supports (tray/ladder) in electrical shafts must be supported till the cables are terminated at the panel. From the LT panel cables are going to different floor. 3 Months E- 15 CABLE & CABLE SUPPORTS Cables partially supported in tray and raceways (cables are not placed inside tray in few sections).
