SUBMISSION RULES AND REGULATIONS FOR THE 2019 EDITION DocsBarcelona International Documentary Film Festival is a festival specialized in the documentary genre, consisting of competitive international sections, non-competitive sections and master classes. All the films that make up the different sections will be selected by the Festival programmers. The 22st edition of the DocsBarcelona International Documentary Film Festival will be held from 15th to 26th May 2019. The following regulations apply to films registering for the Competitive Sections Panorama, DocsBarcelona Latitude and What the Doc! The Panorama Section groups a selection of the best documentaries of the most recent international scene. The films of this section will compete for the DocsBarcelona Best Film Award and for the DocsBarcelona New Talent Award to the best film by a first-time director. The DocsBarcelona Latitude Section is a competitive section that groups a selection of the best documentary of the Iberian Peninsula and of Latin America. Antaviana Films sponsors its DocsBarcelona Latitude Award. What the Doc! Section groups a selection of the most risky and innovative films of the international documentary scene. The films of this section compete for the DocsBarcelona What the Doc! Award. The films of the three sections run also for the Amnesty International Catalonia Award, granted by the so-called NGO, and for the Audience Award, granted by the audience attending. 1. General submission requirements Deadlines: Submission form deadline: November 26 th, 2018 Confirmation: Selected participants will be notified no later than March 15 h, 2019 Festival programmers select the documentaries that will participate in the Panorama, What the Doc! and DocsBarcelona Latitude Sections; their decision is final. When a film is selected, DocsBarcelona will notify the applicant, who will send the entry form to formalize his/her participation in the Festival.

Eligibility criteria: The Panorama Section is open to films around the world. DocsBarcelona Latitude Section is open to films produced in the following countries: Spain, Portugal and Latin American countries (Argentina, Bolivia, Brazil, Chile, Colombia, Costa Rica, Cuba, Ecuador, El Salvador, Guatemala, Haiti, Honduras, México, Nicaragua, Panamá, Paraguay, Peru, Dominican Republic, Uruguay, and Venezuela). The What the Doc! Section is also open to films from around the world, with the requirement of being considered, by any aspect, an innovative or risky film. For three sections, films must meet the following criteria: - They can be considered documentaries given their content. - They fit into the section for which they are programmed, given their themes. - They were produced later than January 2017. - They last a minimum of 40 minutes. - They have not commercially premiered in Spain. - They have not premiered on VOD in Spain. - They have not been broadcasted on television in Spain. The Festival management reserves the right to exceptionally program films that do not meet these requirements. - To submit a film to the Festival the only procedure accepted is to upload the documentaries through the www.festhome.com platform (which also allows Vimeo and You Tube links). DVDs or other physical formats will not be accepted. - Documentaries will be presented in their original version. If English is not the original language, the film must be subtitled in English. - Rough/Fine Cuts: The Festival will accept rough cuts, but only one preview cut of each film. If needed, DocsBarcelona will request an updated version and will contact the applicants directly. - The participant guarantees that the film submitted is original and unpublished and that it is not subject to any contracts, assignments or third-party licenses relating to copyright, intellectual property or other rights other than those belonging to the creators of the film. - Submission fee*: The Festival will charge a submission fee of 10 (including taxes) to cover the processing and viewing of your film. Submission fees are non-refundable. *Exemption: there is a fee waiver for films that have previously participated in

the Speed Meetings, Pitchings or RoughCut Screenings at DocsBarcelona. These films must only pay the transactional fee charged by the FestHome platform. To benefit from it, an email must be sent to festival@ before the inscription, detailing the edition and the activity where the project was presented. If the documentary does not meet all these requirements, it will not be eligible for selection. 2. Awards The submitted documentaries will compete for the following awards: - DocsBarcelona Best Film Award: With a cash prize of 5000, this award is for films not competing for the New Talent Award, produced after January 2017, and not commercially released in Spain (in cinemas and/or VOD) or broadcasted on Spanish TV. This prize is granted by the DocsBarcelona Jury. - New Talent Award for the Best Film by a first-time director: This award is for first feature-length films produced after January 2017. This prize is granted by the DocsBarcelona Jury and it is not compatible with the Best Film Award. - DocsBarcelona Latitude Award: Addressed to films selected for the so-called section that includes documentaries from Spain, Portugal and Latin-American countries. This prize, granted by the DocsBarcelona Jury and sponsored by Antaviana Films, consists in 5000 for the director s next film postproduction work (conformation, graphics, colour correction and final deliveries). - What the Doc! Award: The films selected for the What the Doc! Section, that groups the most innovative and risky documentaries, run for this prize, which is granted by the What the Doc! Jury. - Amnesty International Catalonia Award: The films selected to the competitive sections Panorama, What the Doc! and DocsBarcelona Latitude run also for this prize, which is granted by the Amnesty International Catalonia organization. - Audience Award: This award is given by the audience to the film with the highest score from audience votes in the sections Panorama, What the Doc! and DocsBarcelona Latitude. None of the awards can be declared not awarded or ex aequo.

Documentaries may be eligible for several awards. Once a film is selected, DocsBarcelona will decide what award(s) the film is eligible for. DocsBarcelona reserves the right to incorporate some other award and the right to replace the prizes with others of equal or greater value when justly necessary. In any case, the participants will be duly notified of such circumstances. The award winners are not entitled to request an exchange of their awards for any other prize. The cash prizes are subject to the personal income tax legislation in force for Spanish productions and in accordance with any existing agreements for international double taxation for foreign ones. Any decisions made by the festival management and the juries are final. Submission and participation of documentaries imply unconditional acceptance of the regulations. Any questions or issues not set forth herein will be solved by the organization of the Festival management. 3. How to submit your documentary To submit a film to the Festival the only procedure accepted is to upload the documentaries to the www.festhome.com platform (which also allows Vimeo and You Tube links). DVDs or other physical formats will not be accepted. - Documentaries will be presented in their original version. If English is not the original language, the film must be subtitled in English. - Rough/Fine Cuts: The Festival will accept rough cuts, but only one preview cut of each film. DocsBarcelona must receive: - The submission confirmation via Fest Home Platform, which includes an online link. Please note that the password to your film link must not change until the end of the Festival. - The payment of the 10 * submission fee (including taxes).

* Exemption: there is a fee waiver for films that have previously participated in the Speed Meetings, Pitchings or RoughCut Screenings at DocsBarcelona. These films must only pay the transactional fee charged by the FestHome platform. To benefit from it, an email must be sent to festival@ before the inscription detailing the edition and the activity where the project was presented. Your submission will only be accepted if all the required materials and information are received on time. Incomplete applications will not be taken into consideration. In case of an invoice needed, please send your invoicing details (VAT number included) and the title of the film to: molivella@parallel40.com 4. Selection procedure, required items and authorizations Selection Procedure: Festival programmers select the documentaries that will participate in the competitive sections Panorama, What the Doc! and DocsBarcelona Latitude. When a film is selected, the festival will notify the applicant no later than March 15 th. Then, the participants will receive the entry form along with a copy of the Festival Rules. DocsBarcelona is under no obligation to provide feedback to the applicants regarding the submitted films. The Festival organization will decide the screening dates and times of each film. No film will be screened more than 3 times without the owner s prior consent. Formats: The selected films must have an available screening copy in the following formats: DCP, Hard Disk or Blu-ray. The Festival will not accept copies that do not meet the minimum requirements for exhibition. All selected films will be screened in their original language versions. If English is not the original language, the film must be subtitled in English.

In the event of damages to the screening copy as a result of its screening at the Festival, the owner must notify the Festival within one month of the return of such copy. At most, DocsBarcelona will cover the costs of making a new screening copy. DocsBarcelona reserves the right to not return the submitted material -with the exception of the screening copy. Required items for selected films: The Festival must receive the screening copy of the documentary before May the 2 nd, 2019. The producer and/or distributor will provide DocsBarcelona with the information and promotional material (such as the press kit, a trailer, 5 photographs and a poster), to enable DocsBarcelona to effectively promote the film. The producer and/or distributor must also provide DocsBarcelona with a DVD copy for the Festival s archive. 5.
