Policy shall be a combined crime policy to cover inside and off premises theft. The successful vendor shall provide employee theft policy of not less than $2 million ($2,000,000.00).

7.4 Performance Bonds The successful proposer is required to submit a performance bond in 100% of the contract amount. The following answers are provided in response to questions received and questions raised at the vendor conference: Question #1: Are we able to receive samples of the fiche and roll film? This certainly helps as we can test and know exactly what the project will entail. Without samples can we learn details of the film such as reduction used, number of images per jacket/roll, quantities of paper, fiche and rolls, the percentage of rotation that will be required, etc? Answer #1: No samples are available for fiche or roll film, except for the single piece of fiche provided for the sample scans as required in Section 4.6 of the RFP. The number of images is estimated in Attachment A. 1 book = 1 reel. Most reels are full, but others are not. Question #2: Unless I am missing something, there seems to be discrepancies between the 5 items listed in the Cost Summary Sheet and the 6 items listed in Appendix A. The first item in the summary says 1839-1968 Land Records but only has the quantity from 1839-1968 mortgage not deeds. Others don t match up well either. Answer #2: This is correct. The Cost Summary Sheet has been revised and is attached to this addendum. Question #3: Are the Microfilm reels mentioned in 1.2.1 16mm or 35mm? Answer #3: They are 16mm. Question #4: What is the quality standard mentioned 5.8 that the vendor would need to meet? Please provide both an imaging standard and an indexing standard. Answer #4: The indexing standard is specified in detail in Appendix B. The imaging standard is as follows: The document images shall be scanned in gray scale format (256 shades of grey) not black and white. The vendor shall convert the gray scale image to a black and white tiff image pulling the necessary pixels from the gray scale to JPEG, therefore the document is cleaner and more legible. The vendor must put emphasis and darken or lighten specific areas on the document that may be lighter or darker than the rest of the document. Also, the vendor must remove the black or dark borders around the outside of the

document. Each image is to be reviewed by vendor staff and manually reviewed/enhanced, in addition to any automated enhancements the vendor provides. Dane County is the sole determiner of whether images meet this requirement. Question #5: In 5.10, you mention that there would be no authorization provided for reselling or giving the images to other sources. Would you be open to allow specific parts of your records to be made available on a website if a substantial discount could be provided? Answer #5: The County will not consider this option under any circumstances. Question #6: In section 5.13 you mention a printout of the documents that are already scanned. Is this to be on a roll/fiche basis or on an image-by-image basis? Answer #6: Section 5.13 is hereby stricken from the RFP. The successful vendor will no longer be required to exclude images. Question #7: The RFP mentions scanning from paper. Are vendors required to scan from paper or only from fiche and rolls? Answer #7: The RFP requires that the vendor scan from microfiche and rolls. Scans will be made from paper only when the fiche and/or rolls can not provide a clear image for scanning. Question #8: Are you expecting additional funding in future years? Answer #8: All funds available for this project have been included in the 2008 budget. Question #9: Answer #9: Question #10: Would the County consider using a USB hard drive vs. using USB sticks? The County will negotiate this issue with the successful vendor. How often does the County wish to download images?

Vendors are to propose their timelines in their response to Section 4.4 of the RFP. In Section 5.6 the RFP mentions that some images have more than one document number which document number should be scanned? The images scanned should be from the most recent recording. (the highest document number) What percentage of the documents are handwritten vs. typed? Do older docs have one recording per document? Older images may have more than one document per page filmed, where the following/next document starts immediately after the preceding one, not a new scan page. Do you know a percentage of how many are split? If a scan has multiple document numbers, how do you want to have them handled? If a scan has multiple documents, as in a re-recording, take the latest/larger number. If a scan has a new document image starting before the beginning of a new page, make that a new page so that each document starts at the beginning of an image. Do you have any multiple images, i.e. 4 documents on one reel? No. What do you expect will happen as a result of the report on poor quality images? If the images are of poor quality on the fiche or rolls, the County will try to scan them from the paper copies. At the discretion of the County, the County will perform this work or have the vendor perform this work. If a second scan from paper copies is performed by the vendor, the vendor will be paid for the second scan. Would the County prepare (package in appropriate carton boxes/containers) the input material (papers, microfilm, microfiche) for shipment to the Vendor s facility? Yes, the County will package the film/fiche.

Or would there be a combination of both? There exists a combination of both 1-up and 2-up. If combination of both (1-up and 2-up), please provide the percentage of 1-up frames. What was the reduction ratio used for the filming? This information is not known. Please provide the average number of frames in a fiche card? In Attachment E, Cost Summary Sheet, the above books are listed as books. Can you please confirm if the source categorized for 1839 1968 Mortgage records and 1968 1978 Deed Records are in film or books? If the source documents are in Film, please ignore the questions 13 through 16. It is stated that some records are in paper format. Please provide us with an estimated number of paper documents that need to be scanned. Refer to Q7/A7. Paper will be used only as a backup. What is the size of the paper (example: A4, A3, 8 x 11, etc.)? If size varies, please let us know the estimated percentage distribution of each size. If backup paper is scanned the majority is 8 x14, although some older documents may be larger. The County is unable to determine a percentage. Can we assume that all paper is double-sided? No.

Refer to Q4/A4 for image standard. Are the indexing fields (Document Number and Page Number) printed or handwritten? The fields are a combination of both printed and handwritten. If the index data is a mix of handwritten and printed, please, provide the estimated percentage of printed and handwritten format. The County is unable to determine percentage. Can we assume that the index data is consistently located at a specific area for the specific document type (Mortgage and Deed)? No assumptions should be made as to consistency of document number. Kindly specify the approximate number of pages per document. It is not possible for the County to provide this information. As per the RFP, overall project volume is divided into 6 types. Can the vendor process all these six types in parallel or would the County prefer a specific sequence? Refer to Q19/A19.

Does the County expect that 10% of the images presented will need to be re-scanned? No, 10% is an estimate. Does the County expect the vendor to include up to 10% re-scans in the cost per image or will there be a line item cost for re-scanning? Please provide the costs exactly as specified on the Cost Summary Sheet. The County is requesting a cost per scan for the estimated number of scans needed. Dane County will not pay for rescans, unless the County chooses to have the vendor rescan from the paper documents.
