Opening of the General Assembly and Approval of the Agenda Claudia Dillmann welcomes the members and introduces the amended agenda: Ronny Loewy (Deutsches Filminstitut - DIF) will present the CEN dissemination project during the elections when the votes are counted. Three other points will be presented under Miscellaneous : The Nitrofilm project by Tadeusz Kowalski, the UNESCO Celebration of Anniversaries in 2010-2011 by Vladimir Opěla, the results of the Madrid conference on Training Systems in the AV Heritage Sector, 7-8 June 2010. Maria Komninos (Greek Film Archive) and Nigel Alger (BFI) will also give a short report on their archives. The agenda is approved. 2. Approval of the Minutes of the GA in Bologna, 1 July 2009 The minutes are approved. 2
3. Approval of the Activities Report 2009-2010 Rainer Rother has a comment on the draft minutes of the ACE meeting in Oslo, concerning the election procedure 2010: he recommends that the president (or his/her representative in the EC) should not to make use of its casting vote (cf. ACE statutes, article 16) in case two or more candidates receive the same number of votes. This could happen when there are more candidates than seats available in the EC. He proposes to have a second vote on those candidates instead. Claudia Dillmann replies that this is not the right time to discuss this issue because the election procedure was approved and we have as much seats as candidates in the current elections. 3.1 ACE-FIAPF Framework Agreement for Voluntary Deposit Claudia Dillmann gives an update on the activities since the meeting in Oslo: The ACE-FIAPF framework agreement has been translated into Finnish, German and Polish. Translations in French, Italian and Spanish, Serbian, Greek and Macedonian will be prepared. Translations of the agreement have to be validated by a lawyer, an amount of the ACE budget is reserved for that purpose. Action: After validation, the different language versions of the framework agreement will be published on the ACE website. The English version is already available here. 3.2 Orphan works Tilman Lüders, Head of Unit Copyright raised several methodological questions on the survey to which Claudia Dillmann will reply, stressing the need for a political solution, e.g. a mandatory exception for cultural heritage institutions concerning orphan works. Main problem is that DG Market wants the film archives to clear the rights, while archives are not in the position to do that, lacking staff time and the necessary information. There will be a panel on orphan works and collective rights management at the Ghent conference Audiovisual Archives in the 21 st century (13-14 October). Claudia Dillmann will participate on behalf of ACE. http://www.ava21.be/en/programma.php 3.3 Europeana The European Commission promised to fund Europeana until 2013. Currently Europeana is funded by ten EU projects with additional matching funding from several European Union Government Ministries of Education, but the financial and political support from all members states is needed. Ninety institutions are part of the Council of Content Providers and Aggregators (CCPA). The Europeana Annual Report 2009 is available at: https://www.version1.europeana.eu/web/europeana-project/documents 3.4 Culture Programme 2007-2013 ACE can now apply for funding within this programme, since the Commission s legal service recognized the exclusion of the film heritage sector as discriminatory. This is a great step for film archives to be recognized as part of the cultural sector. As a consequence, a new version of the programme guide Culture 2007-2013, valid from 6 May 2010 on, has been published: http://ec.europa.eu/culture/calls-for-proposals/call2061_en.htm. 3
Mimi Gjogorska-Illievska reports that not only EU members states and the countries of the EEA (Norway, Liechtenstein, Switzerland) are eligible, but also applicant countries to the EU like Macedonia, Montenegro, Croatia, Turkey and Serbia. Mimi Gjorgoska-Illievska will send more information on the Culture Programme to the ACE office. The Commissioner in charge is Androulla Vassiliou, Education, Culture, Multilingualism and Youth. Since ACE has accumulated a huge amount of money, the ACE office will not apply for support for the operating costs ( Support for organisations active on European level.) The activities report 2009-2010 is approved. 4. Approval of the Financial Report 2009 The financial report is approved. 5. Approval of the Budget 2010 Gabrielle Claes explains that ACE s contribution to the Film Restoration Summer School / FIAF Summer School 2009 appears in the budget 2010, because the invoice came late and it was billed in 2010. Jan-Erik Billinger wonders why there is no budget 2011, it should be approved before the next financial year starts. Gabrielle Claes agrees, explaining that is difficult to foresee whether ACE will participate in a project in 2011 and will need matching funds for this purpose. ACE has accumulated quite an amount of money. According to Claudia Dillmann, the new Executive Committee has to agree on a project/activity on which the money can be spent. Dinko Tucakovic suggest that not only the EC, but the GA should decide on what the money is spent on. The budget 2010 is approved. 6. Discharge of the Executive Committee 2008-2010 The Executive Committee 2008-2010 is discharged by the General Assembly. 7. Election of the Executive Committee 2010-2012 7.1 Confirmation of presence Gabrielle Claes and Kerstin Herlt check the presence of the members and announce who is not entitled to vote: the BFI (London), Cineteca Nazionale (Rome), and the Arhiv Republike Solvenje (Lublijana) cannot vote since they have not paid the fees for 2010, Cineteca Nazionale did not pay in 2009 and 2010. 7.2 Proxies Eric Le Roy (CNC-AFF) gave proxy to Mikko Kuutti, Lise Gustavson (Norsk Filminstituut) to Dan Nissen, and Nikolaus Wostry (Filmarchiv Austria) to David Landolf. 7.3 New Candidates Dan Nissen invites the news candidates Thomas Christensen, Tadeusz Kowalski and Mikko Kuutti to introduce themselves to the GA. As Sandra den Hamer (eye Film Instituut Nederland) could not participate in the GA, Mark-Paul Meyer says a few words about his director. 4
7.4 Election The ballots are distributed and collected. 35 members are eligible to vote. The quorum of 25% requires that each candidate must receive at least 9 votes to be elected. CEN Standards for Metadata About Cinematographic Works Ronny Loewy (DIF) gives an update on the CEN standards for metadata about cinematographic works. The European Commission has awarded a grant to CEN for a series of dissemination activities promoting the use of the two new metadata standards, EN 15744 and EN 15907. Coordinated by the German Standards Institute (DIN), these activities will include four workshoptype seminars hosted by major European film archives. Seminar dates and further details will be published on the ACE website as they become available. The workshops address IT staff as well as cataloguers, so two people per archive should participate. Aim of the standards is to make databases exchangeable. 9. Miscellaneous Vladimir Opela provides the latest news from UNESCO. In October 2009 Irina Bokova from Bulgaria was elected new Director-General of UNESCO. Opela encourages all ACE members to collaborate more closely with their National Commissions in order to participate in and change the work of UNESCO. He provides a handout listing more than 60 anniversaries in 2010-2011 proposed by UNESCO Member States and suggests to collaborate in the celebration of selected anniversaries of relevance for European film archives and cinemathéques. Finally he announces that there had been a design competition for a logo for the World Day for Audiovisual Heritage, the winner logo was presented to the public in October 2009. http://www.unesco.org/wdavheritage Tadeusz Kowalski presents the Filmoteka Naradowa and its collections, stating that they hope to become a partner of Europeana and EFG soon. He continues with a presentation on the 5
NITROFILM project and invites all ACE members to attend the corresponding conference planned for 2012. http://www.fn.org.pl http://www.nitrofilm.pl Gabrielle Claes presents the results of the Madrid conference which took place on the occasion of the Spanish Presidency of the Council of the EU 2010 at the Filmoteca Española on 7-8 June 2010. The conference was dedicated to training systems in the AV heritage sector and was attended by many people from the academic as well as by representatives from the AV heritage sector. The EC was represented by Mari Sol Pérez Guevara from the Audiovisual and Media Policy Unit. The conference, which did not only focus on the archives basic tasks (preservation, restoration) but presented a broader spectrum of film archiving, showed that the collaboration between archives and universities with relevant courses of study has to be improved. Claudia Dillmann adds that film archives need to state what kind of skills they look for in university graduates who want to work in this sector and improve the communication and networking with the respective universities in order to attract a well-trained new staff. One of the first tasks of the new EC will be to draw up a white book of existing university training programmes and present it to the European Commission along with the film archives needs for schooling and teaching. Nigel Algar reports on the latest developments at the BFI: as it s the archive s 75 th anniversary year, they are not only screening Technicolor nitrate prints but have also revived a project from 1992, now called BFI Most Wanted, continuing the search for British films that are missing from the BFI s collection. Due to severe cuts by the Department for Culture, Media and Sport the BFI expects to lose up to 25% of state money the BFI will not be able to build the new BFI Film Centre and will be forced to reduce its staff over the next few years. Despite the tight financial situation they will get a new storage facility as planned. All nitrate prints as well as other safety material will be stored at the new vault at 5 degrees. Due to the financial situation the BFI considers the introduction of fees for FIAF members, as many prints that are supplied to FIAF members are Hollywood pictures and at this point the BFI simply can t afford to subsidise Hollywood films. Claudia Dillmann understands this problem and recommends to discuss the issue of Hollywood films in ACE. As there are already some archives who do charge other member archives, Dillmann reminds that the not charging the ACE members is part of the ACE- FIAPF agreement and she urges the archives to do what is in their power in order not to charge each other or to at least keep the fees for the loan of films and the corresponding copyright as low as possible. http://www.bfi.org.uk/nationalarchive/news/mostwanted/ Maria Komninos states that they might soon participate in a new project and reports of the opening of their new premises, including an open-air cinema, a new library and a digital library, last fall, but possibly due to the financial crisis the support from the ministry has not been as great as they had hoped for. Also, the ministry is considering a merger with the National Audiovisual Archive. Maria Komninos asks the EC to write a letter of support to the ministry. Rainer Rother proposes that the EC is to draw up a paper of statement which is sent to all member archives who in turn decide if they want to react by sending it out or not. This suggestion is generally approved and Claudia Dillmann stresses that film archives find themselves in a sandwich position between libraries and broadcasting archives which is why it is especially important to state the film archives position. Mimi Gjorgoska-Illievska reports that 6
the Kinoteka na Makedonija also opened its new premises last fall together with new vaults for their national film heritage. Also due to a lack of money, the project s second step will not be realized at this point. To conclude the General Assembly with good news, Nigel Algar reports that the BFI is planning to restore all nine colour films by Hitchcock until 2012 on the occasion of the Olympic Games taking place in London that year. Dan Nissen adds that the DFI will receive almost 1 million Euro from the Danish government to digitise documentary films from 1975-1990.
