CALL TO ORDER a) Cable TV Commission About Created in 1984, this commission regulates and oversees the operations of cable television in Issaquah to ensure quality service to residents. It also oversees the operations of the City's government access cable channel ICTV Channel 21. Membership The Cable TV Commission is comprised of five regular members, with four-year terms; and two alternates, with two-year terms. All members are appointed by the Mayor and subject to confirmation by the City Council. Terms expire April 30 of the year listed. For more information, see IMC 2.50. CALL TO ORDER Chair STEPHENS called the meeting to order at 5:30 p.m. 2. APPROVAL OF MINUTES EMRICK MOVED TO APPROVE THE MINUTES AS PRESENTED OF August 14, 2017. STEPHENS SECONDED. MOTION CARRIED UNANIMOUSLY. 3. AUDIENCE COMMENTS Karen Hungren Section 8 housing 90 day complaint. Smith will follow up to explain the policy. 4. STAFF REPORT Candidate Forums There were five candidate forums. The Mayor forums had the most viewings. Many people appreciated the forums especially since there is now no newspaper. 5. AGENDA ITEMS Comcast Annual Meeting 1. Please provide a list of outages that affected Cable TV and or phone services in the last 12 months that affected more than 5 customers or more for one hour or more. EMRICK shared some issues he has had with his service. Davis suggested downloading the My Account Ap to the I-phone. EMRICK How do you monitor outages? Davis we are monitoring down to the node, to the active devices, and to the X1 box, but not the Legacy boxes. We do not have the actual reports. Outages and impact to the customers are down substantially. STEPHENS Comcast comes out to the home, tears up wiring, before checking the outside plant. Davis suggested that process gets changed, and in neighborhoods with new construction, check the neighborhood connection first. FORKNER shared that he had a very helpful technician and that technician started outside first. FORKNER asked about the requirement of changing his phone number when he moved, and there is no this number has been disconnected, here is the new number. Davis explained that FORKNER may have moved to a new rate center. Page 5 of 9
GONZALES shared his experience with a sales person at the Factoria office. He was given excellent customer service. Smith Is there a policy to credit/accommodate the customer when they need to come in to the store to get their issue resolved? Davis - no. 2. Please give an overview or demonstration of XFINITY and its new menu system for the commission? What we are looking to understand is how people perform on demand or order new services, and what services are available using their remote and cable box. Davis - You cannot make a change to your service plan from the computer or ap. STEPHENS Where in the process is the lawsuit on the in-house wiring protection plan? Davis - AG lawsuit is still in process. It should be set for trial next year. Carrell X1 typically Comcast requires the customer to have Comcast internet. But now, if customers have a different provider, they can still purchase X1. They are implementing it now in the Highlands. Davis shared the option of XFINITY Stream for those who are internet only. 3. How many customer box software updates were run or installed in the last year associated with XFINITY upgrades, patches or fixes? Updating the time for patches and fixes can now be set by the customer for any two hour block. 4. If there have been any changes please supply an updated map of your Cable pant within the City of Issaquah. Supplied. 5. How many cable subscribers do you have within the City of Issaquah? 8,500 Smith - next year will those customers with the Stream TV be included in the numbers? Davis yes. 6. Supply a rate card for Issaquah with comparison rate cards from Seattle. Supplied. 7. Please be prepared to discuss any new technologies or services Comcast may be implementing in the next 12 months. Carrell Gig speeds has recently launched and there has been high demand. We also offer Comcast business for small business. Davis Wifi is the top complaint. XFi is compared to Windows for Dos, and allows the customer to name, control, and assign their devices. Comcast is also coming out with little pods that will connect through the Xfi. Another new technology is Smart City Machine Q. The cable will support the new service. It s an information service and has capabilities for municipalities as well as businesses. No devices have been added yet in Issaquah. FORKNER There is a box out front of his building, visitor punches in the number to call residence. Recording is telling the caller that bill hasn t been paid, etc. Davis has nothing to do with your service with Comcast. Page 6 of 9
Smith - Internet Essentials Has that been expanded to Section 8 housing? Davis it is available to anyone on Section 8 after 90 days. Smith Suggested having a ticket number on phone call so the Customer Service representative knows what is happening when the customer has to call in a second time. 6. REVIEW OF GOALS Review of Goals and Calendar of Events 1. Closely monitor and assess the franchise agreements for compliance. Qtr 1 No activity. Qtr 2 No activity. Qtr 3 Reviewed the sale of WAVE and recommended an ordinance to City Council. Qtr 4 Met with Comcast for the annual meeting. 2. Monitor technical as well as regulatory changes that may be affecting cable service and the changing regulatory status of internet service. Qtr 1 No activity. Qtr 2 No activity. Qtr 3 No activity. Qtr 4 The Commission reviewed and discussed potential impacts to Net Neutrality. 3. Assess policy and actions for Video Voter Guide and Candidate Forum. Qtr 1 No activity Qtr 2 Reviewed all the methodologies for primary and general election Video Voter s Guide and Forum guidelines and are working on updating them. Will be reviewing the application for the Commission to film other organization s candidate s forums. Qtr 3 Updated and implemented a new Video Voter s Guide for primary and general election. Approved four candidate s forums. 7. REVIEW OF ACTION ITEMS 1. Smith will obtain numbers of subscribers from WAVE forwarded to the Oct/Nov meeting with WAVE. 2. Commission members asked Smith to look into tentative dates for a candidate s forum. Completed. Tentatively scheduled the week of September 25. Completed 3. Contact Sammamish regarding Candidate s forum. Completed. 4. Smith will get dates for the WAVE and Comcast meetings. Forwarded for WAVE 5. Smith will contact Debbie Berto about more information regarding the Kiwanis Candidate s Forum. Completed 6. Smith will also contact candidates for a Video Voter s Guide for the General Election.
