History of TVWS Implementation in Ghana The government is encouraging massive deployment of mobile broadband. Spectra Wireless was authorised to run a 6 month trial on January 08, 2014. The trial used the spectrum sensing approach Extensive measurements were taken, and several co existence and co sharing scenarios were simulated during the trials The trial setup was implemented in two separate cities (Accra and Koforidua) with separate occupancy environments and the measurement were satisfactory The trial was used to provide wireless internet access at the DSA Global Summit held in Accra from May 13 14, 2014, and was satisfactory Spectra Wireless has been granted five (5) year Authorisation to operate in the 470MHz 694MHz (UHF TV band) Company s services are in the Greater Accra and Eastern Regions of Ghana Company uses TVWS as backhaul and not last mile to the user 2015 Dynamic Spectrum Alliance 3
Spectra Wireless Set up The Spectra Network is located in Accra (Network Operating Centre) and Koforidua (Koforidua Polytecnic and Koforidua Secondary Technical School) The NOC (Djungle HQ) at Accra is connected to the MainOne landing site at Nungua (CLS Data Centre) using TVWS CH 25. The main base station is at the CCB (Central Classrom Building) and is connected to a fibre leased circuit from Vodafone at the Oboutabiri Mountain through a 5.4GHz microwave link. From this base station, there are TVWS links to the Main Administration Block, the Faculty of Engineering Building, GetFund Hostel on campus, three private hostels (Plantain Hostel, Universal Hostel and Vine Hostel) located close to the campus and the Koforidua Secondary Technical School 2014 Dynamic Spectrum Alliance 4

Ongoing Activities Two tertiary institutions and an institute of ICT Excellence have been authorised to run TVWS trials. The World Bank recently collaborating with the NCA to conduct a feasibility study on the use of TVWS Technology to provide internet access to 200 Second cycle institutions nationwide. Draft regulations have been developed, and extensive industry consultations are about to begin. There is on going collaboration with local and international stakeholders on the development of a TVWS Geolocation database. 2015 Dynamic Spectrum Alliance 8
