OFFICIAL RULES AND REGULATIONS Make-up Ar8sts and Hair Stylists Guild Awards INTRODUCTION The following are the official rules and regula8ons for the 2016-2017 Make-up Ar8sts & Hair Stylists Guild Awards. DEFINITIONS OF MAKE-UP AND HAIR STYLING Subject to the specific requirements of any given award category, make-up shall be defined as any change in the appearance of a performer s face or body created by the applica8on of cosme8cs, three-dimensional material, facial hair goods, and/or prosthe8c appliances applied directly to the performer s face or body using an appropriate adhesive. Make-up is not changes caused by special ligh8ng, camera lenses, op8cal effects or computer imaging. It is not puppets or any device that is not on the performer s face or body. Subject to the specific requirements of any given award category, hair styling shall be defined as any change in the appearance of a performer s hair by the act of hair styling, for example designing, cuzng, coloring, arranging the performer s hair, as well as the designing, prepara8on and applica8on of wigs or hairpieces to create a character. It is not changes caused by special ligh8ng, camera lenses, op8cal effects or computer imaging. It is not for hair styling on puppets, dummies, or any device that is not on the performer s hair or head. LIFETIME ACHIEVEMENT AWARD An Award will be given to one Local 706 make-up ar8st and one hair stylist, for contribu8ons and accomplishments for their dis8nguished body of work. An appointed Guild Awards Life8me Achievement Commi[ee, approved by the Local 706 Execu8ve Board, will make recommenda8ons of nominees. The Local 706 ac8ve & ac8ve re8ree membership will vote online for the most qualified Life8me Achievement winner (s). October 28, 2016 vo8ng begins for Life8me Achievement Awards online at www.local706.org. You must be an Ac8ve or Ac8ve Re8ree Local 706 member to vote. Please log into the website under your own user name and password, go to Awards pull down sec8on and look for the Simply Vo8ng bu[on. Cast your ballot for the most qualified Life;me Achievement award recipient. PRODUCTION CATEGORIES FOR WHICH AWARDS WILL BE GIVEN
FEATURE LENGTH MOTION PICTURE To qualify, entry must have over seventy (70) minutes running 8me, be first publicly shown in a commercial mo8on picture theater, and have a seven (7) consecu8ve day run in Los Angeles, star8ng prior to midnight, December 31, 2016. Make-up - 3 Categories May be Entered- Best Contemporary Make-up - Make-up designed to represent years afer 2000 to present day with con8nuity of applica8on throughout the entry. Best Period and/or Character Make-up - Period Make-up designed to represent years 2000 and prior, or Character Make-up of any period that changes the iden8ty or appearance of an actor with NO use of prosthe8cs and con8nuity of applica8on throughout the entry. Best Special Make-up Effects - Make-up including the applica8on of three-dimensional materials or prosthe8cs to the performers face and or body, with con8nuity of applica8on throughout the entry. No mechanical, computer generated effects, or puppeteering will be considered. Hair Styling- 2 Categories May be Entered Best Contemporary Hair Styling Hair styling designed to represent years afer 2000 to present day with con8nuity of applica8on throughout the entry. Best Period and/or Character Hair Styling - Period Hair styling designed to represent years 2000 and prior, or Character Hairstyling of any period that changes the iden8ty or appearance of an actor with or without the use of wigs, with con8nuity of applica8on throughout the entry. TELEVISION AND NEW MEDIA SERIES (ie: aired NeWlix, Hulu, Amazon etc.) To qualify, entry must have a minimum of five (5) episodes. The Series must be shown on Network, Cable Television or a streaming provider (ie: Neilix, Hulu, Amazon etc.) that is available in Los Angeles prior to Midnight December 31, 2016. TELEVISION MINI-SERIES OR MOTION PICTURE MADE FOR TELEVISION To qualify for the Miniseries, the complete program must have a minimum of two (2) parts, with a minimum total running 8me for all segments combined of four (4) hours. To qualify as a Mo8on Picture Made for Television it must be over seventy (70) minutes running 8me and not part of a series. All Mini-series and Mo8on Pictures Made for Television must first be shown on Network or Cable Television or a streaming provider (ie: Neilix, Hulu, Amazon etc.) that is available in Los Angeles prior to midnight, December 31, 2016. The Program must be aired prior to 6:00PM PST and be shown on Network, Cable Television or a streaming provider (ie: Neilix, Hulu, Amazon etc.) that is available in Los Angeles prior to Midnight December 31, 2016. Best Make-up - All categories: Contemporary, Period, Character and Special Make-up Effects Best Hair Styling - All categories: Contemporary, or Period/Character
CHILDREN AND TEEN TELEVISION PROGRAMMING To qualify, entry must have a minimum of five (5) episodes. The Series must be shown on Network, Cable Television or a streaming provider (ie: Neilix, Hulu, Amazon etc.) that is available in Los Angeles prior to Midnight December 31, 2016. Best Make-up - All categories: Contemporary, Period, Character and Special Make-up Effects Best Hair Styling - All categories: Contemporary, or Period/Character COMMERICALS & MUSIC VIDEO S To qualify, entry must be aired or streamed in Los Angeles prior to Midnight December 31, 2016. Best Make-up - All categories: Contemporary, Period, Character and Special Make-up Effects Best Hair Styling - All categories: Contemporary, or Period/Character THEATRICAL PRODUCTIONS (LIVE STAGE) To qualify entry must be performed within California prior to Midnight December 31, 2016. The entry may be judged on the merits of Make-up Ar8stry, Hair Styling or both. Submission does not have to be an original or new produc8on; but nominee must have dealt in a hands-on manner with crea8on/design and implementa8on of produc8on submi[ed. Best Make-up - All categories: Contemporary, Period, Character and Special Make-up Effects Best Hair Styling - All categories: Contemporary, or Period/Character GENERAL GUILD AWARDS RULES 1) Vo8ng on all categories will be restricted to ac8ve and ac8ve re8red members of Local 706, l.a.t.s.e. in good standing. 2) The established statue trophy licensed by the Guild shall be awarded for all categories. 3) Vo8ng for nomina8ons and awards shall be by secured member login thru the Local 706 website with online ballo8ng. 4) A Maximum of 2 statues may be given per Award Category. In special instances, the Guild s Awards Rules Commi[ee may be pe88oned thru the applica8on process to consider ONE addi8onal nominee per category. Awards are allocated as per the Breakdown of Awards. The pe;;on must be included at the ;me of submission. 5) Ineligible entries will be disqualified at any stage of the compe88on when grounds for such disqualifica8on come to the Guild Awards Commi[ee s a[en8on. The Guild Awards Rules Commi[ee reserves the right to determine the eligibility of all entries, persons and nomina8ons and to reject any entries for any reason, including, but not limited to, inability to verify informa8on or failure to sa8sfy the applicable rules. The Guild Awards Rules
Commi[ee retains the right to determine the accuracy of the informa8on contained in the entries. 6) ln the event of a 8e for first place in the final ballo8ng, awards shall be given for both achievements. 7) Eligibility for a Guild Award shall be limited to entries which have met the following requirements (where applicable) and have completed the applica8on in full which will include: a. Full and complete credits authen8cated by their ending screen credits, or producer, produc8on company verifica8on or a studio Awards Department. In any and all disputes, final determina8on shall be made by the Guild Awards Rules Commi[ee. Inten8onal falsifica8on of credits will result in disqualifica8on of the en8re entry. b. For theatrical produc8ons, the name of the theater, for television produc8ons the network where the entry has played or aired. All must include the dates of the run, airing or the performance. c. Statement of 100 words or less by the nominee of the techniques used to achieve the make-up or hair applica8on. Anything over 100 words will be cut. 8) For final nominees, a submission of a maximum 10 minute clip in the format as prescribed will be required: Upload instruc8ons for 10 minute clip will be available online at the Local 706 website. Only 10 minute clips will be allowed. Anything over 10 minutes will be disqualified and not offered for viewing convenience. No addi;onal scoring or music allowed. For Theatrical nominees; press kits, clips or photos may be submi[ed and become the Property of Local 706. 9) All Official Guild Entry Forms must be received by the Guild Awards Rules Commi[ee, via the website submission process, by 5:00PM PST, Tuesday, November 29, 2016. 10) All entries must be completed online and must contain adequate evidence of authoriza8on to use any names, likenesses, clips/excerpts/photographs associated with the entry and any other intellectual property necessary for evalua8on of the entry, considera8on of a nomina8on or otherwise in connec8on with the nomina8on and award-gran8ng process. Official submission forms may be accessed through the website at www.local706.org. 11) Award winners agree, by accep8ng the statue, that they may not sell, lease, license, reproduce or otherwise transfer the statue to any other person or en8ty for any purpose, including any commercial purpose. A statue recipient shall be allowed, upon that recipient's death, to pass the statue on only to his or her lawful heir (s). Statue recipients are prohibited from making any modifica;ons, altera;ons or other physical changes of any kind to the statue, including the removal of any plate or plaque iden;fying the
awards recipient. Once a statue recipient s lawful heir(s) has died, the statue must be returned to Local 706. 12)Any person or en8ty seeking to qualify an entry, all nominees and award winners and any produc8on company, network or other produc8on-related en8ty associated with any of the foregoing agrees, by virtue of his/her/its par8cipa8on in the entry qualifica8on, nomina8on and award process, to recognize and abide by all restric8ons on the use of the Guild s intellectual property and, further, to take appropriate steps to assure that he/she/it safeguards and honors any limita8ons, prohibi8ons and restric8ons on the use of the Awards statue and the Guild s intellectual property, including, but not limited to, the guidelines for use of the trademarks, service marks and copyrights promulgated by the Guild, the Awards Commi[ee or any licensee (within the scope of his/her/its license), whether now in existence or promulgated hereafer HOW NOMINATIONS WORK October 28, 2016, submissions for considera8on are opened to Make-up Ar8sts & Hair Stylists of the film, television, theatrical and commercial produc8on communi8es. Entries may be submi[ed by Department Heads, Personal Ar8sts, Studios and/or produc8ons. Entries must be done online at www.local706.org and submi[ed no later than 5:00PM PST, November 29, 2016. BALLOTING 1. The ballot to determine the first eligible five (5) nomina8ons will be available for vo8ng on the Local 706 website by Friday December 9, 2016. All Ballots are voted upon by Local 706 Ac8ve & Ac8ve Re8ree membership only. 2. Vo8ng for nomina8ons closes Friday January 6, 2017 5:00 PST 3. Nomina8ons will be announced Tuesday, January 10, 2016. THE FINAL BALLOT 1. The final ballot will include a list of the five (5) nominated produc8ons in each category. The final ballot will be available for vo8ng through the Guild s website, www.local706.org, with member log in available to all ac8ve members, in good standing of Local 706 l.a.t.s.e. star8ng on Monday, January 20, 2017 and must be completed no later than Friday, February 10, 2017 at 5:00 PM PST. Online vo8ng only-no PAPER BALLOTS will be offered. 2. Online tallying will be done in real 8me and available for a cer8fied audit trail by Simply Vo8ng. Winners will be announced at the Award Show on Sunday, February 19, 2017.
