The average net nominal earnings was 1471 lei, decreasing as against the previous month with 1 leu (-0.1%). The highest values of the average net nominal earnings have been recorded in activities of IT technology services, including activities of informatics services (3781 lei), while the lowest in hotels and restaurants (877 lei). Earnings in relation with the evolution of consumer prices The real earnings index for July 2011 as against previous month, calculated as the ratio between the net nominal earnings index and the consumer prices index, was 100.3%. These are influencing the increases or decreases depending on the period they are granted, finally leading to smoothing the fluctuations in monthly earnings at the level of the whole year. *) Please see Methodological notes from item 4. July 2011 as compared to June 2011 In July 2011, the level of the average net earnings registered, in almost equal measures, both increases and decreases, as against the previous month. Increases of the average net earnings as against June 2011 in the economic sector 1 were due to granting of occasional premiums (including holiday and annual bonuses), amounts from net profit and from other funds or achieving of higher production and receipts level (depending on contracts). The most significant increases in the average net earnings have been recorded as follows: By 25.3% in auxiliary activities to financial intermediation (including activities of insurance and pension funds); Between 5% and 8% in road motor vehicles, trailers and semitrailers, other transport means, activities of cinema production, video and TV programs (including audio and musical publishing; broadcast and TV programs), printing and reproduction of recorded media, metallurgy, land transport and transport via pipelines; Between 3% and 5% in repair, maintenance and installation of machinery and equipment, production and supply of electric and thermal energy, gas, hot water and air conditioning, water collection, purification and distribution, water transport. Decreases of the average net earnings as compared to the previous month, for the activities of economic sector, have been recorded as consequence of granting occasional premiums (including holiday bonuses) in June, production un-achievements or lower receipts (depending on contracts), of the financial difficulties faced by certain economic units, as well as of hiring staff with low earnings. In the economic sector, the most significant decreases of the average net earnings have been recorded as follows: By 11.4% in telecommunications; Between 6% and 9% in basic pharmaceuticals and pharmaceutical preparations, mail and courier, tobacco products, financial intermediation (except activities of insurance and pension funds); Between 3% and 5% in computers and electronic and optical products, publishing, coking products and products from crude petroleum processing, machinery, outfit and n.e.c equipment, beverages; Within the budgetary sector 2 slight increases of the average net earnings as compared to June have been in public administration (0.5%) as consequence of paying amounts from other funds in certain units or due to advance payments of holiday leaves. The average net earnings decreased as against previous month in: - education (-2.6%) as consequence of ceasing hourly payments of teaching staff or due to the closure of locum tenens staff contracts; - health and social assistance (-0.4%) as consequence of the financial difficulties faced by certain units especially from social assistance field. As compared to July 2010 (the month of applying the 25% diminution of gross base salaries, according to Law no. 118/2010 3 ) the net average earnings of July 2011 increased in the budgetary sector by 15.6% for health and social assistance, by 11.6% for education, respectively by 10.6% for public administration. As against October 2010 (reference month for applying the increase by 15% of gross base salaries, according to Law no. 285/2010) the net average earnings in July 2011 increased in the budgetary sector by 17.0% for public administration, by 13.6% for health and social assistance, respectively by 8.7% for education. July 2011 as compared to July 2010 As compared to July of previous year, the average net nominal earnings increased by 8.6%. Methodological notes 1. Monthly data on earnings and number of employees are obtained from a sample statistical survey. For sizing the sample getting estimates of the main surveyed characteristics was considered, affected by errors in the limit of +/-3% and guaranteed with a probability of 95%. Since January 2011, the sample includes 25000 economic and social units. Budgetary units are exhaustively surveyed, except for the units of local public administration for which data at level of local communal councils are collected based on a sample representative at county level (about 770 units). For economic sector, the survey covers the units with four employees and over, representing 93.32% of total employees in this sector. The objective of monthly statistical survey on earnings is to evaluate short term trends of monthly and hourly average earnings per total economy and by activity sector. 2. Data obtained from monthly statistical survey on earnings and number of employees are aggregated by homogenous activity of the units, meaning that public administration does not include all the secondary activities developed by central and local public administration, such as: - social assistance, - cultural, sport and recreation activities, - landscape and services for buildings, - agriculture, - water distribution, sanitation, waste management, decontamination activities, - construction, - transport and storage, - production and supply of electric and thermal energy, gas, hot water and air conditioning, - renting and sub-renting real estate goods etc. Information for secondary activities are included in the corresponding economic activities according to CANE Rev.2. 3. Information regarding budgetary sector should be used carefully, because data refer to statistics from economic activities (aggregated by homogenous activity) according to CANE Rev.2. of public administration, education and health and social assistance (including private sector for education about 3%, respectively health and social assistance - about 5%), excluding armed forces and similar (MND, RIO, MI etc.). These statistics do not take into account the financing type, their purpose being to provide information by economic activity according to CANE Rev.2. Information corresponding to the financing type are administered by the Ministry of Public Finance, according to the stipulations of Urgency Government Ordinance no. 48/2005, with later completions and modifications. 4. Concepts and definitions Gross nominal earnings comprise salaries, respectively rights in cash and in kind for employees for the work done (including for overtime) according to salary type, increases and indemnities as per cent of salary or in fixed amounts, other additions to salary according to the law, amounts paid for time not worked (indemnities for rest and study leaves, holidays and days off, amounts paid from salary fund for medical leaves), premiums, holiday bonuses and other amounts paid from salary fund according to normative documents and collective labour contracts, amounts paid from net profit and other funds (including equivalent value of meal tickets). Net nominal earnings are obtained subtracting from gross nominal earnings the tax, contribution of employees for health social insurance, individual contribution of state social insurance and employee contribution to unemployment insurance budget. Average monthly earnings represent the ratio between amount paid to employees by economic units in the reference month, irrespective of due period and average number of employees. Average number of employees represents an arithmetic mean calculated based on daily number of employees in the reference month. Number of employees taken into calculation includes only persons who were paid for that month. The employees in unpaid holiday, on strike, detached to work abroad and those whose labour contract/agreement was suspended are not taken into account. Gross nominal earnings index is calculated as ratio between gross nominal earnings of current month and that of reference month, expressed in per cent. Net nominal earnings index is calculated as ratio between net nominal earnings of current month and that of reference month expressed in per cent. Real earnings index is calculated as ratio between net nominal earnings index and general consumer price index expressed in per cent.
