DECLARATION OF PECUNIARY INTEREST 3. ADOPTION OF MINUTES a) Minutes of the Downtown Improvement Committee held on February 1, 2017. Moved by Member Coombs and Seconded by Member Laurin THAT the minutes of the Downtown Improvement Committee Meeting of February 1, 2017 be approved as presented. CARRIED 4. a) Promotional Video - Draft Report The Group reviewed the draft report prepared by staff recommending endorsement of the promotional video. The Committee discussed the "quality" of the video and inquired whether the Town would have the opportunity to sample the students work. The Committee also provided comments and clarification on the questions to be provided to the students of Georgian College as part of the proposed project. The final report would be presented to Committee of the Whole on March 22, 2017. b) Terms of Reference - Downtown Improvement Committee There were no comments on the Terms of Reference for the Downtown Improvement Committee. Staff indicated that an annual work plan for Council's consideration should be presented once finalized. 5. SPECIAL EVENTS AND TOURISM a) Update from the Recreation and Community Services Department Staff provided information regarding the following past or future events: - Urban Slide will be returning in 2017 on Owen Street; - The Town's Canada 150th Celebrations will be a two day event and based on the "All Things Canadian" theme; - A brief discussion on Bayside Market, noting that Council will be considered the location and time of the market in March; - Discussions about March Mudness; - Follow up on Winterama. b) Update from Huronia Historical Parks Staff from Huronia Historical Parks provided an update on events at Discovery Harbour. It was noted that attendance at the Friday night opening of Winterama saw 528 people attend. Overall the Skating Trail has seen approximately 2,900 people attend since January. 6. DOWNTOWN REVITALIZATION AND STREETSCAPING Minutes of the Meeting dated March 1, 2017 Page 4 of 24
a) Update from the Director of Public Works on Main Street Reconstruction Staff noted that Council had considered the timing of the reconstruction project and had added flexibility to the timing in order that the project may require two years. Council had provided clarity to staff that reconstruction in 2017 should include the area from Edward Street to the Sewage Treatment Plant. The Committee also discussed communications with the businesses during reconstruction. Staff noted that the successful contractor was required to provide a customer service staff to aid in communications. 7.
