3. Issue for HDTV in korea
Issue for HDTV No action action plan for analog switch-off - Korea established special law for digitalization in Feb, 2008 - Government doesn t offer any action plan by now but preparing with people associated with digitalization. Spectrum for simulcast - DTV channel policy is that analog and digital TV have to be broadcasted simultaneously and will rearrange analog TV spectrum at the time of analog TV switch-off - This policy couldn t make all the DTV channel for transition offered. - In case of USA, They didn t allocated DTV channel for LPTV, translator. - But Broadcasters want government to review simulcast policy Expense for Digitalization of TV facilities - Government think expenditure for digitalization is on broadcasters - It s too hard for broadcasters to prepare it before analog switch off - Broadcasters want government to give some support.
Action plan for analog switch-off Analog TV switch-off method <considering> - Progressive approach - Analog switch off date differs in accordance region, broadcaster - example : Great Britain, Sweden - Big bang approach - Change analog TV into DTV at fixed Analog switch-off date - example : USA, Japan Support policy <considering> - support free D to A converter box for people who get government supplement to make a living DTV Korea launched in Oct, 2008 - independent, non-for-profit organization to prepare DTV switchover. - The company was set up by broadcasters - public information what people to prepare analog switch off, when they to do it.
Frequency Plan Government want to allocate CH 14 ~51 for DTV spectrum and rearrange the other channel for IMT(4G) No decision for DTV spectrum but we are reviewing KCC plan.
