PROJECT DESCRIPTION Larco is developing Cineplex Cinemas, a 44,000 square foot facility located on Squamish Nation Lands, situated on the south side of Park Royal Shopping Center at Marine Drive and Taylor Way. Cineplex Cinemas is a state-of-the-art community amenity, featuring 11 screens, UltraAVX, D-Box Motion Seats, as well as VIP Cinemas with an available adults-only and fully licensed menu. Adjacent to what is currently The Brick furniture store and Best Buy, Cineplex Cinemas will be fully integrated to the existing Park Royal Shopping Center, reinforcing a vibrant community where people work, shop and play. The burgeoning community of Park Royal has encouraged an influx of families, young individuals, seniors and couples. The new Cineplex Cinemas offer convenient and accessible amenities to encourage socializing, gathering and entertainment in an animated environment. Welcoming local residents and visitors of all ages, Cineplex Cinemas will have a significant impact on the surrounding area, supporting both day and night-time vibrancy and activity in West Vancouver. PUBLIC ART OPPORTUNITY The Squamish Nation is pleased to see a movie theatre return to Park Royal. We welcome this project and look forward to the installation of a significant piece of authentic Squamish Nation public art in the mall near the theatre entrance which will celebrate its location on Squamish Nation land. Chris Lewis, Spokesperson, Squamish Chiefs and Councils Park Royal/ Larco in partnership with Squamish Nation is seeking one Squamish Nation artist or artist team for the public art opportunity. Following detailed site analysis of Cineplex Cinemas, the glazing of the glass walls at the front entrance vestibule and the open space at the entrance are identified as the two key site locations for public art. Public Art Site #1: Glazing of the glass walls at the front entrance vestibule The Public Art at Site #1 will involve an integrated approach with the glazing of the exterior glass walls of the vestibule section located at the front entrance of the Cineplex Cinemas. The glass wall is divided in three section, measures 6 feet 16 inches in height. The public art opportunity may include a variety of approaches and materials including vinyl application. Public Art Site #2: Open space at entrance stairs to the Cineplex Cinemas The Public Art at Site #2, situated at the entrance stairs to the Cineplex Cinemas, will involve a 3 dimensional sculpture form and may include a broad range of approach and mediums. The available space for public art measures approximately 4 feet by 4 feet. The designated area is part of the parking deck and is designed for a load of 50lbs per square foot with a total limit of 800lbs. In addition electrical will be provided to the site. With high public visibility and accessibility, both public art opportunities will provide a significant contribution to the experience and enjoyment of the public realm, creating a welcoming and engaging context for pedestrians, cyclists and motorists. With unique way-finding and place-making qualities, the public artworks will enhance the cultural vibrancy of this lively urban amenity, building civic pride and community identity. The selected artist or artist team will be given as much creative licence as possible to activate the identified site locations, integrating art to the site conditions and public context in a meaningful and lasting way. THEMATIC CONSIDERATION Larco and Park Royal are committed to ensuring the quality and integrity of the artwork reflects Squamish Nation heritage and complements the public realm. The existing public artworks at Park Royal by contemporary Squamish Nation artists Jody Broomfield and Ray Nataro embrace new and exciting contemporary art practices and integrate with the architectural expression and design of Park Royal. The public artworks selected for Cineplex Cinemas will consider the existing public art context and seek to integrate to the community s wider conversation, reflecting a sense of place and enhancing community interconnections. Jody Broomfield, Salmon Spindle Whorl, 2013 Salmon Spindle Whorl is a 16ft by 10ft fabricated stainless steel sculpture in the shape of a traditional Salish Spindle Whorl. Broomfield honours the Coast Salish women weavers who used the spindle whorl to spin Mountain Goat wool into yarn for the production of treasured blankets and ceremonial regalia. Four salmon are placed on the whorl to represent the four different species of Salmon (Chinook, Coho, Chum & Pink) that return to local streams and rivers every year. The salmon s life cycle describes a continuous journey of existence that begins and ends with the spawning streams and rivers. According with Squamish practice, homage to the salmon is paid annually with the return of salmon bones to the spawning grounds. Ray Nataro, Thunderbird, 2013 Thunderbird is a 5ft by 5ft by 10ft cut out aluminum sculpture, representing the Thunderbird. According to Squamish legend, the Creator made Thunderbird to counteract the dominating Killer Whale and bring balance to the world. Thunderbird is a powerful supernatural bird that causes thunder and lightning. He is a mountain dweller and is highly intelligent. Thunderbird is a popular representation for many Coast Salish Nations, including the Squamish for whom it is a significant crest animal. PARK ROYAL CINEPLEX CINEMAS DECEMBER 4 2018 8

BUDGET AND TIMELINE The budget designated for the two public artworks is $70,000.00. This includes the artist fee, fabrication, storage (if necessary), delivery, installation, engineering certificates, construction coordination and site preparation, permits and insurance. The artist selected will be responsible for a general $1,000,000 public liability insurance policy. Public Artwork Proposed Budget Allocation: The suggested budget allocations for site #1 and Site #2 are recommendations and at the discretion of the artist. SELECTION PROCESS All the stages of the selection process will be facilitated by Art Consultant Jan Ballard, Ballard Fine Art. The selection process will be a two-stage open call to Squamish Nations artists and artist teams, with a selection panel. Artists with interest in the public art opportunity will submit an Expression of Interest (EOI) for review and consideration. The selection panel will consist of 5 voting members and will include representatives from the Squamish Nation (2), the Larco design team (2), and a Local Artist or Art Professional (1). Stage One: In stage one of the selection process, an open call invitation to Squamish Nation artists and artist teams will be established. An on-site information session will be held for interested artists prior to the submission deadline. The selection panel will be oriented to the Cineplex development project, the public art opportunity and the community contexts. At the closing of the open call, the selection panel will meet to review the EOI submissions and determine a short-list of 3 artists to develop concept proposals for the public art opportunity. The Expression of Interest Requirements in Digital Format: i) Cover letter briefly outlining the artistic approach to the site and public art opportunity (max 1 page) ii) Current CV iii) Maximum of 5 digital images of past work (JPEG, 300KB) iv) Annotated image list of past work including: title, medium, date, dimensions, budget and corresponding image number and brief description of the artwork (30 word max) Stage Two: In stage two the short-listed artists will be invited to develop a concept proposal. The shortlisted artists will be oriented to the public art opportunity, with an opportunity to meet with Park Royal/Larco design team. The short-listed artists will present their concept proposal to the selection panel, and will be provided with an honorarium of $2,000 for their work, paid upon receipt and presentation of the concept proposal. The Short-listed Artist Public Art Proposal will include: i) Written public art proposal (1-2 pages) ii) Visual aids (renderings/model) iii) Detailed public art budget iv) Project time-line v) Details of all materials, finishes, colours, dimensions, installation requirements, names of fabricators and maintenance requirements vi) CV and examples of past projects PARK ROYAL CINEPLEX CINEMAS DECEMBER 4 2018 10

Following the selection panel s review of the short-listed artist proposals, a final artist or artist team and artwork concept will be recommended for selection. Artist/Artist Team Selection Criteria for Stage Two: i) High quality and innovative concept with a clear vision of the final artwork ii) Demonstrated understanding of the public space and the impact of the proposed site iii) Understanding of the project architecture, the site and its contexts iv) Demonstrated feasibility in terms of a detailed budget, time-line, implementation, safety, maintenance and site consideration v) Artistic quality of the artwork presented in the documentation of past work vi) Availability Prior to notifying the final artist or artist team nominated, the developer and its design team will have an opportunity to review the concept proposed. The final artist/artist team selected will enter into a contract agreement with Park Royal/Larco. Please note: Incomplete submissions will not be accepted. Only short-listed artists will be contacted due to the number of submissions received.
