Automatic Vehicle Access Control by Video Identification/ Order Code: VISPA10 Introduction ASYTEC offers a vehicle access control system integrated into a car park management system, VISPA10. The system uses solely Video Identification of vehicle registration numbers (VRN). This is a subsystem of the fully integrated VISPA system with the magnetic ticket system MODPARK. The VRN is compared with a database to decide the right of access of a vehicle. The VISPA10 can be adapted to the customers requirements. The software is developed and supported by ASYTEC. Car park management program PP50 offering: Access control Contract control Revenue control according to the contract Statistical package for movement and occupation The modules can operate in one PC or in several PCs depending on the number of entrances and exits controlled, depending on the amount of traffic at peak times and the allowed reaction time for the application. In the most powerful version, the VIS module runs in a specific controller only taking care of the recognition, while the PP50 runs in a separate management computer and the image data base may be placed in a central server database of the customer s network. The software is conceived to run in a network. It can be interfaced with other supervisory or administration packages supplied by the customer. A statistics program based on MS Access can be supplied that shows the occupation and the movements on a hourly, daily and monthly basis. Video Recognition module The video recognition module can be triggered by external signals like induction loops, light barriers etc. or it can trigger itself using a free run mode. The free run mode takes up to 20 images/sec. A recognised VRN is passed to the PP50 for validity and access control. Optionally colour recognition of the vehicle can be offered. (Only in connection with barriers.) In case of a vehicle whose VRN is not in the list an alarm is triggered and forwarded to a security desk (VIS-client). There an operator can decide how the VRN is to be handled. VIS clients can be anywhere in a computer network even remotely placed via RAS of Microsoft. A basic unit can connect to up to 4 lanes. Each lane may have up to 3 additional images captured with each recognised number plate like the image of the driver, the number of the container1 and container2. Depending on the speed requirement more VIS controllers might be needed. For details on the VIS see attached specification. Car Park Management program PP60 PP60 is the standard central system software in any MODPARK car parking system. Several features concerning the ticket unit control are suppressed as they are not needed. Access control The basic PP60 offers a database of 20.000 users. Each user is defined with address and contract details. The users may have different tariffs for the use of the parking. For each Vehicle Registration Number (VRN) the starting and end date of the validity, the presence and the anti passback is verified. The PP60 will control the associated barriers including the proper passage of the vehicle. A message screen will inform the operator about the actions in the system. The user may define according to his needs whether the transaction messages is to be displayed and/or printed and/or stored. Printing of VRN and vehicle images is arranged user friendly. For each user it is possible to see, whether he is present in the car park. Search functions are provided to list the movements over longer periods. From these functions image printout of the vehicles and the associated pictures can be obtained easily. UV VISPA10E Page 2/5
Contract control A register is defined for each permanent user with address, bank account and tariff to be used. Time zones may be associated with each contract. Each user will have his starting validity and his end of validity. Because the database is using ODBC drivers and accepts SQL commands, the user may modify the data with his own software application. Revenue control All registered users are stored in the logical manner of entering and leaving. For each complete passage the parking time is calculated. At the end of an interval (monthly or weekly) the owner may add up the parking time. With this list the customer can be invoiced. Again this movement table is in an SQL format. The customer may access those data with his own administration program and format the data according to his requirements. Statistical package The statistical package offers information about traffic and occupation by hour during the day or on a daily basis for a month given. It will be useful for large parkings with a high traffic volume to allow the operator to optimise the use of his parking spaces. The revenue part cannot not be used for the long term parker users. Attached Specifications VIS Technical Specification The VIS server accepts colour and black and white images. For VRN recognition black/white cameras however gives better recognition results. For error handling the image is passed to up to 8 VIS clients. The VIS clients may be anywhere in a WAN network. As a client logs in it is registered with the VIS server.
