Mississippi State University Research and Technology Corporation RTC #13-03 Specifications: The Mississippi State University Research and Technology Corporation (MSU-RTC) is accepting sealed bids for the design, equipment, materials, accessories, programming and installation required for enabling meeting rooms located in the Mississippi State University Science & Technology Center, Building 1021 at Stennis Space Center, Mississippi with advanced meeting and audio/video conferencing capabilities. This shall be a complete and functioning turnkey solution. General Statements: Award will go to single vendor based on value and design criteria. Vendor's on-site personnel must meet NASA Stennis Space Center guidelines for physical building access. All items shall be new with original and full U.S. manufacture warranty. No used, demo, open box, or gray market items allowed. Bidders shall provide a projected time frame for delivery and completion of project. Project must be completed within 45 days of award. Bidders shall provide a detailed bill of materials including but not limited to all electronic equipment, cabling, converters, interfaces, mounts, etc... including manufacture and model as well as line item pricing. As built wiring diagrams and connection maps shall be provided upon completion. All programming source code and executables shall be delivered and warrantied for defects for one year after project completion as well as provide any updates to program functionality at no charge for 60 days. Eight hours of on-site training for operation, maintenance and trouble-shooting is to be provided. All cable and connectors shall be of appropriate type for function and must meet any code requirements and shall be of high quality. All cabling shall be neat, bundled and sheathed as required for appearance, maintainability and functionality inside and outside the racks. The following either exists or will be provided by MSU/RTC for each room o Power for projectors, cameras, and racks. o Single Network connections in each room. o o Single Phone line (analog) in each room. A dedicate desktop computer with DVI-D output for video supporting 1920x1200 resolution and 3.5mm jacks for audio as well as a native 1920x1200 LCD monitor with DVI-D input for presentation. All other materials, items and infrastructure requirements for a complete functioning system not listed as being provided by MSU/RTC shall be the responsibility of the vendor. This includes but is not limited to hardware, cables, mounts, converters and accessories. Meeting Rooms Background: There are three meeting rooms, seminar, classroom, and board room. Each room shall provide advanced state of the art meeting, presentation, audio and video conferencing capabilities. Each room has an existing motorized projection screen. Page 2 - Board Room: Room Size: Approximately 17' wide x 30' deep x 11'5" tall Screen Size: 16:10 ratio, 137" diagonal, 72.5"x116" General Functionality: Each room shall consist of a projector, audio and video conferencing equipment, multi-window graphic processor, microphones and room audio systems with active echo cancelling, ceiling mounted speakers and microphones, cameras, and touch panel control system as well as other items to support meeting requirements. Meeting requirements shall consist of presentations by the dedicated room desktop computer, a laptop computer connection, a phone conference call, a video conference displaying both remote and local sites and any and all combinations of these through the multi-window graphics processor to the projector and local video monitor. The design shall support audio from any and all of these devices with clear and precise sound throughout the entire room with the absence of noise or feedback. This includes microphones and echo cancelling equipment capable of capturing the presenter and audience. Only the Seminar Room requires local sound reinforcement of the presenter through the room audio system. General Control Functionality: Each room shall have a Crestron touch panel control system that can be intuitively managed and controlled by the user/operator, with minimal training, from the touch panel interface as well as a standard internet web browser with password protection. The control system shall allow full control over all aspects of the presentation and audio and video capabilities. These include but are not limited to - master power on/off - projection screen up/down functions - phone conference call and hangup and address book access - video conference call and hangup and address book access - camera selection, pan/tilt/zoom and presets - room audio level as well as individual component levels - individual microphones - selection of predefined room scenarios All three rooms shall operate and behave in the same manner unless noted. The look and feel of the touch panel's control and screens shall be the same for each room unless noted. Equipment shall use RS-232 control if available. Master on/off as well as volume up/down and mute shall be provided from the touch panel hard buttons if available. Control for each piece of equipment shall be provided through separate menus on the touch panel. This includes but is not limited to power on/off, muting of microphone, computers, conferencing equipment and room audio, camera selection, steering and presets, phone and video calling and hangup as well as selection of predefined room scenarios. The touch panel shall provide for multiple predefined room scenarios as listed below. Room Scenarios: Predefined meeting scenarios shall be selectable from the touch panel control system. These should include but not be limited to the following displayed to the projector and local monitor. - Audio Conference, with the ability to join to a video conference. - Presentation from desktop at full screen - Presentation from laptop at full screen - Presentation from desktop and laptop using side-by-side windowing. - Video Conference with side-by-side windows for local and remote site. - Video Conference with large remote site and small local site. - Video Conference plus desktop presentation, 3 window (local, remote, desktop) - Video Conference plus laptop presentation, 3 window (local, remote, laptop)
Page 3 Audio conference calls should be able to be made without turning on the projector and also be able to be joined into a video conference call. Each room's control system shall provide the ability to monitor the projector's power status and automatically turn off equipment at a predetermined time when left on. This ability will help preserve lamp and projector life. The control system shall display each projector's lamp hours if available on the touch panel control. The control system shall provide a password or pin to enable operation thus preventing unauthorized use. A master power off button shall provide multifunctions including but not limited to powering off projectors, raising screens, disconnecting voice and video calls, muting the room audio system, powering off equipment, and placing the touch panel back into a state requiring password/pin for operation. Cameras shall be controlled and allow for power on/off, pan/tilt/zoom and be capable of framing the presenter using optical zoom and without digital zoom. Definable presets should be stored and selected from the touch panel. Microphones and room volume shall be controlled by the touch panel allowing for mute and volume control of individual and overall levels. The touch panel and control system shall duplicate functions on the remote control for the Polycom Video Conferencing devices. The touch panel and control system shall provide control of the TV-One multi-window processor. This includes but is not limited to the recalling predefined presets for the different room scenarios. Other generalities: All signals if capable shall remain in their digital format and preserve the EDID and HDCP as appropriate. All video cable and adapters shall be high quality Extron branded cable as listed. CAT5/6 converters shall be used for those long distances as required. Equipment shall be provided as indicated.
