Explanatory Notes Section A - Contact Information: A.1 User Details Please give the name and contact details of the person in your organisation responsible for all EUMETCast delivered service(s). This person would normally be an operational point of contact, to whom we could send operational information e.g. Operations News Bulletin, or with whom we could liaise in the event of technical problems with respect to data reception. A.2 Licensing Point of Contact Where applicable, please provide a point of contact in your organisation for all licensing matters. This person would normally be nominated to sign a licence agreement, should a user licence for the service be required. A.3 Location of Reception Equipment If you intend/are required to operate your receiving station at a remote location away from your registered premises, please give the location of your receiving equipment. Section B - EUMETCast Services: B.1 Essential Services: These services are available to all User without licence and without charge. They include, 6-hourly High and Low Rate SEVIRI Image Data, Foreign Satellite Data (form GOES-9, -10, -11), EUMETSAT ATOVS Retransmission (EARS) and Meteorological Products. Users wishing to receive these services via EUMETCast will require the EUMETCast Client Software, but will not require a EUMETSAT Key Unit (EKU). All Essential Services are available on EUMETCast in Ku-band only except for EARS which is only available on Ku-band. B.2 High Rate Services In order to receive High Rate Services, you will need to conclude a data access licence, for more details please contact the EUMETSAT User Service. High Rate SEVIRI Image Data: Second generation Meteosat image data consist of geographical arrays of various sizes of image pixels, each pixel containing 10 data bits, representing the received radiation from the earth and its atmosphere in the following 12 spectral channels. Visible band centred on 0.6µm - Channel 1 (VIS 0.6) Visible band centred on 0.8µm - Channel 2 (VIS 0.8) Near-infra-red band centred on 1.6µm - Channel 3 (IR 1.6) Infra-red band centred on 3.9µm - Channel 4 (IR 3.9) Water Vapour band centred on 6.2µm - Channel 5 (WV 6.2) Water Vapour band centred on 7.3µm - Channel 6 (WV 7.3) Infra-red band centred on 8.7µm - Channel 7 (IR 8.7) Ozone band centred on 9.7µm - Channel 8 (IR 9.7 : O 3 ) Infra-red band centred on 10.8µm - Channel 9 (IR 10.8) Infra-red band centred on 12.0µm - Channel 10 (IR 12.0) Carbon Dioxide band centred on 13.4µm - Channel 11 (IR 13.4 : CO 2 ) Broadband high-resolution visible band - Channel 12 (HRV) 9

For all spectral channels the pixel array size is 3712 x 3712 except for the HRV channel for which the pixel array size is 11136 x 5568 (N/S x E/W). These image data, from all spectral bands, are disseminated every 15 minutes in digital form, in formats that represent full spatial coverage and full spatial resolution. All data are subject to lossless compression (WaveLet Transform). Available on EUMETCast in both Ku-band and C-band. B. 3 Low Rate Services In order to receive Low Rate Services, you will need to conclude a data access licence, for more details please contact the EUMETSAT User Service. Low Rate SEVIRI Image Data: These image data, from the spectral bands listed below, are disseminated every 30 minutes in digital form, in formats that represent full spatial coverage and full spatial resolution. All data are subject to lossy compression (JPEG). Channel 1 (VIS 0.6) Channel 3 (IR 1.6) Channel 4 (IR 3.9) Channel 5 (WV 6.2) Channel 9 (IR 10.8) Available on EUMETCast in both Ku-band and C-band. Indian Ocean Data Coverage: High Resolution Image data in OpenMTP Format from 63ºE (Meteosat-5). Data are WaveLet compressed. Available on EUMETCast in both Ku-band and C-band. Meteosat-7 Image Data: High Resolution Image data in OpenMTP Format from 0º longitude (Meteosat-7). Data are WaveLet compressed. Available on EUMETCast in both Ku-band and C-band. Rapid Scanning Service: Quasi-permanent rapid scan imaging with Meteosat-6 covering a latitude range from approximately 10 N to 70 N (data rectified to 10ºE). Data are in OpenMTP Format and Bzip2 compressed. Available on EUMETCast in Ku-band only. Data Collection Platform (DCP) Retransmission: This service is part of a world-wide system, through which meteorological and environmental data are acquired from Data Collection Platforms (DCPs) and re-distributed to the user community in various ways, one way is via EUMETCast. Available on EUMETCast in both Ku-band and C-band. The reception of DCP retransmitted message via EUMETCast is only available to registered DCP Operators. B.4 Other Services Meteorological Data Dissemination (MDD) is meteorological observational data and it is only available to National Meteorological Services. A signature in Section B.3 by the PR with WMO is required before access can be granted. Available on EUMETCast in both Ku-band and C-band. DWDSAT is the Deutsche Wetterdienst (DWD) FAX-Europa (FAX-E) follow-on system. The dissemination of DWDSAT is a cooperative venture between EUMETSAT and DWD to provide authorised users with access to European forecast observations via EUMETCast. DWDSAT data is subject to DWD data policy and access to certain DWDSAT data may be dependent upon the payment of fees. Authorisation by DWD is required before access to this service can be granted by EUMETSAT. For further details, please consult the DWD web site at: http://www.dwd.de. Available on EUMETCast in Ku-band only. 10

B.5 User Category and Data Usage B.5.1 User Category It is essential that you consider carefully the options available in section B.5.1 of the registration form. The information provided there will enable us to offer you the most suitable conditions corresponding to your application and status. Please refer to the definitions below: End Users: Those who (a) use Meteosat data for their own commercial, industrial, or personal purposes, (b) do not pass on these data to any other user and (c) do not use them to generate a Value Added Service. However, those users who only use the data for "self-educational" purposes will fall under the category of Educational Use (see below). Service Providers: Those who acquire Meteosat data in order to supply Value Added Services under specific licence conditions to Third Parties who are clearly identified and known to the Service Provider. If a Third Party is a Broadcaster, then please also mark the box for broadcasting. Value Added Services: All meteorological services specifically conceived for the needs of users and made available under specific licence conditions. Broadcasters: Those who disseminate Meteosat data through electronic public information systems including, but not limited to, the Internet, terrestrial and satellite transmissions. Data Retransmission: Re-distribution of Meteosat data without further transformation to End Users or other Service Providers. National Meteorological Service (NMS) Official Duty Use: All activities which take place within the organisation of a NMS and external activities of a NMS resulting from legal, governmental or intergovernmental requirements relating to defence, civil aviation and the safety of life and property. Educational Use: Any use of data by a school, university, scientific institute or similar (private or institutional), solely for educational purposes, without transmission or redistribution of these data to any further Third Party, or use of them to generate a Value Added Service. In addition, private individual users will be granted access to the EUMETSAT image data for their own personal use without charge, in accordance with the EUMETSAT licensing conditions for educational users. Research Project: Any project organised by a University, a scientific research institute or similar (private or institutional), for non-commercial research purposes only. A necessary condition for the recognition of non-commercial purposes is that all the results obtained are openly available at delivery costs only, without any delay linked to commercial objectives, and that the research itself is submitted for open publication. Please note that licensing for several of the above "commercial" user categories will entail a further exchange of correspondence, e.g. establishing of audience figures for broadcasters. B.5.2 Data Usage Give a brief description of your intended use of the data. This additional information will help us to establish the correct conditions of access for you. 11

Section C EUMETCast Client Software and EUMETCast Key Unit Requirements: If you wish to receive one or more services via EUMETCast you will need to purchase and install the EUMETCast Client Software. The software is available from EUMETSAT at a fee of 60 per software package. One software package is require for each station you operate. In addition, if you wish to receive one or more of the following services: High Rate SEVIRI Image Data; Low Rate SEVIRI Image Data; High Resolution Image data; MDD or DWDSAT, you will require a EUMETCast Key Unit (EKU). The EKU is the USB decryption hardware used in conjunction with a 'user_name' and 'user_key' to restrict data access to an individual user reception station. The EKUs are only available from EUMETSAT and a fee of 40 is charge per EKU. The EUMETCast Client Software and EKU are available for both Windows and Linux operating systems. To ensure that you receive the correct items, it is important that you indicate when submitting this registration form the number of items required per operating system. In some instances, user station manufacturers may have pre-installed the EUMETCast Client Software. For further information on the EUMETCast reception station requirements, please consult the EUMETCast Technical Description, EUM TD 15, which is available on the EUMETSAT website (www.eumetsat.de - navigate to Publications - Technical and Scientific Documentation) 12

Notes on Fees for Access to Meteosat Image Data Services For the following categories of users Meteosat image data are available Without Charge: National Meteorological Services (NMS) of EUMETSAT Member States and Cooperating States requesting data only for Official Duty use. For uses other than Official Duty use then the table of annual licence fees below applies. For NMS of states outside of this definition data up to a frequency of 3-hourly will be Without Charge with more frequent data involving a fee dependant upon the GNI per/capita of the state concerned (please contact the User Service for more details). Users requesting data only for Educational Use. Users requesting data only for Research Projects. In this context Without Charge means without licence fee. However, users wishing to acquire Meteosat image data by EUMETCast will have to procure station equipment and, for those wishing to receive data more frequently than 6-hourly, an additional cost of a decryption hardware (EUMETCast Key Unit) will apply. Fees for Access to SEVIRI Image Data Service (Meteosat-8): The following table of annual licence fees is applicable to commercial and other users of High Rate SEVIRI image data received who are not entitled to data without charge as described above. Fees for Low Rate SEVIRI image data received shall be 75% of the corresponding fee for the High Rate SEVIRI service. The fees are based on the following considerations: All Service Providers shall be charged a basic fee in accordance with the table In cases where a Service Provider wishes to retransmit SEVIRI image data without transformation to End Users an additional fee shall be charged per End User. In cases where a Service Provider wishes to broadcast or to supply for broadcasting SEVIRI image data an additional fee shall be charged per broadcast channel or web site. For Broadcasters procuring SEVIRI image data from a Service Provider no fee will be charged by EUMETSAT. For Broadcasters acquiring SEVIRI image data by direct reception a fee will be charged per broadcast channel. In addition a relevant End User fee shall be charged. For open-site Internet broadcasting, a fee will be charged per web site. In addition a relevant End User fee shall be charged. Licences to Service Providers will allow the redistribution of SEVIRI image data to another Service Provider only if this other Service Provider has the appropriate licence with EUMETSAT. 13
