The Park Film Office is located in Griffith Park at 4730 Crystal Springs Drive, Los Angeles, CA 90027. The operating hours are Monday-Friday from 8:30 AM-5:00 PM. The office is closed on all City recognized holidays. The Park Film Office is part of the Park Services Division. The management of the film office includes: );> Office and Field Manager );> Supervisor of Film Monitors and Field Operations );> 2 Full-time and 5 Part-time Film Coordinators )> 136 Film Monitors composed of full and part-time employees What the Park Film Office does: )> Provide information and reservations that result in issuing permits )> Provide staff to meet and confer with location managers )> Obtain Park Maintenance Supervisor and Recreation Director approval of requested site. )> Write guidelines for each individual permit )> Work in conjunction with Film LA, Inc., to approve and issue the permit There are 415 parks and 80 recreation centers that the Department manages. Although each park and facility is unique, the step to filming or photography activities is the same. The following is an outline of these steps given to inquiring production companies and the costs associated with obtaining a permit from the Department for those activities: 1

, 'I STEPS TO FILMING AT LOS ANGELES CITY PARKS 1. Determine the location that suits the look wanted and decide on the approximate dates and times needed. 2. Call the Park Film Office at (323) 644-6220 to request information on your location and reservation procedure. Staff will provide information of any rules, procedures and/or restrictions that may apply to the request. 3. Film LA, Inc., issues permits and collects fees on behalf of the City of Los Angeles, call them at (213) 977-8600 to arrange for your permit. A Park Monitor may be required depending on what is being done and location of filming. Currently, the rate for a Park Monitor is $38/hour. The monitor will facilitate the filming while protecting park resources. 5. If there are any changes or cancellations keep the Park Film Office must be informed; if no one answers please leave a message. In addition, contact must be made to the Film Monitor to give them call time changes or cancellations. The location fee may be waived for students, press (with valid 1.0.), non-profit organizations with proper documentation, government entities, and those producing programming for broadcast over public access channels in the City of Los Angeles; provided they do not require the area to be expressly reserved for their use and are willing to work around all other park activities. Film LA, Inc., will determine fee waiver requirements in addition to any other permit (Fire, Police, etc.) and insurance needs. 2

Please note: Waivers do not include film monitor, special facility fees, utility or fees incurred by Film LA, Inc., or other entities. APPROVAL PROCEDURE FOR FILMING REQUESTS A film company calls the Park Film Office to make a reservation The Park Film Office Coordinator enters information and requests pertaining to the film shoot, into the reservation system. The film company is then given a reservation number The coordinator verifies that the area requested is available for filming The coordinator determines if an escorted scout is needed based on the type of film shoot that the company has requested. Some factors that would require an escorted scout are: o When the location is a safety, environmental or of another sensitive nature o When it is a "special circumstance" production with pyrotechnics, stunts, heavy equipment o When it's a Special Facility. (A list of Special Facilities is available upon request) o When the company requests a scout and it requires the opening of a gate or if the company is not familiar with the area In some cases the film company has already scouted the area where they want to film. They know exactly what they want and the request is low impact. For instance, a walk and talk shoot, etc. The coordinator takes down the requests from the film company. The coordinator then calls the Park Maintenance Supervisor to get the requests approved. If the coordinator can't reach the Park Maintenance Supervisor, the coordinator will send an e-mail and leave a voice message for the Park Maintenance Supervisor. When the Park Maintenance Supervisor gives an approval over the phone, the coordinator will send an e-mail to the Park Maintenance Supervisor as a confirmation of what was approved over the phone. E-mails will be used as a confirmation of all Park Maintenance Supervisor's approvals. Approvals are entered into the reservation system with notation of, when the requests where approved, who approved the request and what was approved. If requests are not approved then the scout or the coordinator will ask the Park Maintenance Supervisor if they have any suggestions for an alternative. The company is advised of what was not approved, and then offer the alternative The company might take the alternative and ask for a second scout. The coordinator then communicates the details of the film shoot to the surrounding entities (Greek, Observatory, etc.) and takes down any concerns. 3

Concerns are then relayed back to the Film Company and guidelines are revised if needed on the finalized permit. Once everything has been approved the company is issued a permit. DEPARTMENT SPECIAL FACILITIES The Department has identified pay parking lots and facilities that have approved rates and fees specific to that facility. The list of these facilities has been incorporated in the Film Permit Fees as "special facilities". Anyone desiring to film, photograph or any activity related should contact the Park Film Office (323) 644-6220 before contacting the special facility. The Park Film Office assesses a $150 administrative fee to coordinate the issuance of a permit through Film LA, Inc. The parking or facility rates and fees charged to companies that want to park, film or photograph at these locations are the same as what is charged to the general public. There are some facilities that have film specific fees. In our partnership to protect the environmental integrity of our parks the Park Film Office is providing guidelines to ensure a safe and successful film shoot. Please review and provide copies of these guidelines to the appropriate responsible persons. Thank you for the continuous use of our parkland. Vehicles and/or heavy equipment are not allowed on turf areas unless prior approval is given by the Park Film Office. Production companies must provide their own restroom and trash receptacles. The City dumpsters and trash cans cannot be used so all self-generated trash has to be removed and disposed of off-site. Film permits do not provide exclusive use of a park or recreation area. Service roads, parking lot driveway access, handicap or electric vehicle designated parking stalls may not be blocked or restricted. Emergency vehicle access lanes must be maintained in parking lots and park streets at all times. Due to underground plastic irrigation lines and trees having shallow root systems, staking or drilling into turf, rocks, trees or asphalted areas is not permissible unless prior approval is given by the Park Film Office. This approval will be noted in the permitted guidelines. Locked park gates can only be accessed by a Park Film Office Monitor. Security of open gates must be provided by the permitted company. Any equipment that is permitted to stay overnight must be guarded by the permitted company's security group. Alterations to natural or manmade surroundings or content of the park are not permissible unless documented in these specific guidelines. The permit holder is financially responsible for all remediation should there be any damage or unauthorized alteration to Department property. The remediation and cost of will be determined by the Park Film Office. A Park Film Office Monitor(s) may be assigned to the permitted location. Their job is to ensure guidelines are followed, liaison between park patrons, other City employees and a communication link between Permitee and the Park Film Office for any additional needs or authorizations. When the Park Film Office is closed the Park Film Monitor has the authority and responsibility to modify these guidelines within the parameters given to them by their supervisor. The Permitee will be required to adhere to the instructions, restrictions and requests given by the Park Film Monitor. Smoking is prohibited on all Department properties. An exception has been made for permitted fihn production companies to smoke in areas that are designated by the Fire Safety Officer or Park Film Monitor. If a Fire Safety Officer or Park Film Monitor is not assigned to the Permitee there will be no smoking with the exception of an actor smoking while performing or as part of the scene. A designated smoking area may not be near any patron activity or facility. Large buckets of sand or water must be placed in this area for disposal of tobacco or tobacco related products. The designated smoking area may be revoked or not allowed depending on weather and location conditions. Failure to comply with the smoking restrictions may result in a fine 9
