Final Minutes of BTAC 2008-06-27 1 Chairman s Opening Remarks: -the chairman opened the meeting by welcoming the members -informed the members that the Department had just finished meeting the FCC on Thursday, June 12 and had agreed on the post-transition allotments and assignments in the border area and for the final agreement on post-transition and finalized the txt of a letter between the two bodies to deal with the 2.5 year gap between the DTV implementation of the two countries. -the LOU (2000) is to be used for Canadian assignments in the out of core band for the next 2.5 years -a common method of interference analysis has to be agreed upon -final text of Agreement to be finished by mid September 2008 2 Approval of Agenda -agenda was approved with the following additions and deletions: i) Status Report Subcom 23 NAD27 to NAD83 ii) Informatics deleted Other Business: i) Safety Code 6 Vaccani ii)web Environment Boilaird iii)navcanada Vowles 3 Draft Minutes of First Meeting of 2008 -there were several editorial changes as well as an issue requiring clarification The editorial changes are: 5. New Antenna Policy Mr. Marcour changed to Mr. Marcoux 6.3 CRTC Updates i) 1 st the media.. changed to 1 st new media.. ii) regulation including carriage.. changed to regulation review including carriage.. iii) Hearing was.. changed to Hearing process was.. iv) mandatory Saftey Alerting System.. changed to Mandatory Emergency Alerting System.. 2

v) it was decided to re-visit.. changed to it was decided to move.. 6.4 Mr. Vacanni changed to Mr. Vaccani 6.8 Subcom 22(IBOC) i)..he said that the 6dB D/U changed to..he said that the 1 st adjacent 6 db ii)..short spaced by the new IBOC would be notified changed to..short spaced proposal by IBOC applicants would have to be notified to affected stations 7 Informatics i)..and in the mountainous area. Mr. Pascal changed to..and in the west. Mr. Marcoux ii) subcom 23, with Mr pascal changed to subcom 23, with Mr. Marcoux iii) Mr. Verona changed to Mr. Verma iv) The sentence: Mr. Youness explained that the protection parameter values were usually entered into the database and would only be updated if the final proof of performance values deviated slightly from the designed values. led to a confusion resulting in a small group being set up to reword this sentence. The members in this group are: Mr. Youness, Mr. Dormer, Mr. Labarre and Mr. Macaulay. They agreed to have an acceptable wording for the next BTAC meeting. 8 ITU/WRC Issues..designation of broadcast band for IMT system changed to designation of certain parts of the UHF-TV broadcast band for IMT systems 4 Matters arising from the Minutes - Mr. Youness and entourage to solve AM issue from item 7 Informatics for next BTAC meeting Nov 2008 5 Status Report 5.1 Digital TV -new standard for mobile will be called ATSC/M/H -Feb 09 is target date for the standard to be finalized -Canada may have to go to a notice to have a similar standard adopted - CRTC has a future policy paper on work list -FCC to use a test market in Wilmington, NC in Sept 2008 for a total shut down of NTSC broadcasting and implementation of all DTV broadcasting 5.2 BPR Updates -BETS 7 was gazetted June 21,2008 no response time as in operation -BPR concerning EMCAB-2 and CPC-2-0-03 antenna site policy along with BPR3 back from publication with an OK. Preparing the gazette notice for end of July, 2008 with a 90 day consultation period - other documents under study are: i) SMBR FM Protection Jan 2011 in translation ii) BPR DTV Post Transition work in process iii) DTV Post Transition Allotment Plan - to be gazetted before end of summer iv) BC for FM HD radio-final text, possible end of July 2008 gazetting 3

5.3 CRTC Updates -the policy process BDUs & pay/specialty services has finished the public hearing and is now in the decision phase -there will be a fall hearing to consider issues related to the accessibility of telecommunications and broadcasting services to persons with disabilities. (visual,hearing,etc.) -the new media report is out for comment -work on emergency broadcasting is continuing; the Commission s deadline for implementing a voluntary alerting system stands -the Chairman will give a presentation at the Broadcasting Invitational Summit on June 19 th, 2008; one of the topics he will raise will be the digital transition 5.4 Subcom 17/21 -blueprint layout for new BPR for Digital Television finished -subcommittee meeting in early September 2008 to prepare a proposed document for the next BTAC meeting in November 2008 Jack requested that subcommittee #17 be disbanded 5.6 Subcom 16 -new rules composed by John & Jack for next subcommittee meeting -come up with possible remedies & definitions for valid complaints -next subcommittee meeting in September 2008 with the hope of having a proposal to submit to the next BTAC meeting in November 2008 5.6 Subcom 20 -have updated site for DTV -targeting newspaper ads for fall of 2008 -Department does not want to mandate any regulations on set top boxes sold in Canada. Have an information campaign for consumers on various types of set top boxes and who may need what to continue to receive DTV and/or NTSC television -let DTV working group provide necessary information and recommendations to Consumer & Corporate Affairs -Chairman proposed to disband subcommittee #20 5.7 Subcom 22 -Don MacMillan was absent and the Chairman spoke for him -agreement has been reached on technical material -will be issued as a broadcast circular (BC) -text has been finalized with possible gazetting this summer (2008) 4
