1995 Metric CSJ 0038-01-033, Etc. SPECIAL SPECIFICATION 6734 CCTV Central Equipment 1. Description. This Item shall govern for the furnishing and installation of Closed Circuit Television (CCTV) central equipment in the control center as shown on the plans and as detailed in the Special Specifications. The CCTV Central Equipment provided under this contract shall consist of the necessary equipment to install, operate, and maintain the CCTV Field Equipment specified elsewhere, including as a minimum, CCTV camera controllers/keypads, monitors, cabling, test equipment, and all necessary incidentals to interface with the video switching features and capabilities to be provided by the ATM network specified elsewhere. 2. Materials (1) General Requirements. All materials furnished, assembled, fabricated, or installed under this Item shall be new, corrosion resistant, and in strict accordance with the details shown on the plans and in the Specifications. (2) Functional Requirements. The Contractor shall furnish and install in the control center CCTV central equipment to control the video cameras in the field and the video signals in the control center. The CCTV central equipment shall include, but not be limited to, the following: Video Monitors (color) Control Panel Camera Controller Quad Combiner Test Equipment Power supplies, connectors, harness, and accessories. The camera functions to be controlled by the central camera controller shall be as described in Special Specification, "CCTV Field Equipment." The camera controller shall encode the camera control commands from the control panel switches to digital form, for transmission to the camera controllers in the field via the fiber optic network. 1-8 6734
The camera control signal from the controller shall be input to the DS-1 Muldem, specified elsewhere, as a standard electrical RS-232 or RS-422 signal, and distributed throughout the fiber optic ATM network as a point-to-multipoint configuration. If additional signal distribution equipment is required to distribute the master control signal to multiple control locations, it shall be provided under this Section. (a) Control Panel. The control panel shall have switches for all cameras, pan/tilt, and lens functions described in Special Specification, "CCTV Field Equipment." A numeric keypad shall be provided for camera selections. A two-digit numeric display shall be provided to indicate the camera selection. Switches shall also be provided to program and select a preset position for each of the cameras. All switches shall be momentary type except the pan/tilt switches which shall be in the form of a joystick. A lock type on/off switch shall be provided to control the power to the controller. Four sets of keys shall be provided with the unit. All switch legends shall be clearly marked on the panel. The video switching function shall be provided through the ATM network, specified elsewhere. However, the control panel shall also have switches and/or a keypad to control a standalone compatible video switcher/tilter to select up to 64 video input signals as output to the video monitor. A two-digit numeric display shall be provided to indicate the video signal selection. (b) Camera Controller. The camera controller shall provide the electronics to encode the switch actuations, to translate to digital commands, and to append address bits for the particular camera being controlled. The controller shall retain the preset positions of all cameras when power is removed. The preset positions shall be changeable by operating the control panel switches. The controller shall also provide switch scanning, switch debouncing, and interlock functions so that conflicting commands such as simultaneous pan-left and pan-right will not be transmitted to the camera in the field. Response time of the switches (the time between the actuation of a switch and the occurrence of the resulting action) shall not exceed 0.5 second. The controller shall process 4 control panels and 4 control panels shall be provided. The controller shall be capable of controlling every camera in the field. The number of cameras are shown on the plans. The controller shall be capable of controlling up to 64 cameras and all functions of the associated pan/tilt and lens units. (c) Video Monitor. One 675 mm nominal (measured diagonally) color video monitor shall be provided in the control center at the Development Center and at the Backup control center at the Service Center. (d) Video Patch Panels. The Contractor shall install, in the control center and backup control center, patch bays to access video signals for monitoring, and bypassingpurposes. Jacks, patch cord plugs, accessories, and adapters shall be gold plated and shall all be produced by the same manufacturer. They shall conform to the Western Electric 75 ohm (2 mm center pin) standard. Jacks shall be mounted in 2-8 6734
double rows on 90 mm panels with 16 mm vertical spacing and 2 mm horizontal spacing. If metal panels are used, provisions shall be made to insulate the cable shield from the panel. In general, signal sources shall be on the top row, and corresponding signal destinations, if any, shall be below them on the bottom row. Accessories shall be supplied based on the following percentage quantities, rounded up to the next whole number of jacks in the patch bay: 5% - 600 mm patch cords 5% - 1.2 meter patch cords; 2% - 3 meter coax cable with male BNC each end 5% - patch plug to female BNC adapter 5% - 75 ohm patch plug terminator 5% - Looping plugs with pinch type handle, in addition the number required for normal operation 10% - Unused patch bay jacks, installed in labeled positions. The Contractor shall furnish and install a patch bay to access video signals for monitoring and bypass purposes. A patch bay shall be required between the ATM video encoders/decoders and the monitors or displays, with test points. (e) Signal Generator. The Contractor shall supply a portable video signal generator capable of supplying the following industry standard signals: Multi-burst from 0.5 MHz to 4.5 MHz with steps not greater than 1 MHz Cross hatch pattern - minimum of 7 x 11 lines. SMPTE standard color bars with 3 step black plug. Output must be 1 volt P-P with 75 ohm impedance, response flatness ± 1% to 10 MHz. Signals shall conform to the EIA-170 Standard. These signals shall be switch selectable to one output of the generator. The generator output connector shall be the BNC type with appropriate cables and adapters supplied. The generator shall be operable from both 120 volt 60 Hz AC power and from a twelve volt automotive battery. (f) Waveform Monitor. A calibrated waveform monitor shall be permanently mounted in the equipment rack, near the patch bay, and in easy viewing distance of all video signal level adjustments. The waveform monitor shall be capable of monitoring video signals produced from any ATM video decoder output in addition to other standard video output generators. The signal shall be looped through the patch bay and looped through the waveform monitor, where it shall be terminated with a 1% tolerance, 75 ohm, terminator. A minimum of a 125 mm ± 2 mm diagonal viewing area. Frequency response from 25 Hz to 10 MHz flat ± 1%. Full scale vertical deflection of 140 IRE units ± 1%. Internal 1.0 volt, ± 1%, calibration signal. It must be possible to view signals at either the horizontal or vertical rate and a means must be provided for expanding any part of the signal display either vertically or horizontally. It shall have two signal inputs. The viewed signal and the scope synchronization must each be capable of being derived from either input. Input response must be selectable between: Flat, IRE, Chroma only, and Differential Gain. A switchable DC restorer must be provided to maintain display stability with varying APL. Mounting hardware shall be supplied to fit an EIA standard 483 mm rack, with any space not used filled in with blank-out panels. (g) Video Timing Meter. The Contractor shall provide a Video Timing Meter (VTM) to be used to bring CCTV camera signals into synchronization so that monitors and recorders can be switched among cameras without causing "rolling" of the video scene. The VTM shall be a hand-held, battery operated digital display meter with carrying case. Two short lengths of coax with BNC connectors and all required adapters shall be furnished. Input Video - NTSC Standard Monochrome or Color Video Base-Band. Display - Three Digital LCD with 2 Decimal Point Loss of Video Indicators. Range Minimum - 0 Horizontal Lines. Range Maximum - ± 262 Horizontal Lines (262 horizontal lines=1 video field) Accuracy - ± 1 Line. Video Connectors - 2 BNC Female. Power Requirements - Standard 9 Volt DC Alkaline Battery. (h) Quad Combiner. This is a real time color quad video processor combiner that displays continuous four cameras images; each camera image shall be displayed within one quadrant through the video output port. There shall be another video output port for the display of a sequence of the video all inputs signals and the quad display; the sequence shall be programmable for 2, 4, 8 or 16 seconds. This unit shall be capable of automatic time-base correction to eliminate the need of camera 4-8 6734
synchronization. The front panel shall give the capability to camera selection and sequence programming of the unit. (3) Electrical Requirements. (a) Control Panel. Each control panel shall be one integral unit and shall draw its power from the camera controller. (b) Camera Controller. The camera controller shall be a microprocessor-based design and shall generate digital codes compatible with the field controllers. Transmit data and other hand-shake control output shall be compatible with the channel cards of the DS-1 D/I Muldems. The controller shall provide for a minimum of 4 control panels described above. In addition, the controller shall provide a RS-232D port capable of implementing any control panel function from the Contractor provided ATM camera control computer interface. All interface and protocol information shall be provided to the Engineer by the Contractor with the required system documentation. (c) Video Monitor. The video monitors for the display wall shall be at least 675 mm viewable, diagonally. On-screen display controls shall show current settings and allow for the user to make setting changes to multiple picture adjustments such as brightness, contrast, color, etc. In addition, geometry corrections such as centering, tilt and keystone shall be adjustable through the on-screen display. The on-screen display menus shall be in English. The monitors shall be of cubic styling construction designed to be strong and suitable for stacking. The casings for the monitors shall allow for stacking and shall be shock proof. The CCTV central equipment shall meet all of its specified requirements when the input power is 115 ± 20 VAC, 60 ± 3 Hz. The maximum power required shall not exceed 600 watts. The equipment operation shall not be affected by any transient voltages, surges, or sags which are normally experienced on commercial power lines. It is the Contractor's responsibility to check the local power service to determine if any special design is needed for the equipment. The extra cost, if required, shall be included in the bid price of this Item. (e) Wiring. All wiring shall meet the requirements of the National Electric Code (NEC). All wires shall be cut to proper length before assembly. No wire shall be doubled back to take up slack. Wires shall be neatly laced into clamps. Cable 6-8 6734
slack shall be provided to facilitate removal and replacement of assemblies, panels, and modules. (f) Transient Suppression. All DC relays, solenoids, and holding coils shall have diodes across the coils for transient suppression. (g) Power Service Protection. The equipment shall contain readily accessible, manually resettable or replaceable circuit protection devices (such as circuit breakers or fuses) for equipment and power source protection. (h) Fail Safe Provision. The equipment shall be designed such that the failures of the equipment shall not cause the failure of any other unit or equipment. (i) Quad Combiner. All video ports shall have 75 ohm impedance and 1 volt peakpeak EIA RS-170 compliant and shall have 4:3 aspect ratios. The differential gain and phase shall be less than 2%. The digital image shall be no less than 1024 Horizontal X 512 vertical. Signal-to-noise ratio shall be better than -60dB. The quad update rate shall be no less than 30 fields per second per camera and the analog frequency response shall be better than 12 MHz. (4) Mechanical Requirements. (a) Enclosure. The camera controller, control panel and video monitor shall be rack mounted and shall be located as shown on the plans. (b) Modular Design. The equipment shall be modular in design such that major portions may be readily replaced in the field. (c) Modules of unlike functions shall be mechanically keyed to prevent insertion into the wrong socket or connector. (d) All modules and assemblies shall be clearly identified with name, model number, serial number, and any other pertinent information required to facilitate equipment maintenance. (e) Connectors and Harness. All external connections shall be made by means of connectors. The connectors shall be keyed to preclude improper hookups. All wires to and from the connectors shall be color-coded and/or appropriately marked. Pins and mating connectors shall be plated with a minimum of 25 microns of gold. (f) Quad Combiner, all video ports shall be BNC type, there shall be minimum 4 input video ports and 2 output video ports. (5) Environmental Design Requirements The equipment shall meet all its specified requirements during and after subjecting to any combination of the following conditions: Ambient temperature range of 4ºC to 50ºC. 3. Construction Methods. (1) General. The equipment design and construction shall utilize the latest available techniques with a minimum number of parts, subassemblies, circuits, cards, and modules to maximize standardization and commonality. The equipment shall be designed for ease of maintenance. All component parts shall be readily accessible for inspection and maintenance. Test points shall be provided for checking essential voltages and waveforms. (2) Electronic Components. All electronic components shall comply with Special Specification, "Electronic Components." (3) Mechanical Components. All external screws, nuts, and locking washers shall be stainless steel; no self-tapping screws shall be used unless specifically approved by the Engineer. All parts shall be made of corrosion resistant material, such as plastic, stainless steel, anodized aluminum, or brass. All materials used in construction shall be protected from fungus growth and moisture deterioration. Dissimilar metals shall be separated by an inert dielectric material. (4) Testing, Documentation, and Warranty. Testing of the CCTV Central Equipment shall comply with Section 2.0-2.6 of Special Specification, "Testing, Training, Documentation, Final Acceptance and Warranty." Documentation for the CCTV Central Equipment shall comply with Section 4.0 of Special Specification, "Testing, Training, Documentation, Final Acceptance and Warranty." Warranty for the CCTV Central Equipment shall comply with Section 6.0 of Special Specification, "Testing, Training, Documentation, Final Acceptance and Warranty." 4. Measurement. This Item will be measured as one lump sum, for the complete work performed, and material and equipment furnished, installed, made fully operational, and tested in accordance with these Special Specifications. 5. Payment. The work performed and materials furnished in accordance with this Item and measured as provided under "Measurement" will be paid for at the unit price bid for "CCTV Central Equipment." This price shall be full compensation for all equipment described under this Item with all cables and connectors, all documentation and testing, and for furnishing all labor, materials, training, and equipment necessary to complete the work. 8-8 6734
