REQUEST for PROPOSALS IP VIDEO SURVEILLANCE and VIDEO MANAGEMENT SYSTEM Jewish Community Center 5655 Thompson Rd, Syracuse, NY 13214 BACKGROUND The JCC of Syracuse is all about families coming together with the community. We offer programs and services for infants, toddlers, school-age children, teens, adults and seniors The JCC is currently upgrading exterior security and is seeking bids for installation and configuration of an IP based camera and video management system. TIMELINE 8/1/2018 RFP issued 3/13/2019 Deadline for questions 3/13/2019 Proposals due via email by 4:00pm 1/31/2020 Complete Installation INTRODUCTION The Jewish Community Center is seeking bids for an IP Camera and VMS system. The contractor shall provide pricing and labor services for a new Video Management System (VMS) and associated IP Cameras at the JCC. The contractor will create a brand-new network infrastructure (Ethernet wiring, PoE network switches, server racks, etc.) expressly for the closed loop IP camera system. All operating characteristics, features, capabilities, performance criteria, and other attributes of the system proposed by the contractor must meet or exceed all the Specifications described herein.

PROPOSALS All proposals and questions shall be submitted via email to Erin Hart, at ehart@jccsyr.org All bidders will be notified via email when a selection is made. The specifications below are a solution that will meet the needs of the JCC. Any equivalent or equal solutions must be described in detail in the proposal and must meet or exceed the system described below. All costs including accessories, parts, licensing, travel, and labor must be included in the final price. Any yearly costs that are linked to the system (licenses, upgrade fees, etc.) must be declared in the proposal. This project is funded by a grant awarded through New York State. This project shall be bid utilizing prevailing wages for this region for all appropriate crafts. GENERAL The contractor is to provide materials, equipment and installation services, necessary for a successful installation of a complete and operational VMS and IP Camera system as specified herein. It is the intent of this specification that all items under these sections be engineered, assembled, installed and maintained by, and under the full responsibility of the contractor, whether these processes are actually performed by the contractor or not. VIDEO MANAGEMENT SYSTEM This project is an addition to a Hybrid camera system already on our campus. For clarification purposes, the two system shall remain separate and distinct from one another. This specific project will address the lack of complete (360 degree) coverage of the exterior portion of the building and adjacent parking lots. The proposed system should allow for growth and expansion beyond the requested number of cameras as listed in this RFP. The system shall be able to scale to support at least 64 cameras total with the ability to integrate with any IP manufacturer that supports ONVIF. Additionally, the system shall be camera manufacturer agnostic (with noted exceptions). The system requirements as described below are the minimum acceptable standards. Key requirements: The system shall be able to support future expansions of up to 64 cameras without additional hardware. The system shall have a program based (CMS) Central Management Software client assessible by either a Windows or Apple based computer.

The system shall support virtually all leading IP manufacturers for user choice and design flexibility, including IP Cameras by AXIS, Infinova, March Networks, Arecont, IQinVision, Mobotix, Panasonic, Samsung, Sony, Uniview and other ONVIF compliant devices. The system shall offer a full featured web-client software application intended for: o Live video monitoring o Archive video investigations o System management o System health o System diagnostics, status and statistics o System mass management o Instantaneous retrieval of archived video o Evidence exportation and production The system shall have a cloud-based firmware updating capability. The interface shall have a function to check for and update firmware without any user input of an external device (USB/Disk). The system shall support H.265 video compression and can further compress video with either a proprietary or open source algorithm. The system will be license free and not require any up front or ongoing licensing fees. The system solution shall simultaneously handle recording, archiving, retrieving, playback and live distribution of video and audio. Users shall be allowed to stream video clips or images to their PCs for management or to a USBconnected media storage device (e.g., CD Burner, DVD Burner or USB memory stick) for export from the system. All data shall be completely appropriate for use in evidentiary situations and shall include a tamper-proof authentication seal for evidence security and continuity purposes. Third parties such as law enforcement officials and others shall be able to playback and assess all evidence using any of the PC industry s standard media player software applications. Viewing and managing from a mobile device is mandatory. It must be functionable with either an Android or IOS based OS. The service shall connect to the camera and handle streaming to the server. It shall not require each client to connect to individual cameras. This service shall allow the cameras to be placed on one network and the clients on a separate network using a different IP range. The server shall record the video streams from different cameras. The server shall support motion detection at the camera and at the software levels. The server shall allow for multiple zones to be set within an image that support differing motion detection values within a cameras field of view. The server shall not require the administrator to contact the manufacturer to replace a camera. The server shall support pre-motion and post motion recording. The server shall support customizable layouts. The layouts will allow for blank spaces within the layout. The server shall support an unlimited number of users with the ability to restrict permission based upon local needs.

A universal RTSP (real time streaming protocol) option shall exist for adding cameras if they are not currently supported through native APIs. PTZ functionality within the camera will be supported. The server will only stream video to clients that the clients request. LICENSING: The proposed system will not have any associated licensing fees or costs. RECORDING SERVER REQUIREMENTS: The server shall be designed with the following capabilities per camera: o 60 days continuous recording o 15 FPS minimum Frame Rate o 40% motion in the viewing area The server shall be a standalone dedicated unit that is not based on a Windows operating system The server shall have in place with its initial configuration, 32TB of storage. The server HDD units shall be Surveillance grade units (WD Purple / Seagate Skyhawk) The server shall be rack mountable in a standard 4 post rack The server shall include an uninterruptable power supply which will provide up to 60 minutes of reserve power The server shall have capabilities to display 4K Realtime live view/recording The server shall have capabilities to record in 4K resolution at 15FPS. The server shall have H.265 dual-stream video compression The server shall have Bandwidth: 320Mbps (Live/Recording) / 320Mbps (Web Transfer) The server shall have 2 HDMI/VGA simultaneous video output up to 4K definition The server shall have Support two-way audio The server shall support 8 SATA Hot-swappable HDDs up to 64TB The server shall have Support for RAID 0 & 5

This network will not touch or mix with the facilities other networking infrastructure in any way. A single connection from the recorder to the main network will be utilized for the connection and will be coordinated with the client s IT support group. The following are minimum requirements for the network: Wireless bridge networks shall be a closed network only associated to the camera system. No associated building network equipment can be utilized in the build out of this system. The closed loop camera network shall consist of a total of (2) IDF locations and the primary (MDF) location. As noted on the attached maps. MDF: The CCTV system shall be housed in a (4) post network rack with a minimum size of 40U. A UPS/Battery backup system consisting of a rack-mountable unit with a minimum of 1500VA/900W of capacity. Patch cables appropriately sized for the connections and color coded IDF: Each IDF location shall have a UPS/Battery backup consisting of a rack-mountable unit with a minimum of 1000VA/600W of capacity. Each IDF location shall have at a minimum a 9U wall mounted rack. Each IDF location shall have at a minimum a 24 port POE 10/100/1000 switch with a minimum of 3-year warranty. The proposal shall include all hardware associated with outfitting these locations. Server Room 32 wall mounted local monitor via HDMI

Front Desk 32 wall mounted monitor attached to a thin client computer that will allow access to the system via the buildings network. A small form factor computer will be setup with CMS software that will allow full control and access to the video system. Directors Office 48 or larger monitor mounted on the wall across from desk. This will display a pre-programmed routine of video locations. No local control. Directors Assistant 24 monitor either wall mounted or on a desk stand. This will display a preprogrammed routine of video locations. No local control. WARRANTY All installed equipment under this RFP shall be warrantied for a minimum of 3 years at no cost to the JCC. All work/labor performed shall have a minimum 90 day guarantee with no associated fee or cost to the JCC. The completed bid shall provide a fee schedule for any work performed on the system after the 90-day guarantee. The fee schedule shall be all inclusive of a 24/7/365 environment. NOTES All cameras located in the parking lots are based upon anticipated poles for mounting. Mounting locations shall be provided by JCC and will not be part of the bidding process for this RFP. All associated hardware with placement of CCTV equipment on the poles shall be part of this proposal. (i.e. weatherproof boxes, antenna poles, bridging equipment, cameras, etc.). JCC shall provide 110V power via a duplex outlet on all parking lot pole locations. Proposes camera locations are located on attached documents. Cameras 1-34 (Red) are 2.8MM fixed units. Cameras 1-4 (Blue) are Vari-Focal units. Wireless bridges to the main building will be located at camera locations 4/34, 29/30, 31/32.
