THIS ITEM SHALL REGULATE THE FURNISHING AND INSTALLATION OF T1 DCT COLOR VIDEO COMPRESSION SYSTEM (CVCS) AS SHOWN IN THE PLANS AND DETAILED IN THIS SPECIFICATION. (1) SPECIFICATIONS AND STANDARDS. THE SPECIFICATIONS AND STANDARDS REFERENCED IN THIS ITEM ARE AS FOLLOWS: - EIA TENTATIVE STANDARD RS-170A - EIA STANDARD RS-232 - NEMA STANDARD TS 1 - SPECIAL SPECIFICATION ITEM, "ELECTRONIC COMPONENTS" - SPECIAL SPECIFICATION ITEM, "TESTING, TRAINING, DOCUMENTATION, FINAL ACCEPTANCE AND WARRANTY" - VECTOR HORACE: TELEVISION COMPRESSION & TRANSMISSION PROTOCOL FOR NTSC COLOR IMAGES SPECIFICATION, SEPT 1992, PUBLISHED BY RANGE COMMANDERS COUNCIL, U.S. ARMY. - BELLCORE TECHNICAL REFERENCE TR-INS-000342 HIGH CAPACITY DIGITAL TRANSMISSION PARAMETERS. 2. MATERIALS. (1) GENERAL REQUIREMENTS. ALL MATERIALS FURNISHED, ASSEMBLED, FABRICATED OR INSTALLED UNDER THIS ITEM SHALL BE NEW, CORROSION RESISTANT AND IN STRICT ACCORDANCE WITH THE DETAILS SHOWN ON THE PLANS AND AS DETAILED IN THIS SPECIFICATION. 1. EQUIPMENT. EACH CVCS, FURNISHED AND INSTALLED AS SHOWN IN THE PLANS, SHALL CONSIST OF, BUT SHALL NOT BE LIMITED TO, THE FOLLOWING: - COLOR VIDEO COMPRESSION ENCODER - COLOR VIDEO COMPRESSION DECODER - T1 COMPRESSED VIDEO COMMUNICATION LINK 1-11 6612

- VIDEO, DATA, POWER CABLE HARNESSES, CONNECTORS - INSTALLATION AND MOUNTING FIXTURES - INTERNAL INTERFACE CSU/DSU CARDS (2) FUNCTIONAL REQUIREMENTS. THE CVCS SHALL BE ABLE TO COMMUNICATE ITS VIDEO SIGNAL, FULL DUPLEX RS-232 REMOTE CONTROL OF THE ENCODER, FULL DUPLEX RS-232 PAN/TILT/ZOOM CAMERA CONTROL, TWO ADDITIONAL FULL DUPLEX RS-232 COMMUNICATIONS LINES, AND ORDER WIRE VOICE SIGNAL VIA A SINGLE DIGITAL TRANSMISSION MEDIA, SUCH AS A LEASED T1 TELEPHONE SERVICE CONNECTION, BETWEEN SPECIFIED LOCATIONS AS SHOWN IN THE PLANS AND AS DETAILED IN THIS SPECIFICATION. THE COMPRESSION TECHNIQUE USED SHALL RESULT IN NO BLURRING OF THE COMPRESSED PICTURE UPON THE ENCODING AND DECODING OF ANY TYPE OF MOVING OBJECTS WITHIN A GIVEN PICTURE. INTERFRAME CODING TECHNIQUES (TELECONFERENCING ALGORITHMS) SHALL NOT BE ACCEPTABLE. THE TWO ADDITIONAL SERIAL PORTS, PROVIDED BY THE ENCODER AND DECODER, MAY BE USED TO TRANSPORT FULL DUPLEX DATA FOR AUXILIARY SYSTEMS SUCH AS CHANGEABLE MESSAGE SIGNS, VIDEO IMAGE PROCESSING (VIDEO DETECTIONS), AND RAMP METERING. THE FULL DUPLEX RS-232 CAMERA CONTROL AND THE TWO ADDITIONAL RS- 232 SERIAL PORTS SHALL OPERATE AT UP TO 9600 BPS SIMULTANEOUSLY. THE CVCS SHALL DYNAMICALLY ALLOCATE BANDWIDTH FOR DATA AND/OR VOICE SIGNALS; DATA AND VOICE SIGNALS SHALL USE BANDWIDTH ONLY WHEN THEY ARE ACTIVE. VIDEO TRANSMISSION SHALL CONTINUE DURING DATA AND VOICE OPERATION. VIDEO FRAME RATE MAY BE REDUCED WITH NO LOSS OF VIDEO RESOLUTION DURING VOICE OR INTENSIVE DATA TRANSMISSION. THE ENCODER SHALL CONTAIN NO INTERNAL BATTERIES. BOTH THE ENCODER AND DECODER UNITS SHALL AUTOMATICALLY SELF- CONFIGURE UPON POWER UP. ALL REQUIRED SET UP AND MAINTENANCE SOFTWARE, AND CONFIGURATION DATA, SHALL RESIDE IN THE ROM OR IN NON-VOLATILE RAM IN THE ENCODER AND DECODER. THE ENCODER AND DECODER SHALL EACH PROVIDE ONE RS-232 PORT FOR LOCAL ADMINISTRATION (MAINTENANCE). THE LOCAL ADMINISTRATION PORT SHALL ALLOW MAINTENANCE PERSONNEL TO OVERRIDE REMOTE ACCESS TO THE ENCODER BY CONNECTION OF A LAPTOP COMPUTER. THIS ARRANGEMENT SHALL BE CONFIGURED SO THAT WHEN THE LAPTOP COMPUTER IS DISCONNECTED FROM THE ADMINISTRATION PORT, THE CENTRAL LOCATION WILL AUTOMATICALLY REGAIN CONTROL OF THE ENCODER. 2-11 6612

THE ENCODER AND THE DECODER SHALL ALSO EACH PROVIDE A VOICE ORDER WIRE TELEPHONE CIRCUIT FOR ON SITE MAINTENANCE PERSONNEL. THE VOICE ORDER WIRE SHALL ALLOW MAINTENANCE PERSONNEL TO PLUG A TELEPHONE INTO THE CVCS AND TALK TO THE CENTRAL LOCATION. THIS ARRANGEMENT SHALL BE CONFIGURED SO THAT WHEN THE PHONE AT THE FIELD LOCATION IS PICKED UP, THE PHONE AT THE CENTRAL LOCATION WILL RING. ALL RS-232 COMMUNICATIONS LINKS, AND VOICE ARE MULTIPLEXED INTO THE VIDEO BIT STREAM. BOTH THE COLOR VIDEO COMPRESSION ENCODER AND DECODER SHALL BE FROM THE SAME MANUFACTURER. 1. COLOR VIDEO COMPRESSION ENCODER. THE CONTRACTOR SHALL FURNISH AND INSTALL ENCODER(S) IN THE FIELD LOCATION(S) AS SHOWN IN THE PLANS. THE ENCODER SHALL COMPRESS A STANDARD ANALOG COLOR VIDEO SIGNAL AND OUTPUT A SINGLE CONTINUOUS DIGITAL NRZ-L TTL LEVEL SERIAL BIT STREAM OUTPUT, REPRESENTING THE INPUT PICTURE, CLOCKED AT RATES FROM 300 BPS TO 10 MBPS, INCLUDING 9.6 KBPS, 19.2 KBPS, 56 KBPS, 64 KBPS, 256 KBPS, 1.544 MBPS (T1) AND 6.312 MBPS (T2). THE CLOCK RATE SHALL BE PROVIDED BY THE T-1 MODEM CARD, OR T-1 LEASED LINE, OR GENERATED INTERNALLY IF THE T-1 MODEM CARD IS DISCONNECTED. INTERNAL CLOCK RATES SHALL BE SOFTWARE SELECTABLE. THE ENCODER SHALL RECEIVE FULL DUPLEX RS-232 CAMERA CONTROL DATA SIGNALS (I. E. PAN, TILT, ZOOM, FOCUS AND IRIS) TO CONTROL CAMERA FUNCTIONS, FROM THE EXISTING CCTV CAMERA CONTROLLER IN THE SATELLITE BUILDING, VIA THE DECODER AND THE T-1 TELEPHONE LINE. THE ENCODER SHALL BE CAPABLE OF RECEIVING RS-232 ENCODER CONTROL SIGNAL DATA AS REQUIRED, ALLOWING FOR REMOTE ENCODER SET UP USING ANY DOS BASED PC WITH TERMINAL EMULATION. SET UP SHALL INCLUDE USER SELECTABLE ADJUSTMENTS FOR HORIZONTAL RESOLUTION (PIXELS/LINE), QUANTIZATION LEVEL, CROP MODE, DATA LINK SPEED, COLOR, TINT, SYSTEM DEFAULTS, TEST PATTERNS, AND SYSTEM STATUS INFORMATION. RS-232 COMMUNICATION LINK SHALL SUPPORT BAUD RATES OF 300, 1200, 2400, 4800 AND 9600. ALL OF THE EXTERNAL RS-232 PROGRAMMING SHALL BE HELD IN EEPROM AND SHALL THEREFORE BE RETAINED UPON POWER DOWN. 3-11 6612

THE ENCODER SHALL INCLUDE A T1 INTERFACE MODEM. THIS INTERFACE SHALL BE IN ACCORDANCE WITH BELLCORE DOCUMENT TR-INS-000342 HIGH CAPACITY DIGITAL TRANSMISSION PARAMETERS. 2. COLOR VIDEO COMPRESSION DECODER. THE CONTRACTOR SHALL FURNISH AND INSTALL DECODER(S) AS SHOWN ON THE PLANS AT THE SATELLITE BUILDING AND/OR AT THE CENTRAL LOCATION AS SHOWN ON THE PLANS. THE DECODER SHALL RECEIVE VIDEO SIGNALS FROM THE ENCODER VIA THE T1 LINK, OR INTERNALLY CLOCKED BIT STREAM VIA THE DTE PORT, AS A SINGLE CONTINUOUS DIGITAL NRZ-L TTL LEVEL SERIAL BIT STREAM OUTPUT REPRESENTING THE INPUT PICTURE. CLOCK RATES SHALL BE FROM 300 BPS TO 10 MBPS AND SHALL BE PROVIDED BY THE T-1 INTERFACE MODEM OR THE T-1 LEASED LINE, OR GENERATED INTERNALLY IF THE T-1 INTERFACE MODEM IS DISCONNECTED. INTERNAL CLOCK RATES SHALL BE SOFTWARE SELECTABLE AND SHALL BE AVAILABLE FOR USE FOR ANY FUTURE CHANGES OR EXPANSION. THE DECODER SHALL CONVERT THE DIGITAL VIDEO SIGNAL BACK TO ORIGINAL STANDARD NTSC COLOR ANALOG TELEVISION PICTURE CAPABLE OF BEING DISPLAYED ON ANY STANDARD TELEVISION MONITOR AND/OR RECORDED ON A STANDARD VIDEOTAPE RECORDER. THE DECODER SHALL RECEIVE, FROM THE ENCODER, RS-232 FULL DUPLEX CAMERA CONTROL AND RS-232 ENCODER CONTROL DATA SIGNALS. THE DECODER SHALL ALSO SEND FULL DUPLEX RS-232 DIGITAL CAMERA CONTROL AND ENCODER CONTROL DATA SIGNALS BACK TO THE ENCODER. THE DECODER OPERATING PARAMETERS SHALL BE AUTOMATICALLY SELECTED FROM THE INFORMATION CONTAINED IN THE RECEIVED COMPRESSED VIDEO DATA STREAM. INFORMATION PERTAINING TO OPERATIONAL MODES, PARAMETERS, SYSTEM STATUS, RESOLUTIONS, ETC SHALL BE DISPLAYED IN ALPHANUMERIC DISPLAY LOCATED ON THE FRONT PANEL OF THE DECODER. THE FRONT PANEL, AS A MINIMUM, SHALL ALSO HAVE INDICATOR LIGHTS FOR SYSTEM STATUS OPERATION, RESET BUTTON, TEST MODES SWITCH AND POWER SWITCH. IN ADDITION TO THE PORT FOR LOCAL ADMINISTRATION, THE DECODER SHALL PROVIDE AN RS-232 PORT FOR REMOTE ADMINISTRATION. THE DECODER FEATURES SHALL BE ACCESSIBLE AND PROGRAMMABLE VIA THE REAR PANEL SERIAL PORT. 4-11 6612

3. T1 COMPRESSED VIDEO COMMUNICATION LINK. T1 COMMUNICATION LINK SHALL BE COMMERCIALLY AVAILABLE SERVICE CAPABLE OF SUSTAINING A MINIMUM CONTINUOUS COMMUNICATION RATE OF 1.544 MBPS UTILIZING TRANSMISSION MEDIA (FIBER LINES, MICROWAVE LINK OR TELEPHONE SERVICE CONNECTIONS) AS DETAILED IN THE PLANS. THE CONTRACTOR SHALL ACQUIRE AND BEAR THE CHARGES OF INSTALLING AND CONNECTING THE T1 LINK FOR LOCATIONS AS SHOWN ON THE PLANS OR AS DIRECTED BY THE ENGINEER. 4. BIT ERROR RATE (BER). THE BIT ERROR RATE OF 9600 BPS DATA CHANNEL OR THE T1 DATA CHANNEL SHALL NOT EXCEED 10 TO THE - 9 POWER. 3. ELECTRICAL REQUIREMENTS. (1) COLOR VIDEO COMPRESSION ENCODER. 1. ANALOG INPUT. THE ENCODER VIDEO INPUT SHALL BE 75 OHMS NOMINAL, ACCEPTING INPUT LEVELS FROM 0.5 VOLT TO 2.0 VOLT PEAK-TO-PEAK BETWEEN SYNC TIP TO 100% WHITE LEVEL IN ACCORDANCE WITH EIA-170A. 2. DIGITAL OUTPUT. THE ENCODER VIDEO OUTPUT SHALL BE CAPABLE OF PROVIDING AT LEAST ONE CONTINUOUS DIGITAL MULTIPLEXED OUTPUT REPRESENTING THE INPUT PICTURE, ALL ACTIVE VOICE AND DATA COMMUNICATION LINES, CLOCKED AT RATES FROM 300 BPS TO 10 MBPS. WITH THE INTERNAL T1 INTERFACE MODEM INSTALLED AND OPERATIONAL, THE DIGITAL DATA OUTPUT SHALL BE IN THE FORMATTED DS-1 PROTOCOL AT 1.544 MBPS. 3. BIT RATE. THE ENCODER SHALL HAVE BIT RATES FROM 300 BPS TO 10 MBPS, OR EXTERNAL CLOCK. THE BIT RATE SHALL BE USER SELECTABLE. 4. RESOLUTION. THE ENCODER SHALL RESOLVE UP TO 400 TV LINES OF VIDEO. THE THREE SELECTABLE HORIZONTAL RESOLUTIONS SHALL BE 560 PIXELS/LINE IN HIGH RESOLUTION MODE, 280 PIXELS/LINE IN STANDARD RESOLUTION MODE, AND 140 PIXELS/LINE IN LOW RESOLUTION MODE. 5.
