The following changes have been made to the RFP. ACKNOWLEDGMENT Firms submitting a proposal shall acknowledge receipt of all Addenda issued and complete the addenda acknowledgement issued with the proposal. SCOPE CHANGE TO RFP- PART IV- SCOPE OF WORK AND REQUIREMENTS: 4.3 REQUIREMENTS: E. The contractor shall detail what facilities of the University are necessary to provide their services. These facilities shall include space (necessary equipment only), power, power conditioning, air conditioning or cooling, and installation of additional conduit within structures. The University can make available its own fiber optic infrastructure if necessary. The last sentence: The University can make available its own fiber optic infrastructure if necessary is being deleted. Clarification: The University will not make available its own fiber optic infrastructure. QUESTIONS SUBMITTED BY INTERESTED FIRMS AND ANSWERS PROVIDED BELOW: 1. Please clarify if the response is due on December 8 or December 7? A. The due date is 12/8/14. There is an addendum on our website with this clarification. You need to print this out so you can acknowledge receipt when you submit your proposal. The same when the addendum comes out for the questions. 2. How many copies of the separately sealed cost proposal are required? A. 7 copies of the cost proposal are required as well. They can all be sealed separately from the proposal in the same envelope.

3. What company is the University contracted with to supply the current cable TV services to the campus connections? A. Comcast of Southeastern Pennsylvania 4. Of the 837 rooms in Goshen, Tyson, Schmidt and Killinger Halls, please provide the number of living units by front door count (regardless of the number of beds or drops behind that front door). For the purpose of this question, a LIVING UNIT will be defined as a single residential unit designed to house anywhere from 1 to 6 students and the following are all examples of one (1) living unit with one (1) exterior individual unit front door: Α. An apartment with four bedrooms and one common area, all with coax connections, would be considered one (1) living unit with one (1) exterior front door. A residence hall room with (2) beds, each with a coax connection, would be considered one (1) living unit with one (1) exterior front door. A residence hall suite comprised of four (4) bedrooms with a shared lounge and bathroom would be considered one (1) living unit with one (1) exterior front door. What percentage of, or actual number of (using the Living Units calculation above), the total Residence Hall Rooms and Apartments are occupied during the summer months? A. 10% 7. Please provide the current number of TV outlets in the Sykes Student Union Building, Brandywine Hall, Phillips Building, Peoples Building, Ruby Jones, Sturzebecker Health Sciences Center and Student Recreation Center. A.Sykes Student Union 1 Brandywine Hall 1 Philips Building 1 Peoples Building 2 Ruby Jones 8 Sturzebecker Health Sciences Center 0 (has been under consideration) Student Recreation Center - 16 8. Are the Sykes Student Union Building, Brandywine Hall, Phillips Building, Peoples Building, Ruby Jones, Sturzebecker Health Sciences Center and Student Recreation Center cable feds operating from the same distribution system where the signal is injected at Goshen Hall (Head-in) or are there multiple insertion points to multiple distribution systems? Other words, do all these buildings feed directly from the Goshen head-end? If multiple insertion points exist, please provide an as-built or logical drawing depicting the various sub-systems or please identify number and location of those various insertion locations. A. All buildings listed are fed from the insertion point at Goshen Hall EXCEPT the Sturzebecker Health Sciences Center, which has no working connection, and Brandywine Hall, which has a fiber connection provided by the current service provider.

9. Does the University own all infrastructure (i.e. underground coax, in-building riser cables, all amplifiers, taps, splitters, etc) that comprises the complete system that feeds all the current outlets receiving service? If not, please elaborate. A. The cables are owned by WCU however the ownership of the balance of the equipment is an open issue. Please provide pricing as follows: 1. Price as if WCU owns all the current equipment 2. Price as if your firm needs to install all needed equipment. 10. Can the alternate proposal requested on page 44 of the RFP be offered as an alternate in the main response with pricing included in the separately sealed main cost proposal, or does the University require it to be a separately sealed response altogether? If it is required to be a separately sealed response altogether, does the University want it to contain the same number of copies as the main proposal? A. We would like to have you follow the same guidelines as the original proposal. Please submit 7 copies of the proposal and 7 copies of the pricing sealed separately as well. 11. Is there available conduit connecting the East Building of College Arms to any other building that currently receives cable service? If so, what building(s)? A. NO 12. Do all buildings that require service have usable single-mode fiber installed to them? If so, please provide a logical drawing of the single-mode fiber routing or at a minimum a list of the buildings that do. A. The service provider shall be responsible for providing and installing any necessary outside plant (OSP) fiber optic cabling in order to provide services to the locations outlined in the RFP. This should also include any additional hardware and labor associated with the installation, such as fiber optic housing cabinets and termination of the fiber optic cabling. No existing University owned fiber optic cabling will be provided to the outside service provider. 13. Please provide the basic channel lineup that the University is paying for. A. See attached. (Appendix A) All channels in ORANGE and LAVENDER (limited basic and expanded service standard def. only, as all existing DTA s are standard def. capable only)

14. Is analog an acceptable broadcast delivery for the channel lineup or is digital broadcast delivery required? A. Analog is acceptable as the basic form of service, but digital is preferred. If analog service is specified, a plan for students to receive digital services should also be included. 15. Are price increases allowed during the initial term? If so, how are the increases calculated (i.e. actual cost, CPI, not to exceed, etc.)? A. Your prices should be detailed in the cost proposal. 16. Are price increases allowed during the renewal periods? If so, how are the increases calculated (i.e. actual cost, CPI, not to exceed, etc.)? A. We are hoping to issue a contract for 5 years with no renewals. 17. What portions of the system will the successful vendor be required to maintain (i.e. headend only, head-end & distribution to the tap, head-end to the student TV set, etc.)? A. The contractor shall assume responsibility for the ongoing maintenance, bot not the ownership, of the existing infrastructure. 18. What is the bandwidth capabilities (i.e. 550 Mhz, 750 Mhz, 860 Mhz) of the existing distribution system? A. 750 Mhz 19. What is the initial term of the agreement resulting from this bid? A. We are hoping to get a contract in place for 5 years. 20. What is the possible renewal period(s) after the initial term? A. We reserve the option to extend the contract for 3 months. But, no renewals after the initial 5 years. 21. Is terminated single mode fiber optic cable available for CATV system utilization from the Goshen Hall CATV head end to South Campus Apartment Complex Bldg. # 831? A. The service provider shall be responsible for providing and installing any necessary outside plant (OSP) fiber optic cabling in order to provide services to the locations outlined in the RFP. This should also include any additional hardware and labor associated with the installation, such as fiber optic housing cabinets and termination

of the fiber optic cabling. No existing University owned fiber optic cabling will be provided to the outside service provider. 22. Is terminated single mode fiber optic cable available for CATV system utilization from the Goshen Hall CATV head end to College Arms Apartment Complex East Bldg.? A. The service provider shall be responsible for providing and installing any necessary outside plant (OSP) fiber optic cabling in order to provide services to the locations outlined in the RFP. This should also include any additional hardware and labor associated with the installation, such as fiber optic housing cabinets and termination of the fiber optic cabling. No existing University owned fiber optic cabling will be provided to the outside service provider. 23. Is terminated single mode fiber optic cable available for CATV system utilization from the Goshen Hall CATV head end to Sturzbecker Health Science Center? A. The service provider shall be responsible for providing and installing any necessary outside plant (OSP) fiber optic cabling in order to provide services to the locations outlined in the RFP. This should also include any additional hardware and labor associated with the installation, such as fiber optic housing cabinets and termination of the fiber optic cabling. No existing University owned fiber optic cabling will be provided to the outside service provider. 24. Does Sturzbecker Health Science Center have internal CATV distribution infrastructure? A. NO 25. Is the Village at WCU (adjacent to the South Campus Apartments) to be included in the RFP response? A. NO 26. If yes, please provide CATV distribution infrastructure detail. A. N/A 27. Is terminated single mode or multi-mode fiber optic cable available to link the local origination content source location(s) to the Goshen Hall CATV head end? A. The service provider shall be responsible for providing and installing any necessary outside plant (OSP) fiber optic cabling in order to provide services to the locations outlined in the RFP. This should also include any additional hardware and labor associated with the installation, such as fiber optic housing cabinets and termination of the fiber optic cabling. No existing University owned fiber optic cabling will be provided to the outside service provider. 28. What is the format of the local origination content i.e. analog audio/video, SDI (embedded audio?), HD-SDI (embedded audio?), ASI, etc.?

A. The local content coming from the DMC is analog audio/video. We also have 3 cable feeds coming into the DMC. cable? 29. What type of connector is typically used to terminate the single mode fiber optic A. SC 30. Is Wayne Hall served by the contiguous coaxial CATV system? A. YES 31. Is the previously deployed internal CATV distribution infrastructure in Wayne Hall still in place and viable? A. YES 32. Please provide further explanation of Section 2.8(E) - any costs associated with nonresidence facilities (Either included in this proposal or added at a later date) should be listed separately. Alternate funding sources at the University will pay for these services. A. Not sure what more we can say in response- the costs for these services has to be listed separately in the proposal as there will be a different pool of money within the University that may pay for these services. 33. Does each resident director apartment have existing outlets in both the Living Room and Bedroom locations of the apartment as referenced in Section 4.3(L)? A. YES 34. In section 4.3 Requirements part B., it says the Contractor shall assess the infrastructure currently in place, including coaxial cable, amplifiers, splitters, etc Does WCU own the current infrastructure? A. See #9 35. Can you supply us a copy of current television channel lineup? A. See appendix A 36. Who owns the coaxial cable that supplies signal from Goshen Hall to Killinger Hall, Schmidt Hall and Tyson Hall? A. See #9 37. Does the University own all coaxial cabling throughout the campus?

A. See #9 38. Who owns the single mode fiber optic cable interconnecting the North & South campus? A. The University owns single mode fiber optic cable between North and South Campus. However, No existing University owned fiber optic cabling will be provided to the outside service provider for this project. The service provider shall be responsible for providing and installing any necessary outside plant (OSP) fiber optic cabling in order to provide services to the locations outlined in the RFP. This should also include any additional hardware and labor associated with the installation, such as fiber optic housing cabinets and termination of the fiber optic cabling. 39. Besides College Arms, are all other buildings that the University wants service in (Brandywine, Student Rec Center, Sykes, Ruby Jones, People Building and Phillips), fed off of the Head End in Goshen Hall? If not, which buildings are fed off of telephone poles? A. All the buildings are fed through Goshen Hall. 40. Just to confirm, at this time, the University does not wish to have IPTV on campus? A. Service providers may include the option for providing Cable TV services via IPTV in their response to the RFP. The University is not opposed to this delivery method. 41. Is there currently cable service in Commonwealth Hall, and is the signal being sent over the single mode fiber from Church Street? A. Commonwealth Hall is part of the USH contract, not the WCU contract. For information purposes only it is fed via fiber optic cabling from New Street, not from Church Street and not from the Goshen Head End and not by any University owned single mode fiber. All other terms and conditions remain the same
