Dear Sir / Madam, The National Film Archive of India (NFAI) is an office under Ministry of Information and Broadcasting, Government of India, engaged in the task of preserving the rich cinematographic heritage of the Nation. Director national Film Archive of India, Ministry of Information & Broadcasting, Government of India, Pune 411 004 invites sealed Quotation in two bid system for carrying out the DCP mastering work of its 40 Digitally restored films (number may vary as per requirement), from the established Firms / Companies / Laboratories who are having all the required technical facilities under one roof. The Quotation may be sent in two parts one for Technical Specification as in Annexure-2 and the other for financial as in Annexure-3. 2. The terms and conditions of the Quotation notice are as under:- a) Not transferable. b) Similar work of more than 100 films. Client certificates about the work. c) To be submitted in two bid system i.e. Technical & Financial. d) The Firm / Company / Laboratory should indicate details of all the required latest equipment available with them on which transfer work would be carried out. These equipment are may be inspected by the team of Technical Officers of NFAI, if needed.
The Scope of the Work: 2K DCP Mastering ( On CRU drives, 2k LTO to 2k DCP Conversion ) of 40 films(titles) (number may vary as per requirement) as per International Broadcast / screening quality. The pre-qualification criteria have been listed at Annexure 1 and the bidders are requested to read the prequalification criteria carefully. e) The time required for carrying out the DCP mastering work should be specified. However, some times in emergency DCP work is required to be carried out immediately. The firm/ Company / Laboratory should be in a position to carry out the DCP work as per NFAI s time frame. f) NFAI reserves the rights to give work among empaneled agencies based on quality of work. g) The rates may be quoted as per Minutes and / or as per Package. The rates should be inclusive of all taxes of transportation cost. h) The checking of DCP s by the NFAI s Officer / technicians will be done on the facilities provided by the firm / Company / Laboratory at their site. Only after acceptance of the quality by NFAI Officer / technician, DCP will be delivered / accepted to NFAI. i) In case of bulk order placed by NFAI at a time, the filmic material will be collected by the firm / Company / Laboratory itself and the delivery of filmic material along with DCP duly transferred and checked, will be made by the firm / Company / Laboratory at their cost to the door at NFAI. j) A firm / Company / Laboratory will be selected on the basis of rates quoted by them and the quality of work done by them at one roof. k) The sealed Quotation should be accompanied by Earnest Money Deposit of an amount of Rs. 60000/-(Rupees Sixty Thousand only) in the form of Deposit of commercial Bank drawn in the favor of Administrative Officer, NFAI, Pune which may be submitted along with Technical Quote. The quotation received without details of equipment available with them and security amount will not be considered under any circumstances. If any firm / Company / Laboratory is exempted from payment of Earnest Money Deposit, a copy of relevant Govt. orders may be submitted along with the tender. l) The successful Firm / Company / Laboratory is required to deposit as Rs. 1,50,000 (Rs One Lakh and Fifty Thousand) only as Performance guarantee in the form of Demand Draft / Pay Order / FDR as Bank Guarantee of Commercial Bank drawn in favor of Administrative Officer, NFAI, Pune within fifteen days from the receipt of letter of assignment. The Performance Security Deposit will remain with NFAI Pune till the contract period is expired. It should be valid for period of 60 days beyond the date of completion of all contractual obligations of the firm. m) The Earnest Money shall be forfeited by NFAI in the following events:- If Quotation is withdrawn during validity period or any extension thereon. If bid is varied or modified in a manner not acceptable to this organization during the validity period or any extension thereof. If a Firm / Company / Laboratory whose Quotation has been accepted but fails to furnish the security deposit, bank guarantee within 14 days of acceptance. n) The Earnest Money of unsuccessful Firm / Company / Laboratory will be returned on finalization. The Earnest Money of successful Firm / Company / Laboratory be returned on receipt of Deposit / performance bank Guarantee.
o) The payment for DCP work will be made simultaneously against Firm / Company / Laboratory prereceipted Bill each time after the work is carried out and satisfactorily acceptable to NFAI in all respects, either through ECS on submission of Mandatory Form available with NFAI or by DD / Cheque. TDS will be recovered from the bill as per Income Tax rules. p) The Firm / Company / Laboratory should mention and attach their Registration Certificates such as VAT number, PAN No. & Service Tax No. etc. q) The rate will be valid for a period of One year from the date of signing of agreement. r) After final selection of Firm / Company / Laboratory, 10-12 selected titles to be completed in all respect on or before 15 th November 2015. s) The interested Firm / Company / Laboratory may send its quotation indicating Technical and Financial in Separate cover duly sealed. Financial Quotation will be opened only of those Firm / Company / Laboratory who have been declared technically qualified for the above work. t) The bids should be on LETTER HEAD of the Firm / Company / Laboratory in SEALED COVER/Waxing Seal etc. in double cover and marked QUOTATION FOR DCP WORK OF NFAI s FILMS. Two separate envelopes will contain prequalification criteria and Technical Bids. Financial bid should be enclosed in a separate envelope. All three covers should be enclosed inside a bigger envelope super scribing TENDER FOR EMPANELMENT SELECTION OF AGENCIES/FIRMS BY OPEN TENDER, FOR 2K MASTERING DCP (DIGITAL CINEMA PACKAGE) WORK OF NFAI RESTORED OLD CLASSIC FILMS. u) The quotation should be addressed to the Director National Film Archive of India, Ministry of Information & Broadcasting, Govt. of India, Law College Road, Pune 411 004 and will be received accepted up to 3.00 P.M. on 05/11/2015 and opened at 4.00 P.M. on same day in the presence of Firm / Company / Laboratory representatives who are present. All the Firm / Company / Laboratory interested in participating may have to submit their sealed to the Inward Section of NFAI, Pune. v) The quotation received after due date and time will not be considered. 3. The details for quotation is also available at NFAI s Website: www.nfaipune.gov.in 4. Any disputes arising out of the Quotation process and its finalization, shall be subject to jurisdiction of the competent Court of the Pune. 5. Copy of PAN Card, Service Tax, VAT and all other statutory compliances 3. The Tenderer shall have a minimum turnover of 20 lacs from business relating to similar works for the financial year 2012-13, 2013-14 and 2014-2015. 4. Company should not have been blacklisted /debarred by any organization in India. 5. Past Experience in making / converting at least 100 film titles, in DCP format. Proof of incorporation under relevant rules. Attested Photocopies of the following 1. PAN Card 2. Service Tax Registration (ST-2) 3. VAT registration Certificate 4. Any other certificate issued as per statutory compliance Copy of certified balance sheet by Chartered Accountant for financial year 2012-13, 2013-14 and 2014-2015. Copy of self-declaration certificate from the Competent Authority. Copy of work orders along with list of film titles.
