UNO SGUARDO RARO - THIRD EDITION Rare Disease International Film Festival CONTEST NOTICE 2017 The third edition of UNO SGUARDO RARO - The Rare Disease International Film Festival will take place in Rome on 10th and 11th of February 2018 at Casa del Cinema. PREAMBLE Imagine going to see your doctor just to hear that he doesn't know what's going on with you and what type of illness can be: the sense of loneliness in front of the disease and the emotional impact are devastating. But a targeted and capillary communication strategy that may use highly emotional instruments such as audiovisual media can make a difference, not only in terms of information, but also to encourage inclusion and break the isolation wall. In Italy, was launched in 2016, for the RARE DISEASES DAY, the UNO SGUARDO RARO showcase: an event that has collected both the first and the second edition of short films, documentaries and rarethemed spots on rare diseases with the aim of using the Cinema to inform about the reality of rare diseases and break the loneliness of those who live this condition. For the third edition2018, NOVE PRODUZIONI, in collaboration with UNIAMO FIMR nonprofit organizations, the Federation, which collects over 100 rare disease patient associations in Italy, has decided to turn the RARO UNO SGUARDO RARO at a Festival. ORGANIZERS The Festival is organized by the Nonprofit Cultural Association NOVE PRODUZIONI in collaboration with UNIAMO Italian Federation of Rare Diseases and in partnership with OMAR, the rare disease observatory. The initiative is twinned with the Perugia Social Photo Fest and the artistic literary competition of the "Pegaso Volo". It already has the patronage of EURORDIS, the Alliance of European Rare Disease Patient Associations, the ANAC - National Cinematographic Authors Association, and 100 Authors, the Association of Cinematographic Entertainment and the support of other public and private subjects. "Uno Sguardo Raro" is a film festival that collects and selects at the national and international level the best works of video, short films, documentaries, spots, films, telling the world of RARE DISEASES in the widest range and in the most diverse articulations. In Europe, a disease is considered rare when it affects less than 1 person every 5,000, but the number of pathologies is about 8,000. It is estimated that in Europe, rare disease affects about 30 million. In Italy there are 670,000 people officially registered as rare diseases, but it is estimated to be about 1,500,000: a number that increases greatly considering the family members involved in the care. Many are complex, severe, degenerative and disabling diseases, factors that can lead to the family's impoverishment, its isolation, and its erosion. However, some diseases, with early diagnosis and proper treatments, allow a good quality of life. The delay in diagnosis was dependent on various factors, including lack of medical knowledge and little information on these pathologies. The aim is to reward and promote works that can raise public awareness of the issue of rare diseases and the impact these diseases have on the lives of affected persons and their families. The challenge is to find a new, addictive communication figure to make a subject of great emotional impact, while at the same time giving a strong impetus not only to artistic production but also to scientific research. Given the peculiarity of the theme, during the Festival, some debates will be held on some of the films considered relevant by the Organization and Workshops on Communicating on Rare Diseases with industry experts open to those who will be interested in the event to dialogue, understand and learn to exchange energies, knowledge and experiences among directors/authors, the community of rare sufferers and experts. It will be possible a few days before the dates of the Festival to register for free at the workshops at www.unosguardoraro.org a. SHORT FILMS CONTEST CATEGORIES
The short film contest is open to any kind of narrative of a maximum duration of 20 minutes inclusive of the head and tail titles, of any nationality, edited or unpublished. b. SHORT FILMS UNDER 30 The short film contest is open to any kind of narrative by authors than 30 years of age, of Italian nationality, with a maximum duration of 15 minutes. c. DOCUMENTARY The contest is open to documentaries of up to 40 minutes including headlines and tail lines, of any nationality, edited or unpublished. d. SPOT The contest is open to spots of up to 3 minutes, of any nationality, edited or unpublished. e. VERY SHORT FILM WITH SMARTPHONE/TABLET The contest is open to videos of any kind (reality, fiction, animation, biography, experimentation, etc.) of anyone who wants to communicate with a smartphone/tablet on this subject, of Italian nationality and of a maximum duration of 5 minutes. CONTEST REGISTRATION 1. The contest is open to all filmmakers, authors, actors who have made or are making shorts, documentaries, spots and web teaser on the subject of rare diseases of any kind of narrative, both edited and unpublished and without any nationality constraints. Young Italian authors who want to try this particular subject, but also for patients, family members, operators or any Italian nationality person who, with their smart phone, want to give a testimony, an emotion or a narrative contribution to communicate a topic still so little known. 2. The registration of the works in the contest is free of charge and isdone exclusively online through the FilmFreeway platform (https://filmfreeway.com/festival/unosguardoraro) by uploading the work by filling in the registration form. 3. THE DEADLINE for registration of works in the contest is scheduled by 22nd of October 2017. The Organization reserves the
right to extend this date by posting it at www.unosguardoraro.org. 4. Italian works of all categories, with the exception of VERY SHORT FILM WITH SMARTPHONE/TABLET, must be subtitled in English, subject to exclusion from the contest. Foreign works must have subtitles in Italian, subject to exclusion from the contest. 5. It is necessary that the registered work has not already been screened in previous editions of the Festival Uno Sguardo Raro. 6. Each director can participate in only one of the 6 categories, the penality will be exclusion from the competition. 7. Any additional material relating to the registered work must only be sent to the final stage of the contest. 8. In case of selection, the allowed film projection formats are: DCP, HD File, DVD. SELECTION, JURY AND AWARDS 9. The Board of Directors of the Nove Productions Association will nominate an Artistic Director of the Festival. 10. The Board will also appoint an Organizing Committee composed of a group of people who will be responsible for pre-selection of the received works. 11. The Festival Organizing Committee will designate a Quality Jury, which will be formed by experienced cinematic, television and show operators as well as by world-renowned social, political, scientific and/or administrative social scientists. 12. The quality jury, together with the Artistic Director, will select and vote among the pre-selected works the finalists for each category, which will be screened during the third edition of Uno Sguardo Raro - The Rare Disease International Film Festival 2018. In addition to Technical qualities, the Quality Jury will particularly appreciate the works that: - they will face the theme of rare diseases in an exciting, evocative and original way; - will promote knowledge and above all the exploitation of the theme, overcoming any prejudice; - will highlight the commonplace and the stereotypes of collective imagery; - will enhance the community of rare patients as wealth, expressing it also with fantasy and irony; - identify an integration and inclusion path for isolated people.
13. Finalist works will be voted by the Jury of Quality and a Jury. The People's Jury will be formed by all those who wish to participate in the voting and who will be present at the screenings, by filling out a special form during the Festival, before the start of all the projections and delivering their vote at the end of the projection. The votes of the Jury are then crossed with the votes of the Jury of Quality, assigning them respectively the weight of 40% and 60% respectively. The final vote determines the following prizes winners: 1. BEST SHORT FILM 2. BEST SHORT FILM UNDER30 3. BEST DOCUMENTARY 4. BEST SPOT 5. BEST VERY SHORT FILM WITH SMARTPHONE/TABLET 14. Ex-aequo prizes are possible. 15. It is possible to award, by the Quality Jury, additional prizes or special mentions. DISSEMINATION AND ARCHIVING 16. The works having passed the pre-selection will be published on the website of the Festival www.unosguardoraro.org and they can be published on websites in collaboration with the festival. 17. Finalist works will be screened and broadcast during the 2018 edition of Uno Sguardo Raro at Casa del Cinema Deluxe space in Rome. 18. Finalist works will be kept in an online public archive. Copies donated to the archive will be used for educational, study and research purposes, information and dissemination of knowledge of the subject, excluding any commercial use. GENERAL RULES FOR SELECTION, CONTEST AND AWARDS 19. The authors assume the responsibility of the shot material. The contents of the works submitted to the contest must be in accordance with Siae's rights and with the current copyright law. The Nove Productions Association declines all responsibility for this. 20. For films selected in competitive categories, no rental costs and any natural rights will be paid.
21. In the case of minors participating at the contest, the application for registration must be completed and signed by a parent or a tutor, indicating the name and surname of the participant. 22. The choices made by the Organizing Committee, the Artistic Management and the Jury of the Festival are unquestionable. 23. The festival organization shall not bear any travel and accommodation costs of the Festival participants. However, the organization will examine any requests sent to the organizational secretary info@unosguardoraro.org 24. The participants, with the presentation of their performed works and their entry in the contest, will allow the processing of their personal data, according to the contest requirements, pursuant to Legislative Decree No. 196/2003. The Participant authorizes the Cultural Association "Nove Produzioni" organizer of Uno Sguardo Raro of the Rare Disease International Film Festival, to publish images, photographs and videos and/or videos recorded during the festival on its site, on catalogs and/or other appropriate means of communication, and public and private disclosure events without, however, impairing personal dignity and decorum. 25. Participation in the contest involves the acceptance and observance of all the rules of this contest notice. 26. The Court of Rome is competent for any disputes.
