Part I Plicies and Prcedures Publicatin Charges JAWRA recgnizes an bligatin t the water cmmunity and t its authrs t distribute the knwledge cntained within its pages as widely as pssible. T accmplish this in an ecnmically sustainable manner, an article prcessing charge (APC) partially cvering the csts f prducing JAWRA is assessed at the time a paper is accepted fr publicatin. Papers are nt published until the APC is paid in full. Rates are subject t change and charges will be incurred at the prevailing rates at the time f acceptance. Authrship All persns listed as an authr f a paper are expected t have cntributed substantially t its prductin and t be knwledgeable abut the entire paper, including drafting r revising it fr imprtant intellectual cntent and reviewing and apprving the final versin t be published. Minr cntributrs shuld be mentined in the acknwledgments sectin. If there is any change in authrship during revisins, an explanatin MUST be prvided in the cver letter. Cpyright The submitting authr is required t cmplete a Cpyright Transfer Agreement (CTA) assigning cpyright t AWRA after the manuscript has been accepted and sent t the publisher fr publicatin. The submitting authr will sign n behalf f all c-authrs and is required t btain their written permissin t d s. The frms are cllected nline via the publisher s system; authrs receive instructins at the apprpriate time. The CTA allws, under certain cnditins, fr sharing the paper with clleagues and placing versins f the paper n a private website but NOT n a public website. Please read the CTA carefully, as we expect authrs t adhere t its stipulatins. Please nte the prvisins fr U.S. Gvernment emplyees. Names f the selected reviewers are nt disclsed t authrs. The editr-in-chief and assciate editr(s) evaluate reviewer cmments. A list f questins reviewers are asked is available fr viewing at http://www.awra.rg/jawra/reviewquestins.html. The review prcess is utlined as fllws: Step 1. Administrative Review a. Authr submits paper via SchlarOne Manuscripts. b. Managing editr (ME) reviews submissin fr cmpleteness. Incmplete r incrrect submissins are returned t the authr fr crrectins. Cmplete submissins are frwarded t the editrin-chief (EIC) fr cnsideratin. Step 2. Initial Editrial Review a. EIC reads the paper t determine its suitability fr the jurnal. Unsuitable papers are returned t the authr withut peer review. (Papers nt n an apprpriate Tip! One f the best things yu can d t imprve yur manuscript's chances f acceptance is t have yur draft cpyedited BEFORE yu submit it t us! This is particularly imprtant if English is nt yur first language r yur writing skills are weak. Manuscripts with nn-standard grammar tend t scre prly with reviewers and are mre likely t be rejected r returned withut review.

Secndary Editrial Review a. AE reads the paper t cnfirm suitability fr the jurnal. b. Unsuitable papers are returned t the EIC with a recmmendatin t return t the authrs withut peer review. c. Suitable papers are sent fr peer review. Step 4. Peer Review a. AE secures at least 2 (usually 3) external reviewers wh are subject matter experts in the area. b. Reviewers evaluate the manuscript using the nline JAWRA scre sheet. (See Reviewer Guidance at http://www.awra.rg/jawra/reviewquestins.html fr mre detail.) c. Once all required reviews are received, the AE evaluates the reviews and the manuscript and makes a recmmendatin t the EIC. d. EIC evaluates the reviews and the AE recmmendatin and makes a decisin: Reject - the paper is rejected fr publicatin in JAWRA. Majr Revisin - return t authr fr majr revisins which will require further peer review (step 4b, usually with the same reviewers if available). Tentative accept (TA) - return t the authr fr minr revisins t be reviewed by ne r bth editrs. Papers returning frm a decisin f TA shuld have all files publicatin ready. Accept - the paper is accepted fr publicatin in JAWRA. Step 5. Authr Revisins a. Authr revises paper as required in the decisin letter and submits revisin fr further review as utlined abve. Revisins underg steps 1 & 4. Papers returning frm a decisin f majr revisin are reviewed by the ME fr cmpleteness and the ME frwards the paper t the reviewers fr further review. Papers returning frm a decisin f TA are reviewed by the ME fr cmpleteness, cnfrmatin t JAWRA style, and all files are publicatin ready. b. This prcess repeats until the EIC either rejects r accepts the paper fr publicatin; usually n mre than tw runds f revisins are allwed. Step 6. Final Decisin a. Papers receiving a decisin f reject are n lnger under cnsideratin f publicatin by JAWRA and the file is clsed. b. Papers accepted fr publicatin by JAWRA cntinue t step 7. Step 7. Publicatin a. Papers accepted fr publicatin are sent t the publisher (Wiley) by the ME and publicatin details are prvided t the authr. b. The AWRA directr f peratins will issue an invice fr the article prcessing charge within 7-10 business days. c. The authr is ntified nce the manuscript has been received by the publisher fr cpyediting. At this pint, authrs may track prductin thrugh Wiley s authr services

(http://authrservices.wiley.cm/bauthr/). Cpyright transfer agreements (CTA) are cmpleted nline at this time. Electrnic prfs are sent t the authr abut tw t three weeks after the article is sent t prductin. d. Once prf crrectins and layut is cmplete, the CTA received, and publicatin charges are paid in full, the paper is published nline in Early View prir t issue publicatin. Issue publicatin fllws as cmmunicated by the ME in step 7a. Fr papers submitted during 2015 and 2016, 46% were accepted. The average time-t-first-decisin was 65 days and the average time-t-final-decisin was 169 days. Prspective authrs shuld realize these are past statistics and btaining meaningful reviews fr an infrmed decisin will always take precedence ver schedule. Published papers include the date f first submissin and the date f final acceptance. Publicatin JAWRA is published bimnthly (six times per year) and papers are generally published in the rder in which they are accepted. Papers which are part f a featured cllectin (see belw) are published as a grup in an issue. The editr-in-chief may advance the rder f publicatin fr a paper n a tpic f current public interest. JAWRA is published nline, with the ptin t purchase a hard cpy. See Wiley Online Library (www.jawra.rg) fr subscriptin and distributin infrmatin. AWRA members shuld email inf@awra.rg t request a hard cpy. With a few exceptins, papers are placed in Early View [nline publicatin in advance f issue publicatin] as sn as they cmplete typesetting, the cpyright frm is received, and all charges are paid. This can take place several mnths befre they are available in an issue. Once nline in Early View, a paper is cnsidered published in final frm and may nt be revised [this is the versin f recrd]; any crrectins will require an erratum and may incur a publicatin charge per the rate schedule. Early View papers have a unique DOI (digital bject identifier) and are fully citable. AWRA is happy t cperate with authrs' rganizatins in issuing news releases abut frthcming JAWRA articles. Please cntact the editrial staff at jawra@awra.rg. Discussin and Reply All published technical papers and ntes are pen fr discussin fr a perid f 6 mnths frm issue publicatin, unless the editr-in-chief extends this perid. Discussins are limited t dealing directly and specifically with issues raised in the published JAWRA paper. Discussins shuld nt intrduce new infrmatin heretfre nt published in a peer-reviewed frum (e.g., JAWRA r a similar jurnal). Discussins shuld be as brief and cncise as pssible. Discussin/Reply manuscripts fllw a similar review prcess as fr riginal papers, but reviewers will be assigned nly if needed t adjudicate a technical matter. A cpy f the draft discussin will be prvided t the authrs f the paper under discussin t prepare a reply. Timely replies will be printed in the same issue as the discussin. Hwever, discussins and replies will be placed in Early View as sn as each individually cmpletes prductin.

Authrs submitting a Discussin shuld reference the published paper in their cver letter (prvide paper number and issue published; if n Early View state this instead) and shuld cite the paper within the Discussin manuscript. We realize the exchange f Discussin and Reply can be stressful and cntentius fr thse cncerned. While we make every effrt t allw viewpints t be aired, we als hld authrs t strict standards f prfessinalism and civility. See the relevant sectin belw. Publicatin charges apply t discussins; n publicatin charges are assessed fr the reply. Featured Cllectins and Series A featured cllectin [frmerly knwn as a special issue] is a grup f three r mre related papers n a specific tpic rganized by guest assciate editrs and published tgether in a single issue. A featured series is a grup f three r mre related papers n a specific tpic crdinated by guest assciate editrs and published either individually r in grups ver several issues. Cllectin/series papers are submitted during a scheduled time perid as determined by the editrial ffice in cnsultatin with the rganizing editrs. Authrs participating in a cllectin r series shuld include the name f the cllectin/series in their cver letter and submit during the time perid stipulated by the guest assciate editrs. Papers in a featured cllectin/series are held t the same high standards as regular JAWRA submissins and g thrugh the full JAWRA review prcess. Invitatin t submit a paper fr pssible inclusin des nt guarantee acceptance. All standard publicatin charges apply. While featured cllectins/series ften arise ut f sessins at AWRA cnferences, they d nt need t be tied t an AWRA cnference. The guest assciate editrs carefully chse papers t cver the subject in breadth and depth. The guest assciate editrs recruit authrs and reviewers, and help keep all invlved n schedule. If yu wuld like t prpse a featured cllectin r series, please cntact the JAWRA editr-in-chief (JAWRA-EIC@awra.rg). Reviewer Suggestins SchlarOne Manuscripts allws authrs t name recmmended (r ppsed ) reviewers. We encurage authrs t use the Reviewers area t list three ptential prficient reviewers in their field, as finding available, expert reviewers ften is difficult. The term recmmended is assigned by the system and des nt suggest bias; JAWRA views these names as suggestins nly. The editrial team may r may nt accept any f the recmmendatins, the nly criteria being fairness, bjectivity, and knwledge. Prfessinalism and Civility All papers must cmply with the fllwing principles f prfessinalism and civility. Cnclusins r claims must be based upn bservable r dcumented facts. Speculatin r persnal pinin, if present at all, must be clearly identified. It is permissible t criticize ideas, writings, and actins, but nt t make persnal attacks upn individuals r rganizatins. Except fr relevant, factual cntent (e.g., attributable qutes, pictures shwing sme cnditin), language and figures must nt ffend a persn f rdinary sensibilities.

Authrs must disclse any interests r affiliatins that culd be perceived as creating a cnflict f interest. Cmmercial prducts r activities may be mentined fr infrmatinal purpses nly and withut giving the appearance f endrsing r prmting them. Authrs shuld be careful nt t plagiarize r infringe n cpyrights; read Wiley's Guidelines n Publishing Ethics befre submitting yur paper. Reviewing Papers Prfessinalism invlves nt nly writing papers, but helping t review the wrk f thers as well. SchlarOne Manuscripts will, by default, register authrs as reviewers. Hwever, reviewers are always free t decline an invitatin t review a paper. Reviewers are expected t disclse t the inviting editr any cnflicts f interest (e.g. relatinships t any f the authrs; cmpeting interests, etc.) Reviewers must keep the manuscript cnfidential and shuld nt discuss the wrk with any persns except the editrial team; reviewers are nt t cntact the authrs f the paper. JAWRA emplys a single-blind review prcess, which means the identity f the reviewers is kept cnfidential and is nt revealed t the authrs while the reviewers knw wh authred the paper. As such, reviewers need t be careful nt t reveal their identity as part f the review r in any dcuments submitted (e.g., purge any identifying infrmatin frm dcument prperties; d nt include yur name r initials in a file name). While reviewer identity is kept cnfidential, JAWRA seeks t recgnize the cntributins f reviewers and prvide recgnitin t utstanding reviewers. The jurnal publishes a list f all reviewers fr papers published in a given year in the December (last) issue f the year. The jurnal als prvides reviewers an pprtunity t dcument their reviewing cntributins with Publns (www.publns.cm). In additin, a select number f utstanding reviewers will be recgnized fr their effrts during the AWRA Annual Cnference held in Nvember f each year. Fr mre details n being a JAWRA reviewer, visit http://www.awra.rg/jawra/becmereviewer.html. Digital Pht Manipulatin It is critical fr digital phts within papers t accurately represent what they claim t prtray. Phts may be crpped and adjusted fr nrmal phtgraphic cntrls such as expsure, cntrast, and clr balance, but may nt be "clned" r similarly manipulated t falsify the cntent. Exceptins t this rule must be mentined in the figure captin; in such cases, we suggest including the riginal pht as an electrnic attachment (supprting infrmatin). Cntested Place Names The names f gegraphic lcatins and even cuntries are nt always universally accepted. In these cases, JAWRA plicy is t use the name preferred by the authr. Where necessary t avid cnfusin, the editr-in-chief will add a neutral clarifying nte.

Prir Publicatin Preprints. JAWRA will cnsider fr review articles previusly available as preprints n nn-cmmercial servers such as ArXiv, birxiv, psyarxiv, ScArXiv, engrxiv, etc. Authrs may pst the submitted versin f their manuscript t nn-cmmercial servers at any time. Authrs are requested t update any pre-publicatin versins with a link t the final published article. Prceedings. Publishing a paper r abstract in a cnference prceedings des nt necessarily disqualify it frm publicatin in JAWRA. Several factrs cnsidered are: (1) quality and cmpleteness; (2) cpyright; (3) disclsure; and (4) level f prir expsure. Authrs wh wish us t cnsider wrk based upn prceedings are encuraged t discuss the matter with the JAWRA editr-in-chief (JAWRA- EIC@awra.rg) prir t submittal. Special Article Types Literature Reviews JAWRA publishes invited Literature Review articles which will synthesize recent literature n an emerging tpic f significant interest t the brad water cmmunity. Literature Reviews shuld nt be just limited t summarizing existing literature but characterize significant research strands, prvide critical insights, and identify crucial data and knwledge-gaps in the literature. Review articles must als address hw current research is seeking t address brad questins f plicy relevance and what new infrmatin r research fci are necessary t help plicy makers create innvative plicies and practices. There is n wrd limitatin n review articles but they must be written as succinctly as pssible. The standard limits apply t the Title and Abstract; see relevant sectins belw. Review articles are treated as technical papers and will be peer reviewed accrding t nrmal JAWRA practices and subject t standard publicatin fees. Invitatins t submit Literature Reviews are made by the editr-in-chief (EIC) in cnsultatin with the assciate editr fr Water Cmmentaries and Reviews.
