JOSEPH STEWART STATE PARK Information THE AREA Lost Creek Lake is 30 miles northeast of Medford on the Rogue River in a scenic, mountainous and timbered canyon. The lake is 10 miles long, over 300 feet deep and has a total surface area of 3,430 acres. It is 1,874 feet above sea level. At this low altitude, it never freezes over in the winter time. Starting in May the water is released to maintain a high flow in the river for fish enhancement and downstream recreation. The lake is normally lowered slowly 60 feet during the summer months to allow for the storage of the following winter run off. The lake is also used for water skiing and sailing. Lost Creek Dam, a rock-fill structure with a gated spillway, was built by the U.S. Army Corps of Engineers as part of the Rogue River Basin water conservation and management program. It is 3,600 feet long and 345 feet high. The height and storage capacity was determined by the volume of the 1964 flood waters. Power plant tours through the powerhouse are given weekdays from 10 a.m.-4 p.m. One of the largest fish hatcheries on the West Coast, Cole M. Rivers Fish Hatchery is located at the base of the dam and has a capacity to raise 425,000 pounds of trout and salmon annually. Tours are given and visitors are welcome. HISTORY Crater Lake National Park, 35 miles northeast of Joseph Stewart State Park, is one of Oregon s most scenic attractions. Formed by the eruption and collapse of Mount Mazama, the clear blue water and pristine setting attract half a million visitors each year, many of them year-round. THE FACILITIES Joseph Stewart State Park offers a variety of recreational opportunities. The campground has 201 campsites, each with a picnic table and camp stove. Electrical hookups and water are available in 151 of the sites. The remaining 50 sites have water nearby. Modern restrooms and nicely landscaped lawns with trees add to the beautiful outdoor setting. Within the park there are three miles of paved hiking trails and five miles of paved bicycle trails. The trails connect the day use area to the overnight campground and extend outside the park boundaries to connect to other major trails within the Oregon Recreation Trail System. PARK RULES Please review these with your Pathfinders and Staff prior to coming to the Camporee: 1. QUIET HOURS are between 10:00 p.m. and 7:00 a.m. 2. PARKING is permitted only on paved area. 3. BICYCLES are not permitted on trails and are to be ridden with the traffic flow. 4. PLANT LIFE or other natural resources shall not be picked, cut mutilated, or removed from any park area. 5. HISTORICAL ARTIFACTS shall be left where they were found, but reported to headquarters. 6. CAMPOREE PLANNING INFO After reviewing this information, if you have any questions please contact the Pathfinder Office. ANIMALS No pets are allowed at the Camporee. Thank you for understanding and taking care of this before you come to Camporee. ASSEMBLY AREA Bring your camp chairs to sit on; and since the sun may get very hot, bring water bottles. ATTENDANCE REQUIREMENTS A completed Camporee Permission & Medical Consent Form must be on site at the Camporee for each person attending under 18 years of age. A completed and current Health and Medical Records form must be on site at the Camporee for each person in attendance. All club staff must know where these are kept on site by your club medical officer. (See Oregon Pathfinder Handbook, Policies section for photocopying) Each club is to be self-sufficient, providing their own transportation, food, housing, etc. Each unit must have at least one adult counselor who will assume full responsibility for supervision of the unit at all times. All Pathfinders must camp in tents to earn full inspection points. Staff may stay in RV s. ATTIRE, WEEKEND Friday Night - Field Uniform (club or district T-shirt) Sabbath Morning Class-A Dress Uniform (until lunch). Sabbath Afternoon & Night - Field Uniform or TLT Uniform (club, district, or TLT T-shirt) Sunday Morning. - Field Uniform (club or district T-shirt) BICYCLES It is up to the Club Staff to determine if you will bring bicycles and to manage their storage. There are no activities planned during Camporee where bicycles will be needed or used. Riding during scheduled Camporee activities and within the Assembly Area will not be allowed. CAMPSITE PLANNING All sites have electricity, water, paved parking, picnic table, fire ring All vehicles must park on asphalt with a maximum of 2 vehicles per campsite if they fit. COSTS / REGISTRATION FEE Registration Fee is $11.00 per person (includes children 6 years old and above). EVENT ACTIVITIES Some Camporee points are awarded based on the percentage of Pathfinder participation. Scripture Memorization Event Pathfinders will receive Scripture Memorization Cards with Bible texts printed on them. When they have memorized a text they give the memorization card to a Staff member and recite the text from memory. When successfully recited the Staff member signs the card and an event ribbon will be awarded. All texts will be in English. Knot Tying Event Pathfinders will receive Knot Tying Cards with pictures of knots printed on them. When they have memorized a knot they give a Staff member the Knot Tying Card and demonstrate tying the knot from memory. When successfully tied, the Staff member will sign the card and an event ribbon will be awarded. Bring a 24 length of rope for each Pathfinder Note: 3-strand laid rope will work better than braided rope for the final knot which will be a splice. Sunday Morning Pathfinder Club Event Each club should plan for and provide an activity for Sunday morning. Pathfinders and Staff will rotate around to the different clubs activities and participate. Participation ribbons will be provided by the Conference to be given out by the clubs for those that participate. Please list your 1 st, 2 nd, & 3 rd choice on the Pre-registration Form. You will be notified if your 1 st choice is available. Here are some examples: obstacle course, 3-legged race, water balloon toss, stilts, tug of war. FIRES AND SAFETY Fires shall be built only in the fire rings and not left unattended! A shovel, bucket of water, and fire extinguisher must be kept at your cooking area. Gas stoves must be operated only by staff or older Pathfinder members. Stove fuel must be stored away from heat and flame. FLAG RAISING & LOWERING This will be held at the Assembly Area by the Oregon Conference Color Guard: Pleasant Valley Pathfinders Color Guard (see Preliminary Schedule for times) TLT Color Guard (see Preliminary Schedule for times) INSPECTION, CONFERENCE Coordinators, along with some TLT Pathfinders, will be making campsite inspections Sabbath morning (see Preliminary Schedule). The inspection form is included for planning purposes. LATE ARRIVALS If you will have vehicles arriving after registration closes, please have someone at the registration area to meet them when they arrive. This will be a great convenience for them and create fewer disturbances for everyone in the evening hours. LODGING A shelter which will protect Pathfinders and Staff from the elements shall be used. MEALS Involve Pathfinders as much as possible in the preparation, serving, and clean-up for meals. Provide well-balanced vegetarian meals with an adequate supply of food for Pathfinders. Provide plenty of liquids to drink during the day to keep everyone well hydrated. Sabbath lunch Haystacks your club may share this meal with another Pathfinder club. If you choose to participate then plan to provide Haystacks for your club. At the Camporee you will be pared up with another club of similar size from another district for this meal. PATCHES An Oregon Conference Pathfinder patch, along with a Camporee pin, will be given to each registered Pathfinder and Staff. The Patch is shown on the cover sheet above. PRE-REGISTRATION All clubs are required to pre-register by filling out and returning the Pre-registration Form. This enables the Site Coordinator to know how many sites to reserve for each club We must receive this information by Friday, September 5 (one week prior to Camporee) ON-SITE REGISTRATION Camporee On-site Registration will start at 4:00 p.m. and will close at 7:00 p.m. on Friday. If you arrive late and miss registration, you must register first thing Sabbath morning with your Coordinator. Finances can be cared for after Sabbath hours. At the registration area the registration personnel will give you a Camporee site map and weekend schedules as well as instructions as to where to camp and where to park. The Site Coordinator will have previously assigned an area for each club by districts. SABBATH AFTERNOON CLUB TIME On Sabbath afternoon your club may choose an on-site or off-site activity. Begin planning now how you will use your club time. Please note that your club must participate as a whole. FLAGS AT THE CAMPOREE For the club: When the flag of the United States is displayed at a Pathfinder Camporee or a campout it should be placed on the right of those who are camping. If the flag were a person, it would be greeting the visitors or inspectors and would naturally face from the camp. The state flag would hang next to it and the Christian and Pathfinder flags across from them. They may all be flown together but the United States flag would be slightly higher. For the conference: Conference flags should be flown at the main entrance to the conference area and in accordance with regulations set forth for the U.S. and Pathfinder flags. 8/26/14 (revision date) Oregon Pathfinders Handbook Camporee 16

DRIVER & SEATBELT REQUIRMENETS NAD Working Policy P 50 26 -- Vehicle Insurance (4) Driver Record/Qualifications: All drivers shall be properly licensed and comply with all Federal, state and/or provincial laws for the class of vehicle being operated. The recommended minimum age for drivers shall be twenty-one (21) years. The driving record (Motor Vehicle Record) of each driver shall be obtained from state/provincial records when their volunteer information form is submitted and should be reviewed every three years. Drivers shall have an acceptable driving record during the previous three years with not more than two traffic citations and no at-fault accidents while driving any vehicle. When a driver does not meet the above driving standard, he/she shall not be assigned to or retained for a driving position. (5) Load capacity: Vehicles should not be operated carrying more than the official rated load capacity. All vehicle occupants are required to wear seat belts and/or shoulder belts as required by law and OSHA (Occupational Safety and Health Act of 1970) standards/or the appropriate government agency. STAFF AND DRIVERS NOTEBOOKS Be sure all Staff and Drivers have completed an Oregon Conference Volunteer Staff Information form and been approved by the Conference Office and that the Driver s Certificate of Qualification has been signed by each driver. Required: 1. Make one notebook for each staff who transports Pathfinders in their vehicle. 2. Include a copy of each Pathfinder s Permission & Medical Consent Form in the notebook Recommended: 1. Itinerary of trip 2. Copy of maps 3. Copy of knots and ropes for tying knots and other activities the Pathfinders may play and practice while riding 4. First Aid Kit 5. Roadside Emergency Kit Scheduled Travel Limits: 1. It is recommended that a person drive no more than eight (8) hours per day and absolutely no more than ten (10) hours per day. 2. Vehicles should be used in travel no more than fourteen (14) hours per day. 3. CERTIFICATE OF QUALIFICATION TO TRANSPORT MINORS BY PRIVATE VEHICLE (This form, along with the vehicle insurance photocopy, is to be kept on file with the local club.) 1.The undersigned is volunteering to drive a motor vehicle for the purpose of transporting pupils on a church and/or school - authorized activity, and hereby certifies that the following information is true and correct. I have completed and returned an Oregon Conference Volunteer Information Form I have a current standard or higher driver s license. I have an acceptable driving record during the previous three years with not more than two traffic citations and no at-fault accidents while driving any vehicle. I am at least 21 years old. I have provided a photocopy of my current vehicle insurance card. The automobile I will be driving is insured in compliance with local state laws. 2.The number of riders shall not exceed the seating capacity with safety restraints. 3.Open trucks or open pickups shall not be used to transport people. 4.The use of trailers and moving vans are prohibited for use in transporting people. When using campers, verbal communication must be available at all times between driver and all passengers. 5.When motor homes are used to transport people, seating capacity shall be adhered to strictly. 6.Each vehicle shall have adult supervision (at least 21 years of age) 7.Be sure to take extra cash in case of a breakdown. SCHOOL POLICY FOR PATHFINDER ACTIVITIES Oregon Conference Pathfinders Under no circumstances do Pathfinder activities automatically excuse students from school. Teachers naturally become upset when a student arrives Friday morning and happens to mention that he is leaving at 10 am without prior arrangement weeks in advance by the Pathfinder club staff. The following procedures help build good relations between your club and your school. Staff Planning Responsibilities Consult with the school at least two weeks prior to the planned activity. Obtain the school s approval for any prearranged absence of students before the activity is to be announced to the Pathfinders. In consultation with the school, prepare and provide the Pathfinders parents a Parental Authorization Form to be signed by the parent to give the Pathfinder staff permission to take the student from school. Give the school a final list of all students participating two days before departure. Include the following: o Names of the Pathfinders to be dismissed o Parental Authorization Form to take student from school o Time the students are to be picked up The appropriate prearranged absence and parent permission forms need to be on file for each student participating. If you have Pathfinders in public or other schools you need to make arrangements there as well Pathfinders Planning Responsibilities Help students understand their part in working together with their teachers. Expect that students will be required to make up any missed schoolwork as a result of the activity; therefore, encourage them to be prompt in completing assignments. Remind students that the teacher is in charge of the school and that they must make proper arrangements to leave early, even for a conference-sponsored event. They should check ahead to see what schoolwork they would be required to make up. NOTE: Clubs should ask for dismissal of Pathfinders for weekend activities only. EDUCATION DEPARTMENT Pathfinder Camporee Policy Local Conference Camporee The Department of Education will allow Pathfinders and school-aged Pathfinder staff to miss up to one day of school without penalty for the specific purpose of attending the local conference camporee under the following conditions. Students are not to be taken out of school any earlier than would allow them to arrive at the camporee site no earlier than 2 ½ hours before the scheduled supper. (Note: Some selected older students may leave earlier in order to set up their club s camping area at the camporee site). Travel time is to be computed as follows: (Total miles from point of departure to the camporee site divided by 45 m.p.h.) 1.3 = total hours travel time (the tenths can be multiplied by 60 to get minutes.) See also scheduled travel limits below. The club director, at least a day beforehand, will supply the Principal or Head Teacher with a list of the Pathfinders in their school who will be leaving for the camporee, the time they will be leaving and the adult driver they are scheduled to be traveling with to the camporee site. North Pacific Union Conference Camporee The same policy will apply with the exception that the Union Camporee will begin on Thursday and Pathfinders and school-aged staff will be allowed to miss up to two days of school instead of just one. The only exception to this would be if travel time were calculated out to go beyond the scheduled limits below. Students would be penalty-exempt for the additional travel time also. Scheduled Travel Limits It is recommended that a person drive no more than eight (8) hours per day and absolutely no more than ten (10) hours per day. Vehicles should be used in travel no more than fourteen (14) hours per day.
