Dawson County Audio-Visual Systems Description The following description of the audio-visual systems for the building is meant to complement the drawings and specifications and provide additional clarification with regard to the design intent, device configuration and control system function. It is not intended to be a complete description of the systems. Additional field modifications to the configurations outlined below may be required as directed by the owner and/or consultant to improve performance. Control interface layouts shown are diagrammatic in nature. Actual button labeling, size, style and other graphic features may differ based upon input from the owner and consultant. Additional buttons, meters and other graphical devices may be required (see the Execution portion of the specifications for more requirements on gathering owner and consultant input on control system programming and control interface design.) Courtroom, Typical: 1. The audio-visual system in this room provides electronic presentation from a variety of evidence and document sources to participants during a court proceeding. 2. Sources are viewed on video monitors located throughout the courtroom. See drawings and specifications for locations and types of monitors. a. The desktop monitors located at the witness desk and on the evidence presentation cart are annotation system monitors. The annotated image will appear on all monitors routed. However, the annotated image cannot be saved or recorded. Controls for the annotation (line type, color, erasing, etc.) are located on the annotation monitor screen. 3. Zoned loudspeakers located throughout the ceiling area reproduce program and speech audio. 4. Sources for electronic presentation include the following: a. A shared evidence presentation cart: There is one cart per floor shared by both court rooms on that floor. See single line drawings and specifications for the sources and connections available on this cart. b. At each counsel/advocate table: Flip-top table top box with pull-out cables for connecting a laptop or other VGA device to the presentation system. 5. Routing of all images and sound is controlled by the judge using a small touch panel located at the judge s desk. Counsel has limited control over their own sources using a keypad located on the underside of the lid of the table top boxes located in each counsel table and in the evidence presentation cart. 6. Audio system configuration and notes: a. Table top microphones shall be configured as follows: i. All microphones with the exception of the witness microphone and the evidence presentation cart microphone: Pressing the mute button mutes and opens the microphone audio at the DSP (using the logic connections shown on the drawings). The LED will remain lit when the microphone is 27 50 10-1

Dawson County open, and will turn off when the microphone is muted (LED control is from the control processor using the logic connections shown on the drawings). The witness microphone and the evidence presentation cart microphone: The mute button does not function and the microphone is always open at the DSP. The LED always remains lit, even when the judge has pressed the SIDEBAR or STOP! buttons, to indicate that anything said at the microphone is still being recorded even though it may not be heard over the speakers. b. The SIDEBAR and STOP! buttons on the judge s touch panel will override audio routing as indicated under the description for these buttons. c. Typical speaker zone is configured as follows: i. Reproduce a mix of source audio and all open microphones. Any microphone under a given zone s speakers shall be reduced by 6dB in the mix to that zone to help improve gain before feedback. Additional or less gain reduction may be required depending on actual performance in the field. Jury and gallery speaker zones to reproduce pink noise as indicated by descriptions for buttons on judge s touch panel. d. Audio feeds from the sound system are configured as follows: i. Headphone connection at the judge s bench: Source audio only. Press audio feed: Mix of Source audio and all open microphones Clerk recording feed: Mix of Source audio and all open microphones Court reporter recording feed: 1. Six (6) discrete audio channels assigned as follows: a. Channel 1: Source audio b. Channel 2: Judge s mic when open. c. Channel 3: Witness mic (always) d. Channel 4: Evidence Presentation Cart microphone (always) e. Channel 5: Mix of all open counsel mics, if any. f. Channel 6: Mix of the clerk and court reporter s mic when open, and the wireless mic. v. Wireless IR system feed for the hearing impaired and for translation: 1. The system includes one channel only that can be used either for the hearing impaired or for translation. a. For hearing impaired the feed is a mix of source audio and all open microphones. b. A mask microphone plugged into a wall plate in the room provides a feed for translation. Plugging in the mask mic automatically switches the feed to just the mask mic input (use audio sensing for that channel in the DSP.) 27 50 10-2

Dawson County e. The wireless lapel microphone and wireless handheld microphone share the same receiver. The intent is that only one can be used at a time. This wireless microphone system uses digitally encrypted transmission to prevent electronic eavesdropping from outside the courtroom. 7. Function, configuration and notes for the judge s touch panel. The layout for this touch panel is shown on the drawings. a. Buttons on the Main Page function as follows: i. PREVIEW MODE ON/OFF: Pressing this button will turn preview mode on and off. This button is latching so it will remain in its current state until it is pressed again. 1. When preview mode is off: a. Button labeling will be: PREVIEW MODE OFF b. Buttons SEND TO WITNESS and SEND TO ALL will gray-out and not function. c. When counsel presses the SEND button on their keypad, the image from the source connected at the counsel desk (or EPC) is sent to all monitors in the room simultaneously. d. Single line diagram groups G1, G2, G3, G4 all unmuted (exception: G4 remains muted if JURY MONITORS ON/OFF is in the off state.) 8. When preview mode is on: a. Button labeling will be: PREVIEW MODE ON b. Buttons SEND TO WITNESS and SEND TO ALL will show normal and will function. c. When counsel presses the SEND button on their keypad, the image from the source connected at that counsel desk is sent only to the desk top monitors at the judge, clerk, court reporter and all counsel desks. Any source audio can be heard over the Judge s headset, but will not play over the ceiling speakers. Single line diagram group G1 is unmuted. All other groups muted. d. When the judge presses the SEND TO WITNESS button, the image is now also sent to the desk top monitor at the witness. Single line diagram group G1 and G2 are unmuted. All other groups muted. e. When the judge presses the SEND TO ALL button, the image is now also sent to all remaining monitors in the room. Single line diagram groups G1, G2, G3, G4 are all unmuted (exception: G4 muted if JURY MONITORS ON/OFF is in the off state.) i. SIDEBAR: This button is used when the judge and counsel have a sidebar conversation. Pressing this button does the following: 1. Stops all microphone and source audio to all the speaker zones. 2. Stops all microphone and source audio to all audio feeds. Exception: The witness microphone and the evidence presentation cart microphone continue to be sent to the clerk and court reporter recording feeds. 27 50 10-3

Dawson County 3. Sound masking noise is sent to the speakers above the gallery and Jury seating to make it more difficult for Jurors and spectators to hear low-level speech. This noise should be initially set to a level of 45dB(A). Additional adjustment may be required based on owner and consultant input. STOP VIDEO: This button stops video being presented on all monitors. Pressing this button does the following: 1. Stops all image routing to all monitors 2. When pressed, button text changes to RESUME and button flashes. Pressing the button again will restore previous button text and video routing. On single line diagrams groups G1, G2, G3, G4 mute/unmute (depending on state) (exception: G4 remains muted if JURY MONITORS ON/OFF is in the off state.) MICS: This button switches to the Microphone Control Page. f. Buttons on the Microphone Control Page function as follows: i. Up and down arrow buttons on this screen allow the Judge to adjust the volume of individual participant microphones up and down. These buttons shall have action as follows: 1. Pressing these buttons causes a vertical volume bar to appear on the right edge of the touch panel page. The initial press of these buttons only makes the volume bar appear, and does not adjust the volume. 2. Continuing to hold the button down for 2 seconds will cause the volume to change in the appropriate direction. 3. Releasing the button at any time after initial press, then pressing it again within 5 seconds will cause the volume to change in the appropriate direction without any delay (allowing the volume to be bumped. ) 4. If the button is released and not pressed again within 5 seconds, the volume bar will disappear. g. Buttons around the bezel of the touch screen function as follows: i. JUDGE UP/DOWN: Adjusts the volume of the Judge s microphone up and down. WITNESS UP/DOWN: Adjusts the volume of the witness s microphone up and down. SOURCE AUDIO UP/DOWN: Adjusts the volume of whatever source is being presented up and down. All of the bezel button volume controls described above shall have action as follows: 1. Pressing these buttons causes a vertical volume bar to appear on the edge of the touch panel screen nearest the pressed button. The initial press of these buttons only makes the volume bar appear, and does not adjust the volume. 27 50 10-4

Dawson County 2. Continuing to hold the button down for 2 seconds will cause the volume to change in the appropriate direction. 3. Releasing the button at any time after initial press, then pressing it again within 5 seconds, will cause the volume to change in the appropriate direction without any delay (allowing the volume to be bumped. ) 4. If the button is released and not pressed again within 5 seconds, the volume bar will disappear. v. JURY MONITORS ON/OFF: Pressing this button turns the jury monitors on and off. This button is latching so it will remain in its current state until it is pressed again. 1. When button state is off, the following text appears across the top of the touch panel screen in the color red: Jury Monitors Off. 2. When button state is on, no text appears on the touch panel screen. 3. Single line diagrams group G4 mutes/unmutes depending on button state. 9. Function, configuration and notes for the keypad located on the underside of the lid of the flip-top table top boxes located at each counsel table and on the evidence presentation cart. The layout for this keypad is shown on the drawings. a. Buttons on this keypad function as follows: i. SEND: Pressing this button sends an image and/or audio from the device connected to the flip-top box as routed by the judge s touch panel. 1. This source will interrupt/replace any source currently being sent from another table top box location. 2. The button light will glow continuously indicating the source is being sent until the feed is stopped locally (either disconnected or using the STOP button), stopped by the judge or replaced by another location. SEND DOC CAM, SEND PC: Only used on the keypad on the evidence presentation cart. Sends image from indicated device same as described above. STOP: Stops video and audio presentation from this location only. This button will not stop presentation from other locations. The button light will be momentary. PLAYBACK VOLUME UP/DOWN: Adjusts the volume of the connected source up and down. Button lights are momentary. v. MIC VOLUME UP/DOWN: Adjusts the volume of the counsel s table-top microphone up and down. Button lights are momentary. vi. CART SYSTEM POWER: Only used on the keypad on the evidence presentation cart. Pressing this button and holding it for 3 seconds or longer will power off all devices on the evidence presentation cart. This allows the cart to be powered off and moved without going to a web panel and shutting down the whole room. 27 50 10-5

Dawson County Jury Assembly/BOC Meeting Room 2303: 1. The audio-visual system in this room provides electronic presentation from a computer source to participants during jury assembly and commission meetings. 2. The delegate system in this room provides for voting and agenda management and is integrated with the audio-visual system as indicated on the drawings and specifications. 3. Sources are viewed on video monitors. See drawings and specifications for locations and types of sources and monitors. 4. Sources and audio from meetings are fed to an owner-furnished PC for recording using owner-furnished software. 5. Zoned loudspeakers located throughout the ceiling area reproduce program and speech audio for the audience. Program and speech audio reproduction for the commissioners, clerk and attorney are through the delegate system units. 6. Control of the audio-visual system is through a touch panel located at the county clerk s desk. Control of the delegate system is through the PC located at the clerk s desk (for administrative control), and through a touchscreen integrated into the chairman delegate unit (for meeting control). 7. Audio system configuration and notes: a. Desktop microphones at the commissioner desk, staff desk and lectern are part of the delegate system units. An audio feed from the delegate system consisting of a mix of all open delegate and staff mics is fed into the audio system DSP. b. The wireless lapel microphone and wireless handheld microphone share the same receiver. The intent is that only one can be used at a time. c. Typical speaker zone is configured to reproduce a mix of source audio and all open microphones. d. Audio feeds from the sound system are configured as follows: i. Press audio feed: Mix of all source and open microphone audio. Recording audio feed: Mix of all source and open microphone audio. Wireless RF system for the hearing impaired: Mix of all source and open microphone audio. 8. Delegate system configuration and notes: a. Desk-top unit at each commissioner s seat with a gooseneck microphone, pushto-request button, loudspeaker and 5 voting buttons ( yes, no, abstain plus 2 others.) b. Desk-top unit at each the county manager, county clerk and county attorney seats with a gooseneck microphone, push-to-request button and loudspeaker. c. Desk-top unit at the chairperson s seat with a gooseneck microphone, loudspeaker and a small touchscreen display. This touchscreen provides the following functions and information to the chairperson: i. Mic on/off 27 50 10-6

Dawson County Override any speaker (mutes the microphone on the speaker s desk-top unit.) See speakers in queue Select a speaker to talk (unmutes the microphone on the speaker s desktop unit.) v. Initiate a vote vi. Voting buttons ( yes, no, abstain plus 2 others.) d. The county clerk serves as the delegate system administrator. The clerk s PC is owner-provided, but the delegate system software shall be loaded and configured by the AV contractor. The AV contractor shall also configure the PC. Configuration is as follows: i. Set PC for dual screen display output (i.e feeding two separate video outputs on the PC) and extend the desktop across both display outputs Delegate system software: The window that displays public information shall be located on display output A. The window that is used for administrative purposes, along with any other software the clerk uses, shall be located on display output B. Display output A and B routing are controlled through the clerk s touch panel. The delegate system software window that displays public information shall be configured to include the following: 1. Display of agenda, including live updates to agenda items such as updates made by the clerk and automatic updates to agenda item status (did the item pass or fail), was the item tabled, etc. 2. Display of the active speaker name 3. Display of any speakers in the queue 4. Display of voting results (by name if desired). v. The administrative portion of the delegate system software shall be configured as follows: 1. Automatic voting tabulation and saving voting results for electronic filing or print-out. 2. Create a commissioner database, and configure the following information to be automatically saved as part of the meeting record: a. Who spoke b. When they spoke c. How long they spoke d. To which agenda item they spoke e. How they voted on that agenda item f. Voting record by name. g. Meeting attendance 27 50 10-7

Dawson County 3. Provide control over microphone volume for each commissioner/staff member seat. e. Typical delegate system operation: i. The clerk displays the agenda on all the monitors. A commissioner or staff presses the push-to-request button beneath the microphone to request to speak. The chairperson sees the person s name appear in the speaker queue on the chairperson s touchscreen. The chairperson can then touch the name in the queue to turn on the person s microphone. While speaking, the active speaker s name can be automatically displayed on all the monitors. The chairperson can override any speaker at any time by pressing the override button. v. The chairperson can initiate a vote on an agenda item by pressing a button on the touchscreen. The chairperson votes using buttons on the touch screen. Other commissioner s vote using the buttons on their delegate units. vi. Votes are compiled and displayed on the chairperson s touchscreen. The chairperson can then press a button on the touchscreen to make the results appear on the clerk s PC in the window that displays public information. This window is displayed on all monitors. v The displayed agenda is updated with the voting results for the highlighted agenda item (pass, fail), or tabled, and the next agenda item is highlighted for discussion. 9. Function, configuration and notes for the clerk s touchpanel. The touchpanel layout is shown on the drawings. a. Buttons on the Main Page function as follows: i. The buttons on the left portion of the page are source select buttons. Pressing one of these buttons selects that source for display. 1. AGENDA/VOTING: This button corresponds to display output A of the clerk s PC 2. CLERK PC: This button corresponds to display output B of the clerk s PC. The buttons on the right portion of the page are destination monitor buttons. Pressing one of these buttons after selecting a source for display will display the selected source on that destination monitor or monitors. 1. Different sources can be assigned to different destination monitors at the same time. 2. PUBLIC monitors are defined as all monitors not located on the commission desk area, including monitors in room 2122 and 2115. b. Buttons around the bezel of the touch screen function as follows: i. SOURCE AUDIO UP/DOWN: Adjusts the volume of the source audio at the DSP up and down. 27 50 10-8

Dawson County ALL MICS UP/DOWN: Adjusts the volume of the mix of all open microphones at the DSP up and down. Note: Individual delegate unit mics are adjusted through the delegate system administration software and from the chairperson unit touchscreen. TUNER CONTROLS: Brings up the tuner routing page. This page allows the user to select which monitor the tuner output will be sent to. After a destination is selected, the tuner controls page appears. The tuner control page will provide control over the AV tuner. The HOME button on this page shall return the user to the main page. WIRELESS MIC UP/DOWN: Adjusts the volume of the wireless mic input at the DSP up and down. v. 2122 ON/OFF: Powers on/off the monitor located in assembly lounge 2122. vi. 2115 ON/OFF: Powers on/off the monitor located in public waiting 2115. c. Buttons on the keypad in BOC check-in are shown on the drawings. These buttons function as follows: i. SYS POWER: When the system is off, pressing this button powers on all public monitors and routes the output of the check-in PC to them and to the room sound system. When the system is on and was turned on at this location, pressing and holding the button for 3 seconds or longer will power the system off. PC: Selects the check-in PC for presentation. CATV: Selects the AV tuner for presentation. CHAN UP/DOWN: Changes the AV tuner channels up or down. v. SOURCE UP/DOWN: Adjusts source audio level up or down. vi. v v WIRELESS MIC UP/DOWN: Adjusts wireless mic level up or down. SOURCE MUTE: Mutes source audio VIDEO MUTE: Mutes video being displayed. Interview Room 4334: 1. Presentation consisting of video and sound on an LCD flat panel monitor with integrated speakers for program reinforcement only. The room is too small to require speech reinforcement. 2. See single line drawings and specifications for sources in this room. 3. The system is controlled through a touchpanel located on the underside of the lid of the table top box. 4. Function, configuration and notes for the table box touchpanel. The layout of the touchpanel is shown on the drawings: a. Buttons on the touch panel Source Selection Page function as follows: i. FLIP-TOP BOX: Selects whatever source is connected to the flip-top table box for display. 27 50 10-9

Dawson County DVD: Selects the DVD for display and brings up the DVD Controls Page. b. Buttons on the DVD Controls Page function the same as the DVD controls found on the typical DVD remote. c. Buttons around the bezel of the touch screen function as follows: i. AUDIO UP/DOWN: Adjusts the volume of the source audio up and down. AUDIO MUTE: Mutes all audio. VIDEO MUTE: Mutes all video. The room display shows a blank screen. SYS POWER: Powers the system on/off. Room status pages showing the status of connected equipment in the room. d. System alarms and alerts and forwarding of system alarms and alerts to appropriate personnel through email. e. Integration with web-based panels (see below) for technician assistance. f. User database with system preferences and configuration presets. g. Password protection as directed by the owner. 2. A web-based control panel shall be created to duplicate each room control system interface (touch panel or keypad.) The web-based control panel will be identical to the actual touch panel or keypad in the room with the following changes: a. Courtroom web panel and BOC Clerk s web panel will add a system power feature: i. When the system is off, only the system power page will be visible. This page will have one button labeled TURN SYSTEM ON. After the button is pressed (i.e. clicked with a mouse), the button will disappear and a status message will appear: System Powering On.
