General Instructions of the Program In order to facilitate future update of this document, the parts likely to change regularly are placed in the appendix. 1. Definitions In all this document, and in order to simplify reading, the following terms, used in capital letters, both singularly and in the plural, will have the following respective meanings: LED: Light source composed of electroluminescent diodes, which are composed of inorganic materials (LED) or organic materials (OLED), in the form of mono-chip or multi-chip units, or Chipon-Board (COB) modules. LUMINAIRE: Electrical lighting units (luminaires, lamps and associated equipment) using LED. They may concern: - LED lamps - LED luminaires - With integrated electrical power supply; - Without integrated electrical power supply. MANUFACTURER: Manufacturer or, more generally, the marketer of the LUMINAIRES. LABELLING: CHARACTERISTICS of the LUMINAIRES specified by their MANUFACTURER using labels and/or in its catalogue and/or on its web site. CHARACTERISTICS: Main photometric characteristics and the lifetime of the LUMINAIRES specified by the LABELLING. CERTILED distinguishes CHARACTERISTICS: - Of TYPE 1 which are taken directly from measurements or tests carried out by LABORATORIES; - Of TYPE 2 which are taken from calculations and interpretation of the results of measurements and tests carried out by LABORATORIES. LABORATORY: Laboratory qualified by CERTILED as able to produce compliant test reports. CERTILED distinguishes 3 types of LABORATORIES. The laboratories are said to be: - Approved; - Authorised; 1
- Manufacturer's. CERTILED General Instructions of the Programme Edition V1.3 June 2017 Their definitions are given in paragraph 8. CERTILED's Board of Directors qualifies these LABORATORIES, whether they are approved, authorised or manufacturer's, following a call for tenders. The specifications and this call for tenders are prepared by the Technical Committee. This qualification is valid for 3 years, at the end of which the qualification procedure must be redone. Important: CHARACTERISTICS of TYPE 2 may only be certified by approved laboratories. CERTIFICATE: number assigned to a certified LUMINAIRE enabling it to be referenced in the CERTILED database and its use as a certification reference by its MANUFACTURER. 2. CERTILED CERTILED is an association incorporated on 8 September 2016, governed by the law dated 1 July 1901 and the decree dated 16 August 1901. The purpose of CERTILED is to: - Check some of the CHARACTERISTICS of the LUMINAIRES specified on the LABELLING by the MANUFACTURER; - Promote this certification to key influencers, customers and users; - Organise and manage this certification at the French and European levels. 3. LUMINAIRES concerned by this program The LUMINAIRES concerned are LUMINAIRES belonging to a category referenced by CERTILED. The list of categories referenced by CERTILED is given in Appendix 1. This list is intended to be regularly updated. 4. CHARACTERISTICS to be checked The Board of Directors of CERTILED defines the list of CHARACTERISTICS to be checked according to the category of the luminaire upon proposal by the Technical Committee. These CHARACTERISTICS mainly concern the photometry of the luminaire and its lifetime. The are broken down into mandatory and optional CHARACTERISTICS. The definition of the CHARACTERISTICS to be checked, as well as their mandatory or optional characters, are given in the table in Appendix 2 for each category of LUMINAIRES concerned. The mandatory CHARACTERISTICS must be specified on the LABELLING for the LUMINAIRE, with the exception of those concerning the distribution of luminous intensities. The MANUFACTURER is free to specify one or more optional CHARACTERISTICS. The characteristics of the accessories which may be included in the LUMINAIRES (detection of the presence of HF, IR, luminosity sensor, ) are not certified by CERTILED. 2
The certification of a LUMINAIRE is pronounced by the Technical Committee after the CHARACTERISTICS of the LUMINAIRE, whether mandatory or optional, indicated by the LABELLING, have been checked by a LABORATORY. For the CHARACTERISTICS to be considered as verified, the discrepancies between the values determined by a LABORATORY and those shown on the LABELLING (rounded) must be within the limits given in column G of the table in Appendix 2. 5. Designation The verified CHARACTERISTICS must be mandatorily expressed with designations and units defined by CERTILED's Technical Committee. The designations may be complete or abridged. The designations and their units for the mandatory and optional CHARACTERISTICS are given in the table in Appendix 2. 6. Mandatory text The MANUFACTURER must display a "mandatory text" in its catalogue and on its Internet site. This is given in Appendix 3. 7. Concepts of references, series and ranges CERTILED's certification concerns a reference for LUMINAIRES. The following definitions are used in this document: - Item code: the reference as it appears in the MANUFACTURER's catalogue; - Series: a set of LUMINAIRES differentiated only by their finish (colours, ), their accessories (assembly elements, ) and the temperature of the colour; - Range: a set of series sharing the same characteristics at the level of the architecture and the technology. The MANUFACTURER may have an item code, a series or a range certified. If it has a series or a range certified, the MANUFACTURER must provide all of the technical information for the series or the range that is necessary to their certification. The Technical Committee will ask the MANUFACTURER for all technical informations that appears necessary to the certification process and which has not been provided by the MANUFACTURER. The Technical Committee determines the different models of LUMINAIRES (item code) for which it wishes to check the CHARACTERISTICS to certify the series or the range. 8. LABORATORIES CERTILED relies on the results of measurements and analysis obtained by LABORATORIES qualified by CERTILED to check the CHARACTERISTICS specified by the MANUFACTURERS. The list of LABORATORIES is given in Appendix 4. The measures rely on standards specified for each type of measurement in Appendix 2. CERTILED distinguishes 3 types of LABORATORIES defined below: 3
- Approved laboratory: independent laboratory having the approval ISO17025 for the standard EN 13032-4 and strictly complying with approval specifications defined by CERTILED. They must have the necessary equipment. They prepare test reports written in French and are - Either accredited by the COFRAC for the tests pursuant to NF EN 13032-4 (September 2015), - Or Testing Lab (TL) from a laboratory authorised by ETICS to deliver the mark ENEC+. The CHARACTERISTICS of TYPE 1 and 2 established by approved laboratories are recognised by CERTILED. - Authorised laboratory: independent laboratory, having the accreditation ISO17025 for the standard EN 13032-4. Only the CHARACTERISTICS of TYPE 1 established by authorised laboratories are recognised by CERTILED. - Manufacturer's laboratory: laboratory specific to manufacturer and qualified by CERTILED for its own products only. If it has ISO17025 accreditation for the standard EN 13032-4, then the manufacturer's laboratory is automatically qualified by CERTILED. Otherwise, the qualification of the manufacturer's laboratory by CERTILED is decided by the Board of Directors of CERTILED upon proposal from the Technical Committee after it has: - Carried out a methodological check on the equipment and procedures based on existing standards (audit lasting one day); - Had checked, by an approved laboratory, the mandatory and optional TYPE 1 CHARACTERISTICS of 2 LUMINAIRES previously ascertained by the laboratory to be qualified. The LUMINAIRES are chosen by the Technical Committee. The Technical Committee will give a decision on the qualification of the manufacturer's laboratory considering the informations and results that were obtained. The qualification is obtained for a period of 3 years, but checks are carried out each year. The costs of these checks are at the expense of the MANUFACTURER. In case discrepancies appear between the CHARACTERISTICS established between the laboratory of the manufacturer and the approved laboratory which performs the checks, the Technical Committee will inform the Board of Directors of CERTILED of this, which may suspend or even cancel the qualification if corrective measures are not immediately applied. Only CHARACTERISTICS of TYPE 1 established by the manufacturer's laboratories are recognised by CERTILED. 9. Certification process Certification is performed according to the following process: 1- The MANUFACTURER sends the CERTILED Technical Committee all of the elements specified in Appendix 5 constituting the application file. 2- CERTILED confirms receipt of the request and communicates the corresponding file number to the MANUFACTURER. 4
3- After examination of the application file, the technical committee may request the MANUFACTURER for any information that it considers necessary to complete the file. The Technical Committee will specifically check that the CE certifications are present and up-to-date. 4- Once the file is complete, the Technical Committee decides on the number and references of the LUMINAIRES for which the CHARACTERISTICS must be verified by a LABORATORY. CERTILED sends this information to the MANUFACTURER, who contacts a LABORATORY of its choice. For the CHARACTERISTICS of TYPE 2, the LABORATORY must mandatorily be an approved laboratory. 5- The MANUFACTURER must then send 2 LUMINAIRES (3 LUMINAIRES in case of SDCM measurement) per reference selected by the Technical Committee, within 15 days, to the LABORATORY, specifying the number of the corresponding file (see stage 2 above). 6- The LABORATORY performs the required tests and sends its test reports to the Technical Committee and to the MANUFACTURER. 7- The Technical Committee deliberates and informs the MANUFACTURER of the CHARACTERISTICS concerning which it may certify the LUMINAIRE. These may possibly be different from the CHARACTERISTICS which were initially expected by the MANUFACTURER. 8- No later than 15 days after it has been informed, the MANUFACTURER gives its agreement concerning the proposed CHARACTERISTICS. If it does not give its agreement, the application fees remain acquired by CERTILED. 9- CERTILED informs the MANUFACTURER of the certification of its LUMINAIRE and sends the corresponding certificate number. The MANUFACTURER then acquires the right to use the CERTILED logo after it has set up LABELLING in accordance with CERTILED's instructions (see 5) and mentioned the mandatory text (see 6). 10- In the 15 days that follow, CERTILED publishes the CHARACTERISTICS of the LUMINAIRE on the site www.certiled.org. This is referenced by the number of its certificate mentioned in stage 9. It is not mandatory to be published on the site. 10. Duration of the certification and life expectancy of components The certification is assigned for a period of 3 years providing the annual royalties are paid. Following this period, if the LUMINAIRE has not been modified, the MANUFACTURER may obtain the renewal of its certification without having to have its CHARACTERISTICS checked again. In case of a technological evolution to the LED used by the MANUFACTURER, with the exception of the electrical, thermal and optical characteristics, the MANUFACTURER may change the CHARACTERISTICS of its LUMINAIRE after the express agreement of the Technical Committee. Other than in the cases mentioned above, the MANUFACTURER must again submit an application file for certification. 11. Verification of certified LUMINAIRES A regular verification of the CHARACTERISTICS of LUMINAIRES that are certified and marketed is done in order to guarantee the certification over time. Each year, CERTILED will acquire certified LUMINAIRES, or have them acquired by third parties. These LUMINAIRES will be chosen by the Technical Committee by lottery. The CHARACTERISTICS of these LUMINAIRES will again be established and the results will be sent to the MANUFACTURER. So that the CHARACTERISTICS are still considered as verified, the discrepancies between the values that are newly established by a LABORATORY and those shown on the LABELLING (rounded) must be 5
within the limits given in column H of the table in Appendix 2. In case discrepancies are found that are greater than those authorised, the MANUFACTURER will be advised of this by letter with return receipt. It will have a period of 15 days to send the Disputes Committee the explanations that it considers appropriate to justify these discrepancies. The MANUFACTURER will be called to a meeting by the Disputes Committee within 30 days following the dispatch of the first letter. During this meeting, it will again be given the opportunity to explain these discrepancies. Following this meeting, the disputes committee must give a ruling within 15 days on the consequences. In case of recognised breaches to the rules of CERTILED, the Disputes Committee may pronounce the following sanctions: - Correction of the characteristics of the LUMINAIRE on the CERTILED Internet site and on the MANUFACTURER's labelling; - Immediate withdrawal, from the web site, of the LUMINAIRE or LUMINAIRES from the list of certified LUMINAIRES, with the annual royalties already paid remaining acquired by CERTILED; - Verification of one or more other certified LUMINAIRES from the MANUFACTURER concerned, with the resulting expenses ( 2,500 excluding tax) per LUMINAIRE being at the expense of the MANUFACTURER; - Withdrawal of the certification from all of the certified LUMINAIRES from this MANUFACTURER. These two sanctions will have to be validated by CERTILED's Board of Directors. These sanctions will be communicated to the MANUFACTURER by registered letter with return receipt. Any LUMINAIRE that loses its certification may not be the subject of a new request before a period of 3 years has elapsed. 12. Costs of certification The application fees are definitively acquired by CERTILED, whatever the result of the certification process. The royalty is annual and must be the subject of a half-yearly advance payment. It must be paid on 15 July (advance payment) and 15 January (balance). The royalties of a MANUFACTURER are calculated on the total turnover for LUMINAIRES certified by CERTILED. The application fee and the royalties are subject to VAT. The amounts are given in Appendix 6. They are fixed by the Board of Directors and may be revised annually. 13. Use of the certification by the beneficiary and extension of the certification The charter in Appendix 7 defines the rules for the use of CERTILED certification by MANUFACTURERS and the obligations that they have concerning maintaining the CHARACTERISTICS of the LUMINAIRES. This charter is signed by the MANUFACTURER at the moment when it submits its LUMINAIRE for certification. If a MANUFACTURER of LUMINAIRES produces on behalf of another marketer, it 6
may request: CERTILED General Instructions of the Programme Edition V1.3 June 2017 - The extension of the certification in which case it may continue to use the certification for its own reference; - Or the transfer of the certification to the marketer. The certification then applies only to the reference of its customer. In both cases, the marketer benefiting from the transfer or extension of the certification must submit a CERTILED application file and undertake to comply with the manufacturer's charter given in Appendix 7. Concerning royalties, the manufacturer will pay to CERTILED the royalties calculated on the turnover in certified LUMINAIRES that it sells directly, while the marketer will pay to CERTILED royalties calculated on the turnover of LUMINAIRES that it will sell. 7

APPENDIX 3 "Mandatory text" The text framed below must be shown entirely on the technical information sheets, the catalogues and the web sites presenting products with the CERTILED logo. This logo, printed on packaging of lighting products, nearby a description of the product in a catalogue or on a web site, means that some of the characteristics of the product were checked by an accredited laboratory. Following this check, a certificate number was assigned to the lighting product. This certificate number enables access to the characteristics of the product established by the laboratory on the site www.certiled.org. The discrepancies between characteristics established and characteristics announced by the manufacturer is regulated by CERTILED to take into account measurement tolerances. The characteristics of the accessories which may be included in the LUMINAIRES (detection of presence, HF, IR, luminosity sensor, ) not verified by CERTILED. However, their electric consumption is taken into account in calculating luminous efficiency. CERTILED checks that the labeling complies with its instructions. CERTILED is an independent association that checks the announced characteristics of lighting products. More information on CERTILED is available on the site www.certiled.org. I have noted the following elements, which I undertake to comply with: - The LUMINAIRES put on the market must have CHARACTERISTICS compliant with the CHARACTERISTICS specified by the LABELLING; - The MANUFACTURER acquires the right to use the CERTILED logo. This may only be used in association with a certified LUMINAIRE. - The MANUFACTURER must mention the certification number assigned by CERTILED to the LUMINAIRE. - The MANUFACTURER must show, on its Internet site and in its catalogue, the mandatory CERTILED text given in Appendix 3 of the General Instructions of the CERTILED Programme; - The MANUFACTURER authorises CERTILED to show, on its site, the date of certification, its name, the reference and the photo of the LUMINAIRE, as well as the CHARACTERISTICS as established by the LABORATORY. The MANUFACTURER also authorises the association to use its name in its communication; - The MANUFACTURER undertakes not to modify the essential CHARACTERISTICS of its product during the period of certification except for the case specified in paragraph 10 of the General Instructions of the CERTILED Programme; - The certification is acquired only subject to payment of the annual royalty according to the scale shown in Appendix 6of the General Instructions of the CERTILED Programme; the application fee is payable with the request for certification; the royalty is payable half-yearly; - The certification is acquired for a period of 3 years. Following this period, the MANUFACTURER can no longer use the CERTILED logo.
