Introduction Purpose of this document Follo feedback from local residents and local theatre professionals, David Hughes Architects have amended the proposed scheme for the theatre element of the Section 73 application for the redevelopment project at 140-172 Streatham Hill. Our application for the theatre space is for the shell with the internal layouts and configuration subject to detailed design with a chosen theatre operator. The detailed internal layouts will be secured through the Section 106 agreement and planning conditions. This Planning Substitution Design and Access Statement summarises the detail of our current proposal and provides information on how we have tested the proposed shell spaces. 1.0 - Summary of amendments The type of theatre The 2010 planning consent provides a shell only flexible leisure space and incorporates a low ceilinged room (3.4m floor to ceiling) described as a performance area. Our initial submitted proposal (with retractable seating) followed the brief for a flexible community leisure space but we relocated the performance space to provide a high ceiling to enable its use as a community theatre rather than a low performance area. The resulting design, from that brief, attracted significant local concern with objections to Lambeth planners, an online objection campaign, an online objection petition and media coverage. The objections provided clarity to us that the local community, specifically local theatre professionals, want a real theatre, a professional theatre with strong local community links and significant community benefits. This clarity, on the type of theatre the local community want, was reinforced at a theatre design workshop (4 March 2015) attended by local Streatham theatre professionals, Lambeth planning officers, Lambeth Arts officers, Lambeth councillors, the Theatres Trust and David Hughes Architects. The scheme has therefore been amended to meet the brief to provide a professional, fully flexible theatre. A theatre that is seen as a real theatre, will attract professional productions, will attract a wide range of talent, be inclusive for all members of the community and provide an asset for the community. This report details our design proposals for a professional, fully flexible theatre. Amount of floor area for the theatre Local concerns were also raised regarding the reduction in floor area from the previously consented leisure space provision. Our previous submission provided two spaces one space, at peppercorn rate, for the reconfigured theatre use and a D1 community space, at a market rent, with its specific use subject to an operator. Our previously submitted Design and Access Statement (21 November 2014) and our Addendum Report (23 February 2015) stated: Should a theatre operator wish to use the D1 space, as well as the community theatre space then the internal layout would be re-configured to suit the operator. Follo local concerns regarding the amount of floor space available for the theatre at peppercorn rent, London Square have agreed to incorporate the D1 space into the theatre use. This provides an overall gross internal floor area, for the theatre provision (at a peppercorn rent) of 500 sq m. Internal layouts Local concerns were raised on the amount of space, dressing rooms, bar area, storage and other internal layout issues. This report provides clarity that this application is for the shell space and is subject to detailed internal design with an operator. Illustrative internal layouts are provided to demonstrate the suitability of the space for a theatre operator. 3

2.0 - The existing planning permission The application site already has planning permission (Ref.10/00507/FUL). As part of that permission an area is included for a shell only flexible leisure space (highlighted blue on the plan opposite) and incorporates a room described as a performance area. The Theatres Trust commented (letter dated 31 March 2010) on the existing planning consent performance space and stated: Theatres are technically complex buildings and the community benefit of providing such a venue will be negated if it is not fit for purpose. We would therefore urge you to guarantee that the proposal is rigorously worked out to ensure that the space is suitable for its intended use. As part of our Section 73 application to vary the planning permission we reviewed the existing proposal to understand the issues and investigate if the space could be re-designed within its current footprint. The follo pages provide a brief review of the existing planning consented scheme. Whilst there are several technical issues, these could be overcome during the detailed design stage. The principle issue, that cannot be overcome within the existing planning permission plan area, is the low ceiling height for the performance area at 3.4m. This is due to the performance area sitting below the residential building. 3.0 - The proposed theatre strategy Theatre Auditorium shell space 140 sq m (no residential above) Theatre ancillary shell space (360 sq m) Move auditorium outside of residential building footprint Area replanned Our brief is to improve the quality of the theatre space, its usability and to make it fit for purpose. To address the ceiling height issue for the consented performance space our proposal is to move the auditorium outside of the residential development footprint. To enable the design of any useful auditorium, the performance space must have a high ceiling and this can only be realistically achieved by moving outside the residential footprint. This enables us to provide a taller space for the auditorium and overcomes any issues of services and drainage, from the residential, penetrating the auditorium box. The remaining theatre uses (cafe/bar, rehearsal space, front of house, office, back of house facilities and any other facilities an operator may consider) fit within the ground floor of the residential building. In addition, the placing of the auditorium as a standalone theatre box enables us to architecturally articulate the auditorium, providing an improved street presence and an identifiable theatre. The footprint of the auditorium sits between the public highway and the residential building at the upper levels. Our application is for: The auditorium box size, plan footprint, appearance and location on the site The overall space allowance of 500 sq m (gross internal floor area) and plan footprint for the theatre space Blairderry Road All the internal layouts, including the auditorium, will be developed in detail with a chosen theatre operator and are subject to planning condition applications. The Section 106 agreement will include a transparent process for choosing the theatre operator to ensure that the theatre operation, artistic policy and management of the space will serve the local community. 5.0 - Illustrative internal layouts - the theatre venue The Bush Theatre bar/ cafe The Bush Theatre rehearsal/ studio theatre space Arcola Theatre bar/ cafe To ensure that the shell space proposed can meet the needs of the local community and provide a viable professional theatre, we have included (on the follo pages) some illustrative internal layouts to demonstrate what could be possible. The studies are not intended to be definitive proposals or options but demonstrate how the space could be used depending on the operator and their business model. For both studies the amount of toilets meet the British Standard (BS6465-1:2006+A1:2009) for a 120 seat performance space with interval use. Both studies include two good sized dressing rooms, good back of house areas and a rehearsal space. Study 1 provides an illustrative layout for a business model that is led by a spacious cafe/ bar area (100 sq m total; 0.83 sq m per venue seat), a kitchen and one rehearsal room. The cafe/ bar area shown in Study 1 is larger than the cafe/ bar shown on the existing planning consent dras. Study 2 provides an illustrative layout for a business model that is led by two rehearsal rooms (with a movable acoustic wall separating the two rooms) and a smaller, but still good sized, cafe/ bar (70 sq m total; 0.58 sq m per venue seat). The cafe/ bar in both studies exceeds the cafe/ bar space allowance in the follo comparable theatres: The Bush Theatre cafe/ bar* - 130 sq m; 231 venue capacity; 0.56 sq m per venue seat Park Theatre cafe/ bar - 140 sq m; 290 venue capacity; 0.48 sq m per venue seat The Arcola cafe/ bar** - 115 sq m; 280 venue capacity; 0.41 sq m per venue seat The enclosed studies demonstrate that the amount of shell space being proposed will enable a theatre operator to develop the internal layouts to provide a viable and sustainable business model. This will ensure a theatre that is a long term asset for the local community. Note: * The Bush Theatre cafe/ bar sq m area includes the Library which is also used as a performance space. Hence the reduction in capacity from the table on page 10. The cafe/ bar area without the Library space is 62 sq m (0.22 sq m per venue seat) ** The Arcola bar/ cafe area includes part of the entrance foyer which doubles as a bar. The dedicated bar/ cafe room is 50 sq m (0.17 sq m per venue seat) 13

6.0 - The auditorium - fully flexible theatre space Our initial proposal followed a brief for a flexible community leisure space which could be used as a theatre. This resulted in a retractable seating proposal rather than a fully flexible theatre space. Concerns were raised by the local community that this would compromise the quality of the space and its usability as a real theatre: We all ready have a few venues that can be adapted into a theatrical performance space, such as the Hideaway Jazz Club, Vinters Studio and the studio at the new library. So, what we need from the developers, in order to improve on facilities in Streatham, is a purpose built, flexible theatre space. To get the most from the space it needs to have flexibility. Steeldeck system for seating rakes and staging It is obvious that Streatham is need of a really good theatre... the end-on rectangular design with rows of seats facing a small stage is completely conventional and unimaginative, leaving no flexibility to work in different configurations. Therefore we have re-designed the space to allow for a fully flexible theatre. The internal fit-out is subject to detailed design with an operator but we have tested the principle of the proposed auditorium being capable of providing a 120 seat fully flexible real theatre space. The retractable seating has been omitted and we are now proposing a performance space suited to steeldeck rostra and unfixed seating. Examples of fully flexible Theatres The rostra are constructed from a steel frame with a timber panel top with a variety of leg heights. The rostra can be moved around the space to provide a variety of configurations and seating positions. This allows for shows to reconfigure the space to their own designs and it creates a far more flexible, attractive and usable space. To ensure the space can be used for community events, and not just theatre, our proposal maintains the windows (from the previously submitted design) with acoustic shutters to enable full black-out for performance use. The space below the technical gallery, and on the technical gallery itself, can be used for storage of the steeldeck when the auditorium is cleared. 17

7.0 - The auditorium - plan footprint and height comparison studies Arcola Studio 2 (80-100 seats) Courtyard Theatre Main House (150 seats) As our application is for the shell of the auditorium, with the internal fit-out subject to detailed design with an operator, it is important that we test our proposal to ensure that it is fit for purpose. The auditorium is 16.5m long x 8.55 m wide with a height to the underside of the lighting grid (at its lowest point) of 4.7m. The proposed height has been developed from balancing the needs of the internal arrangement with the external presence of the building on the streetscene and neighbouring properties. The internal height is comparable to, and in some cases exceeds, other small scale auditoriums. The auditorium has a floor area of 140 sq m. For 120 seats this equates to 1.16 sq m per seat. The follo pages provide footprint and auditorium height comparisons for other small scale flexible auditoriums in London. The diagrams show the plan area of the proposed auditorium, the sq m per seat space allowance and the height to the underside of the lighting grid for our proposal (in blue) and for each comparable space (in red). The comparison diagrams demonstrate that our proposed auditorium shell is fully fit for purpose and exceeds the space allowance and heights of many comparable theatres. 8.0 - The auditorium - flexible layout studies As our application is for the shell of the auditorium, with the internal fit-out subject to detailed design with an operator, it is important that we test our proposal for how it could be used as a fully flexible theatre. The follo pages provide configuration studies for the auditorium for community use and performance use. This allows for shows, or community uses, to reconfigure the space to their own designs and the number and type of configurations are only limited by the users imagination. The enclosed configurations balance the amount of seats with the performance area (stage) size, the space size and the performer access points. So, some configurations have a very large stage and less seating, some have four performer access points, some have a bigger stage (or more seating) and three performer access points - it will be up to the user to decide what is required for each show. The enclosed configurations provide seating capacities from zero seats (150 standing) to 140 seats. The stage area dimensions shown on the enclosed configurations are for a raised stage. In reality, for many shows, the stage area will be a flat floor and not raised which means the playing area will be bigger and be right up to the knees of the people in the front row. The enclosed configuration studies demonstrate that not only will the theatre be fit for purpose but will actually far exceed the quality, flexibility, usability and magic of comparable venues. 9.0 - External Appearance - Architectural Approach The theatre box architectural approach has been developed, and discussed in pre-application meetings with the London Borough of Lambeth to ensure: Design the theatre box as a standalone building, marking the corner Provide an exciting and interesting architectural approach Use materials and an architectural approach that contrasts with the main development, without being too alien or fussy Make the entrance legible, inviting and well lit The theatre facilities outside of the auditorium all sit within the ground floor of the residential building. External Appearance - Architectural Approach Our architectural approach creates an exciting, different, legible and stand-alone auditorium, marking the corner and providing a recognisable theatre building. The theatre uses a brick box typology - a hard wearing, familiar material, that will complement the new development (and the existing context) but provides a high quality and interesting architectural approach. A top-lit roof link is provided between the theatre box and the main building, flooding the entrance with light and highlighting the different buildings. The exterior cladding of the box uses dark grey metric (440mm long x 65mm high) brickwork that contrasts with the main development but maintains a familial relationship. The use of metric bricks and two colour contrasting bricks will provide a level of interest and contrast to the more simple, singular colour brick, main development, which is appropriate for a theatre use. The brickwork is sloped by 2º up and around the corner, creating a dynamic and interesting profile. Glimpses of the gold zinc clad inner box are provided, creating an interesting composition and breaking the brick box. Design concept sketch The fenestration provides fixed glazing, to the auditorium, with soldier lintols and cills. The auditorium box needs black out when it is not in community hall mode so the extent of glazing needs to be limited. The windows to Blairderry Road have vertical emphasis and follow the angle of the brick which creates an interesting and different fenestration type to a more orthoganol approach. The external signage is indicative and will be developed, and agreed with LB Lambeth, as it will be subject to the name of the theatre and any brand the theatre operator may have. 37

10.0 - Access The theatre space illustrative layouts have been tested to ensure that access is provided for all. and foyer The entrance to the theatre is level with each door leaf at 1026mm minimum. The doors and surrounds are glazed with manifestations to meet Part M of the Building Regulations. Any bar counter that doubles as the box office and will be easily recognizable. Any bar will be generally 1100mm high with a dropped counter, at 760mm high and 1500mm long. Access to individual areas and facilities Two permanent wheelchair seating positions are provided within the auditorium configuration studies. An additional four wheelchair seating positions can be provided by removing loose seats. All of the internal rooms will be designed to accommodate wheelchair users and other disability groups. The office, bar areas, and dressing rooms will be assessed to provide clear 1500 x 1500 wheelchair turning spaces and a minimum of 900mm wide clear routes. Emergency Evacuation The management strategy will incorporate details of how the building satisfies the requirements of the Disability Discrimination Act and will include information on staff training - how disabled occupants will be evacuated in the event of a fire and identify key roles in ensuring they are assisted in a fire situation. The illustrative layouts show a wheelchair refuge, in a safe place, by the back door. Signage policy The signage policy will be developed during the detailed design stages. Our philosophy and strategy for signage is to embrace the principles of BS 8300:2001 and provide clear information through the form of visual information (e.g. signs, notice boards), audible information (e.g. public address, interval bell, induction loops, and infrared devices), or tactile information (e.g. signs with embossed lettering or Braille). Hearing loops For the detailed design of the auditorium we will include a Sennheiser (or similar) infrared induction loop system for hearing impaired users. A hearing loop will be fitted in the box-office area. The illustrative auditorium sound lobbies are fully compliant with the requirements of the Building Regulations Part M. Toilets The illustrative layouts show two wheelchair accessible WC s (2.2m x 1.5m Part M compliant); one for the public and one for the back of house facilities. The detailed design for the internal fit-out will include wheelchair accessible WC s. The illustrative layouts show the required amount of able bodied WC s (to BS6465-1:2006+A1:2009) are provided, including wider (880mm), ambulant disabled, cubicles for both male and female. One basin, in each public toilet, will be lower to accommodate children. 42

11.0 - Summary The local community, through objections to our previous proposal, have provided clarity on the type of theatre they want and this amended scheme provides a response to that brief - namely a real theatre, a professional theatre with strong local community links and significant community benefits. All the internal layouts, including the auditorium, will be developed in detail with a chosen theatre operator and are subject to planning condition applications. The Section 106 agreement will include a transparent process for choosing the theatre operator to ensure that the theatre operation, artistic policy and management of the space will serve the local community. The proposal provides an overall gross internal floor area, for the theatre provision (at a peppercorn rent), of 500 sq m. This area is comparable to other small scale theatre venues and will provide a usable, viable and sustainable theatre for the benefit of the local community. The illustrative layouts demonstrate that the theatre operator has enough space to develop a viable business model to ensure the long term sustainability of the theatre and to ensure it can serve the community. The auditorium box has been tested to ensure it is fit for purpose. The size and height of the auditorium exceeds the space allowance and heights of many comparable theatres. The fully flexible theatre approach has been tested and demonstrates that this theatre will not only be fit for purpose but will actually far exceed the quality, flexibility, usability and magic of comparable theatres. Above all, the enclosed design will genuinely provide a real gem of a theatre for the community of Streatham. 43
