Chapter 17: Online Scanning Online scanning allows the authorized user to scan the registration card and signature for an individual voter either during the time of adding/editing a voter record or afterwards by conducting an inquiry on a specific voter record. The Online Scanning process requires that the registration card be scanned twice; once to capture the image of the card, and a second time to identify and capture the signature snippet. Note: Any previously stored images associated with a voter will be overwritten by images currently being scanned. Module 1: Scan Card and Signature after Adding a New Voter The Voter Registration Card may be scanned to the voter's file immediately after the registration process has been completed. Add a New Voter Add a New Voter as detailed in the Add a Voter Section of the User Guide. Scan the Registration Card On the Registration Accept Confirmation screen: 1. Place the Voter Registration Card in the scanner. If using auto feed, place the card in the feeder tray. The card should be placed in the feeder upside-down with the back side of the card facing you. If using the scanner bed, place the card face-down. The card should be placed with the top of the card in the corner of the bed with a triangle pointing to the corner. 2. Click Scan Registration Application. The system displays the Scanning screen. Start the Scanning Process On the Scanning screen: 1. Click the Scanner button. The system displays the Twain Driver screen. Page 2 of 18
Scan the Card On the Twain Driver screen: 1. Click Scan. The registration card is scanned and the system displays the image in the Scanning screen. Review and Save the Image On the Scanning screen: 1. Review image for readability. Page 3 of 18
2. Click the Save button 3. The system displays a Scan Confirmation screen. 4. Close the screen by clicking on the X in the upper right-hand corner. Scan the Voter's Signature On the Registration Accept Confirmation screen: 1. Place the Voter Registration card in the scanner. If using autofeed, place the card in the feeder tray. The card should be placed in the feeder upside-down with the back side of the card facing you. If using the scanner bed, place the card face-down. The card should be placed with the top of the card in the corner of the bed with a triangle pointing to the corner. 2. Click Scan Signature. The system displays the Scanning screen. 3. Click on the Scanner button. The system displays the Twain Driver screen. 4. Click Scan. The registration card is scanned and the system displays the image on the Scanning screen. Identify the Signature Area On the Scanning screen: 1. Scroll on the Scanning screen so that the signature area of the card image is visible. 2. Click the Select button. 3. Move the cursor to the beginning of the signature and hold down the left mouse button to draw a rectangle around the signature. Page 4 of 18
Crop the Signature Section 1. Click the Crop button. Only the selected signature area remains on the scanning screen. Save the Signature Image 1. View the signature clip shown on the screen. 2. Click the Save button. The system displays a Scan Confirmation screen. 3. Click Close on the small scanning screen. Note: The system associates images with unique voter ID and stores them in NH SVRS. Verify that the Registration Application Image is Stored Navigation 1. Select the Activities menu. 2. Select Maintain Voter History. Page 5 of 18
3. Select Election History. The Search Maintain Election History screen appears. Search for Voter On the Search Maintain Election History screen: 1. Enter the First and Last Name of the Voter. 2. Click Search. The Select Voter Maintain Election History screen appears. Page 6 of 18
Select a Voter On the Select Voter Maintain Election History screen: 1. Select the voter by using the radio button on the left of the screen. 2. Click View. The Maintain Election History screen appears. Page 7 of 18
Display Registration Application On the Maintain Election History screen: 1. Click Display Registration Application. The scanned card appears in a separate screen. Page 8 of 18
Verify that the Signature Image is Stored Navigation 1. Select the Inquiries menu. 2. Click Voter Registration. The Inquiry Voter Registration screen is displayed Search for Voter On the Inquiries Voter Registration screen: 1. Enter the First and Last Name of the voter. 2. Click Search. Module 2: Scan Card and Signature of Existing Voters using the Inquiry Process If the Voter Registration Card is not scanned at registration time, it may be scanned later to the voter's file through the Inquiry process. Navigation 1. Select the Inquiries menu. 2. Select Voter Registration. The Inquiry Voter Registration screen is displayed Search for Voter On the Inquiries Voter Registration screen: 1.
