Notified Bodys for uniform assessment Council Directive 96/48 on the Interoperability of the European high-speed railway network is of particular importance for the establishment of the trans-european network, as it creates a regulatory framework of technical specifications for interoperability and harmonized standards. This Directive asks the member states to name qualified bodies, which should carry out independent assessments according to this Directive. Notified bodies for Railways are engaged for the assessment of the conformity of suitability for use according to article 13 and the test procedure by article 18. Compliance with TSI defined Architectures UNISIG, as the technical responsible for ETCS, has written down the relative Test Specifications and also the corresponding Test Bench Architecture to perform them. UNISIG, as the technical responsible for ETCS, will appoint external Laboratories as qualified for being a Reference lab, when they demonstrate its compliance with the official Test Bench Architecture. 3. When possible, Notify Bodies should use Reference Labs for certification in order to ensure that Tests are performed according to the Test specs.
ERTMS and Interoperability Labs in Europe CEDEX-LIF is based on EMSET Project Tools and has been acknowledged as a Reference Lab by UNISIG Companies on 4 April 2003. Although some of the tools upgraded by CEDEX are still pending to be accepted by UNISIG. Doubling of the Tools is possible in order to create other Reference Labs in Europe. DLR has created a Lab in Germany which is capable of testing the OBU in conformity with the Specifications and of running the European test sequences. Labs from the UNISIG companies are also able to perform the Tests defined in the TSI.
Joint actions among UNISIG, Users Group, NoBo s and the CEDEX Reference laboratory Eurobalise Test Campaign: Testing on both the balise and the on-board unit (antenna+btm) from all the european manufacturers. On-Board Unit Test Specifications: Creation of Subset 076 and 094 by both UNISIG and the external support group (CEDEX, DLR, ERSA, IMA and TIFSA). EVC Lab Tests: It is the first time that all supplied OBU s are going to be tested on the same test bench. Both the EVC and the Lab Tools will be debugged during these tests.

Eurobalise Test Campaign Main conclusions Nearly all the Tests included in Subset 085 have been already performed on the four supplied Balises. Part of the On-Board Equipment tests are now being performed on the equipment supplied by the four manufacturers. Most of the Laboratory Tools have been upgraded but some of them are still pending to be accepted by UNISIG. NoBo s are actively participating, getting to know personally the way of certifying these components. Interoperability tests are going to be performed in a short term.

Tests currently being performed in the Lab EVC Tests A set of the most significant Test Sequences will be run at CEDEX Laboratory: Six Test Sequences # 3, 15, 20, 39, 62 and 64 from Subset-076-6-3 Some additional Sequences based on the Spanish line Madrid- Lleida. The Campaign started out on 15 Nov at setting up the CEDEX Eurocab Laboratory. The following OBU s are arranged to be tested: Ansaldo-CSEE (December 2003) ALSTOM (January 2004) SIEMENS (February 2004) Dimetronic (March 2004) Bombardier (tbd) Cross tests between the Ansaldo-CSEE RBC software and individual Eurocabs from other manufacturers will be performed (April 2004).
Main conclusions The outstanding role of Reference Laboratories Reference Labs can work together with the Industry (UNISIG) in the period of Specs consolidation. They offer a common place where to test all new specifications. A Reference Lab can play a very important role as a referee inside UNISIG. Reference Labs can perform in a neutral way the Certification tests required by the NoBo s. As they have been appointed as a reference by UNISIG, they ensure a full compliance with the TSI. Reference labs can act as referees between the Infrastructure State Managers, the operators and the signalling industry, once the commercial implementations start running. Spanish new HSL, in which nearly all UNISIG manufacturers are involved, is a good starting-out example where a neutral Lab can play a relevant role.
