This document, developed by a committee composed of representatives from public libraries, is intended for library and information science professionals, managers, policy makers and library committees. This helpful tool aims to facilitate the daily work in libraries, press policy makers and managers to recognize the importance of this public service and supervise construction projects and renovation. Succeeding the document Pour des bibliothèques de qualité: guide à l usage des bibliothèques publiques (1996), the Lignes directrices pour les bibliothèques publiques du Québec includes, in a dynamic way, these recent developments: digital library resources, information and communication technology, new features and new spaces and users emerging needs. By publishing Les Lignes directrices pour les bibliothèques publiques du Québec, the Éditions de l ASTED and its partners, Réseau BIBLIO du Québec, le ministère de la Culture, des Communications et de la Condition féminine, the Bibliothèque et Archives nationales du Québec and the public Libraries of Quebec, wish to breathe renewed vitality into libraries, encourage policy makers to strive for excellence for their communities and cultivate active and recreational citizenship. The wheel is turning We welcome Shirley Raymond, in charge of the Val-des-Bois/Bowman library and Andrea Chartrand, head of the library of The Isle-aux-Allumettes/Sheenboro. Partnership between the two libraries of the Réseau BIBLIO de l Outaouais Congratulations to the library of Saint-Emile-de-Suffolk and the library of Lac-des-Plages who joined forces to better serve their community by sharing their opening hours. Users of both libraries can borrow documents from either library without membership fees. What a great initiative! The result is that everyone seems to love this simple and effective formula. If this trend extends across the Réseau BIBLIO du Québec, it is safe to say that, taking into consideration the comments received from the network s libraries, the coups de coeur will be back next year. Collection exchanges We would like to remind you that the calendar of the collection exchanges from January 2012 to January 2013 is available on the CRSBPO s Extranet under Collections/Calendrier des échanges. Simb@ Online Catalogue and its External Resources We would like to invite the library committees to explore the Simb@ Online Catalogue and its External resources to discover and get familiar with its many features. Did you know that your users can access their account and check on their status (loans, overdue, fines), reserve documents, renew loans made at your library or request interlibrary loans from home? page 3
Library users can search through the online catalogue by subjects in adult or youth collections. Free electronic resources are also available. We invite you to promote this service to your clientele. They are good added value to the services offered to your users. In June, activate your brain! Take advantage of the beginning of summer to go on a crusade through a maze of puzzles! Each week a new Croisade is created exclusively for users of the Réseau BIBLIO. In September, get inspired by several articles found in various periodicals and you will also say Eurêka, I found it! ELL Mailing Please note that, as of now, the return labels for ELLs will be placed inside the book that is shipped. We ask you to kindly do the same at your library. Also, we ask that you use the rubber bands that we place around the books when sending ELL documents. Online Catalogue versus the arobase in the search To search titles containing the «@» (arobase) in Simb@, you must replace the signs with spaces. Otherwise, you will not be able to find the wanted titles. The software does not take into account the arobase sign. page 4
VDX The Answer Will Supply function Recently, we noticed that some libraries answer "Answer will supply" when they receive an ELL request for a copy already loaned to a user. By answering "Answer will supply" the response delay can be extended to several weeks. We invite you to give the response "Reply non supply" because other libraries could provide a copy more rapidly. Plastic cases for videos Note that during the next rotations, some videos will not be in a protective plastic casing. The CRSBP no longer purchases plastic cases to replace the damaged ones. On the cardboard cases, you will find a sticker with the words "Video without their protective cases." Purchase of periodicals - Presse commerce Recently, we noticed that Press Commerce has approached local libraries to sell them books. Presse Commerce is not allowed to sell books to libraries under the Bill 51 «Loi sur le développement des entreprises québécoises dans le domaine du livre». You must make your purchases from accredited bookstores. You can find accredited bookstores from your area on the website of the Ministère de la Culture, des Communications et de la Condition feminine: http://www.mcccf.gouv.qc.ca/index.php?id=2181. We wish to remind you that some bookstores have accreditation to sell French books to libraries and others to sell English books. If you have questions about the purchase of books and about the special contribution at the CRSBPO, please contact Jonathan Careau by phone at: 819-561-6008 ext 27 or by email: jonathan.careau@crsbpo.qc.ca DVD, CD and audio book Bindings Please note that the binding of audiovisual (DVDs and CDs) has been modified to reduce costs for the CRSBP du Québec. From now on, the cover will not be detachable. Thus, for this reason, we recommend that you leave the DVDs and CDs (both old and newly bound documents) in their presentation container and put these cases on racks or shelves for your users to loan. This approach will avoid extra handling of audiovisual materials. Be advised that, since April 2011, the CDs are now all bound. However, it is possible that you have not yet received one in your last rotations. During the loan and return of these documents, we recommend that the library committees check if the CD or DVD is in the case and that it is the correct one. We suggest that you also make this verification when you are returning the CDs and DVDs at the CRSBPO during the rotations. page 5
Note that the barcode will stop being inscribed on the CDs and DVDs. All audiovisuals bound before April 2012 have a removable pocket. With the new type of binding, the cover is glued inside the case. So we ask that you leave the CD and DVD inside the case and put it on the shelves as they are. For CDs not bound, we ask that you continue leaving the disc inside the rigid casing. You must only lend the rigid casing. When you return the CDs in the next exchange, we ask that you send us the original and the hard cases with a rubber band tying the two together. Evaluation of the CRSBPO s services Last December, the CRSBPO conducted a survey to assess member satisfaction of its services. The response rate was 79%. Museum cards The various partnerships between the museums and the library of the Réseau BIBLIO de l Outaouais allow users of member libraries to discover, at no cost, the historic sites of our beautiful region. With summer fast approaching, we invite you to promote your Museum cards to your users and display the posters in your library and in various strategic places of the municipality. Please remember that to lend these cards to your users you simply need to proceed like a book loan. Go to the menu Prêt Check Out and scan the bar code in the user s account. Because the cards are loaned for two weeks, some libraries will have to make a special loan to change the automatic overdue date (most of you loan their documents for 3 weeks). page 7

Web Resources to discover http://www.questionretraite.ca Question Retraite is a reference body established in 2003 at the initiative of the Régie des rentes du Québec who wanted to introduce Quebecers, especially those aged between 25 and 45 years, to the importance of saving early for retirement. We would like to remind you that you the CRSBP provides a financial assistance of 35% of the cost of the activity up to $100 per activity. All proceeds must first be deducted from the costs of the activity (registration fees, sponsors, etc...). A maximum of $ 200 annually per library and up to the available budget. Activities are required to be organized by the library. (The CRSBPO does not allocate funding for activities organized by schools). To benefit from these funding, affiliated libraries must fill the application for reimbursement for the created activity.
