I-SEM Project Milestones Status Update

Current Progress on Milestones The slides which follow detail: 2 milestones currently reported as being late (red); and 3 milestones currently reported as being at specific risk (amber) In each case, the impacts and mitigating actions are noted All other milestones are currently reported as being on track, noting that all are not without some risk Please refer to the latest I-SEM Status Report for more details, which is published weekly on the SEMO website 8

Slipped Milestones Currently Red (1) #9 BM Engine Certification Complete: As discussed at the 21 Feb. PMG, certification of the BM engine has been extended to 8 May, based upon the current plan for fixing defects in the QBOA software. Achieving this date remains dependent on the timing and quality of software releases, however, we now have increased confidence in this date given (a) the advanced stage of the defect fix work and (b) the recent successful loading & running of QBOA cases in the certification tool. 9

Slipped Milestones Currently Red (2) #109a Effective date of ROI Generator and Supplier Licences: In response to a request by a Licence Holder to the Minister in DCCAE, an Appeals Panel was established on 10 Nov 17. It has a maximum period of six months to reach its decision. 10

At Risk Milestones Currently Amber (1) #87 Market Trial Complete and #250 Go Live: The status of these two dependent Milestones is shown as amber, given the increased levels of risk being carried in the central programme concerning defect fixes; the impact on participants own test plans given the more condensed period of unscripted trialling without material system defects; and other readiness concerns reported by Market Participants via the Market Readiness Assessment, and at the PMG. 11

At Risk Milestones Currently Amber (2) #52 FTR Auction Commences: This milestone has been marked at risk as we await the outcome of the I-SEM Steering Group s decision on approval of the FTR Auction Stage Gate. This decision will be communicated to participants in due course. 12

Top Risks II Risk Mitigating Controls Trend BREXIT Impact: Risk that Government revisits I-SEM decision, or National Grid/Ofgem choose not to comply with the European Network Codes or not actively support the Target Model cross border arrangements, resulting in changes to scope, project delays, cost overruns, reduced quality, or potentially undermine I-SEM Ensure key decision makers are well informed about the benefits of market coupling Close liaison between RAs and Depts. Development of alternative models considering the impact of Brexit scenarios Neutral With the inaugural T-1 CM Auction run complete and Market Trial underway, the risk of a Brexit impact to golive is likely trending down. However, the risk of a longer-term impact on the I-SEM arrangements post go-live is likely continuing to trend up. 19

Top Risks IV Risk Mitigating Controls Trend External Dependencies - Regional Coupling & Cross Zonal Arrangements: Risk that NGET, Ofgem, GB NEMOs &/or ICOs will not deliver key elements/decisions required in a timely fashion resulting in Project delays, cost overruns, or reduced quality. Joint Steering Committee (JSC) (TSOs, NEMOs & ICOs) in place. Joint Implementation Group (JIG) (RAs, TSOs, NEMOs & ICOs) in place. Put in place framework agreements between regional partners. Agree cost sharing arrangements. Down SEM-GB Regional Coupling activities continue to progress well. Going live with a single GB NEMO for the Intraday Auctions was agreed at JSC and JIG meetings in early March. 21

At the Feb meeting, participants noted that this risk is in part being realised, as ABB will not now deliver some of the nmarket functionality after go-live. However, view appeared to be that this would not stop those participants from going live. Current status to be confirmed by nmarket participants at the meeting. 23

Top Risks VII Risk Mitigating Controls Trend Participant Readiness: Risk that Market Participants are not ready Regular market readiness assessment reporting. Regular market participant engagement. To be confirmed by participants Participants have previously advised that this risk was trending up, given compressed timelines to finalise system development and processes, a lack of clarity regarding retail tariffs, and uncertainty on whether participants would be able to make changes to their own systems following updates to the I-SEM Technical Specification and I-SEM Data Publication Guide. Whilst the compressed timeline remains a real challenge for all, there has been progress on these issues. Current status to be confirmed by participants at the meeting. 24

FTR Auction Stage Gate - Update The FTR Auction Stage Gate was not approved by I- SEM Steering Group. Energy Trading Arrangements Go Live on May 23 is being reported as at Risk reflecting the increased levels of risk being carried by the central programme mostly surrounding defects. Earliest approval will be in line with the SEMC intention to go-live on April 26. 28

Registration - SEMOpx What REMIT Reporting Agreement Comment Requirements still being finalised with ACER. When S08 is published a communication will be issued to Participants Exchange Member Agreement Registration Change to dates: SEMO will issue the Exchange Member Agreements by 20/03/2018 Participants are asked to return signed, undated by email and post by 16/04/2018 SEMOpx Unit Registration is dependent on Balancing Market registration. There are a number of units pending Balancing Market entry see slide 31. This will be completed in the coming weeks as EPEX require the final Member Referential File by mid April for Type 2 changes and the end of April for Type 3 changes. 34

Registration Capacity Market What REMIT Reporting Agreement Comment Following publication of the C20 REMIT Notification, the System Operators received a number of Requests to Report REMIT Data from Participants. The System Operators shall only process and transmit the REMIT Data to the European Agency for the Cooperation of Energy Regulators on behalf of a Participant for the purposes of compliance with REMIT requirements, as per L.7.1.2 of the CMC. Performance Security The SOs have requested clarification from ACER regarding compliance. Participants that have not achieved Substantial Completion (90% of Awarded New Capacity) by 10/04/2018 shall post Performance Security at the rate of 30,000/MW. Issues Summary of Key Issues Participants have raised queries regarding the quality of the content of the BM Settlement Statements and Reports Balancing Market System is not sufficiently stable resulting in lack of availability. As a result, there are periods without schedules being developed and imbalance prices being delivered. The issues with QBOA are currently being addressed but until they are resolved, the settlement statements will not be of the required quality. Actions to Address the Issues Release programme presented on March 13 th. Releases currently in test will address defects in Settlement reports _043 and _045 and defects covered by CR15b. Later releases in early April will address a large number of CSB defects. Releases currently in test address up to 6 QBOA defects. Another 7 QBOA defects will be addressed in early April. A large number of Scheduling and Dispatch defects will be addressed in late April. 53
