SECTION 5: SCOPE OF WORK (cont d) 5.3 NARRATIVE BID 16-31 APPENDIX A CITY HALL TELEVISION PRODUCTION SYSTEMS IMPROVEMENTS NARRATIVE Bid 16-31 APPENDIX A (11-1-16) The City of Beverly Hills requires video and control upgrades to its Television Production System relating to the Council Chambers, Room A and Control Room. The general overall scope of work, to be detailed further in this document is: Control Room: Provide new remote camera control unit for Chambers and Room-A camera systems Provide new video switcher Provide new video routing system Provide new primary and secondary video recording devices Provide new processing/distribution system Provide new video server Provide new monitoring system Integrate existing audio, video, and control systems with new systems Provide new UPS units Provide new workstation seating Council Chambers: Provide new cameras Integrate new cameras with new camera control unit Room-A: Integrate existing cameras with new camera control unit Studio 331: Provide new HD-SDI to fiber converters Provide new AMX touch panel Integrate existing remote camera control unit with all camera systems Overall Project: Provide: site meetings, engineered drawings, procurement, fabrication, installation (including low voltage and high voltage cable/conduit supply and install as required), test, commissioning, programming, training and warranty for a full turnkey deliverable to the City of Beverly Hills. The AV systems in these rooms are currently functional. Existing Belden 1855A HD-SDI and CAT6 UTP cabling shall be re-used for the upgrade. The upgrade project shall require 1
some cables to be removed, replaced, or rerouted. Most of the new cable run requirements are CAT6 UTP cables and coaxial HD-SDI cables. BEVERLY HILLS CITY HALL TV PRODUCTION SYSTEMS NOTE: THE CURRENT SYSTEMS IN THE CONTROL ROOM, COUNCIL CHAMBERS, AND ROOM-A ARE FULLY FUNCTIONING TV BROADCAST AND AUDIO VISUAL SYSTEMS. THIS UPGRADE PROJECT INCLUDES REPLACING EXISTING EQUIPMENT AND ADDING NEW EQUIPMENT TO THE SYSTEMS AS SHOWN IN THE DESIGN INTENT DRAWINGS SEEKS TO UPDATE CURRENT SD COMPONENTS TO A FULL AND COMPLETE HD-SDI BROADCAST DELIVERY SYSTEM. THE AV CONTRACTOR IS ENTIRELY RESPONSIBLE AND LIABLE FOR ENSURING THAT NO CURRENT FUNCTIONALITY IS INTERRUPTED OR DAMAGED. NEW AV EQUIPMENT BEING ADDED TO THE SYSTEM SHALL BE TESTED AND PROVEN BY THE AV CONTRACTOR FROM THE INITIAL POINT OF CONNECTION ALL THE WAY THROUGH THE EXISTING BROADCAST SIGNAL CHAIN DEVICES TO THE FINAL BROADCAST OUTPUT FEED POINT. ANY EXTRA PROGRAMMING OR ADJUSTMENT OF EXISTING BROADCAST EQUIPMENT IN ORDER TO INTEGRATE THE FUNCTIONALITY OF THE NEW EQUIPMENT IS SOLELY THE RESPONSIBILITY OF THE AV CONTRACTOR. Control Room: The Control Room is located on the first floor of the Beverly Hills City Hall building at 455 N Rexford Dr., Beverly Hills, CA 9010, one floor below the Council Chambers and Room-A meeting rooms, and is used to record, broadcast and stream live multi-camera coverage of meetings and other community events that take place in the Council Chambers and Room-A meeting rooms. Panasonic AW-CB400/ AW-RP50N and AW-RP50N camera controllers shall be replaced with Panasonic AW-RP10GJ. This consolidates remote control of both the new Council Chambers Panasonic AW-HE130KP and existing Room-A Panasonic AW-HE50SE systems. Currently two remote control panels are required as systems are not cross compatible. Existing CAT6 UTP cables shall be reused for installation. Video Switching Components Ross Synergy 100 production switcher shall be replaced with Panasonic AV-HS410. Existing Ross switcher is currently integrated as a rack mounted head unit(rack ER1005-6/7) and a remote switcher panel. The new AV-HS410 is an all-in-one unit will require rerouting existing or new Coaxial HD-SDI cables runs for connectivity to new router frame(rack ER1005-34/35). Leitch Panacea 3x3 router shall be replaced with Grass Valley Nvision 3x3 router. Existing Coaxial HD-SDI cables shall be reused. Panacea Remote Control Panel shall be replaced with Grass Valley Nvision Integrated Router Control Panel.
Video Processing/Distribution Components () Sony DSR45A DVCAM decks shall be replaced with (1) Panasonic AG-HPD4PJ Solid-State P Deck. Existing Coaxial HD-SDI and Audio cables shall be reused. JVC SR-DVM700U shall be replaced with JVC SR-HD700US. Existing Coaxial HD-SDI and Audio cables shall be reused. Blackmagic OpenGear frames shall replace existing Leitch OpenGear frames. Grass Valley K-SOLO server shall be replaced with Grass Valley K-SOLO-4G server with App Server Pro application license. Existing Coaxial HD-SDI cables shall be reused. TVOne S-106HD shall be integrated with new routing system. Existing Coaxial HD-SDI cables shall be reused. Video Monitoring Components Videotek VTM-000 shall be replaced with Videotek VTM-400. Videotek VTM-400 shall be integrated with existing Videotek FSM-17RK monitor and Wohler AMP1A-106 audio monitor. Existing Coaxial HD-SDI, HD15, and Audio cables shall be reused. Power Components TrippLite SMART1000RM1U UPS units shall be replaced with APC SMC1500-U. Rerouting of AC power cabling may be required to ensure proper load balancing. Furniture New Knoll ReGeneration chairs shall be provided. New Components New Fiber to SDI Converters and OpenGear frames shall be provided and integrated with new routing system and City fiber optic network to facilitate sending and receiving of HD- SDI router signals to and from Studio 331 facility router systems for the purpose of simultaneous meeting coverage in both Council Chambers and Room-A meeting rooms. New equipment will expand current system capability of send and receive HD-SDI video signals to 6 send and receive HD-SDI video signals for the purpose of remote location routing of signals at Studio 331 router frame. Contractor to provide coaxial connectivivy to converters; client to provide fiber optic cabling and routing. New Panasonic AJ-PAD1G P memory card adapters and Panasonic AJ-PM064AG memory card media shall be provided for the purpose of recording switched program source feed using Panasonic AG-HPD4PJ Solid-State Portable P Deck. Council Chambers:
City Hall Council Chambers is the primary room for public meetings. The AV system in this room was upgraded in 013. The camera systems in this room shall be upgraded. Existing AV systems shall be integrated with new Control Room AV systems. Existing Panasonic AW-E750 camera system and Panasonic AW-PH400 Pan/Tilt heads shall be replaced with new Panasonic AW-HE10 PTZ camera systems. Existing cabling and Kipp Visual Systems wall mount should be reused for installation. CAT6 cabling shall be rerouted to integrate with Panasonic AW-HE10 via the Extreme Networks X450e- 4P network switch in Control Room. Room-A: City Hall Room-A is the secondary room for public meetings and is adjacent to the Council Chambers room. The AV system in the room was upgraded in 013. Existing AV systems shall be integrated with new Control Room AV systems. Existing Panasonic AW-HE50SE and existing wiring shall be integrated with new Panasonic AW-RP10GJ remote camera controller unit via the Extreme Networks X450e- 4P network switch in Control Room. Existing CAT6 UTP and HD-SDI cables shall be reused for installation. Studio 331: Studio 331 is an offsite television facility for the Cable TV division of the Information Technology Department located at 331 Foothill Rd, Beverly Hills, CA 9010. New components shall provide for remote location control of AV systems in both Council Chambers and Room-A meeting rooms for simultaneous meeting coverage. The Studio 331 facility houses broadcast systems compatible with existing and proposed new systems. Existing Panasonic AW-RP50N remote camera controller shall be removed from Control Room and integrated with City networking systems at Studio 331 facility to allow for remote location operation of camera systems in Council Chambers and Room-A. The Panasonic AW-RP50N and Panasonic AW-RP10GJ remote camera controllers shall be both integrated to operate both the existing Room-A Panasonic AW-HE50SN and new Council Chambers Panasonic AW-HE130KP PTZ camera systems. Client to provide throughput of City networking systems. 3
New Components New AMX Modero X Panoramic Touch Panel shall be provided and integrated with Extreme X450e-4P network switch via City network to facilitate remote control of both Council Chambers and Room-A AV systems. Client to provide throughput routing of City networking systems. Programming and layout of touch panel shall be duplicated from existing AMX Modero X Panoramic Touch Panel in Control Room.
