I'm nt sure when the term ''Rust Belt'' made the transitin frm mark f dishnr t badge f hnr... But there's definitely plenty f evidence that, in the past half-generatin r s, the phrase has been adapted by peple wh came f age after the rust had already frmed. Instead f grwing up with the smell f factry smke, they grew up with stries f that smell Fr a lng time, frm arund the early 1980s until the mid-'90s, yunger peple in cities like urs felt islated by that feeling; a lingering sense f failure seemed t flat ut frm the brken windws in all thse abandned factries.
