1. PRINCIPLE Uncontrolled When Printed 1.1 Single Line Working by Pilotman must be introduced when engineering work or an obstruction results in one line of a double line becoming blocked and it is necessary that ALL trains travelling in EITHER direction pass over the one remaining line. (Single Line Working is not necessary if the one remaining line is bi-directional). 1.2 A Pilotman must be appointed to take charge of the Single Line Working. 1.3 The Pilotman must:- be present to authorise ALL movements which require to enter or foul any portion of the single line, unless the Rules in this Section N permit the Signaller to authorise the movement instead ask the Signaller for permission before authorising the movement 2. METHOD 2.1 Appointment of a Pilotman 2.1.1 A competent person must be appointed by the local Railtrack Production Manager to act as Pilotman. 2.1.2 The local Railtrack Production Manager must make sure that a Pilotman's armlet and Single Line Working forms and tickets are available for use at signal boxes and other appropriate locations. 2.2 Identification of the Pilotman The Pilotman must:- wear on the left arm, an armlet with "Pilotman" on it in white letters on a red background Master Rule Book Page N.7

if an armlet Uncontrolled is not immediately When available, Printedwear in the same position a red flag until an armlet is provided 2.3 Single Line Working forms 2.3.1 The Pilotman must complete a Pilotman's Single Line Working form (RT3191/1 - see example on pages N.36 and N.37) which will detail the Single Line Working arrangements. 2.3.2 The Signaller must complete a Signaller's Single Line Working form (RT3192/1 - see example on pages N.38 and N.39) which must be dictated by the Pilotman. 2.4 Securing points which become facing (See details in clause X.1.3(c)) 2.5 Control of movements in the right direction over the single line 2.5.1 Signals on the unobstructed line must as far as is practicable be worked normally for right direction movements. (See also Diagrams 1N and 2N on pages N.14 and N.15) 2.5.2 Right direction movements over any AHB level crossing which is under local control must be controlled by handsignals. 2.6 Control of movements in the wrong direction over the single line 2.6.1 Signals on the obstructed line must be disregarded. Instead, all movements in the wrong direction must be controlled by handsignals as follows:- (See also Diagrams 1N and 2N on pages N.14 and N.15) Page N.8 Master Rule Book

2.6.2 Shunting signals Uncontrolled and position When light Printed signals must be worked normally, where practicable, to control wrong direction movements. 2.7 Single Line Working tickets The Pilotman must give the Driver of each train requiring to enter or foul the single line a completed Driver's Single Line Working ticket (RT3193/1 - see example on pages N.40 and N.41) unless the train is to enter an obstructed section to:- assist a failed train, or remove a portion of a divided train 2.8 Protection of engineering work affecting the single line When it is necessary to protect engineering work which is affecting the single line, the Protection Controller (PC) or Controller of Site Safety (COSS) must:- carry out the appropriate instructions in Section T (Part ii) arrange for the attendance of any Handsignallers who are required 2.9 Withdrawal of Single Line Working 2.9.1 The Pilotman is the only person who can authorise Single Line Working to be withdrawn. 2.9.2 The Pilotman can authorise Single Line Working to be withdrawn before the obstructed line is clear in the following circumstances:- the arrangements to do so have been published, or the Pilotman is given permission to do so by the local Railtrack Production Manager Page N.10 Master Rule Book

DUTIES Uncontrolled OF SIGNALLERS, When PrintedTHE PILOTMAN, DRIVERS AND GUARDS X.1 SETTING UP SINGLE LINE WORKING X.1.1 X.1.1.1 X.1.1.2 Arrangements between the Signaller and the Pilotman The Pilotman and each Signaller concerned must before Single Line Working starts:- reach a clear understanding with each other about the arrangements that are to apply agree a time at which the Pilotman must complete the Pilotman's Single Line Working form The Signaller must remind the Pilotman of the presence of any of the following if they will be affected by the Single Line Working:- (a) (b) (c) (d) (e) (f) manned level crossings which are protected by signals automatic level crossings barrow or foot crossings with white light indications unworked points intermediate signal boxes which are closed any temporary or emergency restrictions of speed that apply on the single line or will effect any train returning to the proper line The Signaller must also tell the Pilotman if the obstructed line is protected in accordance with Section T (Part ii) or is under possession in accordance with Section T (Part iii). X.1.1.3 The Pilotman must ask the Signaller:- the time at which the Signallers change duty the time at which any intermediate signal box which is closed will open 12/2002 Master Rule Book Page N.11

When the form has been completed, each Signaller concerned must:- enter the Pilotman's name on the form read back the completed form to the Pilotman. This enables the Pilotman to be sure that the correct details have been entered on the form by the Signaller record the details in the Train Register The Pilotman must then record the name of each Signaller on the Pilotman's form. X.1.3 Arrangements to be made by the Pilotman After the Single Line Working forms have been dictated, the Pilotman must undertake the following:- (a) Protection arrangements The Pilotman must make sure there is room for trains to draw forward/set back at each end of the single line, clear of any necessary protection on the obstructed line. Where necessary, additional protection must be provided as shown in the table below:- Page N.12 Master Rule Book 12/2002

It is, however, not necessary to position a Handsignaller at either of these locations provided the Pilotman travels with every train over the single line in the wrong direction. This method of working is not permitted during fog or falling snow opposite any other signal on the obstructed line at which trains might be required to stop (See also Diagrams 1N and 2N on pages N.14 and N.15) The Pilotman must tell each Handsignaller to carry out the instructions contained in Section F (Part ii) clause 18.4. X.2 DURING Uncontrolled SINGLE LINE When WORKING Printed X.2.1 Pilotman's authority for movements to enter the single line The Pilotman must:- be present to personally authorise all movements which require to enter, or foul the single line ask the Signaller who controls the entrance to the single line for permission before authorising the movement The Driver must ONLY enter the single line if the personal authority of the Pilotman has been obtained. Exception :- The Signaller can authorise a movement to enter or foul the single line without the Pilotman being present if any of the following apply:- (a) (b) (c) a train is to enter the single line in order to assist a failed train. The Signaller must ask the Pilotman for permission before authorising the movement a train is to pass through a trailing crossover which is in rear of the obstruction a train is to pass to or from an unaffected route at a junction at the end of the single line section. For these movements:- signals may be worked normally the Driver does not need to be told that Single Line Working is in operation X.2.2 Worked points not fitted with a facing point lock The Signaller must arrange for worked points that are not fitted with a facing point lock at, or released from, the signal box to be secured before authorising a movement over them in the facing direction. The Signaller at an intermediate signal box must not permit a train to enter or foul the single line unless the Pilotman is present. The Pilotman can give permission for a train to work at an intermediate signal box without having to accompany the train. X.2.12 Checking points which have been secured The Pilotman must, from time to time, check to see that points which have been secured for Single Line Working:- remain secured, and the green flag or green light remains properly displayed at unworked points 12/2002 Master Rule Book Page N.23

X.2.15 Speed restrictions The Signaller must tell the Pilotman about any temporary and emergency speed restrictions that are introduced during Single Line Working which will apply on the single line or affect any train returning to the proper line. X.3 OBSERVANCE Uncontrolled OF SIGNALS When Printed X.3.1 X.3.1.1 X.3.1.2 Trains working over the single line in the right direction The Driver must obey each signal when travelling over the single line in the right direction. The Driver must not pass a signal at Danger unless authorised by the:- Signaller, or Pilotman, or Handsignaller, or Crossing Keeper X.3.2 X.3.2.1 X.3.2.2 X.3.2.3 Trains working over the single line in the wrong direction The Driver must understand that all movements over the single line in the wrong direction will be controlled by handsignals in accordance with the Pilotman's instructions. The locations where handsignals must be displayed and the proceed aspect to be given are shown in clause 2.6.1. If the Driver is advised by the Pilotman that a Handsignaller has not been provided to control wrong direction movements back to the proper line, the Driver must:- (i) stop the train (except as shown in (ii) below) at the following location:- opposite the signal which applies to the obstructed line protecting the crossover over which trains are returning to the proper line, or on an Absolute Block line, opposite the home signal that is worked from the same signal box that controls this crossover Master Rule Book Page N.25

The Driver must do this, if instructed to do so by the Pilotman stop where necessary to allow the Pilotman to tell any Crossing Keeper of the Single Line Working arrangements All movements over the single line The Driver must stop at each location where train movements are being controlled by handsignals unless a handsignal is displayed authorising the train to proceed. X.4.3 Movements over the single line in the right direction - Passing a signal at Danger The Driver must carry out the instructions contained in Section D when passing a signal at Danger. If the Single Line Working arrangements have not been published in the Weekly Operating Notice, the Signaller must tell the Driver of EACH train travelling in the normal direction that trains on the adjoining line will be running in the opposite direction. X.7.7 Special working arrangements If the Handsignaller is not positioned at a signal, the Driver must be told by the Pilotman where the Handsignaller is positioned so that the Driver can be prepared to stop the train there. X.8 WORKING OF TRAINS TO AND FROM THE POINT OF OBSTRUCTION X.8.1 X.8.2 X.8.2.1 Trains to run over one line only Single Line Working must be introduced over one line only when trains are required to work to and from a point of obstruction as a result of both lines of a double line becoming blocked.
