Annex Id - Ateme MPEG transport system 1. The broadcast contribution transport system Description of the installation The European Parliament is using Ateme encoders / decoders / multiplexers to transport broadcast video and audio signals between its sites in Brussels and Strasbourg and to the European Commission (EC) in Brussels. The transport is done over IP on the Parliament s EPINET inter-site connection, and on a leased fibre towards the EC. The encoding is done in H264, with each contribution channel carrying 4 or 32 audio channels. E.g. The Plenary session taking place in Strasbourg is encoded by "Enc He STB", multiplexed with the other contribution channels, sent to Brussels where it is remultiplexed into a new bouquet and sent to the EC as an ASI signal over a leased fibre for broadcasting on EbS, the European Union s satellite channel. The Plenary session and other contribution channels are also decoded at the European Parliament in Brussels for streaming and recording purposes. In total there are: From EP Strasbourg to EP Brussels: 4 contribution channels with 32 audio channels each 1 contribution channel with 4 audio channels From EP Brussels to EP Strasbourg: 1 return channel with 32 audio channels 1 return channel with 4 audio channels From the EP in Brussels to the EC: An ASI multiplex of 2 contribution signals with 32 audio channels each In the drawing below, Ateme broadcast contribution, you can find a schematic overview of the system. The complete system is monitored and configured by Skyline Dataminer: Alarms are displayed and presets can be loaded in all devices. The Dataminer system, hard- and software, needs to be taken into account for the maintenance contract. 1

2. The streaming contribution transport system Description of the installation For the transport of video signals from the multi-media / streaming cameras three links are available for transport from the Strasbourg to the Brussels installation. Each link is made up out of an encoder encoding 2 h.264 video signals (program and preview) and 36 audio channels. The broadcast and multimedia streams are multiplexed by their own separate multiplexers (main and redundant). The resulting MPEG transport streams are transported intrasite on the same physical link. For each link the two video and 36 audio signals are decoded in Brussels by two decoders connected through an IP to ASI converter. The whole system is under control and monitoring on the same Dataminer system as the broadcast installation. 3. Maintenance of the systems The decoding equipment installed at the EC including the de-embedders and distribution amplifier are an integral part of the installation and should as such also be maintained in the context of this contract. Any operation requiring all or part of the systems to be taken out of service temporarily must be carried out after the European Parliament has given its specific permission. A data backup will be performed before any major operation. Corrective maintenance First level support e.g. diagnose of issues, follow up, ticketing, replacement of certain hardware/hardware parts, restarting services, servers... should be done by the onsite maintenance engineers in coordination with the responsible EP engineers as described in Annex I - Technical specifications. The loading of all EP presets in case of failure of equipment or equipment exchange must also be executed. In the case of issues with the Dataminer monitoring and configuration system, hardware or software, the necessary actions must be taken to restore the system to a normal working state. For the purpose of treating operational problems with the system outside of the tenderers competencies, a support contract with the system manufacturer (Ateme) should be put in place as detailed in 5. Service level agreement below. Preventive maintenance Please refer to Annex I - technical specifications Perfective maintenance For the purpose of the perfective maintenance, a support contract should be put in place as detailed in 5. Service level agreement below. The systems' soft and firmwares must be kept up to date to guaranty an effective support. Old and no longer maintainable software versions must be upgraded to the latest versions. The manufacturer shall undertake to rectify or correct, at its own expense, any errors found in the software applications supplied. In the case of operating systems, this obligation is limited to informing the Parliament of the errors found and helping with the installation of the corrections provided. 6
4. Hardware support The procedure for the supply of spare parts is described in the document Annex I - Technical Specifications under point 3.3 Repairs and Spare Parts. 5. Service level agreement The SLA to be proposed under module 2.5 of the price schedule corresponds to the Silver service package of the original system s manufacturer (Ateme), and will be complemented by a completed Annex XII - Summary of the proposed SLA.
