ODISHA TOURISM DEVELOPMENT CORPORATION LIMITED (A Government of Odisha Undertaking) Panthanivas [Old Block], Lewis Road, Bhubaneswar-751014 TENDER CALL FOR ORGANIZATION OF KONARK FESTIVAL- 2017 On behalf of Department of Tourism, Govt. of Odisha, Odisha Tourism Development Corporation is going to organize Konark Festival (A festival of classical dances of India) in the Open Air Auditorium at Konark from 1 st to 5 th December 2017. Offers are invited from reputed firms/ agencies having experience and expertise in making Light, sound and other ancillary arrangements in classical Dance festival. Offers should be submitted in two bids- Technical Bid with required documents and Financial Bid in the prescribed format. The tender paper will be received up to 01.00PM of 06.11.2017 at OTDC Head office by Speed Post/ Registered Post/ in Tender Box in office only. OTDC will not be held responsible for any postal delay. Technical bids will be opened first on the same day at 3.30 P.M. followed by opening of Financial Bids of those who will fulfill the eligibility criteria of Technical Bid. The tenderers or their authorized representatives may remain present during the opening of bids. The covers should be sealed and super-scribed in bold letters Technical Bid / Financial Bid of Organization of Konark Festival, 2017. Any Addendum / Corrigendum / Cancellation can be seen in the website. The Authority reserves the right to reject any or all offers without assigning any reason thereof & is not under any obligation to accept the lowest offer. Eligibility Criteria 1. Experience in making Stage Light, sound and other ancillary arrangement for Similar Classical programme for any Govt./ Semi Govt./ Corporate Office/ Any other reputed organization.[(individual work order should be not less than Rs.10.00 at least (One) 1 in last 3 years) 2.Minimum average annual Turnover for similar work not less than Rs.30.00 lakhs during last 3years. Documents required for Pre-qualification 1. EMD of Rs.1,00,000/-in shape of D.D. drawn on any nationalized Bank in favour of Managing Director, OTDC Ltd. 2. Copy of valid Service Tax Registration Certificate. 3. Participation fee (non-refundable) of Rs.5000/-in shape of DD drawn in favour of M.D. OTDC. 4. All rates are quoted for the full period including Stage light, sound and other ancillary arrangement inclusive of trial & testing, transportation, dismantling and cleaning of site but exclusive of taxes. 3. The Generators will operate from 04.00PM for 08hrs for the show and for trial testing on all 07days (i.e. from 29.11.2017 to 05.12.2017). 4. The stage light section will be controlled by our appointed Light Designer during the Konark Festival. 5. The stage sound section will be controlled by our appointed Sound specialist during the Konark Festival. 6. The illumination of the temple segment may change as per the instruction of the Light Designer or the authority of OTDC / DOT. 6. Main cables and wires, colour filters, snake cables, Light stands, Speaker stands, Switch Board and Stabilizer and other accessories shall be provided as per requirement.

7. Proper communication systems through walky talky or otherwise among light operator, follow spot operator, sound operator, stage coordinator, light designer, sound specialist etc will be provided by the tenderer. Sufficient manpower shall be stationed at the venue during the programme hours for coordination and trouble shooting. 8. The successful bidder shall arrange for electricity supply, if required and clearance from the Electrical Inspector at his/her own cost used during the event period without failed. 9. The successful bidder shall produce list of equipments and work done each day at the end of the programme and get it signed from the concern J.E. (Civil), J.E.( electrical) and Officer-in-charge of the festival. 10. The authority reserves the right to increase or decrease the scope of work as per the site requirement in which case, payment shall be made only on the actual work done on unit rate basis. 11. The successful bidder will solely responsible for his/her equipments installed during the event period. 12. Cleaning of premises to be done every day before 02.00PM. 13. Terms of payment: 50% of work order value will be released after the completion of the work and handing over the site and the balance payment will be released within 15days from the completion of the event. 14. Time line for execution of the work:- Mobilization of the materials at the site before 10.00 A.M. of 27.11.2017. Completion of fixation and Installation of the equipments etc before 11.00 A.M. of 29.11.2017. Handing over of the site after completion of all works before 5.00 P.M. of 29.11.2017. Trial run and testing on 29.11.2017 at 06.00 P.M. 15. Penalty clause:- Timeline for executing of work 1. Mobilization of the material at the site before 10.00A.M. of 27.11.2017 2. Completion of fixation and Installation of the equipments etc before 11.00A.M of 29.11.2017. 3. Handing over of the site after Completion of all work before 5.00 P.M of 29.11.2017. Remedies available to OTDC/penalty in case the agency failed to attain the time line. OTDC can execute partly/ fully the work through other agency/ firm and deduct the cost from the amount due to the agency including forfeiting the EMD and the cancelation of work order. Penalty equals to 25% of the work order value to be deducted, in case agency failed to deliver the site before 5.00 P.M of 29.11.2017. In that case, OTDC can execute the work through other agency and the cost to be deducted from the dues of the agency. In addition for each hour of delay beyond 5.00 P.M of 29.11.2017 Rs.5000/- shall be charged as penalty. 16. All legal and labour compliances, maintenance of law and order and fire protection measures in consultation with local and statutory authorities will be the responsible of the Successful bidder. 17. The successful bidder shall be responsible for loss or damage to properties and assets of OTDC or DOT in case of any untoward incidents.
