Background What is White Space? Why is it important? White Space, is the industry term applied to the VHF and UHF TV channels freed-up in the transition from analog to digital HDTV broadcasting. In 2010 the US FCC issued Operating Rules and Equipment Regulations for the unlicensed use of this spectrum (see chart below for spectrum). Core use regulations require: - Independent Third Party spectrum management (more in the next slides) - Various classes of products and corresponding RF output power levels, e.g. Fixed point-to-point, with Antenna heights 30 meters and HAAT < 250 m: 1 Watt Pout - Products must undergo a strict RF evaluation by the FCC to assure no interference with existing Over-The-Air commercial TV broadcasting services. FCC calls equipment: TV Band Devices (TVBD) Metric Systems Corporation Tel: 760-560-0348 info@metricsystems.com 3

BACKGROUND Part I Q. What is White Space spectrum? As nations transition from analog to high-definition TV reception a surplus of radio spectrum is created. This liberated spectrum is euphemistically called, White Space spectrum. The actual amount of White Space spectrum will vary by country but globally, it will vary from 47 to 843 MHz. A. In the U.S. White Space spectrum covers nearly 72 MHz in the low and mid-vhf Regions and 168 MHz in the UHF band. White Space holds a range advantage over WiFi band in the 2.4 and the 5.8 Gigahertz spectrum. White Space radio signals can intrinsically travel 3 to 32 times further than signals at 2.4 or 5.8 GHz. Additionally, White Space spectrum channels penetrate buildings and travel over obstacles with more ease than conventional WiFi bands, adding up to major core operational benefits in building commercial, and industrial networks. Q. Can this spectrum be used for wireless broadband, like sending video and high speed internet data? A. Yes, effective data throughput rates on MSC s White Space systems will range from 6 to 40 mbps. This is 3 to 10 times faster than 3G/4G and comparable with the standard Wifi access rates. WS equipment will effectively handle video, voice and data simultaneously. White Space Range Performance Improvement over Standard Wifi Frequency MHz Technology In-City Range Km Rural Range Km 50 White Space 9.5 45 200 White Space 3.6 17 700 White Space 1.45 8.75 2400 802.11g/n WiFi 0.595 5.35 5800 802.11a WiFi 0.297 4.195 Metric Systems Corporation Tel: 760-560-0348 info@metricsystems.com 26

BACKGROUND Part II Q. What is the importance of White Space spectrum? We already have WiFi, WiMax, Blue Tooth, LTE, 3G. Why do we need more spectrum? A. The Basics: 1) The world is simply running out of adequate spectrum to service and support the range of new wireless mobile devices available; 2) Current WiFi and WiMax systems operate in the microwave spectrum and are inherently range-limited by propagation physics, transmitting power, antenna size, height above ground, to name the key issues. White Space spectrum spans the VHF (very high frequency )and UHF (ultra-high frequency); (see chart on page 3 and table for inherent range advantages of UHF and VHF spectrum over microwave in range and coverage.) 3) White Space Radios, also called Cognitive Radios, are the first generation of data-based controlled radios. In North America and the EU, prior to operating each White Space radio available operating frequencies are acquired from a national spectrum data provider base. This process reduces the potential of interference to local TV sets and other nearby systems sharing common channels. In the U.S., Google, Microsoft, among others, have been through a rigorous FCC registration process to enable operations as database vendors. 4) White Space products like the RaptorX are the first generation of controlled spectrum communications systems Metric Systems Corporation Tel: 760-560-0348 info@metricsystems.com 27

RaptorX Basics: Topology When designing a wireless network, the inherent topological capabilities (or limitations) of the wireless networking equipment provide the flexibility or, the limitations in accomplishing mission profile capabilities. Think of topology as the brick and mortar of a network, whether wire, wireless or fiber it is the topological capabilities of the network equipment that provides the users with resilience, flexibility and adaptability. The topology of the Global Internet is an example of a nearly perfect evolving network. Meeting the Challenge: The deployable topologies of RaptorX are based on the capability of creating two of topology levels. The Physical, or Level 1 Topology created by each nodes transmitter and receiver in what we would call a point-to-point link. A Level 2 or Logical Topology is created by using special Media Access Control (MAC) protocols to create point-to-multipoint links between multiple stations These levels together with embedded routing capabilities the core topology building blocks of RaptorX are: Point-to-Point RaptorX Network Topology Elements Point-to-Point Multi-Point Tree Bus Network: Ethernet Networks Gateway Node Comm Links: VHF/UHF SatCom HF Fixed Microwave Airborne Relay Hub Nodes Redundant Ring Partial-Mesh Enterprise Network Star Point-to-Multipoint Mesh Anywhere-to-Anywhere The Internet Metric Systems Corporation Tel: 760-560-0348 info@metricsystems.com 28
