Windham Cable Advisory Board Minutes January 15, 2015 Chairperson Margaret Case called the meeting to order at 7:12pm Members Present: Margaret Case, Chair; Leo Hart, Vice Chair; Mary Griffin; Barbara Coish; Studio Coordinator: Kelly Yucupicio. Excused: Alan Shoemaker, and Bob Coole Absent: Roger Hohenberger. Following the Pledge of Allegiance the minutes of 11 November 2014 were reviewed. Motion to approve by Barbara Coish, seconded by Bob Coole. Voted unanimously. Bryan Christensen, Sr. Manager Government & Regulatory Affairs was in attendance to discuss HD for Public Access Stations. Mr. Christiansen addressed the Board regarding Local Access High Definition Television Transmission. He stated that currently there is no Local Access Stations Transmitting High Definition Television. He stated that Comcast is doing a Study on the North West Coast. Leo Hart asked if we could volunteer to have them do a study on the East Coast. Mr. Christiansen stated that with High Definition, all of the facial imperfections of the Board Members would be evident. In addition, equipment costs to implement this would be very high. In addition, those without High Definition Receivers would be unable to receive the programming. Mr. Christiansen was also asked about Standard Definition Digital Transmission for Local Access Television, as all Channels are currently Digital. He stated that this would involve the replacement of much of the current equipment which is now analog. Discussion continued on other troubles we have been experiencing Bryan will arrange to have a Comcast technician come. The problem is a sync buzz on channel 20 which may be happening at the headend. Financials: The board reviewed the monthly statement and has no problems with it.

Budget for 2015: TOTAL: 112,950 Increase $1,720.00 %1.546 Equipment: The chair asked for approval to purchase a new display and mount For the meeting room not to exceed $500.00. A motion was made by Leo and seconded by Barbara to purchase a new display and mount not to exceed $500.00 for the meeting room Voted unanimously. Correspondence: Two pieces of correspondence were received from Comcast: A letter from Comcast dated 11-18-2014 regarding price adjustment effective December 20, 2014. A letter from Comcast dated 1-9-2015 containing Annual Notices (privacy notice and services) Annual Report: Kelly presented the 2014 Annual report for Windham Community Television which appears in the annual report. Coordinators Report: The WCTV Coordinators report was presented and discussed. (Complete report attached to minutes) Discussion on Channel 170 at the school They have had some equipment problems which are almost resolved. Kelly Margaret and Tom met with the group at the school on Wednesday and everything is moving along as planned. There should be sports being televised shortly. November 13, 2014 - January 15, 2015 WCTV has been busy producing many local programs as well as covering local meetings. Thank you to our dedicated volunteers who have helped in providing coverage of government meetings and WCTV productions, as well as technical support and weekly bulletin board updates. Channel 20: Government All meetings were recorded including Board of Selectmen, School Board, Planning Board, Zoning Board of Adjustment, Conservation Commission, and various Subcommittee meetings. Meetings are televised LIVE from the Community Development Meeting Room, Town Hall, Windham High School; and pre-recorded at various other sites including the Windham Elementary/Middle Schools, SAU 95 Administrative Office, Nesmith Library, and Searles School and Chapel. All meetings were posted online at wctv.pegcentral.com. Please note that videos posted online are available until space is needed for newer video files. DVD copies are available by request. If you would like an announcement posted, email cable@windhamnewhampshire.com Training/Outreach WCTV offers FREE training to any resident or non-profit group of Windham interested in producing their own TV show or volunteer on other productions. WCTV offers high school and college students who are interested in television production the opportunity to volunteer. Schedules vary depending on the student s curriculum requirements. WCTV continues its partnership with the New Hampshire Collation of Community Media members. Many of our original programs also air in other local NH communities. We would like to encourage the public to contact WCTV if they are hosting a special event or speaker at the Town Hall and would like video coverage. Requests should be submitted at least two weeks before event for reserve coverage. Equipment On Tuesday, January 6th AccessAV reinstalled our UltraNexus that had been sent out for repairs. A new DVD duplicator was purchased to replace malfunctioning duplicator. A new Hard Disc Drive / DVD recorder was purchased for use in the main studio control room. WCTV is proposing to mount a flat screen TV monitor in the Community Development Department meeting room for use at board meetings. We are continuing to look at the proficiency of WCTV s equipment to better serve the community and access users.
