ITEM V Discussion Items REPORT 1: Review and Discussion of Survey Assessments Chair Hagmann recluse herself from voting on the presented properties, as she is owns property with 500 feet of the area. Note: All properties were presented in comparison to the survey completed in 1990. Commissioners were tasked with assigning each property a (1) Eligible, (2) Eligible; slight modifications or (3) Not Eligible. Mr. Lynn Merrill presented information on the findings and photos for the following properties: 104 N Orange Mr. Merrill indicated that this property has lost its integrity; having been heavily modified, and significant changes to the original structure. Recommendation to remove from any further consideration. Commissioner Lewis 3; agreed to remove from any further consideration. The property possesses its original windows; the doors have been replaced but the property maintains its integrity. Mr. Merrill also indicate this property is associated with Mr. Warren Frisbee, a locally prominent figure. Vice Chair Verdugo 1; agreed to continue with further consideration. o0o ITEM VI Public Comments Mr. Richard McInnis of the Rialto Historical Society informed the Commission that he could provide the Commission and Lynn Merrill, with background information/historical data on any persons associated with properties listed on the survey. He also offered his assistance to Lynn Merrill, in completing any research and/or report of information presented to the Commission. o0o ITEM VII Historical Commission Comments Each Commissioner expressed their appreciation for the work that Mr. Merrill and his team have contributed, and their excitement for moving forward. Commissioner Johnson questioned the necessity of considering the overall community and/or districts surrounding a given property. Mr. Merrill explained that each property should be considered individually. Vice Chair Verdugo inquired about the number of houses to be presented at any future commission meetings. Mr. Merrill indicated that 5-6 properties per month works best at this time, however, as he and his staff continue to work down the list it possible that there could be 8-10, depending on the district, neighborhood or block. Chair Hagmann inquired about the rules for properties located within a specified district. She questioned if all property owners must agree to the historical designation of any one property within that district. Mr. Merrill indicated that the consent of all property owners is not necessary; and that each property should be individually evaluated and considered. April 20, 2017 TO: FROM: City of Rialto Historic Preservation Commission Lynn Merrill, Consultant SUBJECT: Historic Survey Assessments Report 2 INTRODUCTION 133 North Orange 136 North Orange 137 North Orange 144 North Orange 101 North Palm 184 West Second 211 North Palm We have completed a field assessment of the above referenced properties and provide the following report. This report is organized to show the relationship of the properties within the neighborhood. A photo of each property from the 1990 Survey is then shown, followed by photos of the property as they exist on April 6, 2017. A discussion of the changes and whether the building has retained its historic integrity will be provided. A copy of the original historic survey assessment is included at the end of this report. SUMMARY Of the seven buildings field assessed, two new buildings have been identified that were not on the original 1990 survey and appear to be eligible for listing, four buildings have retained their integrity and should be reviewed for possible designation, and one building has experienced significant modifications, has lost its integrity and therefore should be removed from additional consideration. 256 Cajon Street, Suite C Redlands, California, 92373

In conducting field research, we identified two additional properties which, upon review, appear to meet the eligibility requirement for additional investigation and possible inclusion in the Historic Survey Update. 133 North Orange PHOTO 1 Original photo from 1990 Survey PHOTO 2 Photo taken April 6, 2017 looking from the southwest. This property has continued to retain its integrity. Since 1990, the property has been upgraded by the removal of the screening around the front porch which reveals the front walls and the installation of a chain link fence along the front edge of the property. From the Rialto Historic Society records, they have determined that the house was built in 1907. From 1907 1936 it was owned by Sion Edward Hubbard, a cement contractor andcivic leader. died in 1934. At the time he was the City Treasurer. As a cement contractor he put in many of the sidewalks and curbs in Rialto. He also put in sidewalks in Fontana and Colton. He put the curbing in front of his house. From 1936 Sara M Hubbard & Verda Morgan Edward s widow and daughter occupied the building. From 1937 the building was owned by Bert & Margaret Carter. PHOTO 5 Photo taken April 6, 2017, looking west. This property has retained its integrity since 1990. We are fortunate that we have a photo from 1916 which provides a broader context for this transitions and modifications to the structure. Of significance is the addition of the single story wing on the north side of the building, the expansion of the upper story window in the gable from a single window to a grouping of three windows. In addition, the original 1916 spindle style front porch supports were replaced with more classic Craftsman style features, which would have reflected a more modern style than the original Queen Anne. From the Rialto Historical Society archives, the following is provided: 136 North Orange Built prior to 1895 1895 1899 G C Ely 1899 1901 Lottie Mason 1901 1914 W J C Hansen 1914 1946 George C Post Came to Rialto in 1909 and bought the home in 1916. He helped establish the Rialto Voluntary Fire Department and was an active member for 30 years. He died in 1952, his wife, Addie, lived in the house until her death in 1972 at the age of 94. 137 North Orange Photo 6 Photo taken April 6, 2017, looking northeast. During the field reconnaissance on April 6, 2017, we identified this structure that was not on the original 1990 survey. The building is a classic bungalow example of the Craftsman style, and appears to be in original condition with no significant modifications. Of significance is the stone front porch, battered columns and massive roof braces. From the Rialto Historical Society archives, the following was noted: 133 North Palm 1939 Mrs E E Shaw No information This structure is eligible for consideration under the architectural theme originally set forth in the 1990 survey. This structure has lost its integrity due to the replacement of the original windows with more modern styled windows, and the application of stucco siding replacing the original wood siding. 144 North Orange - Built 1905 1905 1908 C E Clark 1908 1920 Fred Cummings Listed as a machinist for a bridge company in 1910 census. 1924 1946 W F & Adele Moore William Foster Moore came to Rialto in 1905 and married Adele Zimmerman in 1911. He worked in Harry Kingman s Blacksmith shop shoeing horses. In 1912 they moved to New Mexico, but returned to Rialto where he had a Ford Agency. He bought the house in 1923 and lived there until his death in 1959. Adele lived in the house until 1989. 101 North Palm PHOTO 9 Photo taken April 6, 2017 looking northeast. No photograph from the 1990 Survey was located in order to make a comparison between 1990 and present. It appears that the windows along the south side of the building may have been replaced with modern windows, and it is difficult to determine if the front window on front of the building is original or a replacement. Overall, the building appears to have retained its general integrity. From the Rialto Historical Society archives, the following is provided: 101 North Palm - Built 1914 1910 1931 Harriet E. 184 West Second Street Photo 10 Taken April 6, 2017 looking northeast. Photo 11 Taken April 6, 2017 looking northwest No photos from the 1990 survey were located. The building appears to continue to retain its integrity as to the building itself, with the exception of what appears to be two replacement windows, one on the upper east side and one on the lower front of the building. While these two windows are not consistent with the original style of the building, other key elements remain intact, including the grouping of four windows in the upper story that include what appear to be stained glass surrounds. associated as an early school building, and therefore derives its significance from not only its design elements but from its association with early community development. From the Rialto Historical Society archives, the following additional information is provided: 184 West Second Built 1888 First school in the City of Rialto. 211 North Palm PHOTO 12 Photo taken April 6, 2017 looking southeast. During the field reconnaissance on April 6, 2017, this additional structure was identified as potentially significant. The building appears to retain many of its key elements of late Craftsman styling. These elements include the original windows located along the front and sides of the bulding, the covered porch with simple square columns, the shed dormer located along the north side of the building. It appears that an addition may have been made on the south side of the building at a later date, and that burnt brick fascia was installed on the building. While this addition appears to be from the 1940s, it may be considered to be an example of the evolution of the building, since the 1940 components also appear intact. From the Rialto Historical Society archives, the following information is provided: 211 North Palm 1939 J E Weller He moved to Rialto around 1895. He worked many jobs around town and had a hardware store on Riverside. Later he was a Director of the Lytle Creek Water and Improvement Company, a Director of the First National Bank of Rialto. He died in 1939. This structure is eligible for consideration under the architectural theme originally set forth in the 1990 survey as well as by its association with a prominent local resident.
