Al Este de Lima Film Festival Ópera Prima Competitive Section Born in France in 2002 as À l'est, du Nouveau and replicated at Lima in 2008 as Al Este de Lima, this is a film festival whose purpose is to broadcast cinematographic culture from the other Europe, the one relegated to independent circuits and, which nonetheless provides a wealth of invaluable tradition. This way, Al Este de Lima brings Central and Eastern Europe cinematography closer to South America, thus enriching the cultural exchange. For its 6th edition, May 20 to 30, 2015, the festival counted on 12 movie theaters in Lima and 9 in provinces, gathering an audience of more than 13 000 people. This edition also had as guest of honor the Best Foreign Language Film Oscar winner Pawel Pawlikowski who, in turn, presided the jury of the Festival Competitive Section. For its 7th edition, to be held in June 2016, the festival will open an Óperas Primas (First Work) section in order to become the voice of new directors work, not only from Central and Eastern Europe but also from Latin America, shortening gaps between these two regions of the world. The section will be divided into two categories: feature film and short film. To do so, Al Este de Lima opens a call for submissions for the First Works, feature and short films, from Central and Eastern Europe and Latin America. Submissions will be received from October 15th, 2015 to March 15th, 2016. Awards Official Awards A monetary prize of US$ 1,500 for the feature film winner and US$ 500 for the short film winner. Winning feature and short film distribution in France ( À l'est du Nouveau ), Argentina ( Al Este del Plata ), Bolivia and Peru ( Al Este de Lima ). GENERAL RULES AND REGULATIONS The festival program will include a competitive section called Óperas Primas (First Works). This section is divided into two categories: Óperas Primas Largometrajes (Feature Film First Works) and Óperas Primas Cortometrajes (Short Film First Works). 1. Operas Primas Largometrajes, where new director s first feature films (60 minutes length or more) from Latin America and Central and Eastern Europe will compete. Four films from Latin America and four films from Central and Eastern Europe will be selected. Only one will be chosen as the winner. 2. Óperas Primas Cortometrajes, where new director s first short films (30 minutes length or less) from Latin America and Central and Eastern Europe will compete. Four short films from Latin America and four short films from Central and Eastern Europe will be selected. Only one will be chosen as the winner. Additional guidelines for both categories, feature and short 1. Only materials whose production has been completed from January 1st, 2014 to January 1st, 2016, will be included. 2. Only material that had been recorded and produced entirely in countries from Central and Eastern Europe and Latin America will be accepted. 3. No material that has already been screened in commercial cinemas, television included all its platforms, or free websites, in Peru, will be accepted. 4. Any material that has already been registered or screened at previous editions of the festival will not be eligible to compete. 5. All materials must be subtitled in English, except for materials spoken in Spanish. 6. The registration of any material to the festival implies the agreement of the rules and regulations expressed in this document.
Registration Platforms to submit films online Films registration, both feature and short films, will take place only through the mentioned platforms below (submitted to the Al Este de Lima fest account). Other ways of submission won t be accepted nor any audiovisual material sent directly to the organization of the festival. Inscription processes are independent and different, adjusted to each of the three platforms mentioned before. The selection committee is not obliged to select those films submitted after the deadline.
Jury The festival selection committee will name the members of the jury. Those related to the production and / or exploitation of any film in competition, may not be part of the jury. The jury s votes will be secret and their decisions will be taken by a simple majority. A representative of the festival may attend to jury deliberations without the right to vote or express any preference. The jury of each section, Ópera Prima Largometraje (First Feature Film) and Ópera Prima Cortometraje (First Short Film), will choose a winner and only one special mention for each section. The jury is firmly committed not to publicly express their opinions on the films submitted for consideration before the official announcement of the awards. Feature and short films selected Once selected, the Festival will contact the material s agent and send the Official Selection Form, which must be completed and sent back to the Festival. Information provided on this form must be veridical, otherwise the material will be liable to sanction. Once selected, the material can not be withdrawn from the festival program and it may not be exhibited in any other area in Peru as long as the festival lasts. The festival will recognize the material s agent designed as the one interlocutor with whom all aspects related to the participation of the feature or short film will be negotiated and as the only responsible facing other companies or individuals who have participated in the production of the material. Any person linked to the selected material undertakes not to disclose their participation until the festival program is announced by its organization. Producers and distributors of selected films will be committed to include in all advertising and press material the holder " Feature Film First Work Al Este de Lima Selection " or " Short Film First Work Al Este de Lima Selection " using the festival logo. This commitment applies to commercial theatrical premieres, any web platform, or commercial release on Blu ray and DVD. The festival logo will be available at the festival website. Producers and distributors of awards winning films, official or special mentions of the jury, agree to highlight them in all advertising and press material, using the festival logo. The festival won t pay for the rights to publicly display the participant material. Screening dates The program, dates and schedules of each film screening are structured by the Festival. Screening formats The formats in which audiovisual material can be exhibited during the festival are Blu Ray, preferably; or DCP, KDM keyless. The presentation in other formats or video systems require previous coordination and approval from the festival. Once the screening format of the materials had been informed to the festival organizers, this could not be changed. Languages and subtitling Selected films will be screened in their original version. These must provide the following materials to the festival: General Requirements: 1. Material Safety Data Sheet tab. 2. Trailer of the material without subtitles, in Blu Ray or DCP format, KDM keyless. 3. Material without subtitles. 4. Press Kit. Special aditional requirements for material from Europe: 1. English dialogue list. 2. An additional copy of the material in Blu Ray format or unblocked DCP subtitled in English. 3. An additional copy of the material in Blu Ray format or unblocked DCP subtitled in 1 Spanish. Special requirements for Latin America 1. English dialogue list. 2. An additional copy of the material in Blu Ray format or unblocked DCP, subtitled in 2 English. If the film doesn t count on Spanish subtitles, the festival offers a subtitling service, independently, with an additional cost. A copy on Blu Ray without subtitles and one with English subtitles will be required. The cost of translation and subtitling of films is US$ 150, or US$ 80 for only one of the two services; and the cost of translation and subtitling of short films is US$ 50, or US$ 20 for only one of the two services. Catalog In order to properly edit the catalog for each selected film, the festival must receive the necessary information as the film synopsis, director's biography and filmography, a representative frame of the film in HD, and full list of artistic and technical credits (which must be included in the Press Kit). Decisions about the editorial content of the catalog are in charge of the festival. Also, optionally, a poster of the feature or short film to be used for promotional and non commercial purposes, in the catalog, press releases and other material, will be required. Fragments for promotion The festival may use fragments of the films (not more than 5 minutes) for promotional purposes (for short films the fragments may not exceed 10% of the length). If the fragments are not made available by the producer of the film, the festival can copy one or more fragments of the film to be used for promotional purposes during the festival. Aiming of spreading the program and each of the selected films, the festival can use digital pictures and movie clips on its website. Consultation period Any question and consultation will be gladly solve until december 5th, 2015, to the e mail adress: alestedelima.info@gmail.com After this period a summary of common questions and answers will be published on www.alestedelima.com. The festival may withdraw, at any time, all material that does not meet any of the bases or guidelines. Furthermore, the distortion of production data or information provided on each platform could mean the withdrawal of the category in which the material is involved. Participation implies the full knowledge and acceptance of the points indicated in this document. In case of any misinterpretation of any of the previous points in this document or in those aspects not covered by it, the festival organization s criterion and interpretation is decisive.
