5 From the APRL Board of Trustees Roger Brody, President APRL Board of Trustees PLR Online The APRL has engaged the Internet with the publication of the Fourth Quarter issue of the Philatelic Literature Review in PDF format PLR Volume 58, No. 4 (2009), a pilot digital presentation, is available for all APS and APRL members to view on the APS website (www. stamps.org). However, this current issue of the PLR (the First Quarter Issue, Vol 59, No. 1) will only be available in PDF format for PLR subscribers. It is important that PLR readers review the presentation. We encourage you to critique the format and to communicate your impressions and comments. Your input will help guide the Board of Trustees in the development of future PLR editions. The January issue of The American Philatelist, in addition to a PDF presentation, is currently available via the APS website in a high-tech viewing format. Your comments on this impressive presentation are equally desired. There is no plan to eliminate the hardcopy version of the PLR. The Trustees are cognizant of the pros and cons of digital publishing and will look to balance the desires of the library membership as ongoing production and delivery cost, along with efficient delivery considerations, are reviewed. At the January International Consumer Electronics Show in Las Vegas, more than a dozen new book table/slate, and book reader products were introduced to compete with the Amazon Kindle and Sony book reader. Sales of digital format books are growing exponentially. It is quite clear that 2010 will be a year of major impact on the future of library operations and reader viewing habits. Volunteer Week in Bellefonte The APS has announced a volunteer program, APS Volunteer Work Week, to be held July 26 30, The program affords an opportunity for APS members to help the Society and Library work on a backlog of projects. Tasks specific to the Library include working with the inventory of APRL archives and special collections including the Ernest A. Kehr collections. Creating container/folder lists for the development of finding aids for the Kehr collections will be of great benefit to specialized collectors. The material includes numerous 2010 / Volume No. 59, 1st Quarter PLR 3

6 folders on Switzerland, which was one of Kehr s special collecting interests. Other Kehr material includes collections of Air Mail and Egypt. Fortunately, Kehr s Philippines material already has been organized, but there is plenty of work to do to process the nearly 200 linear feet of files from the Kehr collection. Other library projects available for volunteer service include placing barcodes in bound periodicals, sorting periodical and auction catalogues, and realigning materials to even out spacing on shelves. Additional tasks include reading shelves to make sure books are in the correct order. Some projects will require specific training by the library staff, while others will require minimal instruction. More information about the program is available on the APS website. Union Catalogue Some time ago the APRL embarked on a project to combine the holdings of the nation s prominent philatelic libraries into a single source the Union Catalogue. I am happy to report that significant progress has been made on the project. In addition to the listing of the Rocky Mountain Philatelic Library (RMPL) and the Postal History Foundation (PHF), the online APRL catalogue now houses holdings of The Collectors Club (CCNY) library. The CCNY has been reorganizing its library and updating its holdings database. In December the section comprising United States books and publications was completed and input into the Union Catalogue. The CCNY Foreign books and publications section is in the final stages and should be included in the Union Catalogue by the time of the publication of this issue of the PLR. Discussions to include some of the holdings of the Western Philatelic Library are in progress. APRL & NPM Postal History Symposium The APRL and the Smithsonian National Postal Museum will cohost the Fifth Annual Blount Postal History Symposium, September 30 to October 1, at the Smithsonian Institution National Postal Museum. The symposium series, named after Winton M. Blount Jr., the last Cabinet member Postmaster General. 7 States Postal Service. Each year the Postal History Symposium is alternately held at the Smithsonian National Postal Museum and the American Philatelic Center (APC). The topic for the 2010 two-day event will be Stamps and the Mail: Imagery, Icons, & Identity. A call for papers, and additional information is available on the museum website: At the Library APRL members receive the periodic APS Special E-Delivery newsletter that often includes information and events at the library under the heading What s New in the APRL. Of special interest are the postings of new publications acquired by the library. The Board of Trustees has been reviewing the By-laws of the APRL. The effort led by Roger Schnell, Stephen Schumann, and Roger Brody hopes to have by-law revisions for membership consideration at the annual meeting in Richmond. The current by-laws are available on the APS website. I will keep the members posted on progress of the By-laws Committee in future columns. Write for the PLR Once again, I would like to encourage readers to consider writing articles for the PLR. Editor Barb Boal would be interested in receiving articles on topics like your favorite items of philatelic literature. If you have your own library, for example, you could write about the focus of your library. Any interesting philatelic subject or collecting interest would be welcome. If an article is not up your alley, how about a book review? Unlike the book reviews in The American Philatelist, which are restricted to discussions of volumes that are available for loan from the APRL, PLR book reviews need only reflect a recent publication you think worthy of including in your philatelic library, or the APRL! APRL Trustees Richard E. Drews, APRL Trustee appointed by President Saadi, has stepped down from his APRL Trustee position but will continue to be a strong voice and contributor to efforts of the APS. The Board of Trustees expresses their appreciation to Rich for his service to the society. Unfortunately, we lost another former APRL Trustee and APS President, when Bill Bauer passed away in December. Bill, winner of the 1987 John N. Luff Award for Outstanding Service to the Society, 2010 / Volume No. 59, 1st Quarter PLR 5

8 was a founding member of the American Philatelic Research Library and the Vooys Fellowship and served as an APRL trustee for more than twelve years. Bill was also a founding supporter of the Rocky Mountain Philatelic Library and APS affiliate the Colorado Postal History Society. He was involved in the American Philatelic Society for more than thirtyfive years and served in many capacities, including his presidency from 1981 to On a happier note, I am pleased to report that Don Heller from State College, Pennsylvania and Barbara Mueller from Madison, Wisconsin have become new Vooys Fellows. 10 Farewell by Gini Horn When I applied for the position as librarian of the American Philatelic Research Library, I remember calling my cousin Tom, who worked at the American Philatelic Society and asking, It s a stamp library, how big can it be? I was interviewed in mid- June and again in mid-july, and Gini with library staff Ellen Peachey, Gini, Betsy Gamble, and Roseann Staie received a call July 31, 1984, saying the position was mine if I wanted it. My start date was September 1, I had no idea what I was getting into! Although my father was a stamp collector, the gene didn t get passed on to me. I was intrigued when, less than a week after I started, one of the employees left to go to a stamp show, many people in the hall wishing her a good trip. What is this place? I thought. Now, twenty-five years later I ve come to the end of my tenure with the APS. I had many opportunities that I never thought I d have. I ve traveled to numerous stamp shows across the country and made a few overseas trips as well. I have given banquet talks, seminars, and had the pleasure of meeting many of our members. Here in the philatelic world, we know you by what you collect. More often than not, if someone asked What does he/she do for a living? we would have no idea, and would be surprised to learn someone was a leading authority on this, or had patents on that, or in at least one case, that the member was a Noble laureate! To say that I enjoyed my stay with the APS/APRL would be an understatement. The APS/APRL staff all share the sense that we are here to help you enjoy your hobby. I appreciate having met so many of you either in person, through , or on the telephone. Looking back, I can remember so many people, and had so many pleasant experiences that it s hard to count them all. I m leaving knowing that the staff of the APRL will continue to see to your needs. If there is anything they need from me going forward, I am only a phone call / away. I will always have fond memories of all the wonderful events throughout the last twenty-five years. 11 Colophon Deep into the Back-of-the-Book Jim Drummond continues to delight us by publishing catalogues that explore and invite us to collect types of stamps that we previously may not have David L. Straight known even existed. Not only do his catalogues list the collectible varieties that he has uncovered, but he also provides history and context for these unusual stamps. His most recent volume is Bank and School Savings Stamps. Long before the more familiar government issued (and Scott listed) postal and war savings stamps, a large number of banks and schools were using savings stamps to educate children in the habits of thrift, self-denial, delayed gratification, honesty, self-responsibility, and so on. For every nickel that was removed from a child s pocket and replaced with a colorful stamp, there was that much less chance of the child using the money for immoral behavior. Jim s 25-page introduction describes the purpose and use of these stamps in their heyday from 1890 until the late 1920s. There are detailed listings for stamps issued by more than 175 schools, banks, and other saving institutions as well as the known generic savings stamps. For many of these stamps, the listings are accompanied by a history of the firm along with images of the outside of the building, photographs of the bank presidents, and examples of the folders used to hold the savings stamps. A few Canadian and British stamps are listed, but the majority are from the United States, particularly in the Northeast. Earlier works by Drummond have explored Official Seals, Post Office Seals, and Business School Stamps; his next book will be on Verified Reception Stamps collected by radio listeners in the 1920s and 1930s / Volume No. 59, 1st Quarter PLR 9

12 The much-needed third edition of The Postal Stationery of the Possessions and Administrative Areas of the United States of America, completed by editor George T. Krieger with assistance from more than a dozen associate editors, has been published by the United Postal Stationery Society. The areas covered include Canal Zone, Cuba, Danish West Indies, Hawaii, Philippines, Puerto Rico, Ryukyu Islands, and the American Military Government (AMG) in Germany after World War II. Perhaps the attention to this last area will encourage other publishers to include AMG issues in their U.S. catalogue listings. While only the Canal Zone has issued new material since the last complete possessions catalogue was released nearly forty years ago, new discoveries have expanded the listings for each of the areas. Among the more interesting new items are the inclusion of archival material from the files of the American Bank Note Company. An introduction explains the listings, including the pricing criteria, while the appendix illustrates watermarks and envelope knife drawings with a table to convert between Thorp and UPSS numbering. (2010, 224 pp., 8.5 x 11, spiral bound, black & white, $65 plus shipping from Lee, or may be ordered from the UPSS, In 2005 Doc M. Pepper began a series of short papers on United States Newspaper Stamps that have been updated and reprinted as new information becomes available. Recently he added a new title, , The Regulars (24 pages) and reformatted , The Forgeries (21 pages) to reduce the number of pages. The others titles are , The Facsimiles and , The Proofs. All are in color, with plastic bindings, and are available from Hartmann for $15 each plus shipping. New Canadian Titles The British North America Philatelic Society (BNAPS) has released two new postal history volumes: Over a decade ago, Dorothy Sanderson s Cross-Border Mail: Canada United States of America was published as part of the BNAPS Exhibit Series. In preparing to republish the exhibit as a book updated with additional material, she secured the help of Malcolm Montgomery, whose background is transatlantic postal history. Before Dorothy passed away in 2006, they had agreed to expand the project to include more complete explanations of the postal history than usually accompanies an exhibit. Malcolm expanded the book with coverage of the cross-border mails of Canada, the Maritime Provinces, Newfoundland, and British Columbia. While mail between Canada and the United States has been addressed in books by Boggs, Jephcott, Greene, and Young and in several published collections, A History of Cross-Border Postal Communication between Canada and the United States of America is the first book to treat the history of cross-border mail as a subject in its own right, encompassing all provinces that became 10 PLR Volume No. 59, 1st Quarter / 2010

13 Canada. In addition to more than 220 plates illustrating covers from a number of different collections, this book provides the history of border relations between Canada and the United States; an examination of how the border changed and developed; the routes along and across the border; the exchange offices; the postal rates to 1875 of all the nations and provinces involved; the postal markings employed on both sides of the border; cross-border elements important to trans-atlantic mail and inter-provincial mails; and a preliminary survey of the cross-border express companies. The illustrations also include extracts from contemporary maps showing the routes and reproductions of the pertinent postal markings. A 73-page Appendix contains extracts from treaties and other documents relevant to the borders. (2010, 410 pp., 8.5 x 11, spiral bound, color $C175 or black & white $C62.95 plus shipping.) Postal Service in the Bathurst District of Upper Canada (Upper Ottawa Valley) by R.F. (Hank) Narbonne shows all of the known postmarks, including the four known manuscript cancels, used by each office in the Bathurst District from 1818 to 1850, when the district was reorganized into the present counties of Carleton, Lanark, and Renfrew. Included are cancels from well-known towns of Perth, Carleton Place, Smith( s) Falls and Bytown, the future Ottawa, and not-so-well-known locations such as Admaston, Bellamy s Mills, and South Westmeath. Covers with social or historical content, attesting to the many hardships endured by these early pioneers, are featured including a letter from Archibald McNab, the Laird of McNab, who tried unsuccessfully to set up a feudal system in the district. Recently Released While many of us began our collections by tearing stamps from the corners of envelopes and some now concern ourselves with the postal markings on the envelopes, nonphilatelists such as novelist Thomas Mallon are more interested in the contents of envelopes. His latest book, Yours Ever, People and Their Letters, with a bundle of letters on the dust jacket and deckle edge pages to simulate hand-made paper, is a meditation on letter writing. Nine chapters are organized around themes or reasons for writing Absence, Friendship, Advice, Complaint, Love, Spirit, Confession, War, and Prison. Mallon confesses, in the introduction, that he began the book when stamps cost only 29 cents but, like an unanswered letter that s been under the paperweight 2010 / Volume No. 59, 1st Quarter PLR 11

14 for ages longer than one meant it to be, he can rationalize his delay. Without discussing the great postal reforms of the nineteenth century, he observes that mail eliminated distance for letter writers and shaped the way in which people communicated. While he makes occasional references to and the observation that today s electronic communication has eliminated not only distance, but also time, Mallon focuses primarily on letters and their authors. This book is a companion to his earlier work on diaries, A Book of One s Own. (2009, 338 pp., hardbound with dust jacket at your favorite bookstore, or from com where a delicious bit of irony allows downloading to your Kindle in under a minute. ) Volume 5 of David Tett s sixvolume series A Postal History of the Prisoners of War and Civilian Internees in East Asia During the Second World War has been released. The Japanese imprisoned more than 250,000 people during World War II; this volume covers mail to and from prisoners in the Philippines and Taiwan from 1941 until (2010, 391 pp., full color, cloth with dust jacket, $80 plus shipping from Hartmann.) The previous volumes covering Singapore and Malaya (2002); The Dutch East Indies (2003); Burma, Thailand, and Indochina (2004); Hong Kong and China (2007) are still available. A final volume for Japan, Korea, and Manchuria is expected. Literature Awards The Chicagopex competition last November had forty literature entries and presented the Grand Award for Philatelic Literature to Steven C. Walske and Scott R. Trepel for Special Mail Routes of the American Civil War. The full Palmares is on page 20. Symposium Updates and Reminders The APRL is a co-sponsor of the annual Postal History Symposium. The next symposium, Stamps and the Mail: Imagery, Icons, & Identity, will be held on Thursday and Friday, September 30 October 1, 2010 (please note this date change) at the Smithsonian National Postal Museum in Washington, DC. The keynote speaker, Dr. Jack Child, Professor of Spanish and Latin American Studies at American University, will be familiar to many readers. Two years ago, I profiled his latest book, Miniature Messages: The Semiotics and Politics of Latin American Postage Stamps, in this column. He considers postage stamps to be a unique kind of sign, with an impressive capacity to convey messages in a very confined space. Jack also summarized his book in an article, Semiotics and Stamps, which appeared in the 12 PLR Volume No. 59, 1st Quarter / 2010

15 January 2010 American Philatelist. The previous symposia have largely looked at stamps in terms of the work they perform moving the mail in various ways and under various conditions, but this year s symposium will consider the stamps themselves. As they have evolved since 1840, their designs initially a secondary function are now encoded with historical, cultural, and political messages. Stamps, as official government documents, can be treated as primary resources designed to convey specific political and esthetic messages. I invite you to consider presenting a paper this year. The deadline for proposals is May 15, 2010 and details for submitting can be found at html. Tom Lera, the National Postal Museum Director of Research, has nearly finished editing a volume containing a selection of previously unpublished papers from the first four symposia. This volume, to be published by the Smithsonian, is expected later in the year. We hope that publication of papers will become a regular feature of future symposia. 16 Library News Progress continues to be made in the ongoing effort to facilitate cooperation among United States philatelic libraries. The most ambitious project in this regard is the effort to develop an online union catalogue of the collections of these libraries that is being led by the American Philatelic Research Library (APRL). In addition to the holdings of Larry T. Nix APRL and the Rocky Mountain Philatelic Library (RMPL), which are already part of the union catalogue, about 1,000 items in the Collectors Club of New York Library recently have been included. The catalogue is located at Plans also are underway to add the holdings of the Peggy J. Slusser Memorial Philatelic Library of the Postal History Foundation in Tucson, Arizona. The APRL has established a group on Google Groups to facilitate communication among philatelic libraries that are interested in participating in this and other cooperative efforts. The Slusser Memorial Philatelic Library has been awarded a $70,000 Federal Library Services and Technology Act (LSTA) grant by the Arizona State Library, Archives and Public Records Agency. The grant is being used to create an online catalogue of its holdings in cooperation with the Pima County Public Library. Funding is for a fourteen-month period beginning at the end of June Two additional staff were hired by the library to assist with converting the existing card catalogue and creating electronic records of the library s collection. The Pima County Public Library s online catalogue is located at To view the library s holdings, type Postal History Foundation in the search box as a keyword and click submit. To search within these results, conduct an Advanced Search. On a trip to the Denver area late last year, I was able to visit the Rocky Mountain Philatelic Library in Denver. While there, Sergio Lugo, President of RMPL, treated me to a tour of the building, which it officially purchased on December 4. The building, which is adjacent to its current facility, effectively doubles the library s space to more than 6,500 square feet. A large meeting space in the new building already has been remodeled and is in use by the library. The British Library and its Philatelic Collections will play a major part in the philatelic celebration taking place in the year-long London 2010 Festival of Stamps. A major exhibit at the British Library began February 1 and 14 PLR Volume No. 59, 1st Quarter / 2010

17 continues throughout the year. It will feature more than forty of the library s great philatelic rarities specially selected for this occasion. In association with this exhibition a new booklet, Treasures in Focus Stamps, has been published, and is available from the British Library Shop at There also will be philatelic presentations at the library on a monthly basis throughout the year and on a daily basis during the International Stamp Exhibition in London from May 10 through May 15. For more information go to the Philatelic Collections web pages at All of our philatelic libraries are regular beneficiaries of gift materials from philatelists that enable them to grow their collections. As might be expected, those gifts sometimes duplicate materials already in a library s collection. In the last year, a number of libraries have offered to share significant surpluses of gift items with other philatelic libraries. These include the Slusser Memorial Philatelic Library, the Rocky Mountain Philatelic Library, and the Northwest Philatelic Library. The Northwest Philatelic Library received a major donation from a single collector consisting of fortyeight boxes of philatelic materials. After selecting materials for its own collection, the library sent out more than twenty-one boxes of materials to five other philatelic libraries. Plans to share more materials are already underway. A common theme among most of our philatelic libraries is the need for and the recruitment of volunteers. In his annual state of the library article, Sergio Lugo of the RMPL made a plea for volunteers to staff the library, to work with the library s auction catalogues, to help organize the archives of Colorado stamp clubs, and to work on the building they just purchased for expansion. Frank Scheer, Curator of the Railway Mail Service Library in Boyce, Virginia, wants to build a broad base of volunteer support for the RMSL. Volunteers are needed to assist with the indexing of periodicals including The two buildings of the Rocky Mountain Philatelic Library in Denver, Colorado. 18 The Railway Post Office, to transcribe oral and video tapes to text, and to help maintain the library s home in the historic railway station that it occupies. Frank indicates that a number of volunteer tasks can be performed remotely from the library. The American Philatelic Society and the APRL are conducting a Volunteer Work Week July 26 July 30 at the American Philatelic Center in Bellefonte, Pennsylvania. Volunteering at one of our philatelic libraries either on site or remotely provides a great opportunity to contribute to our hobby in a meaningful way. 20 From the Librarian s Desk Elliot Perry Correspondence File The APRL has more than books, more than journals, more than auction catalogues. We also Gini Horn have files that have been painstakingly put together by philatelists in the past. One of the largest of these important philatelic resources is the Elliot Perry Correspondence File. Elliot Perry ( ) was a leading philatelic researcher of nineteenthcentury United States postage stamps. He wrote many of his early articles under the pseudonym Christopher West, a name most probably chosen in honor of his wife Christina Westlake Perry. His revenue stamp articles appeared in Mekeel s Weekly Stamp News from 1916 to In 1931 Perry launched Pat Paragraphs. One meaning of the word pat is perfectly; precisely; aptly, and the articles in Pat Paragraphs are just that: short, concise and to the point. The journal ran for fifty-eight issues, from June 1931 to February 1958, before ceasing publication. In the Elliot Perry Files at the APRL, there are many manuscripts written by Perry, as well as his research notes; however, the bulk of this particular file contains just what its title states: correspondence. The first section of the correspondence files are with the APS elected officials such as long time Secretary of the Board Holland A. David, many of the APS Presidents, and office staff such as H. Clay Musser and James T. De Voss. Following the APS correspondence are Miscellaneous Correspondents in alphabetical order. There are more than 450 different correspondents. Some of the correspondence consists of no more than a few items, some is large enough in volume to command a separate file folder of its own. The Perry Files provide an excellent example of why it is important when Elliott Perry you contact the library that you explain to us as accurately as possible what information you are seeking. The APRL is chock-full of interesting and important philatelic materials on our shelves, in the vertical files, and in the non-circulating area. We are the second-largest public philatelic library in the world and our holdings are, quite simply, huge. The Perry Files are just one of our philatelic collections available to the researcher that contain a treasure trove of material waiting to be uncovered. 24 IAP Kicking Philatelic Research Up a Notch by David L. Herendeen When I first became involved in organized philately, about twenty-five years ago, one of the things that impressed me was the considerable number of scientists within the philatelic ranks. There were many chemists, geologists, physicists, astronomers, engineers, and even computer scientists and mathematicians like me. What next surprised me was the general lack of scientific research activities in the hobby. Most of this I attributed to the high cost of experimental equipment. The kinds of analytical tools that might allow real gains to be made in philatelic research were quite expensive. The cost of highpowered microscopes, spectrometers, colorimeters, and other devices placed them well beyond the possible for most members of the philatelic community. As with computers, the cost of analytical equipment has been falling dramatically over the last several decades, and in today s world it is possible for philatelists to gain access to an incredible array of forensic tools. Earlier works on color 1,2 and spectroscopic analysis, 3 while generating some excitement when they appeared, did not seem to generate lasting momentum in the field of analytical philately. More recently, works by Najjar 4 and Odenweller 5 (just to name several examples; there are others) continue to apply sophisticated equipment including X-ray fluorescence spectroscopy, raman spectroscopy, and even scanning electron microscopy to philatelic analyses. The Smithsonian National Postal Museum (NPM) procured a device called the Video Spectral Comparator (VSC) 6000 in late This is a sophisticated instrument developed primarily as a forensic tool for law enforcement. It has the ability to use multiple light sources, filters, and differing wavelengths to detect forged or modified documents such as passports, driver s licenses, and bank checks. I was fortunate enough to receive one of the newly introduced NPM scholarships to use the VSC to perform a study entitled A Colorimetric Analysis Methodology for Philatelic Studies. In late 2009, catalyzed by the availability of experimental equipment coupled with my NPM scholarship, I conceived of a new organization that would be devoted to helping philatelists do the research they might have always wanted to do. Thus was born the idea of the Institute for Analytical Philately, Inc. (IAP). Naturally, the most important aspect of launching such an endeavor was determining whether philatelists would respond to this idea. I was pleased that I could interest a number of well-known philatelists who were not only accomplished in our hobby, but also had been senior executives and managers during rewarding careers in industry, including extensive experience in technical research. In addition to myself, the IAP team includes John 22 PLR Volume No. 59, 1st Quarter / 2010

25 Barwis (MI), James Allen (MI), and Robert Hisey (FL). We also have been able to attract seasoned professionals to help administer the organization: Kenneth Nilsestuen (OH) as our treasurer and Dwayne Littauer (LA) as our corporate counsel. We are pleased to have some prominent philatelists already supporting us including Alfredo Frolich (FL), W. Danforth Walker (MD), Jack Dykhouse (TX), Stephen Tucker (NV), and Richard Maisel (NY). So, what are we doing with this team? The IAP is a nonprofit, educational institution that has several goals: Providing research grants to philatelists or scientists to study various problematic aspects of philately. For example: analytical identification of the various shades of the U.S cent stamps; quantitatively differentiating the papers used in the American, Continental, and National printings of the banknoteera stamps; understanding the impact of light exposure (including photocopying and scanning) on stamps; safety of plastic-based mounting materials for stamp archival; and many more. In order to be considered for a grant, a potential researcher must write a formal proposal telling IAP what they intend to do, how they intend to do it, and what funding level they feel is necessary to allow them to accomplish their goals. Providing education through seminars, slide shows, and the Internet, in the methods of research and how to organize research projects. Building a list of references to work previously done using analytical tools for philatelic analysis. Building strategic alliances with other important philatelic organizations, and even some universities. This will allow our grantees access to libraries, archival collections, and experimental equipment that would not be otherwise available. Our first alliance is with the NPM. Our scholars will be able to take advantage of a wide-range of resources at the museum which is located in Washington, DC. At the NPM, our grantees will be able to interact with Thomas Lera, the Winton M Blount Chair of Research at the museum. The number and funding level of our grants is totally dependent on the generosity of our contributors and members. In general, grants range up to $3,000. Some grants may be co-funded with our alliance members. Like the U.S. Marines, we are looking for a few good people. 29 A Potted History of the Robson Lowe Sale Catalogues, by Charles Freeland FRPSL The Philatelic Literature Review has published many erudite articles, most of them by Dr. Stanley Bierman and Herb Trenchard, dealing with the historic auction sales dedicated to individual collections or to the principal auction houses. In 1992 Bierman wrote two long articles on the career and activities of the famous British auctioneer and postal historian Robson Lowe. Bierman itemized the first fifty Robson Lowe sales in New York but did not go into the details of the sales that Lowe held in more than a dozen other countries. Since there are a number of collectors of the Robson Lowe series, as well as of the many specialized catalogues, this article attempts to summarize what exists. Robson Lowe (known to his many friends as Robbie) is something of a legend on the eastern side of the pond due to his innovation in many fields of philately, his extensive publishing record, his championing of postal history as a collecting interest (prior to which postal stationery was the more highly regarded), and his tireless pursuit of fakers and forgers. He also possessed a dynamic personality and a charisma that charmed those who were lucky enough to have known him (and to have heard his rendition of what the Brits call shaggy dog stories, often with gruesome punch lines). But of all his rich legacy, his auction catalogues are certainly the most voluminous and arguably the most valuable resource for the collector. In September 1980, after several years of close collaboration, Lowe formally sold his auction business to the major British auctioneers Christie, Manson and Woods (now called Christie s International) and joined the Christie s board. 30 were re-titled Christie s Robson Lowe, with Robbie joining Christie s board. The buyer was no surprise as the two firms had worked together on a number of occasions over forty years, initially conducting half a dozen stamp auctions in partnership during the war years for the benefit of the Red Cross. This informal partnership may have influenced Robbie s decision to locate his offices very close to Christie s at 50 Pall Mall. Following the merger, those long-standing offices (to which they had moved in September 1940 following the bombing of their offices at 96 Regent Street) were closed and the auctions took place in the Christie s auction rooms in King Street, with the stamp team hidden away from view in cramped corners of the Christie s building. 31 as from 1997 the catalogues appear with the Spink name. In 2000 Spink was sold to a Singapore collector and moved to new and spacious premises in Southampton Row. The firm subsequently has changed hands again. From the outset, nearly all the house s catalogues were sequentially numbered, which simplifies their collection, but creates some confusion here and there, as discussed in Section 8 below. Section 1: The Postal History Series Lowe s first eleven auctions were dedicated to postal history, at that time an innovation in philatelic auctions. The first, numbered 1 and 2, was presented in a single catalogue with a dull orange-red cover. It took place on the Saturday afternoons of October 10 and 17, 1936, with Leslie Ray as auctioneer. This first offering consisted of 466 lots of selected worldwide postal history including, significantly for PLR readers, a small section of philatelic literature. The literature section remained a fixture of the postal history series, and during the next forty years many important philatelic libraries such as Adams, Holmes, and Kronenber were offered in these auctions, although less important literature was sold in Bournemouth. For the second sale, held December 5 and 12, 1936, the cover color was changed to dull deep blue, but by sale this had changed once more, this time to a rather morbid deep grey. Occasional, more important catalogues were issued in white during the next few years, until white became the norm at the end of 1945, lasting until the firm was sold to Christie s in The Postal History sales continued at approximately monthly intervals throughout 1937, but then the frequency was reduced to bi-monthly. By 1944, affected not only by wartime conditions but also by the introduction of Lowe s stamp auctions, the frequency had become quarterly, and this remained the norm until the series finally was discontinued. However, the series continued to receive dedicated numbers even when, in 1946, more general numbering was introduced for nearly all the Robson Lowe catalogues. The numbers were omitted following sale on December 6, 1983, which coincided with the sale of the firm to Christie s and the start of the Christie s/ Robson Lowe series. The next few catalogues were of the same size, but with grey covers, until they appeared in the standard Christie s size from the beginning of Nevertheless, about three sales of postal history per year continued on an irregular, unnumbered basis until the last dedicated postal history sale took place in Bournemouth on February 21, One of the most difficult Postal History sales catalogues to find is number 123, held July 20 21, 1949, as it was a single session within a sale together with Foreign and Great Britain stamps. Another problem is that some of the plates of the wartime catalogues are loose inserts and may have become separated, so al Volume No. 59, 1st Quarter PLR 29

32 ways check that the plates are present if you are offered one of these. Other than the very earliest sales, the ones held during the late war period are the hardest to find. All in all, the full run is an important and rare reference work, even rarer in its dull grey house binding. Section 2: The London Stamp Auctions Almost exactly a year after the postal history series was launched, the stamp sales commenced. The sequence of the first few sales is a little confusing for two reasons: First, the year dates are missing on the first three catalogues. Also, the second of the three catalogues announces, on the inside cover, that it is the first specialized stamp sale! Fortunately, from Robson Lowe s publications we know that the first two sales took place in November The first a large British colonial collection offered as lot 1 and then, if unsold, to be offered in eighty-one country sections took place on Saturday, November 6. This catalogue has a deep sage-green cover and has three bound-in plates. The second sale held Saturday, November 27 and announced on the inside cover as the first specialized auction consists of only twenty-four lots, but these are all sizeable, valuable collections that are extensively described and illustrated, so that the catalogue has no less than sixty-four pages. The cover is dull orange. In addition, the catalogue is taller than other sale catalogues of the period, and most of the few covers I have seen are bent. Only three stamp sales were held in The first (held February 22, 1938) was dedicated to so-called splits, what we now call bisects. It is simply a re-offering of the first and most extensive lot offered in the previous sale, with an estimate of 250, and now broken down into 231 lots. The catalogue contains eleven plates, including eight plates as a loose insert. The next two stamp sales in 1938 were dedicated to United States & Colonies and Great Britain. Beginning in 1939 the schedule went into full flow, with almost fifty sales being held that year, despite or perhaps because of the looming European war that commenced that September. Hardly a good moment to start a new enterprise you might think, but Robbie was no shrinking violet and he was able to take advantage of being excused from war service, having contracted polio in his youth. From the outset there were many name sales from distinguished sources, and most of the other auctions were dedicated to material of Great Britain, British Empire or Overseas, again something of an innovation for the Great Britain market. The early consignors included Yates, Fabergé, AP and Hall, and in the early post-war years we find frequent offerings by McGowan, Boucher, and Rose-Hutchinson. At the same time, the house was issuing frequent brochures offering important collections by Private Treaty, some of which were unsold and subsequently broken down for auction. 30 PLR Volume No. 59, 1st Quarter / 2010

33 But it was not until the Burrus series of auctions held between 1962 and 1967 that Robbie s auction house really moved into the big league. According to Herb Trenchard s comprehensive listing of Burrus auction catalogues, Robson Lowe s fortyodd sales comprised more than half the total, including all the offerings of British Commonwealth. Between 1962 and 1970 Lowe offered the extraordinary collection of China formed by Sir Percival and Lady David in a dozen sale catalogues that are now keenly sought after by collectors in China. In the mid-1970s the principal printers of British Commonwealth stamps, De La Rue, decided to sell its philatelic archives through the Robson Lowe organization, providing material for dozens of auctions over a period of five years or more. Countless other important name sales were held by the house between 1937 and the present day, and its successor Spink remains the unchallenged Number One philatelic auction house in Great Britain. Section 3: The Bournemouth Sales Robson Lowe conducted much of his philatelic business in Bournemouth, known as a retirement community for senior citizens on the south coast of England. After having been a partner with H.R. Harmer and M.P. Levene in Trafalgar Stamp Auctions in London in the 1930s, Lowe moved to Bournemouth with his family in He directed the first stamp auction by the local firm of Jolliffe and Flint on March 14, Shortly after the outbreak of war in September 1939 he bought out his Trafalgar partners and combined the business with his Bournemouth auctions. Jolliffe and Flint s name nevertheless remained on the catalogues for some years as Robbie used its offices at Echo Building in Richmond Hill. Initially, sales were held fortnightly but in late 1940 the frequency was reduced to monthly. Bournemouth Stamp Auctions Ltd (BSA), as it was now called, remained as a separate subsidiary of the Robson Lowe group. While the philatelic cream continued to be offered in the specialized stamp auctions in London, BSA became the outlet for most of the run-of-the-mill material received from consignors, e.g., collections, cartons, books, and unsold lots from the London sales. While they provided a good service for the general collector, few of the BSA catalogues are of great interest or value to the researcher. Only one Bournemouth catalogue, the Great Britain sale of October 31, 1974, can have pretensions of being at all specialized; however, three of the sales held in 1963 and 1964 are sought after as being on the Trenchard list of Burrus catalogues, while in the 1970s a series of auctions was devoted to Revenues, including material ex the De La Rue archives. The Bournemouth sales were numbered from the outset. When the house numbering system referred to in section 8 began in early 1946, the first numbered sale (586) was a Bournemouth catalogue that also bore Bournemouth number Volume No. 59, 1st Quarter PLR 31

34 The last numbered Bournemouth sale was , held September 30 October 1, 1981 (house number ), although the monthly sales continued until They faded out in 1991, with the final sale taking place September 4 5, Shortly afterwards, Christie s began to hold occasional, lower quality stamp sales in its South Kensington offices, but after about ten uninspiring auctions this effort faded out in The Bournemouth numbers are very accurate and I can trace only a few errors (see section 8). Section 4: The European Sales Robson Lowe was an innovator who was always trying new ideas. He would certainly have been at the forefront of the internet auctions that are now commonplace. One of his less successful ventures, however, was the famous sale held May 16, 1966 on the Queen Mary, using a radio-telephone to connect to New York and London, while he was en route to the Sipex International in New York. Sadly, the technology proved not up to the challenge, sabotaged by adverse weather conditions and the French telephone operators going on strike, and the event was not repeated. On the other hand, the initiative he took in the early 1960s to set up a European partnership with Robineau in Paris, van Dieten in the Hague, and Kaufmann in Basel (typically named by Robbie The Uncommon Market ) to handle the sale of the enormous Burrus collection proved inspired. It became the basis for a flourishing European series of auctions that continued until the mid-1990s. The first series of sales in Europe was in Basel, Switzerland (April 15 18, 1964), when the Burrus Austria and Switzerland were offered. Basel was chosen because it offered the most favorable tax arrangements and was eagerly supported by local philatelists, especially Max Guggenheim RDP. The sales went on to take place semi-annually, offering important European and overseas material at a time when exchange control was prevalent and the convertible Swiss franc was a very desirable currency. A number of important consignments were received from Italy in particular, which I well remember when I used to view my local auction. The Basel sales were separately numbered until February 26, 1971 (sale ), although the sales continued until the final series was held November 3 5, The Basel sales, many of which lasted for most of a week, formed an important series of more than 250 catalogues, with separate color photo-plates for many of them. In the mid-1970s, a separate series of spring sales was launched in Geneva, where Christie s already had offices and a convenient sale room. The first sale took place May 1, These sales, however, were less successful and presumably more difficult to administer than the Basel sales. 35 logues in this series. The first Zurich auction was held June 4, 1980, again using Christie s facilities. This created more cost savings and led to the closure of the Basel and Geneva sales. Initially held in the spring and late fall, there were 115 sales in the Zurich series, which rapidly generated considerable turnover. For the first ten years there was an average of about ten catalogues per year, but in 1990 the frequency decreased and the offices there were closed after the final sale on March 27, Top: The second stamp sale, titled the first specialized stamp sale on the inside cover. 36 Whereas only the Basel sales up to 1971 received separate sequential numbering, the sales within each Swiss week were numbered in Roman numerals. The fourth location for European auctions was Italy, following the recruitment of Adriano Landini to the Uncommon Market. Following a one-off sale in Milan in October 1976, held in conjunction with Italphil to coincide with the Milan FIP exhibition, the first in the Italian series (IT1 and 2) was held December 1 2, 1981 in Rome. The location moved to Milan, Landini s base, with the third sale (IT4 5) June 2 3, The fourteen catalogues in the series are numbered according to the number of sale days, with the last sale (IT18) held October 27, Section 5: The Melbourne Sales In 1970 an office was established in Melbourne to serve Australian consignors. The first sale was held February 26, 1970 and several sales continued to be held each year, until the offices were closed following the final sale on June 7, The venue did not prove very successful and only a few important offerings took place, including a sale of the De La Rue archive and the Henry Harvey sale of Victoria, presumably because the major consignors preferred their collections to be offered in London. The catalogues are individually numbered from one to forty-eight, but there are two thirty-fives (for February 12 and April 8, 1976) so there are actually forty-nine catalogues in the series. The Melbourne sales are not included in the house numbering system. Section 6: The United States Sales In 1947, in collaboration with Eugene Klein and under the direction of Arthur D. Pierce, Lowe opened an office in Philadelphia. The first sale was held September 13, 1947 and thirty-six sales in all were held before the office was closed, when it proved impossible to escape double taxation in both the United States and the United Kingdom. The final sale took place March 30 31, The series is a difficult one to complete, and there were a few noteworthy sales, including Taylor s Mexico, held June 5, In 1981, shortly after opening his Zurich office, Lowe took the plunge in New York, opening an office in collaboration with Christie s, which had grand galleries on Park Avenue and 59th Street. (This was two years before the global firm was bought by Christie s.) Although the majority of the most valuable consignments were of U.S. material, many other important properties were marketed. The start from the first sale (September 9, 1981) was relatively quiet, but business built up steadily and by the late 1980s the house s reputation and performance were able to attract such consignors as Isleham, Grunin, Klein, and the massive accumulation of Raymond Weill and partners. The first three of these filled several sales each, while the Weill stock ran to more than ten auctions. Business 34 PLR Volume No. 59, 1st Quarter / 2010

37 began to slow in the mid-1990s, owing to the loss of staff to competitors and the resulting weaker consignments. For the season the firm moved along 59th Street to the Spink offices, still under the Christie s umbrella, but consignments continued to weaken, and after 118 sales the curtain was brought down November 28, Bierman listed the first fifty of these sales in his 1992 PLR articles. The New York sales were separately numbered from the outset, but the practice was discontinued following sale 102 on February 1, The catalogues also bore a local Christie s number, starting at 5075 and ending in excess of The Philadelphia sales were not numbered and neither these nor the New York sales bore a sequential Robson Lowe house number. Section 7: Other Overseas Auctions The Robson Lowe organization held auctions in additional locations around the world without opening permanent offices at these sites. Perhaps best known is the series of auctions in Bermuda, held over a fouryear period in the late 1970s and coinciding with the disposal of the De La Rue archives. There are nine auction catalogues in this series, which was held over four short periods from November 1975 to February One-off sales also were held between 1974 and 1988 in Johannesburg (September 6, 1978), Melbourne (May 3, 1988), Madrid (May 13, 1970), Milan (October 15, 1976), Stockholm (September 25, 1974), and Toronto (November 2 3, 1983). However, the only locations other than Bermuda to host more than a single sale were Johannesburg and Tokyo, which held two in the early 1980s. All these sales, except for Madrid and Milan (held in collaboration with local firms Nestor Jacob and Italphil, respectively) were included in the aggregate house numbering system. In 1991 and 1993 annual sales commenced in Hong Kong and Singapore, respectively, but by then the Christie s numbering had taken over and these sales are not included in the house numbers. Section 8: House Bindings and Numbering Errors The best way to form a comprehensive collection of the Robson Lowe auction catalogues is with house-bound runs, although even some of these may be incomplete if there were no remainders when the sets were bound. However, the bound runs that occasionally appear at auction always attract aggressive bidding. The bindings of the five principal series are in five different colors: bright red (British Commonwealth), green (Foreign), grey (Postal History), brown (Bournemouth), and maroon (Great Britain). More rarely seen are the house-bound series of Bermuda (bright blue), Tokyo (green), Basel and Zurich (greybrown), Italy (dark grey), the Revenue auctions (pale blue), and the Red Cross sales (claret). 38 Realized are contained in a pocket on the inside of the back cover of the volume (this is another clue to identifying a house binding). In addition, a few important name sales were issued in hard-bound editions after the sale, with blank pages interwoven and their Prices Realized bound in. Apart from the Boucher sale illustrated, I have bound versions of the 1946 Watkins Cayman Islands, the 1947 Sir James Marshall Barbados, the 1949 Rose-Hutchinson India, the 1953 Clarke China (this last one without interleaving), and the 1959 Bowman Canadian Cancellations. I know there are more, including Desai India. Section 9: Numbering Most of the Robson Lowe catalogues are sequentially numbered, assisting the collector of the run but also complicating it when, as sometimes happened, the numbering has gone astray. The numbers usually are printed on the outside front cover, but sometimes they do not appear there and it is necessary to look inside the front cover or on the first page of lot numbers. Occasionally, the catalogue is not numbered anywhere, although the number always appears on the Prices Realized. Where a sale has been postponed, the dates on the catalogue and on the prices will differ, but the sale number remains the same. All except the Melbourne, Philadelphia, and New York sales were subject to a single aggregate house numbering system on a global basis, although in the first few years until early 1946 the numbers were not noted in the catalogues. Each separate session was numbered, so that two, three or even, on occasion, four numbers might be allocated to a Left: Burrus Austria, held April 15, 1964; the first Basel sale. 39 single day s sale. Timings often were included on each page, and it is noteworthy that the expected speed was far faster than we experience nowadays, when telephone and internet bidding can slow auctions to a snail s pace. Around the middle of 1975, albeit not in a wholly consistent manner, the numbering changed to one sale per day. In addition, the Bournemouth, Postal History, Basel, Australian, Italian, and New York series received their own sequential numbers. Although sequential catalogue numbering was probably used inhouse from the outset, the aggregate numbers did not appear until 1946, and started out a little messily. The first number I have been able to trace is the Bournemouth sale of February 23, 1946, which is numbered 586 (118 in the dedicated Bournemouth series). This was followed by numbers in the next Bournemouth sale (March 23). The Watkin Cayman Islands sale (May 1) was numbered 594 and the Lye Ceylon sale (May 8) was 595; however, the same numbers were given to the Bournemouth sale held April 27. The Hamersley France catalogue dated May 15, 1946 (94 95 in the Postal History series) is numbered , the first Postal History sale to receive a house number. Future numbering was more regular, but there continued to be periods in which the dates and numbers become quite disorderly. In future issues of the PLR I plan to supply details of these sales. The original aggregate numbering system remained in force until number 4824 was reached at the end of The next sale, in January 1984, was numbered 8001, and for the following three years the sales received a single sequential number, regardless of the number of days they lasted. The final such number was 8246 (June 12, 1989), when the series was integrated with non-stamp sales. From this point the stamp sales numbers become irregular, removing our ability to identify gaps. The Postal History series received dedicated numbers from the outset, and when in 1946 more general numbering was introduced for nearly all the Robson Lowe catalogues, two sets of numbers appear. To my knowledge, the numbering of the Postal History sales was faultless, with no duplication or gaps, despite the fact that more than 200 catalogues in all were printed over fifty years. The Postal History numbers, however, were omitted following sale (December 6, 1983), which coincided with the sale of the firm to Christie s and the start of the Christie s Robson Lowe series. The dedicated Bournemouth numbers are pretty accurate as well. There is an omission in the middle of 1950 when numbers, , are missing. The sale of August 8, 1959 is numbered , when it was just a single day of two sessions and only received two house numbers (although, as shown below, these are incorrect). In 1962 the sale number 610 is missing, and this might be a delayed correction to rectify the 2010 Volume No. 59, 1st Quarter PLR 37

40 overall count. There are quite a few errors in the aggregate house numbering, perhaps understandable in view of the sheer number of sales, but there is usually an immediate correction, so the intended numbers can be inferred easily from the surrounding sales and dates. The objective seems to have been to keep the overall count correct over time, and so duplicate numbers that were not spotted at the time appear to have been corrected by an omitted number some months later. In other cases, the error was noticed immediately and the incorrect number was corrected on the Prices Realized sheet or even before the catalogue was printed, so the numbers are not sequential; for example, the Birch sale (October 6, 1970) is numbered and On rare occasions, the date on the Prices Realized is different from that in the catalogue, but here the explanation is simply that the sale date was postponed. For the benefit of readers who wish to complete their run and have relied on the numbering to indicate what catalogues they are missing, the following are the numbering errors I have noticed, although there are almost certainly others I have not picked up: 1946 The specialized sales of Cayman Island (May 1) and Ceylon (May 8) have the same two numbers (594 and 595) as the Bournemouth sale on April 27, while numbers are omitted There is no sale There are no numbers in the Bournemouth series The Great Britain sale (July 6) is numbered in error , numbers already used for a Bournemouth sale; the numbers evidently should be , which are missing The Porter Nigeria (February 8) is numbered , overlapping the Adams Great Britain (February 15), As 1452 is missing, Porter s intended sequential number was evidently Numbers are omitted and the British Empire sale (March 11) is given the same numbers, , as the two Bute Airmail sales held March 8 and March 15: 1880 and , respectively. However, the Empire sale only has two sessions, so allocating it still leaves an error. Later in 1959 there are two numbers 1853 and no number 1855; the Bournemouth sale of August 8 should be numbered not , but even this is suspect as three Bournemouth numbers were allocated ( ) There is no sale number There are two numbers 2035 and no number 2037, so the Great Britain sale (April 12) numbered should be There also is no number The Great Britain sale (February 14) is incorrectly numbered 38 PLR Volume No. 59, 1st Quarter / 2010

41 It should be (the prices are correct) There is no sale Number 2361 is allocated to two catalogues. Bournemouth (January 10 11) is listed as , and Scandinavia (January 14) is listed as Each has four sessions, so this may be a correction for The British Empire and Egypt sales (January 13 and 27) should be numbered and , not and There is no sale numbered 2675 in January or in October. Sales (March 29 30) and (April 13 14) appear in a single 120-page catalogue, separated by a Bournemouth sale (April 1) numbered No number appears on the catalogue of the Dawson India (November 9), but the prices realized confirm the number was The Overseas sale (January 24) and the Great Britain sale (January 25) are mis-numbered and The correct numbers must be and There are two different catalogues numbered : the British Empire sale (February 8) and the Great Britain sale (February 21). This was not corrected, so it might be a late adjustment for missing numbers in October The cover of the British Empire sale (June 14, 1967) is incorrectly labeled June 14, 1966, although the year is correct on the inside page. Also in 1967 there are two unnumbered sales of Burrus France held in conjunction with Paris dealers Jacques Robineau and Bernard Behr Sale 3445 is missing and the same numbers ( ) are allocated to the Bournemouth sales held February 6 and March 6. These do not seem to have been corrected subsequently Four sales in Basel (March 15 and 16) have been overlooked in the numbering sequence. Two U.S. sales have no visible numbers and the Sperati catalogue (March 16) bizarrely is numbered 2592, a number already used in The surrounding sales remain sequentially numbered, so there was evidently no correction There is no sale numbered There is no number The Bournemouth sale (October 7, 1976) has an incorrect number ( ) on the cover but the correct one ( ) inside There is no sale There are two numbers 4533 and two numbers There is no number 4540, so it looks as if Postal History sale should be numbered not is missing, which could be a late correction for There is no number 4691, originally intended as a New 2010 Volume No. 59, 1st Quarter PLR 39

42 South Wales sale that did not take place is missing The numbers re-started at Numbers are missing There are repeat numbers for 8070 and 8072 in the Zurich catalogues for April 17 and There is a gap of four numbers from 8240 to 8243 shortly before the series ends at 8246 in June Beginning July 1989 the stamp auction numbers restart at 4100 and are no longer sequential. I am aware that I almost certainly have overlooked some numbering errors, even in those periods when my own set is complete. 43 Stamp Artwork from the Reign of George VI Digitized for the First Time The British Postal Museum & Archive (BPMA) is pleased to announce the digitization of commemoratives from the reign of George VI. From January 29, 2010, it will be possible to view more than 400 records of commemorative stamps from the reign of King George VI via the BPMA s online catalogue ( Among the commemoratives are stamps produced to mark the centenary of the Penny Black. The Post Office had planned to celebrate this with special, perhaps even bi-colored, stamps. The stamps were to be 1½ times the size of definitives. The chosen design, by H.L. Palmer, featured a dual head of Queen Victoria and King George VI. Further work was undertaken and essays produced; however, with the outbreak of the war, the stamps were abandoned. In December 1939, Palmer was asked to revisit his design of balance and the stamps were finally issued on May 6, 1940, and overprinted for Tangier and Morocco Agencies. Other examples include stamps commemorating the 75th anniversary of the Universal Postal Union (UPU), which effectively came into being on October 9, 1874, as well as stamps commemorating the liberation of the Channel Islands. There also will be nearly 200 registration sheets from the reign of George V, including Mackennal Profiles. The remaining George V registration sheets will be released online in the near future. 45 Prisoner of War and Internee Mail by Gini Horn There are many specialty areas in philately, but most of these fall within one of two broad categories: They either focus on geographic areas or belong to topical collecting. In the 4th Quarter 2009 PLR we introduced a listing of book titles in the American Philatelic Research Library that cross all geographic categories and are postal history related. The first subject we chose to address was Prisoner of War and Internee Mail. Part I covered book titles that could be found under the subheads Air Mail to Russo-Japanese War. Part II concludes this list of books with Saint Helena to Yugoslavia. Part III, a list of related article titles, will begin in the 2nd Quarter 2010 PLR. As part of our search for literature that discusses this field, in addition to the straightforward, obvious titles, we pulled together many books that contain pertinent information but are considered to belong to related areas of study such as Censored Mail or Military Mail or even to a less obvious topic altogether such as the Red Cross, shipping (i.e., hospital ships), etc. The alphabetically listed headings below are primarily geographic areas but also include some broader subject areas. If you have a philatelic field of study that you would like to see indexed in this fashion in the PLR, please let us know. Our goal is to make the contents of the APRL as accessible as possible to the philatelic researcher. Blount Postal History Symposium Smithsonian National Postal Museum, Washington DC September 30 October 1, 2010 Stamps and the Mail: Imagery, Icons, & Identity Our symposia to date have largely looked at stamps in terms of the work they perform moving the mail in various ways (transportation) and under various conditions (wartime), but what about the stamps themselves? As they have evolved since 1840, their designs, initially a secondary function, are now encoded with historical, cultural, and political messages. Stamps, as official government documents, can be treated as primary resources designed to convey specific political and esthetic messages. Other topics and themes for the symposium are: Stamp design s influence on advertising envelopes and bulk mailings, censorship of stamps as propaganda as used on letters, and the role of the Citizens Stamp Advisory Committee or organizations that generate the designs. In our past symposia, we have had several papers that addressed this theme: Images of Past Futures: World s Fairs, Postage Stamps and the Impact of Modernism ; The Medium Is the Message: Union Civil War Patriotic Envelopes and Their Impact ; and V for Victory and Icons of Reform. Proceedings of the Symposium will be considered for publication by the Smithsonian Institution Press Several academic books and articles providing ideas along the lines of these topics are: David Scott, European Stamp Design: A Semiotic Approach to Designing Messages (1995), takes an artist/aesthetic look at British, Dutch, and Swiss stamps. Scholarships at the Smithsonian National Postal Museum The Smithsonian National Postal Museum (NPM) is pleased to announce three scholarships for the research of postage stamps or postal history leading to publication. The NPM scholarship is available for scholars holding a Ph.D., or for doctoral candidates engaged in dissertation research, and is designed to enable scholars, advanced graduate students, and others to spend an uninterrupted block of time doing research in the NPM library and other Washington, DC libraries on their projects and discussing their work with others. Research can include any topic supported by the NPM collections, for research in the history of the post in America in any century. The second scholarship is from the NPM and The Confederate Stamp Alliance (CSA) for original research and analysis relating to the design and/or printing of a specific Confederate stamp issue(s), the Confederate Post Office Department, or an aspect of Confederate postal history. The result of the research will be publication in The Confederate Philatelist. The third scholarship is from the NPM and is for original research and analysis relating to the design and/or printing of a specific issue(s) or relating to a concept, valuation, issuance, distribution, policy, and/or decision arising from the postal department/service in Washington, DC. The postal history research also will be considered as long as the area of study is West Virginia, Virginia, Maryland, and/or the District of Columbia. The result of the research will be publication either as an article or book. Applications are now being accepted for these scholarships. The scholarships vary in amounts up to $2,000 and can be used as a contribution towards expenses including travel costs for a trip(s) to Washington, DC libraries and the Smithsonian National Postal Museum. Applications should include: an outline of the subject to be studied and how it relates to the applicant s previous philatelic or postal history research; intentions as to publication of the results after completion of the study; an accurate costing of the trip(s), including places and organizations to be visited and collections to research; and a short curriculum vitae (including personal details, collecting interests, previous publications, and philatelic achievements). 62 The Stuart Rossiter Memorial Lecture 2010 by David Beech The Stuart Rossiter Trust is pleased to announce that the Stuart Rossiter Memorial Lecture 2010 will be given by Gavin Fryer FRPSL, at 5 p.m. on Friday, November 5 at The Royal Philatelic Society London with the title How the Blind Have Been Served by the Post. The lecture is based on Gavin s worldwide collection of postal items and discusses a number of aspects of social and postal reforms as well as opening the minds of many philatelists to the realization that special postal tariffs and arrangements have been developed for this purpose during the period of more than a century. Gavin has been researching this subject for many years and his lecture will illustrate the context and postal story that begins in the 1820s and will include the struggle of those working for the blind against British government bureaucracy, particularly in the period 1894 to The postal franchise laid down by the Universal Postal Union, which became effective from 1966, has meant that gradually the use of adhesives to prepay postage has been eliminated, as will be illustrated. Most classes of mail can be found involving the blind, including disaster mail and air freight. Gavin is the author and publisher of the forthcoming book Blindman s Mail How the Blind Have Been Served by the Post, which is expected at the end of the summer of Gavin Fryer is a Fellow and a Past President of The Royal Philatelic Society London and a Trustee of the Stuart Rossiter Trust. The first edition was published in 1987, and the second edition was published in The first two editions were compiled by the late James Stapleton. This new edition is edited by Mike Shand, who is one of the foremost collectors of New Zealand airmails. It has been thoroughly revised and repriced. Several of the entries that were in the second edition have been dropped (for example, the pigeongrams), as they are better covered in other publications, as well as flights for which there is no evidence of any mail. The entries refer mostly to flown covers (although a few nonflown souvenir items are listed) and exclude Cinderella labels. There are more than 100 new entries in this new edition, and 100+ new illustrations, including some in color. The listings are strictly chronological. There is a brief description of each flight or event, a listing of each different cover, the number of covers known, and the price in New Zealand dollars for each type of cover or card. Illustrations of covers are placed as near as possible to their related catalogue listing. The Catalogue primarily covers New Zealand domestic flights, and only brief listings are provided of the external air mails for the period , as full details of the external flights are covered in The Airmails of New Zealand, Vol. Two, by Doug Walker and Robin Startup, published in Other areas not fully covered are those to do with wartime flights, Antarctic flights, and flights to and from the Chatham Islands, although a good representation of all of these is included. 71 that reflect current market values for covers in fine, fault-free condition, based on auctions results or advertised sales lists. The numbering system had to be completely rewritten because of the large number of additions and deletions, especially for the period from 1994 to In order to avoid any confusion arising from the use of the previous Stapleton numbers, it is being suggested that in the future, references to the listings in this third edition be called Shand numbers. The new Catalogue is very well done and will be an essential reference for collectors of New Zealand air mail material. Bojanowicz, which is the major publication on the classical period of the Kingdom of Poland. However, the postal history of the period between 1865 and 1918 is tied to the three countries that occupied Poland. The history of the Polish post in the twentieth century has been relatively ignored outside of Poland. With the growing interest of the posts of the Second Republic (beginning November 11, 1918), the need for a scholarly work that explores the development of the Polish post in this tumultuous period was needed. Professor Auleytner has provided 2010 / Volume No. 59, 1st Quarter PLR 69

72 this for us. To enhance the usefulness of the book, it is bi-lingual, Polish and English. The development of the posts is documented with the first provisional issues of Warsaw, Lublin, Cracow and Poznan, as well as with the use of the remaining stamps of the occupying countries of Germany and Austria. The author provides us with a very detailed listing of the elusive local overprints, which in many cases are the only recorded examples or fewer than five recorded. Many are pictured for the first time in a philatelic publication. To accomplish this, Professor Auleytner uses not only examples from his own collection but those of other students of this period. The usefulness of his documentation is enhanced by the inclusion of the dates of known use. The author wisely includes only the local overprints made at the post offices and not the many speculative overprints so often encountered. The author then goes on to address the opening and development of the post offices in Upper Silesia, Great Poland and Pomerania, and, breaking new ground, the post offices in the Eastern Territories. He also includes a chapter on the Polish Post Offices in Turkey and Odessa. This publication will no doubt become the standard reference for this period of Polish postal history. The 2009 edition of Sweden s postal museum annual book is the fifty-ninth. It maintains the high quality of writing, graphics, and presentation (now in color throughout) that has been a recognized standard for such yearbooks. Although the articles are in Swedish, each is summarized in English. The lead article, by editor Jan Billgren, is based on the collection of correspondence of Sven Hedin, donated by the explorer to the museum in Covers sent to and from Hedin during his expeditions are illustrated. Other articles in the 2009 yearbook focus on the correspondence of author Selma Lagerlöf, seventeenth-century Swedish-Danish postal routes (with a separate article on interruptions due to plague and the 30-Year War), first day and earliest known dates of Sweden stamp issues, and early air mail flights between Sweden and the United States. As usual, the book concludes with a review of activities of the museum during the previous year, such as special exhibits, changes to staffing, youth programs, and mechanical improvements (in 2008 the lighting in the area of study collections was improved). 73 source for any philatelic library. Reviewed by Alan Warren SWITZERLAND Swiss Post International Activity in Italy: The Baveno Story by Charles J. LaBlonde; layout and design by Richard T. Hall. Spiral bound, 8½x11 inches, card covers, 80 pages, ISBN Available for $20 (ppd in the U.S.) or $30 (ppd abroad) from Charles LaBlonde, Ridgefield Lane, Colorado Springs, CO This fascinating monograph was pieced together by author Charles LaBlonde using personal items he came across and then researching the rest of the puzzle to present this glimpse into modern postal history. Swiss Post recognized that many citizens of that country vacationing in Italy often returned home before postcards mailed to their friends and relatives arrived. As a result, Swiss Post installed mailboxes at hotels and other tourist vacation spots in Italy to service mail more efficiently. One prime spot was the town of Baveno on Lago Maggiore with its lovely coastline and the attraction of several nearby islands. Couriers took the tourist mail to the Swiss-Italian border where it entered the local mail stream and was delivered to Switzerland destinations within forty-eight hours. This compares to a week when handled by the Italian mails. The service began about 1996 and was designed for postcards. A label or stamp printed with a palm tree scene and a black imprint P.P. CH Chiasso 1 was used for the service when the item was mailed from the Baveno area. The label was tied with a Locarno cancellation. The label also was sold at hotels in booklets of eight so people could prepare their own cards for posting in the special hotel mailbox. The author, with the help of his wife and other researchers, began to study the phenomenon. Letters were mailed to the United States (even with different weights) via the Swiss and Italian postal systems, with no upcharge by SPI (Swiss Post International) for the heavier items, and little difference in delivery time. Members of the research team also visited the SPI office in Baveno to gain a better understanding of how the mails were handled. A postcard was sent franked with the Swiss tourist label but placed in an Italian mailbox. It came through. In 1998 the SPI released additional labels with four different city scenes in Italy (Rome, Milan, Naples, and Venice), again in booklet form. Word was getting around with increased interest and activity by collectors, dealers, and the philatelic press. The SPI postcard system was terminated in 2001, due in part to pressure from the Italian postal administration. Thus the program lasted about five years, and that chapter of modern postal history is now closed. 74 tion houses keep the memory alive by recording sales of these artifacts. Tourist stamps are not new. They have been used in Scandinavia and elsewhere. However, the short-lived program of SPI in Italy clearly has a beginning and ending usage that provides a new wrinkle to modern postal history. LaBlonde s book benefits from its use of color and a very attractive layout. The SPI advertisements, dealer ads, and photos of the Baveno SPI facility all help to tell this fascinating story. The catalogue is the authoritative guide to United States error stamps, written by one of the country s leading error experts. This reference work opens with a useful Introduction that defines the relevant terminology used by EFO (Errors, Freaks and Oddities) collectors and provides instructions on how to use the catalogue. The errors are then divided into the main categories of imperforates, color-omitted errors, hologramomitted errors, back description errors, inverts, printer s waste, and freak and oddities. Each error is identified by Scott Catalogue number and is illustrated, along with a value and the quantity known. More than 400 useful footnotes amplify the listings. The new edition features more than 100 new listings, including some older items that were recently documented. Also included for the first time are separate listings for modern proofs from the American Bank Note archives. They appear in an Error-Like Imperforates section with other imperforates that resemble error stamps, but are not. The fourteenth edition was published in 2006 with 216 pages. 75 stock. Many of the 2006 images appear washed out and most of the new edition images offer more realistic colors, although some are overly dark. The fifteenth edition also replaced some of the remaining blackand-white images so that only a few of the rarer errors remain in black and white. Based on the catalogue values, the error market has seen mixed results in recent years. The values for rarities, such as the Jenny air mail invert (Scott C3a) and the 1869 inverts, have soared but the values of many common modern errors are flat or have declined One other thing that has risen is the price of the Errors catalogue. 76 Airways Hong Kong Feeder Service; and Imperial Airways and BOAC Rates between 1929 and The chapters describe the first flight on the routes, list the aircraft used and their final disposition (e.g., sold to another airline, crashed, etc.), show numerous timetables and maps, as well as advertising posters in full color, and provide interesting narratives of various flights by the pilots. There are photos of some of the aircraft used, and timetables for most of the years covered. The author uses a point system for evaluating flown covers, with one point equal to 1. Rates are shown for letters from major countries to be carried on the various routes. The majority of the data provided are the timetables and changes to the routes, especially as a result of the War. Numerous flown covers are shown in color. Most chapters include charts showing routes operated, dates, and the names or registration numbers of the aircraft used on those routes and dates. Obviously, a tremendous amount of research has gone into these charts. The chapters covering Imperial Airways mention the various crashes and show some, but not all, of the cachets that were applied to recovered mail. This reviewer believes that all known cachets should have been shown. The chapter on the Horseshoe Route is very useful. It provides government announcements, complete schedules and timetables of various airline flights over that route, and schedules of the ships that connected with the Horseshoe route at Durban and India. One chapter gives postal rates for all Imperial Airways (BOAC from April 1940) Asian routes up to August 31, 1945, which will be a very valuable resource for air mail collectors. The chapters on Air Orient (and Air France from October 7, 1933), KLM of the Netherlands, and the German service to Asia also contain very useful information and timetables. There is an Appendix with notes on censorship, a Bibliography, and an Index. The book is very well done and, in spite of its cost, will be an essential reference for aerophilatelists, especially those who study the World War II period. 80 Letter to the Editor Belmont Faries File When I read Bonny Farmer s article about the Belmont Faries file in the 4th Quarter 2009 issue ( The First U.S. Christmas Stamp ) I lamented my loss of a letter I received in Have never forgotten this letter! It was from a Third Assistant Postmaster General in Washington, D.C. who responded to a letter of inquiry from me. I had asked then if there was any truth to the rumor that the U.S. Post Office Dept. was going to issue a Christmas stamp. As I recall, the brief letter in question assured me that such a stamp issue could never happen in the United States of America. While memory tells me that the phrase separation of church and state was NOT mentioned, the thought of a U.S. government-issued document such as a religious postage stamp was a No-No! Farmer writes in her fascinating article that there was apparently no widespread objection to the Christmas Stamp Project of the Post Office Department. Well, if there is a converse to widespread, my concerned letter of inquiry in 1962 along with a few others did reach the Post Office Department. Over the years as I ve discussed the matter of a Christmas stamp with fellow collectors and others. I ve stressed that there is no objection on my part to postally commemorating the works and influence of religious leaders such as Priests, Ministers and Rabbis. The POD and the USPS have certainly done so. I applaud this. I would rather see our going this route with all groups instead of so-called religious and secular Christmas stamps plus special stamps for Hanukkah, Eid and Kwanzaa. (I have not deeply read of Kwanzaa, but suggest that this may more appropriately be considered an ethnic, cultural event, not strictly speaking a religious festival of African-Americans.) My contact with Belmont Faries was brief and fleeting in the 1960s. During the early days of the Minkus Stamp and Coin Journal, which Faries edited, I had been doing some freelance philatelic writing for Jacques Minkus (the journal s owner). Minkus sent on to Faries several pieces of mine, which were subsequently published in the journal, and Faries and I exchanged a few notes. Alas, the notes are lost too! 98 How Can I Use the Library What will the Library do for me? If you are a member of either the American Philatelic Research Library or the American Philatelic Society, you can make direct use of library services. Non members may access materials through interlibrary loan. Fees are charged for most services, to cover the library s costs. The APRL s card catalogue is acces sible on the Internet at Searching for titles, requesting materials, and research can be ac complished easily on the Web. Most library services are provided by mail. You contact us with requests for specific titles, or the library staff can provide a list of suggested titles in your area of interest. You may keep books for two weeks. The loan period begins on the estimated date you receive the book in the mail. Photocopying service is available for most library materials, some of which do not circulate due to their rarity or fragility. Library staffers will check and photocopy indexes and bibliographies for you, but do not have the time to undertake in-depth research. What materials are available? The APRL has one of the world s largest and most accessible collections of philatelic literature. Library materials and services have been developed with you, the user, in mind. The library has handbooks and catalogues, old and new, on the philatelic items of most countries. The APRL s ex ten sive range of journals represents a host of philatelic interests. Most materials are in English, but the library also has many books and journals in other languages. The library also has substantial holdings of auction catalogues, government publications, dealer price lists, and special materials related to first day covers, U.S. stamp issues, and the history of the stamp collecting hobby. What does it cost? Library fees off-set the library s cost of providing services. Please do not pay in advance; a bill will be included with the materials/information requested. Base fee: $10 per shipment/request (includes up to 15 minutes of staff time) Books $3 for the first book, $1 for each subsequent book, and $.25 per page for any photocopies Photocopies (without any books) 15 copies included in the base fee plus $.25 per page afterwards Extensive photocopies/research requests. After the initial 15 minutes included in the base fee, $20 per hour, billed in half-hour increments. If we anticipate that a request will require additional time (long photocopy re - quests, etc.) we will notify the requestor by whenever possible. Given the difficulty of locating specialized philatelic literature and the expense of purchasing books and journals, these fees constitute a philatelic bargain. You may borrow up to five books at a time. All borrowed items must be re turned using signature confirmation. In some cases the library will ask you to have insurance coverage, but you will be notified on the invoice of any such requirements.
