The last of our pending retirees have finished their service to the city, and we have four new candidates finishing the local academy and ready to take the streets about this time next month. ISSUE #276 Joining the ranks of our retirees are Sgt. Matthew Claussen (36 years), Sgt. Michael Brazil (31 years), Sgt. Robert Laco (31 years), Sgt. David Brinkley (28 years), and Sgt. Laco Sgt. Brinkley Sgt. Ogden In December, we had some initial promotions to carry us into the new year with new leadership. Now that spring has sprung, we are prepared to make the latest promotions to the most deserving officers to carry on the rest of our day-to-day activities with our complement of personnel. Choosing new supervisors is not an easy task, but not necessarily for the reasons that you may think. Our police department does an excellent job of training all of our patrol officers. Whether structured training through our instructors or unstructured training through the line supervisors, our officers take pride knowing that they are the best trained and most knowledgeable at handling any task thrown at them. When selecting a limited number of supervisors from a large group of well trained individuals, the challenge is difficult. Our newest group of supervisors go above and beyond the expectations of the rest of the very competitive pack. The extraordinary effort is what causes them to stand out above the rest. For the future, our younger officers will emulate, and even try to exceed, the efforts of those that have excelled before them. BI-WEEKLY NEWSLETTER PAGE 2 Five Steps for Getting Your Utilities Marked 1. Plan Your Project Before you call Indiana 811, you will need to know specific details about where you plan to dig, including the street address, county and township. You will also need the name and phone number of the person or company who will be doing the digging. We recommend you mark the designated area with white paint or flags so the utility operators will only mark that area. 2. Call Indiana 811 Make a free call to Indiana 811 by simply calling 811 or After speaking to an Indiana 811 representative, you will be given a ticket number, and a list of all the utility operators who will be responding to your request. He or she will also answer any questions you have about the utility locating process. 3. Wait for the Marks The marking process typically takes two full working days, meaning if you call on a Tuesday, the utility operators have Wednesday and Thursday to mark the approximate location of lines. Each line will be marked in the color that corresponds to the appropriate utility. 4. Confirm the Marks After two full working days, confirm that all utility operators have visited your property by comparing the various colors of the marks on your property to the list of utilities given to you. If a utility operator does not locate a utility line in the designated area, a representative will let you know they do not have a conflict by calling you, or painting an OK along with the company s initials in the corresponding utility color. For example, if you do not have a gas line running through the area, the utility operator will write an OK in yellow paint in the designated area. 5. Dig With Care Now that your utility lines are marked, you can begin digging. Indiana state law mandates a two-foot safety zone on either side of the marks. In the safety zone, you can only dig with hand tools. The size of the safety zone will depend on the size of the underground facility, which is sometimes noted by the utility locators. For example, if a water line is marked as six inches wide, the safety zone on both sides of the line is two feet three inches from the mark. You will only want to use mechanical equipment outside of the General Pet Care Springtime Safety Tips *If you suspect your pet may have come in contact with or ingested a potentially poisonous substance, contact your local veterinarian or the ASPCA Animal Poison Control Center immediately at (888) Screen Yourself Many pet parents welcome the breezy days of spring by opening their windows. Unfortunately, they also unknowingly put their pets at risk especially cats, who are apt to jump or fall through unscreened windows. Be sure to install snug and sturdy screens in all of your windows. Buckle Up! While most dogs love to feel the wind on their furry faces, allowing them to ride in the beds of pick-up trucks or stick their heads out of moving-car windows is dangerous. Flying debris and insects can cause inner ear or eye injuries and lung infections, and abrupt stops or turns can cause major injury, or worse! Pets riding in cars should always be secured in a crate or wearing a seatbelt harness designed especially for them. Spring Cleaning Spring cleaning is a time-honored tradition in many households, but be sure to keep all cleaners and chemicals out of your pets way! Almost all cleaning products, even all natural ones, contain chemicals that may be harmful to pets. The key to using them safely is to read and follow label directions for proper use and storage. Home Improvement 101 Products such as paints, mineral spirits and solvents can be toxic to your pets and cause severe irritation or chemical burns. Carefully read all labels to see if the product is safe to use around your furry friends. Also, be cautious of physical hazards, including nails, staples, insulation, blades and power tools. It may be wise to confine your dog or cat to a designated pet-friendly room during home improvement projects. Let Your Garden Grow With Care Pet parents, take care fertilizers, insecticides and herbicides keep our plants and lawns healthy and green, but their ingredients may be dangerous if your pet ingests them. Always store these products in out-of-the-way places and follow label instructions carefully. Many popular springtime plants including rhododendron and azaleas are also highly toxic to pets and can prove fatal if eaten. Ah-Ah-Achoo! Like us, pets can be allergic to foods, dust, plants and pollens. Allergic reactions in dogs and cats can cause itching, minor sniffling and sneezing, or life-threatening anaphylactic shock to insect bites and stings. If you suspect your pet has a springtime allergy, please visit your veterinarian as soon as possible. Pesky Little Critters April showers bring May flowers and an onslaught of bugs! Make sure your pet is on year-round heartworm preventive medication, as well as a flea and tick control program. Ask your doctor to recommend a plan designed specifically for your pet. Out and About Make sure your dog or cat has a microchip for identification and wears a tag imprinted with your home address, cell phone and any other relevant contact information.

6 Hello All, Normally, this time of year I'd start talking about grass. Unfortunately, Mother Nature has not been cooperative with bringing us our Spring weather, so I'll refrain and cover that next time. For this month I'd like to talk about cleaning up after your dog. I know this isn't something that most of us think of, but after a long winter like we've had, it's understandable that folks would be outside cleaning up dog waste less frequently than normal. So, of course, it starts to pile up, and on those infrequent warm days we get, it could start to stink up the neighborhood. Hobart Municipal Code states: DOMESTIC ANIMALS CREATING A NUISANCE; PROHIBITED. It is unlawful for any person to allow his or her domestic animal to become a public nuisance. Excessive barking, whining or howling without apparent reason, molesting passers-by, chasing vehicles, attacking other animals, depositing excretory matter on property other than that of the owner, allowing the accumulation of feces on the owner s property and damaging property shall be deemed a nuisance. And this offense is also discussed in Hobart Municipal Code OFFENSES CONCERNING THE OWNERSHIP AND MANAGE- MENT OF DOGS, which states: In addition to the offenses prescribed in other sections of this chapter which may apply, it is unlawful for any person owning, possessing, keeping, harboring or having control of any dog within the city: (G) To allow the dog to deposit excrement on property other than that of the owner without removing same (H) To allow the accumulation of feces on the property of the owner or possessor of the dog such that a noisome (that which creates a foul odor) condition develops. So basically the ordinances prohibit allowing your dog to defecate upon the property of another (of course if you are out walking your dog and this happens, and you clean it up, no enforcement action would be taken against you), and allowing the accumulation of dog/animal waste upon your own property that it can be smelled by neighboring properties. I know going out in the cold to clean up after your animal could be inconvenient, but I think it's all about being a good neighbor and responsible dog owner.
