On APP with Kaohsiung Film Festival With the goal to become Taiwan s Short Film Base, Kaohsiung International Short Film Competition is coming to its 4th year. All kinds of independent, fantastic and entertaining original visual arts will compete in Kaohsiung Film Festival. An innovative change will also be introduced to the festival to provide access to screen the nominated short films on mobile devices. Kaohsiung Film Festival break the boundaries between genres and welcome all kinds of short films to compete for the highest award Prize Kaohsiung Award with USD Prize. As Taiwan s biggest Fantasy Shorts Platform, the Fantasy-Fireball Award (with USD Prize) invite all the fantasy shorts from all over the world. In addition, Kaohsiung as an industrial city has deep concern with our environment and would like to encourage short films concerning humanity and environmental issues with the Green S.O.S Award (with 5.000USD Prize). Furthermore, applicants with Taiwanese Nationality can compete additionally for Taiwan Award (with USD Prize), those who qualifies for Taiwan Student Award has even chances to win USD Prize. Last but not least, Animation Award (with USD Prize) has been added to this year s short film competition,. All the nominated short films will be screened exclusively on KFF s online platform (only in Taiwan). KFA will provide each nominated short film a 200USD online screening fee to provide the Taiwanese audience to watch the selected films on KFF s exclusive APP. Kaohsiung International Short Film Festival encourage all mainstream and non-mainstream short films creators to come together to Kaohsiung in Kaohsiung to have the most direct encounter with the passionate audiences. The 2014 Kaohsiung International Short Film Festival will be calling for entries up until July 15th. The awards include Kaohsiung Award, Fantasy-Fireball Award, Green-S.O.S Award, Animation Award, Taiwan Award, Taiwan Student Award and Best Selections. No limited 1

3 Requirements 1. Submissions for Taiwan Award and Taiwan Student Award, the director should have Taiwanese Nationality. 2. Applicants for Taiwan Student Award should be born after January 1st 1985 and a registered student. 3. The Film should be produced or premiered after January 1st Films that were submitted before to Kaohsiung International Short Film Competition are not allowed for second submission. 5. Co-workers in Kaohsiung Film Festival are not allowed to submit. Once the Online Registration is done, you have to proceed to further step by sending the hard copy entry form to complete submission. 3. The documents would not be return The deadline for online and hard copy submission is on the same date, we suggest an earlier online submission approximately 3 days ahead. Screening 1. The selected films would be screened on KFF s exclusive online platform ( The usage of App will be limited only in Taiwan, restricted IP) 2. The selected films would be screened in KFA and related occasions, we d like to ask the director and the crew to participate the festival activities and award ceremony. The winning film crews need to participate the interviews for further promotion. Selection After the deadline of registering the competition, there will be two phases of selection: First Stage: the professionals from academia and industry will select outstanding productions, and the nominations will be announced on late September. Final Stage: a jury of the judges including well-experienced professional movie directors, international film judge, film critics and scholars will be invited to form a committee, and which the winning production will be awarded the prizes on the academy ceremony. Terms and Conditions 1. The sponsor has the right to screen, show the film and the production stills for promotional use. 2. Selection (of Taiwanese directors) should assist to attend any forum or Q&A in arrangement of KFF. 3. The DVD of submitted films and the information will not be returned and will be used for distribution purposes following the festival. 4. The same production cannot join the competition for 2 consecutive 2 years. 5. According to the ROC Income Tax Laws, if the prize s value is over $20,000 NT (included) 2

5 dollars, the winner has to pay 10% of the prize s value. On the other hand, if the winner is a foreigner (person inhabiting ROC for less than 183 days a year), 20% of the prize s value has to be paid. 6. According to ROC Income Tax laws, if the prize s value is over $1000 NT dollars, the income has to be listed on the Personal Consolidated Income Tax. As a result, handing in the relative receipts is necessary for getting the prize, and rejecting the command suggests that the winner automatically waive his right. The copies of DVDs will not be returned. 7. If the production is involved in the intellectual property rights controversy, the producer has to take responsibility of it. If the winning production is confirmed to violate the laws, the award sheet, trophy and prize have to be returned. 8. Permission in the form of a license agreement is needed for using published music. The audio and the visual images of the film need to acquire the permission from the original creator to reproduce, edit, screen, broadcast in public. Once the film infringes on the copyrights, the film maker will have full responsibility. If necessary, the declaration on the copyrights of the audio and images will be asked for further examination. 9. The publicity materials and segment (10% of the film content or less than 3 minutes) of the film may be used by the festival for promotional purposes and the content may be edited for the promotion of KAOHSIUNG FLIM FESTIVAL Such editing may include but not limited to editing elements of the submitted content into promotional footage or screening it at workshops, launches or seminars by the Organizer. 10. Once nominated, the nominees would receive 200 USD from Kaohsiung Film Festival 2014 to grant the right to Bureau of Cultural Affairs Kaohsiung City Government, Kaohsiung Film Archive and related third party to broadcast, screen publicly; including online, on app (mobile devices) for promotional use during the film festival (From October 17th to November 2nd 2014, exact date would be announced on the official website). 11. The nominated films will be introduced further to other international short film festivals for promotional use and also should be granted the license to the screenings in other cooperated film festivals such as SHORT SHORTS FILM FESTIVAL & ASIA (Tokyo, Japan) etc. 12. For further promotional purpose, the winners have to authorize Kaohsiung Film Archive to archive their productions, and grant the right to screen for any KFF non-profit promotion or activity. 13. KFF sponsor has the right to revise and announce the regulations. 3
