1 Timetable Planning Rules Signal Box / Route Opening Hours Held at George Stephenson House, York on Wednesday 6 th February 2013 Main Points and Actions Arising In Attendance: DB Schenker Stan Kitchin (Timetable Strategy Manager) Pawel Nowak (Rail Network Manager) Freightliner Jason Bird (Track Access Manager) Network Rail David Jackson (Ops Planning Programme Manager (GA&CA) (Chair) Mark Southon (Planning & Performance Contracts Specialist) (By Telecon) Objectives of Meeting Summarised as follows: To review the actions from the previous meeting on 7 th September To capture any feedback on progress by DBS / FLR to review Route Opening Hours and Compendium of Signalbox Opening Hours documents. To discuss progress with internal briefing within Network Rail. To agree next steps. Discussion Points Who When 1. Introduction DJ welcomed the attendees and agreed the agenda. 2. The Contractual Position Previous Actions DBS / FL were to advise of any discrepancies they believe exist between the 2001 ROTP (used) and the original 1994 documentation. TTO part 3a Appendix E Signalbox Opening Hours meeting minutes
2 Update 06/02/13 JB noted that a number of joint meetings had taken place between DBS / FLR to discuss the Route Opening Hours and Compendium data. A list of discrepancies is now being put together by JB, with progress summarised as follows: Wales, Western, East Midlands, Anglia, Kent, Sussex and Wessex complete and documented. These are with SK/PN for checking. LNW part complete. LNE to complete and document. Scotland to complete documenting. Early comments / notes on The Compendium: Where signalling schemes have been implemented and signalboxes closed as a result these need to be removed. Items with yellow shading are still to check. Need to check the Kent / Sussex geography areas; eg. Bexhill. Some missing entries. Where different panels listed for a Signalbox, would prefer to show Open Continuously, list the exceptions and the note why there is an exception. JB passed across the hard copy of work on Signalbox Opening Times already undertaken for Wales, Western, East Midlands, Anglia, Kent, Sussex and Wessex to DJ for checking with the Routes. Action: To conduct dialogue with the Routes to review the queries raised. DJ (CB) DJ would like to understand the level of further change that will be required for the TPRs. SK made the point that it is important that we get the base data right in both the TPRs and Compendium and would prefer to do so before we committed to publication. The group agreed. The next opportunity to publish is into Version 3 of the TPRs for May/14 (on 12/04/13). JB suggested that individual signalboxes should be displayed TTO part 3a Appendix E Signalbox Opening Hours meeting minutes
3 in s.2.2 of the TPRs, rather than A to B route sections. MS noted that the route sections format was preferred. However, we agreed to include specific signalboxes on an exception basis, where they control specific internal operations or mini routes ; eg. Eastfield (Peterborough) and Mantle Lane (Coalville). Action: To put together a list of the known exceptions and forward to MS. Action: To note exceptions in s.2.2 of the TPRs. JB/SK MS Agreed TPR version Early comments / notes on s2.2 Route Opening Hours of the TPRs: Boxes should be listed individually, rather than an A to B route section. Where signalling schemes have been implemented and signalboxes closed as a result these need to be removed. Some missing entries. Some duplication; eg. LNW and Western for North Wales. Action: JB to complete analysis on Route Opening Hours (for East Midlands, Anglia, Kent, Sussex and Wessex) and send through data to SK/PN for checking and then onto DJ. Action: MS to follow up any issues raised and arrange for TPRs to be amended if required. (Note: This requires an assessment of what is required, a discussion with the Routes and getting any changes into the draft TPRs). Other Issues to Resolve The TPRs should consistently show Route Opening Hours The need to show the effect on network operational capabilities by a box being switched out is broadly accepted by our TPR practitioners. As a pilot, these were included in TTO part 3a Appendix E Signalbox Opening Hours meeting minutes
4 Section 5.3 of the v Sussex and Wessex Route TPRs. Action: To extend to other Route TPRs. DJ (CB) Compendium of Local Signal Box Opening Times Other actions to complete now The Compendium is close to completion are: Differentiating where boxes receive Operator funding and mention in the Compendium (but not the specific hours). Update 07/09/12 These are confirmed as Longannet and Kirkconnel (both Scotland). Kingswinford (West Midlands) has now closed and any billing will be retrospective only. We should note the opening hours paid for by the Operators in the Compendium. Clarifying / adding detail to the Summer / Winter times or at least reference reason (e.g. TOC Summer dated services). Note to be added to Route TPR section 2.2 referencing the Compendium (in v4?). Action: DJ to follow up for The Compendium. DJ (CB) Communication Strategy DJ noted that a letter has gone out on 18/01/13 to the General Managers in the Routes outlining the process and asking for details of changes to signalbox opening times to be sent into Ops Planning in a timely manner, so that The Compendium can be updated. DJ circulated a copy of the letter to the group for information. DJ noted that a presentation session had been booked at the GM s Conference at Westwood on 12/02/13 to run through the process and the documentation.
