2 CHALLENGES Breaking records, as the SCTE Standards Program did in 2006, is always satisfying. It speaks to the dedication of the volunteers and the relevance of the program. But maintaining that high standard of performance requires us to meet new challenges as they arise. We expect to do very well in 2007 with new standards as well as revisions of existing standards. We will also review a number of standards which have reached their fiveyear anniversary and which must be revised or reaffirmed. But the industry is changing, and that means new challenges. Intellectual property is the most important area in standards administration today. A high-tech standard may have more than a hundred relevant patents, and royalty payments can be a significant part of product cost. SCTE standards containing patents have not been a problem. But the legal ground is shifting, so we will need to stay vigilant. Another challenge is technological convergence; technologies important to the cable industry come from outside. We need to use others standards when necessary, but we also need to do our own when that is in our best interests we cannot assume that standards developed for IT or telephony will be right for us. There needs to be a continued emphasis on doing new standards in SCTE for important new areas. Related to technical convergence is another challenge cultural convergence. In our standards program, I see a new set of companies like Google and Microsoft that have not been part of the cable community. I also see individuals from the MSOs and vendors who never worked in the classic cable technologies of hardware and RF. They are largely computer professionals doing a different application. Dealing with these cultures will be a challenge for all of us. The final challenge is international. Cable is a domestic business; the MSOs operate in North America and have never had a strong interest in standards beyond that domain. However, vendors must now address global markets. There are international standards organizations ISO, IEC, and ITU which have standards that affect all aspects of cable systems. As the rest of the world goes broadband, we need to pay attention to this work to ensure that their standards are consistent with North American cable interests. To leave them alone, as we have largely done in the past, is to invite a marginalization of our own processes. So, after a very successful year in 2006, we look forward to another one in 2007 as our volunteers work to meet these challenges. Stephen P. Oksala SCTE Vice President, Standards About the SCTE Standards Program The SCTE Standards Program is dedicated to providing standards to help the cable telecommunications industry prosper. SCTE standards cover a wide range of industry needs from F-connectors to protocols for high-speed data access over cable and digital program insertion. For example, several of SCTE s digital video standards were selected as the core of the plug and play agreement between cable operators and consumer electronic manufacturers. Accredited by the American National Standards Institute (ANSI), SCTE is recognized by the International Telecommunication Union (ITU) and works in cooperation with the European Telecommunications Standards Institute (ETSI). SCTE s Standards Program is made possible thanks to the generous support of our standards members (listed on page 8). Oksala Vice President, Standards In his position as SCTE Vice President of Standards, Steve is responsible for a wideranging standards program for the cable telecommunications industry covering topics from connectors to cable modems. Prior to joining SCTE at the beginning of 2001, he spent 35 years with the Unisys Corp., including 13 years as director of standards and regulatory compliance. He also held management positions in system design, hardware design, operating systems and languages, and applications development. He has been a member of the Board of Directors of the American National Standards Institute since 1990 and has been a Vice Chairman of the Board since He chairs the Board National Policy Committee, which is responsible for domestic standards and government relations policy, and is a member of the International Policy Committee and Conformity Assessment Policy Committee. He was the 1999 recipient of the ANSI Edward Lohse medal for standardization in Information Technology and has twice won awards (first place in 1996 and second place in 2000) in the World Standards Day paper contest. He has testified before Congress on several occasions on the subject of standards and conformity assessment and the role of government in these processes. He holds a BSEE from the University of Michigan and an MBA from Wayne State University. Thomas Russell Director of Standards Thomas Russell became SCTE Director of Standards at the beginning of Tom was previously a broadband and technology consultant as principal of TTM Development Co. He has an extensive background in both broadband access and consumer electronics from previous engineering and marketing positions at companies such as Philips Broadband, Thomson Consumer Electronics, and OnePath Networks. His past standards development activities include contributor and leadership roles in the telco industry. Tom provides primary administration of SCTE s Digital Video (DVS), Hybrid Management Sub-layer (HMS) and Emergency Alert Systems (EAS) subcommittees, along with technology expertise across the entire SCTE Standards Program. He has a bachelor s degree in computer science from Syracuse University and an associate s degree in electrical technology from Suffolk Community College. 4 2006 PROGRAM ACTIVITIES In 2006, the SCTE Standards Program set a record for new and revised standards with 50 approvals, eclipsing the old total of 42 set in This is a clear demonstration of our continuing ability to produce new and revised standards to support the cable telecommunications industry. Our membership declined slightly from 143 organizations to 140, in a year when seven of our members were acquired and another five went out of business. The key area for new members remains digital video systems. At the end of the year, we had more than 800 individual participants involved in the subcommittees and working groups, an increase of about 12%. We continue to emphasize the completion of standards, including processing them through the American National Standards Institute (ANSI) as American National Standards. Approval actions by the Subcommittees, Engineering Committee, and ANSI were all up from 2005 by 177%, 150%, and 271% respectively, as shown in the Standards Actions chart. We began the year with 154 standards, 147 of them approved as American National Standards by ANSI. During 2006 we added to our portfolio another 19 standards for a total of 173, a 12% increase. 170 of those were approved by ANSI, an increase of 23 standards, or 16%. We now rank 16th among the 208 ANSI-accredited standards developers. The Standards Approved chart shows 2006 compared to other years. IPS led the subcommittees in approvals, with DSS close behind. On the operations side, we continued to provide the quarterly SCTE Standards Bulletin and the annual SCTE Standards Report. Our Standards Alert system, which provides notice of the approvals of new standards and new projects, has a mailing list of 348 people interested in the SCTE standards process, a slight increase over Signing up for the Standards Alert is easily done from the SCTE website, During 2006 we revised our operating procedures and had them approved by ANSI. SCTE staff remains very active at ANSI, with Steve Oksala continuing as a Vice Chairman of the Board of Directors. In addition to the revised procedures, the Engineering Committee approved draft procedures for the development of Recommended Practices, with a simplified process for documents which provide guidance rather than establish requirements. 5 We were very pleased to award our second annual Excellence in Standards award to Paul Woidke of Comcast Spotlight for his leadership of the Digital Program Insertion Working Group in the Digital Video Subcommittee. This award is part of our efforts to recognize the good work done by our volunteers. The website remains popular and visitors continue to download approved standards in electronic form at no charge. By the end of 2006, our standards were being downloaded at a rate of around 30,000 per month. The most popular standards continue to be the DOCSIS 1.0, 1.1, and 2.0 standards. The runners-up were: SCTE 55-2, Digital Broadband Delivery System: Out of Band Transport Part 2: Mode B SCTE 07, Digital Video Transmission Standard for Cable Television SCTE 18, Emergency Alert Message for Cable SCTE 40, Digital Cable Network Interface Standard SCTE 28, Host-POD Interface SCTE 87-1, Graphic Symbols for Cable Telecommunications Part 1: HFC Symbols SCTE 24-3, IPCablecom Network Call Signalling Protocol Standards Approved Year End Status SCTE 30, Digital Program Insertion Splicing Application Program Interface SCTE 35, Digital Program Insertion Cueing Message for Cable Subcommittees The standards subcommittees and their working groups meet face to face up to four times a year, utilizing industry trade shows (the SCTE Conference on Emerging Technologies and SCTE Cable-Tec Expo, the NCTA National Show, and the CableLabs summer and winter meetings) as well as separate meetings. However, most of the technical work is done through the use of teleconferencing and . The participants propose documents, discuss them, and revise them on an ongoing basis; some groups may have teleconference meetings as frequently as once a week. These groups are the heart of the SCTE standards process, where technical professionals work together to reach consensus and produce the high-quality standards for which SCTE is known. The following details the accomplishments of those groups during 2006: Cable Applications Platform Subcommittee (CAP) The CAP Subcommittee did not meet in We anticipate a revision of SCTE 90-1, SCTE Applications Platform Part 1: OCAP 1.0 Profile in Chairman s International Advisory Committee (CIAC) CIAC advises the Engineering Committee on international standards activities, primarily the work of International Electrotechnical Commission (IEC) Technical Committee 100, Audio, Video, and Multimedia Systems and Equipment and its Technical Areas TA 4, Digital system interfaces and protocols and TA 5, Cable networks for television signals, sound signals, and interactive services. SCTE is a member of the U.S. Technical Advisory Group (TAG), which represents the United States in TC 100. Steve Oksala of SCTE is the Deputy Technical Advisor for the TAG, responsible for U.S. positions on TA 5 matters. The CIAC also reviews documents from IEC TC 46 Cables, wires, waveguides, R.F. connectors, R.F. and microwave passive components and accessories and its subcommittees to ensure that the cable industry is aware of any issues arising in these areas. During 2006, CIAC reviewed 241 documents and recommended SCTE positions on 52 different projects. These numbers are comparable to those in Data Standards Subcommittee (DSS) During 2006, DSS approved revisions of the first 13 parts of SCTE 24, IPCablecom and added one new standard to the suite SCTE 24-21, BV16 Speech Codec Specification for Voice over IP Applications in Cable Telephony. They also approved the submission to the International Telecommunication Union (ITU), through the U.S. Department of State, of DSS 06-06, DSS 06-07, and DSS In 2007, DSS will be revising those standards that have reached their five-year anniversary the DOCSIS 1.0 and 1.1 standards and the remaining IPCablecom standards (SCTE through SCTE 24-17) and plans to approve updates of SCTE 106, 79-1, 79-2, 23-2, and 107. DSS also expects to begin the standardization of a set of documents pertaining to the characteristics of the DOCSIS 3.0 Modular Cable Modem Termination System (M-CMTS ) Operation Support Systems, Edge Resource Manager Interface, Downstream External PHY Interface, and DOCSIS Timing Interface. 6 2006 PROGRAM ACTIVITIES Digital Video Subcommittee (DVS) DVS approved three new standards for Program- Specific Ad Insertion in 2006 SCTE 118-1, Data Field Definitions, Functional Overview and Applications Guidelines; SCTE 118-2, Content Provider to Traffic Communication Applications Model; and SCTE 118-3, Traffic System to Ad Insertion System File Format Specification. The group also approved revisions to SCTE 07, Digital Video Transmission Standard for Cable Television; SCTE 19, Methods for Isochronous Data Service Transport; SCTE 21, Standard for Carriage of NTSC VBI Data in Cable Digital Transport Streams; SCTE 28, Host-POD Interface; SCTE 30, Digital Program Insertion Splicing Application Program Interface; SCTE 54, Digital Video Service Multiplex and Transport System for Cable Television; and SCTE 67, Applications Guidelines for SCTE Looking forward, DVS will be revising seven standards that will reach their five-year anniversary in Working Group 1 (Video and Audio Services) will continue work on Video Characteristics for H.264-AVC Coding for Cable Television, which will identify video usage profiles for the conveyance of Advanced Video Codec data in SCTE 54-compliant transport networks. Working Group 3 (Network Architecture and Management) plans to complete the revision of SCTE 18 (Emergency Alert Message for Cable), which is approved by ANSI as a joint standard for SCTE and the Consumer Electronics Association. DVS Working Group 5 (Digital Program Insertion) continues work on numerous projects to enhance the ability to insert content such as advertising into the main program stream. They are also working on Client-based standards which move some of the intelligence for content insertion into devices installed in the home, with set-tops and other devices storing and selecting ad content based on demographics and household preferences. The Working Group s current focus is on a specific suite of standards on targeted (addressable) advertising delivery in digital video systems. A total of eight documents are planned, with the first four nearing the balloting stage. Emergency Alert Systems Subcommittee (EAS) The EAS Subcommittee provides analysis and support for the state and federal Emergency Alert System and monitors activities within the FCC and other groups. The EAS met in 2006 to discuss current issues with the EAS system, recommendations from the U.S. government s Media Security and Reliability Committee (MSRC), the AMBER alert system, and franchise-required alerting. In 2007, EAS will consider adoption of a Recommended Practice related to MSRC and will review a new report from the General Accountability Office on alerting systems based on a questionnaire sent to cable system operators. Hybrid Management Sub-Layer Subcommittee (HMS) During 2006, HMS approved the new standard SCTE 113, Management Interface for GigE Transport Devices, and revisions to SCTE 38-4, SCTE-HMS- PS-MIB Management Information Base (MIB) Definition; SCTE 38-6, SCTE-HMS-GEN-MIB HMS Management Information Base (MIB) Definition; and SCTE 83-1, HMS Inside Plant Management Information Base (MIB) Part 1: SCTE-HMS-HE- OPTICS-MIB. In 2007, HMS expects to revise eight standards which will reach their five-year anniversary. HMS also began an effort to expand the use of network transponders to capture data on Voice over Internet Protocol (VoIP) parameters. This project, titled HMS VoIP Test Management Information Base Definition, is intended to provide MSOs with information that can be used to determine whether VoIP traffic is meeting quality targets. Another new initiative for HMS, begun in 2006 and planned for completion in the coming year, is the definition of MIBs (Management Information Bases) for headend digital video equipment. Projects currently underway include a root-level MIB, as well as Edge QAM and MPEG Encoder MIBs. These will be SNMP (Simple Network Management Protocol) data structures designed to aid in monitoring the status of digital video devices to determine the health of the system. Interface Practices and In-Home Cabling Subcommittee (IPS) IPS approved five new product standards in 2006: SCTE 116, Specification for 5/8-24 Port, Female Adapters; SCTE 117, Specification for Braided, 75 Ohm, Flexible RF Mini-Coaxial Cable; SCTE 122, SCTE Recommended Optical Fiber Cable Types for Outside Plant Drop Applications; SCTE 123, F Port (Male Outdoor) Physical Dimensions; and SCTE 124, Male F Ports. They also approved nine new test procedure standards: SCTE 48-1, Test Method for Measuring Shielding Effectiveness of Passive and Active Devices Using a GTEM Cell, SCTE 101, Test Method for Mainline Splice Connector Return Loss; SCTE 108, Test Method for Dielectric Strength Withstand; SCTE 115, Test Method for Reverse Path (Upstream) Intermodulation Using Two Carriers; SCTE 119, Test Method for Noise Power Ratio; SCTE 120, Test Method for Balance Ratio; SCTE 121, Test Procedure for Forward Path (Downstream) Bit Error Rate; SCTE 125, Test Method for Mainline PIN (Plug) Connector Return Loss; and SCTE 126, Test Method for Distortion of 2-way Active Amplifier Caused by Insufficient Isolation. The group also revised existing product standards SCTE 01, F Port (Female Outdoor) Physical Dimensions; SCTE 02, F Port (Female Indoor) Physical Dimensions; and SCTE 15, Specification for Trunk, Feeder, and Distribution Coaxial Cable; and test procedure standards SCTE 11, Aerial Cable Corrosion Protection Flow; SCTE 12, Test Method for Center Conductor Bond to Dielectric for Trunk Feeder & Distribution Coaxial Cables; SCTE 13, Air Leak Test Method for Trunk, Feeder & Distribution Coax Cable; SCTE 14, Hex Crimp Tool Verification/Calibration; and SCTE 32, Ampacity of Coaxial Telecommunications Cables. Like the other subcommittees, IPS will be working in 2007 to revise 27 standards that have reached their five-year anniversary. They also expect to finish the guide to the National Electrical Code. 7 ENGINEERING COMMITTEE MESSAGE Change in the cable industry has been a recurring theme in my previous annual remarks and certainly the past year was no exception. The Quad-Play of video, data, voice (home), and voice (mobile) is now offered in selected areas by multiple operators. True convergence of these offerings will bring customers increased value and convenience in the not-so-distant future. Switched digital video is beginning to be deployed, opening up huge increases in bandwidth for video services. Looking ahead, DOCSIS 3.0 will soon enable super high-speed data offerings, and OCAP will bring a national cable industry platform for new applications. There is no end in sight to the innovative technology and services the cable industry continues to bring to our customers. Certainly the cable industry has competition, in fact plenty of competition; however, our core technologies, our innovative spirit, and our willingness to embrace emerging technologies will continue to serve us well into the future. Where do standards fit into this picture of change and innovation? Standards are necessary to enable interoperability and ultimately drive down costs. Embracing the standards process is more critical today than ever before, particularly as we expand further into new markets and retail. If you are not already involved, consider signing up with the subcommittee or working group that interests you. If your company serves the cable industry and is not already a member of the standards program, perhaps you can encourage the decision makers to join.
